Remember the on-going VSWO grievance? The people in charge (like Cmdr Stevens) making up their own "house rules" and denying Officers the opportunities to work OT based on numerous Contract violations that is going to end up costing the City hundreds of thousands of dollars.
Here's something from 2013, posted by then-Sgt Jill Stevens making up a work rule that violated quite a few General Orders, Department Policy and perhaps a State Law? We aren't sure what dates conflict with which (click for larger version):
All those numbers? Those are what are called quotas.
And what do we know about quotas?
This took years to be put into writing, but....:

After years of Department denials and years of being confronted with evidence to the contrary, someone was finally forced to put the "no quota" directive to paper. But it went on for years before and continues to go on behind the scenes in Units where if you bitch about it, you get dumped back to the District.
Maybe the VSWO grievance will finally put an end to one part of it.

Let’s not forget Lt. Allyson Johnson, Star #549, who’s already been quietly removed from the SES and hidden in Unit 192.
Also, let’s not omit Sergeant Michael Bartz, Star #2364 and Sergeant Janice Brown, Star #2512, both also responsible for reviewing and recommending suspensions.
And if you’ve been on the job for more than a minute, you know supervisors are a protected CPD species who will have subordinates take their weight and fall on the sword. So here’s where officers who initiated the suspensions and processed appeals need to be mentioned. They are, also per FOIA request and in no particular order, PO John Maggi, Star #17753, PO Evelyn Perez, Star #3430 PO Joseph Stritzel, Star #16341. PO “CJ Loughney”, PO “S. Barber”, and PO “EABUDAYEH” also appear as participants in the “FORM PREPARED BY” field of "Guideline Violation - Recommendation for Suspension" forms.
Would ya believe there’s even MORE people involved? There sure are, but I’ll introduce them another time.

So what you’ve presented here could ostensibly open up a TON more grievances and class action lawsuits. This dumb bitch Stevens based assignments to VRI on activity quotas and not seniority??!!! And now she’s prohibiting assignments by arbitrarily interpreting the “rules” she and others MADE UP!!??? So there’s now a clear pattern of her and the department violating not only the contract but the law as well. Quotas in LE are ILLEGAL. Matthew makes sergeant and is tucked away in a nice NorthSide district until his ascension into the detective division, even though he’s never done any detecting. Thanks to their daddy, a retired copper hooked in with the other hack bosses that just won’t go away or die off. Even in retirement. Entitled strokes still living up the Friends and Family program of CPD. The only thing that’s slowed down these goofs is the other set of goofs, the fratern-a-bros.

I always knew that we were an incompetent and corrupt department especially when it comes to supervision and nepotism and clout but seeing all the pieces come together and it all spelled out is insane. These people need to be held punitively responsible, demoted to civil service rank and sent to districts on the opposite side of the city from where they live just like they would do to us nobody’s. 3:21am. You must not have any time on the job, and dont dont what VRI was lol. It was spelled out in CLEAR what the parameters were in order to qualify for days of VRI, it wasn't a secret. The secret is the arbitrary vetting of punishment for missing days that were assigned.
What's the status of the Dougherty lawsuit? The city is already on the hook for wquite a bit of money and hours owed. Geiger where are you?

The concept of 'quotas' as applied to employee work output is valid in most professions.
Whether private business or government, output of employees is evaluted by this, as an element of employee work performance.
Yet, in a few professions, this usage of 'quotas' is invalid to the purpose and function thereof.
Law enforcement is one of such professions, as is the profession of extinguishing fires, aka our Chicago Fire Department.
As is also our Emergency Medical Technicians.
As, also, in private business, morticians.
With our coroners being also not valid to have 'quotas' used as an evaluator of said profession's employees work performance.
There are many more professions within which an imposed 'quota' does not have any valid function.
The use of 'quotas' within these professions results, inevitably, in a 'by hook or by crook' efforts infecting the employee workforce.
The intent by those imposing this 'quota' scheme is to induce dishonest behaviors.

I sure hope so. I was just crunching numbers in my head. I know people that have been suspended 3, 6 and even 12 months. 9 out of 10 of them vehemently deny doing something so egregious to warrant what equates to several thousands of dollars penalty. As many have stated before, our discipline is supposed to be progressive. This is anything but… Hell, this is completely fabricated and as it’s completely made up and run by the clowns at Special Employment. You know some connected people were taken care of in regards to suspensions, while others were absolutely hammered without cause. How many people made phone calls to friends of friends of prior coworkers, partners, etc.? it’s pretty clear cut that they implemented these “Guidelines” improperly and have harmed countless people by administering discipline they had no right to. Allyson, Jill and that whole crew need to be hammered for this when all the dust settles.

You obviously were not on the job long enough to know that a grievance was filed during VRI about quotas to work it. The arbitrator ruled in the City’s favor. The activity is to work an overtime initiative, was voluntary and was legal. I agree with everyone but VRI snd SDI are totally different.

It’s the city of chicago, every dept from the police to streets and sanitation is always been and always will be who you know not what you know. Say what you want about Jill, but Matt has been the police his entire career. Worked midnights in 010 until promotion by score to 014, where he worked midnights many years until he made it to the D unit. He was never taken care of like his sister was.

Steven’s father was a decent guy. Really was, treated people well. I can’t speak about his kids but he was very decent.

Jill Stevens has definitely worked the streets. I have 25+ years on the job and never worked inside. She rode with me more than once in a beat car on 1st watch a long time ago. She used to try very hard when she was a PO. She wasn't afraid to do her job when she first started. She probably hasn't worked as real police officer in over 15 years but she has definitely pushed a beat car.
Reading is one skill and reading comprehension is another. The average moron posting on so called quotas is incorrect. Illinois Police Departments can't have a quota to keep your job. That law has specific language about arrests and moving violation tickets. The law everyone is talking about has obviously never read it. That Law is only for employment, not special employment, OT initiatives, and etc, etc. One poster already said it but think about VRI. That had a minimum activity requirement. That was deemed legal after some lazy assess filed a grievance about it. No one is entitled to OT, Special Employment, Specialized Units, and everything else CPD offers. The ISP used to have a quota about stops, not tickets. The language was changed to interactions and is perfectly legal. CPD can change the language (they should) about all the OT initiatives that would include a minimum amount of activity to qualify. That would be perfectly legal as it doesn't pertain to keep your job. The grievance being filed is about arbitrary suspensions. That can certainly be sued about. The lazy do nothings hoping to cash in about not getting OT because they didn't meet numbers can forget it. They don't have a leg to stand on and I could care less about.
I care a thousand times more about all the working police officers/political prisoners at call back or in a no pay status. Those brave hard working men and women are victims of the Communist Office of Police Assassinations. They are the only real victims of the Shity of Chicago. Quit giving a voice to DO NOTHINGS!!!!

Jilldo has 21 years on, so let’s do that math using your timeline.
Minus academy time, PPO time and not working as a “real police officer in over 15 years” puts her at working a beat car at MAYBE 5 years. Which she didnt because she had spots in units or inside pretty much right off probation. She has never been or never will be “the police”. She was groomed from before she came on the job to be a house mouse supervisor, hidden in various spots where she wouldnt draw much attention to herself. But people like her are too smart for their own good. She’s on the radar now bigtime. Just like 99% of the exempt rank supervisors on this job - USELESS AND PUT INTO SPOTS AFTER UNEARNED PROMOTIONS BECAUSE OF CLOUT AND NEPOTISM. Fuck Jill Stevens. I hope this gets her demoted minimum, launched max.

The status is that the courts ruled against the city, but they have refused to pay. This amounts to almost 900k a MONTH in interest added to the payout amount. As of the article that was written in February stated, we were owed 165M back then.

Speaking of quotas, when is Michael J. Barz the lieutenant/captain/commander/deputy-chief/captain/ Commander AGAIN (018)going to be held accountable for getting sued over illegal quota actions against minorities, bad mouthing a bunch of black bosses, threatening a female and Hispanic officer with arrests while he was an IAD sergeant ,and covering up a investigation into the NOBLE lieutenants exam cheating scandal????
