"Merit" List Tossed?

Supposedly, the multiple "merit" supernintendo rejected a pending "merit" list. Details are sketchy, but new names have been requested.

We remember a few years back, being amazed that dead and retired commanders were still getting recommendations through the screening process.

So was there an embarrassing name on this list or as some commentators suggested, the lists weren't "diverse" enough for Conehead, the Consent Decree people or some other agency?

They need to get rid of merit completely. 99% of merit are incompetent and political hacks. It is also single handedly the main contributor that leads to all other problems in this department. Before David Brown left he made his driver a merit Sgt. That individual was not only the third tier of the list, but he was the lowest ranked merit selection on the list after the interviews were conducted. Whenever a department member is selected for merit promotion they are interviewed and placed into a three tiered ranking system based upon their answers to the merit board (why anyone other than tier one would ever be selected for merit promotion is beyond comprehension). Whenever a person is selected from a lower tier for merit promotion, the above tier is closed and no further promotions can be made from those higher tiers. So when Brown made his awful choice to have the lowest ranked merit selection promoted to sergeant , he fucked everyone over by allowing only tier three merit picks to be eligible for merit selection moving forward (he wasn’t going to have to suffer the ineptitude so why should he give a fuck?). The results have been predictable as the merit picks from the last few classes have been as bad as you can get, and now one has to wonder if the merit picks are that bad going into maybe one or two classes before the new test is graded or if the merit list would exceed the third tiers numbers, and result in less than 30 percent merit being able to be utilized (God forbid promotions be made based on rank order if the merit list were to be closed out). The merit system needs to be changed and the unions need to step up and demand it.

I don’t have a dog in this race, but HQ sources stated that… ‘Ol Dave Brown once had a driver. That driver was tier 3 merit. Brown cried to get him made not knowing how the “tiers” worked. Corey Hatter was made last spring off this current list. The problem was that ‘Ol Corey was from tier 3 of the merit ranking. “Bosses” told Brown that Corey couldn’t be made because tier 1 still had candidates. Brown threw a fit and ultimately got his way. Corey getting pushed through meritoriously meant that the list for tier 1 and tier 2 candidates was now depleted since a candidate from another tier was picked. I guess that’s why the ranking is always kept quiet. Requesting NEW packets already??? That’s never happened, especially for an active list which confirms the aforementioned to be true. Merit… used for nepotism and the way it currently is used… is a fuckin joke! I couldn’t even imagine the remaining tier 3 candidates are very bright or of any use on this job so they need a new list. Probably some bad seeds left on that tier 3 list? Any way to FOIA merit, tiers, and/or lists? God help us all!!!

Talk about merit and feeling like you're entitled, found out from friends at unit 050 that some young entitled p.o. felt that he and his family needed to be treated like royalty bc he allegedly knew the boss. When he got called out and turned out that the boss didn't know him, this no time idiot felt like he was dizzed and emailed higher ups. So thanks to this hair gel idiot, future courtesy parking will no longer be available. We are our worst enemy, or should I say these young no nothing's, are our worst enemy. Apparently a lot of people (myself included) got calls from their supervisors simply asking if they took the last sgt’s test and that was it. Had no idea why but now I see this article and it makes sense.

I work at HQ and sadly to say that it’s true that the department promoted a vast majority (all) of African American/black officers that were on the merit list, therefore there isn’t enough African American/black officers left on the merit list. City council and the black caucus would have been in an uproar to why not enough African Americans/blacks were NOT promoted if a new class would have been made with the current test score list and merit list included. The department should get rid of the merit process as whole and make the testing process and promotion process legit.

I forgot, who, but we had a short time police superintendent, who was eliminating merit nonsense all together, that’s why we have so many stupid supervisors promoted, especially the exempt ranks which nobody respects the police officers on the department unless they have somebody that needs something then they can act like they respect them but as soon as they turn their backs, then we laugh at them because it’s nothing but a clown show! Respect starts at the top if you don’t respect the top of the command structure, you don’t respect any of them simple as that look at the amount of money we’re making now we’re making more money than ever. Just look laugh leave enjoy the show. What other job can you work at where you can basically do whatever you want and want to do with no responsibility ?

I would find it hard to believe the list isn't diverse enough. LL demanded POC for merit or the Commander and above wouldn't be promoted or possibly demoted. Anyone who says otherwise is full of Shi!. The current merit lists were made under the last Mayor and Superintendent, so that could be the problem. I heard yesterday the same thing this thread states in that LS wasn't happy with the merit list and wanted more names. I"m a test score Sgt who didn't score in the top 150 (shame on me) for Lt. I put my resume in for merit. I'm not POC, both selections from the Commander were 1's.

The other possibility is age discrimination. Rumors are floating around that LS, Conehead, and other people in the decision making process don't want anyone past a certain age being promoted by merit. Merit is to be reserved for those who have a future with the department. We've all seen merit promotions of people over 50 who retired a year or two later. I remember seeing a merit Lt who was in their 60's. Most of those didn't even get the full pay bump in their pension. The department doesn't want people collecting a check in management. I understand that thought process but the majority of department regardless of age has basically quit doing any police work. Go figure.

IAD Sergeant YW just started command school at Northwestern. She wouldn't have made Lt on her own and needs merit. Rumor has it that she is friends with the former supt who was passed out drunk in his car. Get her out of IAD, the way she bosses the POs around like a queen and goes out of her way to screw POs in her cases, while kissing the asses of the bosses and trying to talk like a rich white girl

The timing fits with the new list being made.

Did anyone else catch what the lockup keeper said to the murder suspect on Chicago P.D.? He told the suspect to get against the wall because he wanted to take his booking photo. That is when the lockup said to him, "jacket off." Which in my head sounded like jack-it-off. Kind of funny. I am sure that the producer, Brian LUCE had something to do with that.

She will screw over cops in a heartbeat. She has screwed over so many cops already. She gave upwards of 30 days to officers. She is disgusting. What I did notice anyone connected to a black boss severely recieved less days than those who weren't connected and black. Look up her statistics on days she has given. I'm not saying she only screwed non black officers but GUARANTEE you those who are black and have clout were punished way less. Please look her stats up if you can. This is the type of person that needs to be exposed because your future might actually end up at her desk. We get battered by the public, COPA, and sadly even our own. If an officer deserved the days then they have what is coming but when officers are working at least have compassion and see it from an officers view. This is hard with her because I'm sure she never worked the streets and only has the POV of a civilian. Sad. I see her fakeness all day at work.

They should change the topic of "MERIT LIST" to "BUDDY LIST". Its a joke..they ask us to fill out a questionnaire about the promotional process but never heard back on the results and obvioulsy it doesn't matter what we say anyway. Conehead and Camel teeth will do what they want. Fuck Merit, get rid of it. If you cant pass a test then your not QUALIFIED!! Simple as that. On e-learning you need a 70% to pass but yet you need something like 40% to pass a Sgt Exam???

This last sergeant test was a horrible mistake by the department. Having the same set of questions over a five-day period. People who took the exam on the first few days did not do as well as the people who took the exam on the last two days. Obviously, the test questions were passed around to everyone giving them enough time to create a response. No wonder the department is rushing to get a new test. Merit in its current form sucks. If it was up to the city, promotions would be 100% merit so they would put people in that would do as they were told. If you want a fair test where none of our command staff can pass out the exam ahead of time. You have to have the test company sit down with our subject matter experts (merit bosses who pass out the test to friends who do not want to be merit). Our SME and the test company will develop 2000 possible test questions that would be appropriate and uncontestable. The department will post the possible 2000 questions and answers that will be on the exam to the entire department as a study guide. On the day of the exam, the test company will randomly select 100 questions that will be on the exam. Not one command staff member will know which questions will be on the exam. Your scantron test will be graded as you walk out the door, and you will be provided a copy of your score. The company will rank score you based on score, seniority, and age tiebreaker. Your results will be mailed to you in two weeks. No one can complain it was not a fair test or that I didn't test well. We all had the questions and answers ahead of time and you have to put in the effort in learning the material.

I love the the comments “Take the Test.” The test in itself was a joke, you tell me how it was fair to administer an oral test over six days. The 2nd part of the test was compromised after the first day. They should have never hired the vendor if they didn’t not have the equipment or resources to administer the test in one day for all the candidates. If you do the math you will see the majority of Sgt’s made off this current list took the test on the day 3,4,and 5 because they had the questions from dummy’s that took it on the first and second day. How does it benefit you by giving the questions to candidates that are seeking the same position. Unreal how stupid some people are. Remember it’s all legit right? Stop crying about the merit process because if you were considered I’d bet my testies you would take the promotion.

The COVID Virus was being transmitted in the Wuhan area in September 2019. Several Canadian Soldiers there for the military games got sick from "a strange flu like disease." They found out it was COVID two years later when they tested some frozen blood samples from the soldiers.

Covid didn't hit the US until February and March, about 6 months after it began, and three months after China had widespread illnesses reported.

So if they are going to use a disease excuse again? Expect it to show up this Summer. Maybe at the DNC Convention? What better place to spread it nationwide and worldwide?

Merit is nothing more than divide and conquer. Once you are promoted meritorious you have sold your soul to the department, you become the yes man for the department and will do whatever you are told to do by the department because you are greedy and want your next merit bump. Merit equals buying your loyalty, the whole thing is corrupt and needs to be eliminated. Supervisors who are in training should be forced to read the following books, they will be assigned 1 book a week with a test on the book on Friday. If they don’t have a passing score of 80% by the end of training and they are merit they don’t get promoted, if they are not merit they will still get promoted but won’t get a choice of where they want to go at the end of training. And if you are already a supervisor, and want to be a better leader start reading from the list

I’ll note that when Beetlejuice brought in Charlie Beck as interim Supernintendo to take over from Eddie “Take Care of my” Johnson, one of the first things he did (other than demoting Escamerit) was to stop all merit promotions and advise whoever replaced him to also continue that policy. As an outsider he clearly saw what a poison it was to the CPD and city as a whole. Of course Brownie the Clownie reversed Beck’s decision within a few months of taking over and here we are today with a collection of goofs and morons in the senior leadership of the CPD.

She is dumb as a box of rocks, but she lives in 009 near EJ. She used to babysit Nakia Fenner’s son for her and EJ. She can’t seem to keep her own son from committing traffic offenses and she loves to chastise officers when they pull him
over. I’m sure Fred is going to take care of her before he leaves.

Not the first time this has happened. Merit lists were tossed when they weren’t diverse enough. In 2008 the names submitted were all rejected and bosses were told to review the merit process before resubmitting with names that were in line with the goals of the merit program; to increase the number of minority supervisors. No promotions were made off the list as originally submitted. This is not speculation but fact, I was one of the bosses that had to resubmit. When I didn’t resubmit with a different person my guy was tossed off the list. A damn shame what this process has done to the job. Be safe out there.

Merit isn't the problem it's a testing system that's flawed beyond belief. You have so called SUBJECT MATTER EXPERTS who are privy to the test questions. The SME provides colleagues with test questions. The test doesn't equate to who will be a good supervisor let alone leader. I've always asked if the test is on a level playing field, why can't a member see exactly what the got correct or wrong on any aspect of the test? I've worked for members who scored well and were promoted and merit members who merit promoted. Again scores doesn't always equate to the best person for the position I've seen a person who scored well on the test go to a merit member for guidance. Testing with CPD lacks transparency and is a joke.

Your Sgt. Pay grade will reflect your years of service not your time as a Sgt. You’ll be at step 9 on the pay scale once you hit 20 years.

Rejecting the current sergeant’s list was one of the best things the Supe has done. The recent candidates for merit sergeant were mostly file pushers, officers assigned to non essential duties and a few detectives claiming to be Homicide detectives which is laughable. If a dick is interviewed, his/ her case clearance rate should be taken into consideration. Talk is cheap, real numbers don’t lie. If a patrol officer is interviewed, his/ her activity record and attendance should be taken into consideration. This would weed out the file pushers, pin cushions, secretaries and medical abusers.

This last sergeant test was a horrible mistake by the department. Having the same set of questions over a five-day period. People who took the exam on the first few days did not do as well as the people who took the exam on the last two days. Obviously, the test questions were passed around to everyone giving them enough time to create a response. No wonder the department is rushing to get a new test. Merit in its current form sucks. If it was up to the city, promotions would be 100% merit so they would put people in that would do as they were told. If you want a fair test where none of our command staff can pass out the exam ahead of time. You have to have the test company sit down with our subject matter experts (merit bosses who pass out the test to friends who do not want to be merit). Our SME and the test company will develop 2000 possible test questions that would be appropriate and uncontestable. The department will post the possible 2000 questions and answers that will be on the exam to the entire department as a study guide. On the day of the exam, the test company will randomly select 100 questions that will be on the exam. Not one command staff member will know which questions will be on the exam. Your scantron test will be graded as you walk out the door, and you will be provided a copy of your score. The company will rank score you based on score, seniority, and age tiebreaker. Your results will be mailed to you in two weeks. No one can complain it was not a fair test or that I didn't test well. We all had the questions and answers ahead of time and you have to put in the effort in learning the material.

I had first day first test and I was promoted first class. The test was not fair but I was prepared.

Your E3 pay will be based on how many years of service you have on the job, not time in grade. Example a sergeant with 12 years on the job will have more seniority than you if he made it before you. But you will make more money because you are at higher step with your years of service. Also you will get more for supervisor quarterly. Congratulations and take care of the troops. Don't forget where you came from.

The new sup unfortunately has to deal with the actions of the previous sup. It caused him to limit the number of people on the current merit list..

Each class can have UP TO 30% merit spots. It doesn’t require you to have any.

There may be 3 classes left from this test.. how about just make those classes off rank order? (I know… wishful thinking)

This meant that current sergeants and lieutenants would pick 30% of the police officers that would be promoted to sergeant. However, the report also recommends that the current test continue to be used to assure that sergeants given "merit" promotions meet a minimum level of competence.
• So this case is all about the denial of the preliminary injunction. My question is whether the P’s later were promoted via merit? And were there merit promotions for this exam or not? I don’t think so. The 1998 Sgt. Test was the first to have merit. Det’s had merit even prior to this.

This is incorrect, I was 501 from the 2007 sergeants test and didn’t get promoted. It use to be if you didn’t score under 300 you weren’t going to make it, anything under 400 was considered on the bubble.

I never studied for any promotional exam, but I’ve read every department directive at least once, and I always read anything new that comes out. I have never scored over 1000 on any promotional exam I ever took, I just pride myself in knowing the job. It drives supervisors nuts when I tell them they are wrong and recite the department directive or state statute. I was promoted to detective off the list with score under 350 when I had almost 20 years OTJ. I never took another promotional exam again after make detective because I was disgruntled and content being a detective. Looking back at it, I should have taken the test and turned it down if I didn’t want it. I know I would done a lot better than what we have now. I would always put my workers before myself and wouldn’t ask them to do anything I wouldn’t do. I would ensure my workers stayed out of trouble,harms way(if I could) and protect them from the imbecile supervisors we have today - that’s what a leader is! And for the record during my time not once was I asked to submit a packet for meritorious promotion, a full career with maxed out pension and not once because I was not a yes man and spoke up for myself and others that were to afraid too.

The problem isn’t only merit, the entire process is a fraud. Let’s talk about secret study groups (who have access to the test), study group teachers who happen to help write the test, etc. Even the people who run the tests, proctors, etc. are incompetent. One merit guy was bragging about returning to his Detective Area as a Lt. If the clearance rate was low when you were there as a sergeant, why would they send you back as a Lt? That doesn’t make sense. But nothing about this department does.

I smell a law suits, so wait people were promoted based on their race not their work ethic? I’m a civilian and I find this extremely disturbing. It’s 2024. No wonder why Chicago has such a crime rate. Promote the working police if you use merit like in the military. How can we the public and media get that list. How many white officers and minority officers are left on that list? And what’s up with all this talk even if people rest well it’s all a scam like people cheat and it’s open(

In the 020th District merit packages “supposedly” have to be in by 26JAN to be considered. As of 23JAN a certain merit Sgt himself is telling P.O.’s that “don’t bother putting in for merit because the Commander already chose his three people”. (2 FTO’s, one tactical officer ) If this is true, which it probably is, this is a kick in the balls to everyone working hard getting their packet together to submit by the Friday “deadline “. So much for a fair, impartial process. Typical CPD merit bullshit.

If Yolanda gives you any days which she is a high possibility make sure to grieve it. I've heard her talk about her cases outloud which is a HUGE no no and her saying always give more so they settle for less. That's so beyond F upped. Know your audience and how loud you are. Don’t bother putting in a merit packet unless you have been asked to. The time to get in the Commander’s ear is as soon as they are announced. The Commander always knows who he is gonna pick man, they dont give a fuck what you did before they got there, what have you done for me lately?
