Quotas Forbidden....Again
And here we thought these things were illegal for years. Even a couple supernintendos forbade quota-based policing via AdMin Fax policy messages.
Then why does this pop up in Springfield?
SYNOPSIS AS INTRODUCED:
65 ILCS 5/11-1-12
Amends the Illinois Municipal Code. Provides that a municipality may not require a police officer to issue a specific number of citations, warnings, points of contact, stops, or arrests within a designated period of time (rather than may not require a police officer to issue a specific number of citations within a designated period of time).
For purposes of evaluating a police officer's job performance, prohibits a municipality from comparing the average, percentage, or number of citations, warnings, points of contact, stops, or arrests to be issued on a daily, weekly, monthly, quarterly, or annual basis issued (rather than the number of citations issued) by the police officer to the average, percentage, or number of citations, warnings, points of contact, stops, or arrests issued by any other police officer who has similar job duties.
Removes language allowing a municipality to evaluate a police officer based on the police officer's points of contact. Provides that quotas may not be used as a criterion for an officer's demotion or penalization, including unfavorable assignments, transfer, termination, constructive dismissal, promotion, or lack of earning of any benefit, including awarded time off.
So if this passes, Officers can bring charges against supervisors who demand numbers to keep car assignments, start times, watches and partners? Fun times on tap!

Next thing to go away will be promotional tests. I mean honestly, if you can’t access an officer’s performance by the officer’s - er- actual performance, why even bother with the charade of tests that some people get the answers to and then the next lot get made merit? Just make it a complete shit show of incompetence.
How about the total number of Netflix movies I watch in a period?
Can someone let our commander and captain know this. They put the daily traffic stops and ISRs numbers on our daily sdsc slide show with a color coded breakdown by watch. This is a clear communication to the watches that they need to keep up certain numbers. This allows everyone to compare which watch isn’t doing their job. In turn, the Lts bring up the numbers in roll call and say “we need more traffic stops because the commander said our watch isn’t pulling its weight.” End this numbers nonsense already! Just let us go out and police without feeling like we have to pull over grandma to get the commander and Lts their numbers.
Does compstat know this? Smelling? Why do they constantly harp on number of traffic stops and isrs then at compstat? Why does the department keep track of our stats of traffic stops, isrs, tickets and then assign u a color (red or green depending if you are in the lower percentage or not for your watch.). U don’t believe me, log into the PRS system. If this is the law, then that system should be dismantled tomor.

Funny, the timekeeper subtracted my sell-back hours, and then recently added them back to my timesheet.

The performance recognition system does exactly what this law says we are NOT supposed to be doing. So the department is violating state law.

Stop feeding us the amount of arrests, ISR’s, traffic stops done daily. We don’t care. We didn’t join the department to have to stop a certain amount of cars a day to make the commanders look good for compstat. Stopping 20 people a day is not affecting crime one way or another. We can’t go thru the cars anymore, the dirty ones take off anyway, so we end up harassing the working folks just to get the bosses their numbers for compstat. It’s a stupid game that should’ve ended years, if not decades ago.

Usually right after the compstat meeting the bosses would all come to roll call sweating and twitching after getting reamed out. Then you would get the big speech, the threats, this is what we expect everyday from each car. Then the games would begin. Going on in patrol since the beginning of time and will continue.

Quota for traffic stops of white-looking people who drive nice luxury cars?
This rewriting of the current law is because a LOT of local chiefs tell there people they must make so many traffic stops a shift or be fired thus getting around the no ticket quota. Well when legislatures get stopped and ask why was i stopped and the officer tells / shows them a memo stating i have to stop so many cars a day they get a little pissy and change the law. Iam surprised it took as long as it has for them to try to change it.
Interesting that this is aimed only at municipalities and not state or county government. More rules for thee and not for me.

As a Lt I was always hassled by different commanders that they needed more traffic and street stops. Told the commanders that I would not "order" more coppers to make stops. Told the coppers you make stops, fine. You don't make stops, fine. My advice: you do what you want, when you want. Just remember that no boss will rescue you if the beef comes down. Stay safe
Good. You can save your dog ass and soft as puppy shit comments because at this point, they’re compliments. This department is one of the most toxic work places imaginable. “Activity” is just another way to play the political game. Getting 20 blue cards makes the boss look good more than it does you. Maybe that boss will throw you a bone here or there, but when the next boss comes, you’re back to being an unknown. Maybe this can also stop the pointless missions that down one or two cars while the rest of the district is in a 20 call backlog. It also doesn’t mention that every contact point is also a chance for something to go wrong. We’re going on 4 years since the shitshow of 2020, but the rules are the same. The city will not back you. The courts will not back you. The numbers-obsessed bosses will not protect you. I hope that this bill passes, and we can stop this numbers game bullshit. Although I’m sure they’d find another thing to latch on to.

The Department cannot set a specific number, or compare one officer to another, but this does not prohibit evaluating an officer who "works" 200 days on the street and does little or no actual police work.

Ummm, I agree we should not have quotas, but I personally know co-workers (especially in special units ie: traffic) who would spend their entire shift at McDonald's if they had no performance standards.

Not being sarcastic or critical, just really curious. What is “ javasoftware activity lookup” ?
How many fires are the hose pullers required to extinguish each month. Or are they graded on their chilli recipe? Every occupation is going to have workers and parasites. Know how to control parasites, and traffic stops ain't it.
What will CST do !? the two year on guys and girls who are basically a traffic unit . I like the very few amount of CST officers who are actually doing what they should getting the carjackers , robbery crews , guns . Then you have teams like the 4561 team who does nothing but pull over old ladies and teens hoping for something bringing in people with expired license or a guy going to work with no license .

There used to be loads of coppers assigned or detailed to Traffic Enforcement who didn't know how to write a DUI.
