A Lot to Unpack Here

Someone posted this in the comments section and there's a lot of info here. Quite a bit of it is actually in sync with things we're seeing and hearing:

  • OT:

    city a while back paid many millions of $ for a study to determine positions that could be civilianized and results came back. this has been done before, but its usually something the supt asks for and then buries quietly so as not to upset the hundreds of useless females trotting around HQ doing jack all day. this time is different. and make no mistake, Snelling was brought in to transform the department into what the consent decree mandates it should be, and these changes will come- some faster than others. here's some examples;

    some BIA investigators and case review people, filing, non-essential stuff.
    training staff at the academy for some non-critical classes, curriculum development, etc.
    timekeepers (eventually every one of them will be a civilian)
    admin assistants and secretaries going civilian (except for admin SGT's)
    expansion of front desk, lockup and radio room to all civilian (except for bond desk) & not allowed to staff those spots w/ sworn
    other HQ places like legal affairs, risk, graphic arts, compstat, audit, R&D, tech, etc.
    and.... detectives

    d-unit is the big surprise because a lot of other properly-functioning agencies use investigative aides in assisting detectives with clerical stuff, criminal analysis, review, etc. one of the downsides of giving 1,100+ detectives many thousand dollar raises is it costs city hall millions more per year to staff the d-unit- plus OT... why hire more detectives, when you can hire 100 civilians (a lot of them being retired detectives) to help them do their job at 30-50k less per year.

The politicians have wanted to go this way for a long time. And we remember specifically the "efficiency experts" coming in for couple of weeks back in the early 2000s. One week was all Front Office stuff and the other was operations. We thought for sure they were going to gut the admin staff at the District level, but it never seemed to get off the ground.

We're thinking with the increasingly bad manpower shortages, this is going to force their hand at some point to get sworn personnel on the street (see below).

(and yes, we're aware of contractual bid spots. we're also aware of the city violating the contract at least three-thousand times over the course of our careers)

The real reason they're doing this is that manpower has dwindled so badly, and the city is unable to replace those who've left because few qualified candidates want the job.

I work the desk and I definitely think a civilian can do my job. However this will take years to implement. I find it difficult this will get anywhere. Can't hire enough people as it is. Retaining the people they do hire will be another story.

It was exactly 1 year ago today; 26 March 2023 that the city held a "job fair" at FOP for retired coppers to let them know of these changes coming.

Nothing moves fast in this city other than the criminals and politicians robbing you.

I’m in a specialized unit that can’t be civilianized. And I’ve got hellafide seniority. Best of both worlds. So the glorified gym instructor-made-Stupidintendent can suck it. I’m a necessary evil and I’ll be killing it with as much OT as I want for as long as I want. Quoting MC Hammer… “can’t touch this”.

I have read the comments here for years about people who have non patrol car jobs or inside jobs. Most of the comments appear to be jealous in nature or someone that does not like a certain person. During my time on the job which is just under the 40 year mark I have worked all over the City in Districts and Units, some in the D and OCD and various levels of supervision. Some here call for the sworn to be replaced by civilians. Be careful what for what you are asking for. I would rather deal with sworn even if some of them can be a headache at times, it is easier to deal with them in the disciplinary process.

The civilians are always sent by “somebody” and they are harder to deal with in many ways, one of them being they feel they are being slighted if doing a similar job as sworn because they are getting paid less. And they know they are not the police. The civilization of the job has been going on in bits and pieces for decades. I have seen where they have brought civilians in to replace sworn so they could be put out in the street only to have the sworn brought back in because the civilian could not grasp the job. I have seen it happen in a few places. And they don’t get rid of the civilian!

Another thought is when one gets so burned out or gets older those jobs can be a welcome relief or one may have to leave before they want to. I most definitely realize that you have no control over this. The job has changed so much with everybody telling police officers on how to do this job when they never did a police officer’s job. I know some think you can supervise subordinates even if you never had that job yourself. It may work in theory but one needs to go out with the subordinates and do some of their work so you learn what they are experiencing but not to be one of the guys or gals to be a buddy. The goal is to manage, supervise, learn and support your people. I was just going to comment on civilization but from people still on the job who tell me what’s going on, it is frightening that so much has been lost due to what I believe is politicalization of the Department. Take care of each other as that is the most important thing you can do, and that is one of the reasons I believe civilization is not a good route. During these changing and perilous times take your time, think and stay safe.

Sounds good but civilians never have the same work ethics. Also the people they hire can’t even write a To/From Subject Report. Death spiral continues. I don’t doubt they will try it. It’s as if dumb and dumber have control of the city.

Good! There should not be a single detective answering the phone just to say, "you got nothing kid." There should not be a single p.o. at the academy teaching any classroom based curriculum. IUU, IDENT,and the rest of the pin cushion spots that pregnant chicks go to, then stay at until the kid is damn near out of college. The sworn p.o.'s taking ID photos. I think that I may have just solved out shortage problem!

Everytime I go into headquarters it ALWAYS seems like a wasteland where I seem to expect tumbleweeds to be rolling down the hallways, so depressing. With that said, clear all the kids out who only took this job to hide inside for a check and get their asses on the street, SINK OR SWIM!

Snelling is a yes man. Snelling was a gym instructor for most of his career. The only reason why the city would make these drastic changes is because of the incredible amount of manpower shortage + we can't even recruit people to take this job even though we have a dedicated full time recruitment team. So don't give too much credit to Snelling. He isn't some transformational leader.

There's soooooooo many spots in this department that could be done by a 5 year old. We usually have 3 people on the desk and a civilian. We'll have 2 PO's in the SDSC and another watch sec. ALL of these spots could be done by civilians. CPD has a ton of hiding spots. HQ should be 70% civilian.

They are looking at fire side "The bureau" where many full duty firefighters could easily transition to doing the job,and not only that the may see 12 hour shifts next contract. When they decided to give up paramedic certification and be fire fighters only many noticed as now overtime is high be careful what you ask for. As far as CPD we have hundreds of secretaries with guns,and some even have take home police vehicles to cart their pathetic asses around.Then we have the ever expanding desk crews, plus you mention the d-unit the old "We will solve no crime until overtime" mantra is coming into the "chickens coming home to roost." They will be on the street back in uniforms to bolster police manpower as it should be. So office dollies, commanders pets get ready to "be the police," we need you out here! Just keep paying into the pension fund with the dnc coming up wee need the people, the office dollies you are good at fetching coffee ad grub,and the detectives can advise on discounts see you soon!

The City and Command Staff of CPD can try and do this all they want. The desk dollies/side pieces/do nothings/cowards/and house mouses will hit the medical and eventually come back light duty. The are not gong to work the street. I've never seen so many women who seem to have nothing wrong with them other than not belonging on this job be so useless. HQ and every other inside spot is already loaded with LD Officers. These mostly female officers somehow workout on lunch and shoot just fine but can't seem to be healthy enough to work the streets. The bosses caused this. When I started over 25 years ago the desk was almost exclusively filled with old timers riding out their last few years. The way it should be. The front office was the same. Now the front office is full of women having less than 10 years on the job and a huge chunk less than 5 years. What happened????

The truth is most of these ideas are common sense. The only problem you have with civilians doing all the admin work is you can get an entrenched Bureaucracy like Washington DC. The elected officials don't really run anything. When an agent of change comes in to cut waste the entrenched bureaucrats just wait them out.

Those rooms were always meant to be staffed by civilian analysts.
City was unable to hire enough civilians to staff them.
Perhaps a robust rehire the retired sworn push will make it a reality--but they will have to change the job requirement from degree holder to degree or experience.

Look what Larry did when he first came in we had 90 retired coppers with a lot of experience teaching constitutional policing the coppers the children that were working there that are active CPD did not like it. They wanted their friends to come in there to get the easy money, so what did Larry do? He terminated the contract along with Fred where is Fred by the way, drawing that big salary if they get rid of all those people all of us, hard-working coppers with experience and brought in the youngsters who are having nothing but problems because they are clueless. What do they talk about their best? Do you why stop? Time for all the secretaries with guns to be dumped to the streets we need them bad desperately there’s probably well over 1000 as a matter fact let’s cut Brandon‘s detail also 150 coppers that’s ridiculous. Let them have five security guards , that would really help let’s put on St. What about the airports they have aviation security they have Chicago police put the police back on the street with the aviation security handle it unless something happens. They could have a couple patrol cars driving around the area to respond.

This is why officers need to request an iod report following any hands on incident involving a trr report. When I had 10 years on and saw PPO’s working desk it used to piss me off. Not anymore, I just gets mines everytime.

How can a normal detective be not sworn? They interrogate, put cuffs on offenders, use physical force, and have positions of trust.

Joke detectives process paperwork and perform data searches.

Most detectives spend time in both worlds.

R&Ds purpose is to move policy through the review and approval process, they are not a thinktank group formulating policy. Policy comes from City Hall, AG, etc and R&D just pushes the paper. No need for sworn, I’m surprised they haven’t been completely replaced.

Have you ever worked with civilians in any of these spots ? I have. I can count maybe 5 that were capable. The rest got the job cause they knew someone and they were completely worthless.
Lots of cigarette breaks outside of HQ, personal calls, long lunches and doing work at the speed of a snail. Always always taking their allotted sick days each month.
Granted some officers inside are worthless( maybe that spot can probably be eliminated ) but having all civilians would be a disaster.

I get the frustration over the house mice being taken care of and not having to put in nearly the same effort for the same reward. I think those spots should be given to those nearing retirement. No one with under 20 years on or a legitimate limiting disability should be inside. But I for one don’t want this department flooded with civilians with connections to God knows who and access to our personal information. It’s bad enough that they don’t thoroughly background check the people cleaning the offices!

SDSC room is useless..all they do is walk around and bullshit with everyone in the lobby or hallway. They carry around a radio if they leave the room like they are someone fucking special. Going in there several times, I've seen the officers on the internet shopping, picking out vacation spots, new car searches, gun/ammo searches, and then switching the big wall monitors to football/baseball games!!! City time and money well spent on these scared of the street goofs.

I was a police cadet starting in 1965. I was 18 yrs old and found myself working as the “assistant to the desk sergeant” in the old 019th district, Town Hall. Cadets were new and there was some resentment among the real police however after a fairly short time I/we were accepted because we were full of vinegar and could do all the jobs nobody else wanted to do. We could type and were always being used to type reports for the sergeants. School crossings, review office, did the A&A sheets, the station gofer. Worked the lockup, even tho that wasn’t allowed, but the lockup guys loved it. We took reports and when a traffic plan was in effect we did accident reports and wrote citations from some officers ticket book. Yeah, crazy indeed, but the desk crew and review office loved it, so did many of the beat cops who needed a report typed and we did it. Speaking for myself I was accepted by the watch I was on and invited to the change parties of yore. 18 yrs old, playing cards and having a beer with the troops, amazing! The police cadet program was very successful and then the federal government got involved and wanted to provide jobs through one of their goofy programs and it kinda went to crap. For several years the cadets were a very positive position in the CPD and many future bosses were former cadets including a Superintendent. As a bonus when going through the academy, O’Brien St days, there was an accelerated program for an all cadet class because most of us knew what the job was and were very familiar with how it worked, the good and the bad. 33yrs later I was fortunate to retire and can still remember the cadet days even now.

Um there's plenty of useless males at HQ working desk jobs and in the parking lot. One specifically recently telling a retiree to park on the street may the useless M2 get dumped to the street and get treated the same way when he retires!

They let 8 people work their day off and we were still short a beat car.

If they finally go through with these changes the city will save a lot of money because a good majority of these "officers" will quit. So these moves won't do much for numbers on the street but the numbers on the balance sheets will definitely go up. I would only feel bad for the officers who actually did a career on the streets and finally took an inside spot. That's the type of officer who should have been there in the first place not the scared career house mice.

If the city makes the District secretary spot a civilian, who is the commander going to sleep with? Make sure the male is civilian. The rest of this stuff we have all heard before, many times and it never happens. Pardon me if I am a skeptic. I have seen commanders violate the policies over and over without any consequences.

This move just might be the opening shot into eventually eliminating the IAD by merging them into COPA and turning over every investigation to COPA. Just my thoughts on this.

Maybe. Los Angeles Police have around 9000 sworn with a city much bigger then Chicago. But, they have a very active and effective County Sheriff department, neither of which is the Cook County Sheriff's police which is patronage and inefficiency personified, not to mention corruption.

OT- NYPD officer shot and killed during traffic stop. Turns out the offender has 21 prior arrests and multiple gun arrests. Officer was part of a "Community Response Team" with only three years on. agree with all of the suggestions, let free up more police officers.
civilian court officers, civilian drivers for street deputies, private security for all politicians, buildings,(city hall,homan square, public safety building. If private security can keep OEMC safe then the private security can keep other facilities safe.
Firefighters on 12 hour shifts is a good idea. It's also a safety issue. Many injuries , deaths of firefighters occur when awaken from a sound sleep. 12 hour days is the way to go. also cut the amount of supervisors, no need for Lt.Captain rank. eliminate Captain rank.
Hire part time firefighters without full benefits like many suburbs do. Many suburban firefighters, volunteer firefighters would work for CFD one 12 hour shift per week. Civilianize the non firefighting units, inspections,firesafety.
Crime Lab and Detective division could also replace many sworn positions with civilians at less money.
Time to cut the fat, get those beat, tactical units filled. Tactical units should be on patrol 24/7.

Moscow is one of the most paranoid and locked down cities WITH a heads up which should horrify any Americans. With 0 border security in Az and Texas we could have allowed upwards of 20-30,000 of those very hardcore psychos here to target soft targets like 40,000 drunk Cub fans or Yankee fans. Be careful what you wish for...the civilians at the front desks are lazier than the coppers. Many are also police-haters and rude to the citizens that come in for a report. Their behavior and attitude reflects badly on the CPD. Civilians also can never be denied time off so there is always a skeleton crew on busy summer weekends anyway. At least now the district stations provide some type of refuge for beat coppers to come in to do a report or take a break. Fill the stations with civilians and they make it their office and home. The district stations will be transformed, for all intents and purposes, to the DMV or public schools.

Don’t want to dump on you alone, but can people in general double check what they write before posting? Try to make it understandable . Just pause , read it, and clean it up before submitting. I agree with the headache part. And I think there were a few others in this thread that I couldn’t make sense of after reading a couple of times.

Some people might not be capable of writing a coherent readable post so we cant do much about that. But I think a lot of times it’s just being in a hurry and/or lazy. Especially if we’re using a phone or tablet instead of a real keyboard. I’ve been guilty of that and am making a conscious effort to follow my own advice.

And I’m not talking about perfect grammar, I’m sure somebody will find fault with that in my post. Just make it understandable.

Officer Friendly in my district was temporarily assigned to HQ due to unforeseen pregnancy. Officer Friendly spends 2 years hiding out at HQ(longest pregnancy ever record).
Anyways, during the (purge) you’re referring to she gets dumped back to the watch. She lasted 2 full days on the watch made a phone call and lands back on her feet at HQ... She wasn’t pregnant the second time just made the right friends while at HQ.
Moral of this story is: don’t do anything for the department. Utilize your benefits whenever you feel like it. Officer Friendly could not complete a misdemeanor arrest if her life depended on it. And officer Friendly is compensated exactly the same for her time to perform 99% less than you.

Bids came out a few years ago for 2nd watch in ghetto district. After the desk/sdsc/extra upstairs admin/ extra caps spots/ school cars... they had 12 people that worked the streets to answer jobs. On top of that all the managment spots were saved for 3 years on the job upstairs admin spots. Dumped people who actually did activity. Ended up having to pull people back, acting like they did them a favor. Regadless, bosses will always care about inside people more than some guy or gal who answers domestics all day in the hood. Look out for eachother. Stay safe. Admin spots are never going away. Ohh the Commander sec has 5 years on says shes never working the streets again. Hahaha. Gotta love it. Good for her. Lololol

And the p.o. female who literally does nothing but send redundant emails from 1030 till about 2. And her sergeant who literally is over promoted and works 11 till 2. And the homicide lessons, no need for detectives there. And do we really need 30 sworn members assigned to Area technology centers? A civilian can answer the phones. Lot of fluff spots that don't have days off cancelled or get assigned to details. Lots of detectives that have never been assigned an investigation.

You guy's can have this CFD job. I became a fireman to go to fire's,boy was I sadly mistaken. I work in a busy ghetto fire house. We do 20 to 25 runs a day moving fat people up and down stairs. Fires are almost non existent. All the white guys work at the busy houses in the hopes of going to fires and are worried about leaving due to the ridicule of being considered a ducker. The women and minorities are smart and work at the slow houses. 12 hour days would make this job unbearable. Equipment and firehouses are beyond repair.  We've lost 4 guys in a year.  Look at the upper brass and tell me I'm crazy. I wouldn't allow these people to babysit my dog let alone run a fire department.  This job is for the birds. Unfortunately many of us have no where to go. Kool-aid drinkers comment below:

Academy instructor buddy told me the CIT section is the only legit academy position where one does not require clout to land there. Similar to the “provisional FTO” position that management bitches are required to accept or be launched to midnights on the late car. No one applied to the last CIT instructor NOJO so few of the least clouted, unlucky, instructors were given an ultimatum. Either someone volunteers or you’re outta here. They drew straws.

Boom! The elephant in the room, personally I encourage the younger coppers to stay, and talk to many about the merits of the job, if nothing else they help pay our pensions! This is the only police agency where over 200 left and are now begging to be rehired,as they found out when they go elsewhere it is the real deal,and accountability is job #1! Other agencies coppers dress alike try to find even 2 coppers in proper uniforms? Try to find 5 with proper vehicle registrations here! Look in the 010th lot for example an inspectors dream!

It’s now an EMS Dept with firefighting capabilities. DEI has ruined CFD look at the administration. They made a DEI team to recruit as many pink hair chronically offended transformer Roscoe/Halsted types as possible. Downgrading up to 5 companies daily from ALS to BLS, lack of paramedic manpower and more call volume than ever. A commissioner letting felons on the job to avoid ring camera blackmail. It’s become a MAD TV parody of what it used to be.
