PROMOTIONAL PROCESS FOR COMMANDER - MINIMUM QUALIFICATIONS
To be eligible to be appointed to Commander, candidates must meet the following requirements: - A. have ten years of experience with the Chicago Police Department as a sworn officer.
- B. have any of the following active-duty experience:
- 1.Any length of time as a Captain—SES, or
- 2.Two years as a Lieutenant of Police, or
- 3.One year as a Lieutenant of Police with a specialized skill or training, or
- 4.Significant time as a Sergeant of Police.
So obviously, some clout heavy sergeant has too much baggage to be put in for "merit" lieutenant, so they're going to make one or more sergeants into commanders, like they made Sgt Keating a Deputy Chief back in the 1990's's because he played with Shortshanks as a child.
How about we just promote the first twenty sergeants off the seniority list into commander spots. They've all been here for 25 or more years, and they've all been sergeants nearly 20 years. Since they've been here a while, they know how shit gets done, and they're probably smarter than 99% of the exempt staff.
Could it really hurt anything?

I remember one time, when a cocky little bald headed Lt challenged the large panda like Sgt to a foot race. Historically, pandas are not fleet of foot. However, not this panda. Deceptively fast he is. They lined up.. the little bald man smiling knowing he had this locked down. And then they were off! The panda moved like he never moved before.. as if there was a watermelon and stack of bamboo at the finish line. The panda was so fast the irritating bald little Lt fell down like a moron. The red faced panda won the day. A testament to his will and fire. The little bald Lt sulked away embarrassed as usual. Well done sgt Andy.
We had a payroll problem in CDORT. The checks were only short for myself and another similarly complained individual. Imagine that.I files a grievance everytime. After the third time in a row, I asked grieved that the person responsible " be held liable and disciplined" and I asked for monetary damages. The problem soon stopped because they could not tell the arbitrator why only my and one other person's checks were affected.

Merit Promotions have happened far sooner in the recent past. If you go play golf with the right bosses, or live next door to one, or go to the right retirement parties you are a shoe in even if you are unqualified for the position. Once they get their promotion, they begin to act like everything is legit.
Thats the real dilemma here...there are people all over this country who are not qualified to be holding their current job. From POTUS, VP, down to judges, and state and local offices. During the scamdemic we saw what kind of damage these people can do.
I don't know when the "body snatchers" showed up, but their invasion is almost complete. I look forward to serving our "Lizard" overlords...

SCC, can you address the push by FOP to expedite disability benefits for our injured. Danny Golden not getting paid is criminal. If you physically can’t work anymore because you were doing your job, the city needs to pay.
That being said, the city needs to come down hard on the scammers who can travel and party and live their best lives but don’t respect the truly disabled and keep applying for and drawing down benefits that just weaken the pension fund meant for all of us. That too is criminal and should be handled as such. Scammers can sit at callback and answer a phone. Quit being goldbrickers, you know who you are.

Expect all Milw and Chicago First Responders to be issued new ID’s and the cities put in place a security grid with checkpoints and sectors to be enacted this summer. When you let 10,000’s of actual terrorists unchecked into your country one of their favorite dirty tricks is to load up First Responder Vehicles with bad things for attacks and/or secondary explosions. This isn’t a threat it’s the reality of our total vulnerability and inept border policies. There could be actual serious numbers of trained soldiers sleeper cells just waiting for the word.

They all have come from either farming or working class families, who got a boat load of education post military. All intelligent, but all very liberal. Ron Huberman made Asst Dept Supe maybe about 5 years into his career. During that time he took an educational leave of absence for graduate studies. He only just got under grad from U of W in 1994, came on CPD and then to U of C. I’m sure the trajectory was green lit all along. An interesting fact in his bio is that he received a Paul & Daisy Soros fellowship while completing his studies at U of C while working allegedly in patrol. FYI Paul Soros is the brother of George. Huberman dipped his toe into the tax payer dollar of salaries with CPD, OEMC, the Mayor’s Office, CTA & CPS. Also for the record all of his education was in social work, social policy and not IT nor education. He is listed as leaving public service for a private equity firm Prairie Capital and his company Benchmark Analytics has ties to U of C and you know how they feel about police.

If you really want a laugh , have every single person with the rank of captain and above take a logic test . Seriously , a random test of logic , no studying , no preparation . Walk in to work on a Monday and take the test . Scores and results on same day . Posted on police website . Let’s see what kind of people are running this ship. I see all the bio’s when people get promoted and all the degrees they have . Let’s put it to the test and really see the kind of intelligence the department has running the organization. The best part , no one can cry racism . EVERYONE who are captain or above has a bachelor degree or higher, most tout a graduate degree . I feel most officers can get behind someone who has half a brain and demonstrated that through a logic test they cannot cheat on. Officers might not like a person , but they usually respect people who are not dumb leading them. Just my 2 cents .

Are you fucking serious? Spreyne was the asshole who while working as a Lt. in CST went to roll call threatening officers to be dumped if they didn’t increase their traffic stops, within a few hours Officers French and Yanez were shot that evening.
Ask any of the PO’s that attended the CST roll calls, they and there Sgt.’s were visibly shaken and pissed but no one ever said anything. Our Sgt. who was a M/1 at the time called us all in after the shooting and told us to go home and that the push for activity stopped that day from him and few other Sgt.’s. We were to just remain in our patrol boxes and back people up. If we got activity that was fine but it was no longer going to be mandated regardless of what the higher exempts demanded.
He’s a POS along with all the exempts above him that pushed activity. It’s on their conscience and they will have to deal with that for the rest of their lives regardless of the face they put on at work nowadays.
The FOP knew about it and Cantazara was so disgusted when Spreyne showed up to FOP for a ceremony uninvited that he literally and embarrassingly threw Spreyne out on his ass onto Washington Blvd.

He had a big career push, which made for a lot of jealousy from others, but he was not an ahole. Guys like Roti and a number of others never took heat for being an exempt as a police officer, but Huberman was constantly and undeservedly maligned department wide and behind his back. A whole lot of people, regardless of rank, had a whole lot to say. Yeah, he's gay, but so what? Lots of people are gay. Gay, bi, straight, pan or indifferent, who gives a damn, he was a decent enough guy when I knew him otj. No, I am not Huberman, and no, I am not a gay person sticking up for another gay guy.

The FOP knew about it and Cantazara was so disgusted when Spreyne showed up to FOP for a ceremony uninvited that he literally and embarrassingly threw Spreyne out on his ass onto Washington Blvd.

There should be more demotions on the way than promotions. Some Exempts can’t be trusted with the rank and file.
This is another grab to steal a pension at a higher rate that they are not qualified for... I guess it's their turn, but they are fucking going overboard..

Are you fucking serious? Spreyne was the asshole who while working as a Lt. in CST went to roll call threatening officers to be dumped if they didn’t increase their traffic stops, within a few hours Officers French and Yanez were shot that evening.
Ask any of the PO’s that attended the CST roll calls, they and there Sgt.’s were visibly shaken and pissed but no one ever said anything. Our Sgt. who was a M/1 at the time called us all in after the shooting and told us to go home and that the push for activity stopped that day from him and few other Sgt.’s. We were to just remain in our patrol boxes and back people up. If we got activity that was fine but it was no longer going to be mandated regardless of what the higher exempts demanded.
He’s a POS along with all the exempts above him that pushed activity. It’s on their conscience and they will have to deal with that for the rest of their lives regardless of the face they put on at work nowadays.

New kids don’t get that fact. 100s of other officers would kill to get off midnights or off a watch to get the perks and freedoms of a unit and would be more than happy to work for it. Let’s call it what it is… you’re lazy. Stop using Ella French and her death to prove a point that you are wrong about you piece of lowlife garbage. Stop using Ella as a reason you didn’t do anything and you and your unit got dumped.

CPD would have a better command staff if they promoted exempts from qualified patrolman, sergeants and lieutenants with a minimum of 5 years of service.

Spreyne was the CR Sgt. in 008 when the Chief of Patrol was Capt. in 008. That is Spreyne's clout. Melean went to high with the Chief of Patrol. Melean was begging to be Capt when he was a LT. in 022 and the Chief made him Commander instead. He left as Dep. Ch. Both passed their exams to be promoted unlike 93% of exempts that were double merit promoted because they were black, gay, or mexican. When I retired with 30 years in 2021 nothing had changed since the day I came on. This department will not change how they promote. This city will not change how it manages. The sooner people accept the program the less it stings. It still sucks, but it isn't going to change. Clout, juice, whack whatever you choose to call it, will always outweigh qualification, diligence, work ethic, & moral aptitude. This is Chicago, Illinois. We've put four Governors in jail and numerous Alderman.
