More Dwindling Manpower

Last week we posted about Manpower Dwindling and had the sheets from 2nd Watch in the 004 District. Something like nine officers total for one of the largest geographical Districts in the entire city.

This seems slightly worse:

  • How many officers should be on patrol in a Chicago police district overnight? Let’s say it’s the Central (1st) District, which generally covers the area between the river, the lake, and 31st Street. Neighborhoods like the Loop and South Loop, the lakefront and parks, parts of Bronzeville, and the West Loop.

    60? 50? 30? How about nine? If you said nine, then you might be the person who crafted the Central District’s schedule for last Thursday night into Friday morning. Because that’s how many were on patrol.

    A source provided the staffing information, and it’s pretty bleak: One sergeant was on duty for the entire district. Four patrol cars, with two cops each, were on the streets. The district assigned a fifth car, a solo unit, to sit at the “migrant landing zone” all night, but that officer could not answer any calls.

We say "slightly worse" because:

  • it's midnights - and midnights is always short staffed;
  • and the population overnight in the 001 District is statistically small.

That being said, the under-staffing seems to have finally reached critical levels, and what CWB is reporting (and we have been warning about for years) might finally drag the "main stream media" into asking politicians what the Hell they've been doing.

Or not.

It’ll either be decimating the “specialized” units and the ranks of Fort Fellatio pincushions, kicking the weakest to the mean skreets or opening up that checkbook and bringing back a newly named scarecrow policing program.

My money is on a new and improved VSWO deployment as the clouted, Fraternity Bros and Sorority Hos, boy toys and fuck bunnies must be protected at all costs.

Going to be hard to hit the hole if you're bouncing around like a ping pong ball shagging jobs all night long. You can only be in one place at a time and you only have two hands. If it takes the second watch four hours to clear the backlog from the first watch maybe it will get someone's attention but probably not.

Maybe the department should look at why so many officers are detailed out. Some people have been on details 3, 4, or 10 years. The budgeting for districts and units are fake. Clean house. Bring back the officers. Why are so many officers detailed out. The superintendent was supposed bring change. I haven’t seen $-it.

I remember working afternoons in the the late 90’s and early 2000’s and every night every beat car was manned and every rapid was manned. There were anywhere between 12-15 rapid cars up and if there were open slots the WC might put up an 06 car. The only exception to this being the norm of every night is Christmas Eve and Christmas when bosses had balls and bosses had compassion for guys and gals on their watch that deserved the holiday off to spend time with family. This job now sucks and I’d give my left arm to go back to what it used to be. The bosses now are total micro managers and company men and women with no original thoughts of their own. No wonder no one wants this job.

If Hein gets a hold of this look for a lot more slips to be denied due to manpower.. a lot of favors and good will get done on most watches to make sure people get the time off they want even if it means going over the percentages.. these constant posting of sheets may just backfire and blow up in all our faces. Want time off? Sorry, denied. Somone posted the sheets and now we have to follow time off to the letter..

13 years ago I experienced the last drop of how fun this calling was...now it's simply a job full of cry baby mellenials and gypsy police who lateral back and forth and complain on how they want out of patrol in 18 months. It's just a job now like the post office except the command staff are micromanagers and ready for merit bumps at the behest of the poor patrolman.

This right here!!! I can remember many moons ago in 011 working a 1st Watch Shift Valentines Night with 7 regular beat cars down. It was shit show, but everyone pitched in and we got through. We had a boss who cared about our personal lives and would give everyone off that needed off. In exchange, everyone who didn't have off worked a bit harder so that when it was our turn to be off it wouldn't be an issue. Is it an ideal situation to be down that many cars? No, but it is what it is at the moment and the alternative is that nobody gets to take off ever. We need what little we have left to stay and we need what little we have left to have at least a sliver of morale to maintain some semblance of productivity. Stop putting the sheets on blast to force the Command Staff's hands.

Funny how the department forced the new watch sheet application on us. The new sheets that get posted don’t show all the
Down cars, but it shows all the office people so it appears like the watches are fully staffed to an outsider.

Well it’s already begun. Heiny sent something out and now watch commanders are to ensure all cars are manned at all times. So everyone knows we are short and the WOLs try their best to get people off, but now that’s done. If the beat cars can’t be manned, then you will be denied. Then u can try that whole switch day off group thing, good luck with that. If u can’t find anyone to switch, no C/U. On our watch approx 1 PO will now only be able to get off a day. See sometimes airing dirty laundry does not work to our benefit.

You think the chief of patrol's office doesn't have access to the sheets from every district and every watch? You think the blog posting the sheets somehow clues Hein in more than having the actual manpower numbers for every single watch in every single district? Hein knows the manpower problems as well as anyone who's been on this department in the last 10 years. They keep coming up with these percentages and rules for minimal staffing, but the reality is that some districts and watches, without granting any time due, just using RDOs, furloughs, IOD and medical, are already unable to man even half of the cars that should be up. The manpower issue is a result of not having enough officers overall, not granting too much time due. The city is fucked, because of lack of hiring, lack of interest, retirements, early resignations, anti-police bullshit, etc. The only way Hein wouldn't know about people being off and cars not being manned is if someone is "carried" when they're not actually there.

Looks like the 65 retirement age is going to actually happen. It will be retroactive to December 2023. Any officer who retired will have the opportunity to return.

There is no residency requirement so you can live where you want.

San Mateo County, just south of San Francisco, with a Republican prosecutor, pays more than the CHP. (The CHP are not state troopers and are mostly traffic officers). Deputies are on 12 hour shifts, organized in to teams. The work schedule is two weeks, 44 hours. Four hours are built in overtime. This means that everyone has a three day weekend every other week.

For those deputies living in the Sierra foothills and the Central Valley (country living and much lower housing) the county assigns a big van to the team and they commute together. This is about a 100 mile commute.

For at least the last fifty years no deputy has ever had a day off cancelled for anything other than court.


There is no such animal as a merit promotion.

You can retire from the fully funded retirement system and the walk across the street and go work at another agency, making full pay, vest in that retirement, retire from both, and then move where you want.

There are problems everywhere, just different kinds.

I know that patrol is sent the projections.. the secretaries handle that and it goes no further.. when copies of sheets from the blog then end up in the media then there is no choice except for chiefs and above to have knee jerk reactions… guys always gotta open their mouths when there is a decent thing going. I know my WC always goes above the percentages to make sure guys get off what they want. The rest of the watch just toughens up and handles the jobs because one day they will need a favor and a day off too… I know I have been a guy who needed a day but it was way over the percentage… the WC said no problem take the day and do what you gotta do… after this??? Pretty sure it’s going to be a lot harder. We are our own worst enemy. We shoot ourselves in the foot.

CHP are the only state police agency, they are state police, just not called troopers. They are traffic-centric, like every other state police agency, that’s literally they’re function…

Yes, they get projections. They also have access to the A&As from every single district and watch, for every day of the year. They know exactly how many people are working, which cars are up and down, and why every single person who's off is off. It's not a secret that the blog made them aware of. It's a well-known and thoroughly documented manpower shortage. I agree that posting it on the blog may piss someone off and make them react with these reminders or new rules about minimal staffing. But they definitely already have a very clear picture of the manpower problems. If they actually knew what they were doing, they would redeploy some of the citywide units to districts with manpower issues, and have them handle jobs. That will never happen, but it would help. The real answer is to disband all the random units and send everyone back to districts until all beat cars are manned. Civilianizing all the inside spots is probably their first attempt at increasing manpower on the street, but we all know those inside people don't end up on the street anyway. The only real fix is a massive influx of new hires, but those aren't coming, and the ones trickling in are way below the standards that should be required. Just wait for the next wave of retirements. The numbers will only keep decreasing, and no mandates from the Chief of Patrol will fix the manpower issues.

I do appreciate a boss who knows when to call off drunk. It's better than my lieutenant who just slept off her hangover in her car, or stumbled around the station, slurring and ranting unintelligibly.
