Why so Much OT?

We aren't sure if Channel 7 understands what this program is actually showing:

  • More than $3 million. That's how much police overtime cost taxpayers last month alone.

    You can see how much the city is spending on those extra hours as the Office of Inspector General has created the "Sworn CPD Member Overtime Summary Dashboard."

    It provides information such as the rank and title of the officer, the reason for the overtime and the police district.

    The inspector general says the police department's overtime spending is larger than the entire budgets of many other city departments.

And why would the overtime budget be so large? Well, there are 277 police Beats in Chicago. To adequately man those beats, you need (at a minimum) 

  • two officers on First Watch
  • one officer on Second Watch
  • two officers on Third Watch 

Remember, we're talking minimums here. We'd all like to see two on each watch, but that isn't happening. So that's a total of 1,385 Officers working every day just to man the beat cars. And one third of the Districts are RDO on any given day with the current schedule, so the math kind of works out to 2,078 Officers actively working beat cars and still getting their RDOs. 

Then supervision for twenty-two Districts, three Sectors per District:

  • 1 sergeant per sector (+1 for RDO coverage) on three watches
  • 2 lieutenants per District on three watches
  • 1 captain per District
  • 1 commander per District

We're up to 440 white shirts just for the Districts (again, minimum). The real numbers with furlough reliefs and such are significantly higher, but still, we haven't even cracked 4,000 with those basic numbers. Adding in a single wagon per watch makes little difference.

Anyone know the current manpower numbers? It's in the neighborhood of 9,000, nearly double the basic numbers we just came up with....and they still can't man the 277 beat cars on a daily basis. 

You want to track down the OT expenditures, it's far past time to take a long hard look at where the manpower is hidden. We've been pointing it out for years:

  • Commander offices with seven-to-ten people for what should be four spots maximum;
  • Detective Areas with PO's answering phones instead of ::gasp:: detectives....or civilians;
  • FTO's working at HQ where they'll never teach a recruit;
  • there are FTO timekeepers - a spot that was civilian at one point; 
  • Academy staff with eight Officers teaching an eight-hour course - one for each hour;
  • Homan Square with entire units that exist only to push paper and never see the street;
  • HQ....have you tried parking there in the past ten years?

Imagine the massive cost savings if police officers did actual police work in police districts.

2nd watch in 019 had 6 down cars the other day. Regularly there are 2-4 cars down each on that watch. No hire backs allowed to fully man beat cars cause all the OT goes to the cub detail team. Night games they work 10-7 but get 3-5 hours extension in the end. Poor management going on there.

Well I disagree! The department is run at maximum efficiency and if some officers make thousands of dollars in OT to say pay for their kids college and save to buy a retirement home in the country so be it.

To imply that manpower is wasted inside and in non police rolls is ludicrous.

CPD is the model of government efficiency. And let’s hope that it stays that way for at least a few more years.

What is the damn point of Narcotics or Gang Investigations?
Many years ago Homan square had its fair share of veteran officers capable of writing search warrants. Most veterans also had reliable sources from years of working the streets. All I see now are younger officers with little to no experience looking out of place and lack any street experience. A complete waste of manpower.

What about all those days off cancelled during the summer months and the night officers getting subpoenas and don’t forget the occasional BLM or riot caused by the left or woke or any other screwball with a void in there lives or being underserved they all require massive amounts of OT

I don’t very much like civilians but the inside paper pushing jobs should be exclusively bid positions. Shouldn’t have 4 years on the job and you’re working at headquarters writing general orders.

Maybe the better questions to ask, how is it possible to exceed your salary 150% in overtime pay. Do certain officers go home for only 8 hours almost every working day. How about travel time minimum of 1 hour each way, that leaves only 6 hours to shower sleep and eat. Almost impossible to function for any length of time doing that. No issue for getting paid for actual work done, but getting paid for being at home at time and a half is theft. Go after the abusers and thieves.

No fto should work inside without giving up their pay difference unless of course it's from an ois. Yes there are too many people working inside which is a slap in the face to those actually in the streets day to day. It's especially ridiculous when I see people with less than 10 years inside. Realistically, all those spots should go to those with 20 or more so they can ride it out to retirement

* OTHER

The “OTHER” accounts for the lions share of a lot of the top earners overtime. What tasks or duties fall under the “OTHER” umbrella? How does one justify doubling their salary doing “OTHER”?

Seriously… every other classification makes sense at face value. The people dropping slips for “OTHER” are going to be the first ones
looked at if they ever want to get serious about getting shit in order.

The academy is a joke. New ‘civilian ‘ hires who are alll retired cops who do nothing but sit around and collect a paycheck. The academy needs to get rid of one sworn for every civilian hired. All the sworn there are afraid to work the streets. They hide by ‘being scheduled to teach for an hour once every other day. Would be easy to look at the teaching schedules for the entire staff. Oh and don’t forget the 4.5 year academy Lt Mark D who can’t stop saying how great he is.

The PO s answering phones at the Detective Areas are all light duty assigned to call back. The days of asking for a District PO ended years ago. If you need another PO , you have to go off of the light duty medical call back list.

Don't forget the consent decree, force review, office of constitutional policing, etc, etc. The only thing that has increased since I started in the 90's is admin positions. Homan Square was mentioned. Narcotics, Gangs, and Vice don't have half the manpower they had 15 years ago. The parking lot is FULL of cars Monday through Friday!!!!! More do nothing admin positions created everyday in do nothing admin units!!! What do these people do????????????

We have so much OT because the City keeps allowing events that CPD needs to monitor? Simple close NASCAR, Lolapaloza, Taste of Chicago, Halstead Pride Parade, Budbilikin, Michigan Light fest, Navy Pier, ChrisKindle market. Most are all free for visitors but they bring out the worst criminal activity. Just look at recent Gay pride parade. The CPD was out till 3 am the next day chasing idiots up and down street?

Then all you need is a news worthy story to bring out the crazy protestors that march around the loop. So they send officers to walk or bike with them? We cannot stop Freedom of Speech or Assemble…..but let’s keep the neighborhood feasts down.

Someone needs to say NO to these events!

Detectives should never be detailed to parades or anything, should only work on cases. Detective overtime should be highly monitored to not encourage abuse.

Academy should never be detailed, should work a 5-2 Tuesday-Saturday and Sunday-Thursday shift, no opportunity for overtime.

HQ should never be detailed.

All inside positions must be fully justified and never do any overtime. Watch secretaries should never do overtime inside, same for desk officers. If the inside “officer” wants to do overtime they should be put on a beat car.

They said it themselves… 11,000… we were short when we had 13,000 and had 500 vacancies. Now we are at 11,000. We will never be at 13k.. but in order to alleviate some OT and manpower shortages you have to get to 10hr or 12hr days. No way around it.

Let’s not forget the amount of hidden Lieutenants that wanted the promotion but then realized they didn’t want to spend any time as the WOL because they’d actually have to make decisions and figure out the TRR’s etc while being assigned to patrol. And lastly let’s not forget the Tactical Lieutenant spot where they hide some of the most incompetent people that have ever worn the bars.

I have not wanted to work overtime in the last ten years. It’s forced. I don’t want it, but they keep forcing it on me. Cancelled days off. Mandatory extension of tours. I just want to work my 9 hours and go home. They won’t let me. It’s not our fault, it’s the brass that keep forcing it on us.

It’s the biggest scam in the history of CPD ! lol we’re all stealing tons of money and it’s all a result of mismanagement. It’s the golden age for OT in this dept. these news outlets never mention most of the ot is mandatory in the districts. There are officers at the airports making $200K a year ! Go take a look at some of the cars in these parking lots ..BMW’s Mercedes Hummers. Just this year alone I have gone on 3 vacations all paid off and have remodeled 2 bathrooms in my house. Keep that OT coming baby!! Keep Defunding the dept!! My family thanks you !

You missed the biggest no show spot in the dept… CAPS. Our district has 10 CAPS officers now. 10. Some are hidden on the watch sheets but are “detailed” to caps daily. Good luck ever finding those mofos. If they even do a 3 hour tour I’d be shocked. Why doesn’t the inspectors go after them? Show up to the district and demand to see where the fuck they’re all at, including their Sgt. Seriously, it’s always the beat guys getting fucked with while caps do absolutely nothing. Total waste of manpower.

Tact Lt is the spot all the exempts come from. They put them there to hide them so they don’t get jammed up on anything. They do basically nothing. No TRR’s, no approving arrests, no pursuits, nothing. Their guys bring in TRR’s, the tact Lt is there in the building the whole time, and don’t have to approve THEIR guys TRR’s. How fucked up is that?! They hide them away from having to do any actual police work, then promote them.

Why not work CTA? You get paid to physically get out the car 5 times to pull 2 event numbers for a lower and upper platform check. You get out 5 times out the car to get paid time and a half. Its so easy, hardest part is driving to 001. They have all different start times. CTA is free money, and dont tell me you got no time because youre always busy on your day off lol

Yep, lots of OT. When it’s Saturday night and the midnight WC comes in and sits down they see 4 or more beat cars down. Rightfully so, they immediately call the 3rd watch sgts and ask for volunteers to stay over and cover down beat cars. It’s the same with tac teams. This department is so crazy with large gatherings, take overs and teen trends. When a district gets wind of a trend, party or anything like that, they ask for 4-6 or more RDO people to come in to help. Nobody on the watch is going to argue this because if I’m on midnights many cars are on jobs and we are down other cars.. the more the better. Everyone everywhere is short and help is needed in every direction we look. If cars are down then offer ot to help. I don’t care about the money, it’s all about officer safety and not getting caught with your pants down if it hits the fan. Until the city figures out we are at critical staffing levels and that they need to enact 12hr day schedule, it’s only going to get worse.

Many don’t know this, but after Bud Billiken the department intends to drastically cut back on all voluntary OT that doesn’t directly affect district operations. Only OT will be offered in order to man downed cars. Overtime related to missions and any extension of tour other than a late arrest will be gone. Counter terrorism OT will be cut along with all other bureaus. Only a Reim number will be allowed since that is outside funded OT. Traffic, robbery and violence missions are gone for watches, districts tac and units. The last “forced” ot will be for Bud Billiken, air and water and Labor Day for 4th watch and then Mexican independence weekend for the whole department. Otherwise, it’s going to be an OT desert.

The dashboard keeps track of CE as OT earned. I doubt the city puts the money aside when it's earned. And do they remove it from the OT totals when somebody takes CU?

Use hired back retiree CPD Cops to work all inside jobs. Cheaper than paying OT, and younger Cops would be put out on the streets where they belong anyways. All successful PD’s have Auxillary Officers. Use on call in basis.

018 has 3rd watch POs doing four hour extensions on the weekends on Hubbard St by all the bars. They used to call the zone for a 1st watch car to come and handle incidents or arrests they on-viewed. That got nipped in the bud real quick by the midnight supervisors. What is the point of being out there getting paid time and a half, if all you're gonna do is call a midnight car to handle the job???

A few years ago, 3rd watch POs and SDI POs working in district would do four hour "robbery reduction" extensions into 1st watch. This basically consisted of going to the hole for four hours and getting paid time & a half. This went on for months. I know that OT based on activity is a no-no, but how can you come in with zero activity for months. Not a parker, CTA check, or blue card. It's statistically impossible.

This is what you get when we are down over 2500 people from 10 years ago. Divide that by 22 districts and it’s over 110 bodies per district. Obviously there is more than just district law enforcement so to be safe we will say 75.. which is still a ton. Add on top of that they have upped the budgeted amount of sgts, LT’s, detectives which takes away from the patrolmen rank. For example, 10 years ago sgt budget for full strength was about 1100.. now we’re close to 1400 sgts. LT’s were 240, now it’s almost 300. Detectives have added about 150 to the budget. That’s about 500 right there from blue shirt ranks.. districts are bare bones. Stop hiding in caps, DCO, sdsc rooms, commanders offices and watch secretary spots.. 5 people on the desk and many other made up spots like abandoned building officers.. 4 people for that?? Are you kidding? Caps should be doing that. Stop depleting the watch and stop hiding people.

I get your point, and agree, but I think you’re trying to blow out a candle when the entire house is on fire. We spend many tens of millions in overtime, most of it against our wills, I don’t think a PO answering phones instead of a dic is going to fix the underlying issue.

We actually do check the platforms/ stations/ bus checks for the duration of the tour after roll call until check off. And we answer the calls of service if we're assigned to that specific line. Never free money.

Like my now retired k9 bud always said - there’s no substitution for seniority. Seniority is the only thing management can’t successfully fuck with even though they try from time to time. Just like the new Lt at forensics is currently attempting, but she quickly discovered its gonna bite her in the ass big time. Don’t EVER allow them to circumvent seniority as that’s all we have left. They manipulate promotions, assignments to “special” units etc etc., you can’t not make an issue of it when they try to work an end around with seniority. Hammer them if they dare try, put them on blast and refuse to give up what you rightfully earned by putting in your time.

Ask the Mayor why three of the top "earners" or abusers of OT are on his detail and at City Hall. The Sgt. on his detail PSJR had a base salary of $165,470 and made $173,485 in OT!! Doing what?? An officer assigned to the "House" detail AR had a base salary of $141,679 and made $158,575 in OT!! Watching the Mayor's house!! An officer assigned to City Hall, PZ had a salary of $160,772 and made $163,455 in OT at City Hall!! The answer is because officers are allowed to work doubles, extension of tours front and back, and RDOS whenever they want to, no questions asked. The LT makes sure to cancel RDOS too and will never say no to OT. Don't forget that SWAT is probably on OT when they are assigned to follow his limo around ,too.
