More Baseless Allegations

This is what passes for "reporting:"

  • An inside source says some Chicago Police officers are arresting Black, legal gun owners for personal gain, despite them having valid FOID cards and concealed carry licenses.

This comes nearly two months after CBS News Chicago uncovered multiple cases in which CPD officers stopped Black gun owners for minor traffic violations and then charged them with felonies, including unlawful gun possession, even though they had legal firearm licenses.

The source, whose identity CBS News Chicago is protecting, is a decorated police veteran who rose through the ranks. The person came forward to offer a rare glimpse into what motivates some officers.

"You know, if I'm going to be honest, I think race is a big factor," the source said. "Police might think folks on the North Side are more affluent, and they have more means to come back at you if you arrest them for situations like this."

As proven time and time again, race  being a factor in traffic stops was revealed to be a non-starter. How many years has the Sparklefart TSSSSSSSSSSS card been in existence? Twenty now? It was supposed to be two years. And all it showed was nothing about race being a motivating factor. Compliance with the Vehicle Code, knowing the Rules of the Road, maintaining insurance and licensing requirements were cited far more often in the minority communities, but that was directly attributable to economic and educational factors that no one wanted to talk about.

Oh, and the upgrades to charges? That isn't decided by the CPD - that's a function of the States Attorneys office, and they rely on a database "maintained"  (ha-ha) by the Illinois State Police.

Does anyone know if the David Harris quoted in the SeeBS article is the former commander?

  • "You shouldn't be arresting people who are obeying the law, period, full stop," said David Harris, an expert in police law.

Because someone by that name was giving out a WWF Championship-type belt regularly for big number generators, many of which ended up being dismissed at Court for assorted reasons. It would be highly amusing if he was the one criticizing arrest numbers.

The *point* of most gun control *is* to deter civilians from owning guns, by presenting them with a hedge of red tape, byzantine rules, and nebulous legal liability. You're incensed that somebody would be charged for what amounts to a clerical error? That's why the paperwork is *there*. Nobody institutes a system like this thinking they'll catch Johnny Gangbanger next time his license comes up for renewal. It's *always* been about law-abiding types and making them fear criminal charges for exercising their rights.

Just a simple lawyer here, but I've noticed that in most of the traffic stops the officer has observed at least one moving or equipment infraction, both of which demonstrate a lack of obedience to the law. So Mr. Harris is starting is argument with a faulty premise. And yes, even window tint is illegal unless or until the City Council/GA decide to make it legal. Now - there might be an argument that all too often no citation is given for the initial basis for the stop which leads to an easier argument that the stop was baseless - but (again outsider here) that seems like a policy handed down from CPD leadership rather than evidence the stop began as baseless.

From what I remember, the incidents they showed
1- all officers were professional, courteous and respectful
2-if your working in an area that's predominantly black/brown it's not 'profiling' when a traffic stop is conducted. To be honest on 99% of traffic stops, rarely is the race known prior to the immediate stop. (TSSSS F YOU)
3-I believe 2 of the 3 in this article, the Leads inquiry showed their CCL expired or revoked. So go interview the 4 inch fingernail popcorn eating dei hire who's job it is is to update the status. .

So as SCC mentioned the upgrading of charges is left upon CCASA's until......2026. There is a pilot program in effect in CPD ( think as of now 2025 it's in 007 but may be another district too) where the WOL's in certain locations will be responsible for the upgrade of felony gun charges. Heard the city wants to expand it to remove the responsibility from the poor CCASA's working felony review and toss it upon the laps of the WOL. Good luck Lts who are unfortunately stuck in patrol in the WOL spot as other hidden Lts in Units won't have to bother worrying about the charges or responsibility of upgrading gun charges. Just wait until that hit piece rolls out and they leave the LT's out to dry. Remember kids....the CCASA's have immunity for charging etc but YOU DO NOT. let the lawsuits commence once the trial judges hands out a NG or no PC as the bottom feeder attorney will be salivating to file a lawsuit claiming their client was overcharged because of bias (insert LT here). Good luck WOL's. Glad I passed on the last few exams.

SCC, can you do a post as the city is planning on expanding the felony upgrading decision(s) being given to the Watch operations Lt instead of felony review. Heard they are rolling out training in early 2026 to certain "pilot" districts to train these guys/gals into what to do. Just wondering if the protections the CCASA's enjoy will be extended to the dss/WOL's as they will have final charging responsibilities now. And here years ago people used to say the Lt spot was the best spot in the department. Lmfao. Guess not anymore.

Nope, they planning to jam Retired IL Now Non Resident LEO's coming to visit IL on the FOID Card rules [Unconstitutional ]:
FOID Card Requirement: Since a FOID card is required to possess or purchase firearms in Illinois, a non-resident would not hold a valid FOID card, making it illegal for them to possess firearms in the state.
Law Enforcement Officers Safety Act (LEOSA): Under this federal law, qualified retired law enforcement officers may carry concealed firearms across the United States, including Illinois. However, they must still comply with state laws, including any local restrictions.
Notification: If a retired officer intends to carry while visiting Illinois, they should familiarize themselves with any local ordinances or regulations that may apply.
Illinois Firearm Laws: Different jurisdictions within Illinois may have additional laws, so it's essential to be aware of any specific rules that could affect a retired officer's ability to carry.
In summary, while a retired Illinois police officer may have the rights under federal law to carry a firearm, they cannot possess a firearm in Illinois without a valid FOID card if they reside outside the state.
Residency Requirement: The FOID card is issued specifically to residents of Illinois. If a retired officer moves out of the state, they must surrender their FOID card.

A small thing I saw today that bothered me more than it probably should have.

I was at HQ earlier for one of those “bridge the gap” events. Kids, music, good intentions. No issue with the kids at all. They were respectful, excited, and honestly probably more squared away than half the adults in the room.
What stuck with me was something smaller, and that’s probably why it’s still bugging me.

The CPD Honor Guard was introduced, incorrectly (National Guard???), but they did what they always do. Sharp, professional, squared away. They presented the colors, called present arms, and the national anthem was played.

To be fair, a handful of coppers did exactly what they were supposed to do. They stood, rendered a proper salute, and carried themselves the right way. Quietly. No drama. But a lot of us didn’t. Hands in pockets. Side conversations. Standing around like we were waiting for a face to face relief.

I get the burnout. I’ve been here long enough to know most of it comes from a real place. Nobody needs a lecture about pride, patriotism, or how things used to be, but this wasn’t a protest or a taped crime scene. This was in front of kids who were invited into our house to see who we are.

The Honor Guard did their job. A few officers did theirs. Too many couldn’t be bothered. This isn’t about saluting regs or being a Captain America. It’s about whether we still understand that how we carry ourselves, especially when nobody is forcing us, is part of the job.

We spend a lot of time talking about how nobody respects us anymore. Moments like that make me wonder if we’ve stopped respecting ourselves and just don’t realize it yet. I’m not mad. I’m just disappointed, and yes I include myself in that.
