Grading a Test....How Long?

Someone commented that the recent Lieutenant test was taken nearly six weeks ago and no results have been mailed out yet?

Anyone know why they're fiddling with the rankings? 

Was this the scantron portion?

This is how the testing companies do it.

They employ SME’s (subject matter experts) who grade the exams based on certain criteria.

Let’s also say the testing company has 10 subject matter experts (SME) grading tests.

Let’s say also that each SME grades 2 tests a day, 5 days per week.

That’s 20 tests graded a day, totaling 100/week.

800 people took the exam, that’s 8 weeks to grade them all.



Then, the testing company reports back to the city HR and department OPSA HR with the results and if it’s within pre-determined guidelines set forth by the Civil Rights Act of 1964 (have to have ethnic minorities score at certsin percentages). If not, certain questions that, let’s say a certain ethnic/racial group all missed are weighted less.

Once things satisfy all parties, the results are given to the masses.

Part 2 of the Lt test was oral and given January 10th. Must be pretty new to be surprised the results aren't out yet.

Hell, they even sent out the results of every test take after part 1. How many passed, failed, what exact score they got, etc. The most legit I've ever seen.

Maybe it takes longer than just ranking 1-2-3-4! And here maybe a reason why:

When officers study for a promotional exam, most assume the process is simple:
Take the test. Score it. Rank candidates 1, 2, 3, 4 — and promote in that order.

In large municipal departments promotional systems can be more complex.

What Is “Diversity-Conscious Selection”?

Rather than ranking candidates strictly from highest to lowest score, some promotional processes use “score banding.”

Instead of publishing a list that reads 91.3, 90.8, 90.2, 89.9, candidates may be grouped into score ranges such as:
   •   90–95
   •   85–89
   •   80–84

Within each band, candidates are considered statistically comparable in exam performance.

Once grouped, the appointing authority may evaluate additional factors beyond the written score, including:
   •   Leadership performance
   •   Disciplinary history
   •   Specialized experience
   •   Operational needs of the department
   •   Diversity considerations
   •   Race or gender as one factor among many

This framework is often referred to as diversity-conscious selection.

Large law enforcement agencies operate under:
   •   Federal civil rights law
   •   Equal Employment Opportunity regulations
   •   Past consent decrees and litigation
   •   Community trust considerations

After the U.S. Supreme Court decision in Ricci v. DeStefano (2009), departments were reminded that they cannot simply discard test results based on racial outcomes. However, the ruling did not eliminate all diversity considerations — it clarified the legal boundaries.

As a result, many cities moved toward structured banding systems rather than pure numerical ranking.

So it takes awhile to rank who the department wants in the top tiers.

For anyone taking the detective exam. You probably had a postcard placed on your car from a testing company called Ten One Academy.

It's another police testing company like J. Harris Training or Bernstein.

Do not buy anything from these testing companies. Why? Because no one knows the format of part two of the exam. Part two of all promotional exams are now going to be assessments and the assessment is not based on the source material. If it's not based on the source material then what is it based on? Well only the testing company knows.

The fix is in. As if the entire testing process was not legitimate as it is now. The CPD decides to make it even more corrupt.

The entire promotional exam process needs a complete overhaul. Here is one way it can be fair. 1. Based the test on the orders and laws. 2. The source material is given one year out in advance. 3. One exam. Multiple choice with six responses and fill in the blanks. 4. As soon as you are done, the exam is passed through the scan tron machine in front of you.

I remember when my partner left CPD for Denver and when he took the test in Denver he was given his test score before he walked out of the room. I couldn't believe it and from then on it definitely convinced me the manipulation involved with our testing process.

As many people have said before- part 1 of any test should be a 70%.
It’s the same for e-learning, it earns you a “C” grade in school a lot of the time, and it shows a bare minimum of competence.

Our city cannot claim to want effective supervisors and leadership if the bar for promotion is set near 50%.

A friend is a PO in a suburb. Their Sgt test has 4 parts: multiple choice Scantron, Make a List, Essay, and Merit Board Oral Interview. You get points for each and candidates are place in rank order based on those points. The kicker is that the Chief can (and does) just pick the next Sgt from anywhere on the list. A candidate could be #1 and never get promoted.

Test score manipulation has always been an issue. Took a few Sgt. Exams in the 80s through the 2000s. In ome test the city hired a prominent prestigious accounting firm (later collapsed due ethical irregularities) to process the scores. The accounting firm sent out letters with the test scores. So did the city. They didn't match.

Io solutions graded the tests the first week of February in Palm Springs Florida.
They were looking for assessors.

Don't worry about it, Merit people are already getting Lt bars sewed on uniforms. Watch and see units and districts. The anointed ones are the Commanders buddies and or family or right demographic. I'm sure it will be some sergeant that only works the desk and isn't a leader. Never does an actual hardworking sergeant have a chance to make it. Let's just get it over with so I can try to make it again on the next test.

I refuse to take these ex(scams). Yes, you can be promoted on score. Yes, the pay is better. But when you zoom out, most exams for po’s have 3000 to 4000 people taking them. Out of them, you have your merit who will end up in a nice spot. You will also have people who score well but are also connected, who will also get a nice spot.

If you have no merit chance or are not connected, even if you score well, you’ll most likely end up in the shittiest spot of whatever you just got promoted to. If you’re already in a shitty spot, then you have nothing to lose. If you’re in a fairly decent spot, then taking the promotion might not be all that great.

Also take advantage of the school reimbursement from the department. Learn something actually useful. Always have an exit plan.

Regarding Part 2 scoring, my understanding is that the assessment will be scored by five separate assessment teams, with one team assigned to each exercise. Results are expected in late March.

Speaking of a long time, what is going on with the dispatchers at the OEMC? Has anyone been fired? Someone asked this question in a previous discussion, “does the discharged loan have to be reported as income?” The answer is yes (for the majority of the dispatchers and everyone else who fraudulently obtained the loan or improperly used the loan proceeds). It takes the same amount of time that it takes to Merit promote an Officer to Sergeant? First you go to the bank and withdraw a large amount of cash! Then you find the exempt rank command officer or civilian director and invite him to lunch or dinner? Then you turn over the cash to this alleged leader within the CPD. At which time this alleged leader makes several calls seeing how many spots are merit and how many are rank scores? Where they find a spot for this officer to fit on the list? This could take months to years?

As for Sergeant to Lieutenant, they have already cut out the first parts of finding an exempt so it shortens the time? But now the cash needed is more and the assignment after the silver bar award is more important……

I come from three generation on CPD and when my grandfather was still alive the exempt rank officer had his Sergeant or Officer be the bag guy accepting the money. But now someone has to write up the merit request…..which is the best paper writer in exempt office?

Ask me how I know?

Congress might have exempted this cancelled debt as income. This happened to short sales and other debt relief after thr housing crisis. Normally, all canelled debt is taxed as income.

In 1995 Mayor created merit for his dummy friends from Bridgeport. He included blacks and Hispanic sergeants equally. Now it’s might be one white to ten black merits and a few Hispanics .
