ISR to Change?

We aren't holding our breath, but desperate times require desperate promises to make the police think that Rahm has their backs (nevermind all those knives sticking in them or those tire tracks up and down your bodies):
  • Mayor Rahm Emanuel has asked for a “look into” the new detailed reports officers must fill out when they stop people — after a cop told him similar forms in the suburbs are “half the length as those in Chicago.”

    The Fraternal Order of Police and rank-and-file cops have complained that officers must fill out far more information on the new “investigatory stop report” that replaced the department’s old “contact card” system on Jan. 1.

    Officers say they’ve conducted far fewer stops this year because of the new reporting system. Meanwhile, crime has shot up.
Gosh. Cops are complaining. No real surprise there, we do it, too - but that doesn't mean there isn't a basis behind the complaints. We aren't bitching to bitch, we're bitching because the system is seriously fucked up:
  • Under state law and an agreement with the American Civil Liberties Union of Illinois, Chicago officers now must report far more information about stops — including whether they frisked the person and if an arrest was made.

    A retired federal judge will review the Chicago reports to ensure the stops are passing constitutional muster.
Does everyone recall what these reports entail? School information, employment information, all vehicle information (even if no tickets are written), potentially three different narratives. Seventy-something boxes to complete...per person stopped. On a good day, that's 20 minutes per report, twisted in a unnatural sitting position to type on a screen smaller than a standard laptop. Draw your own conclusions.

Remember, here's what the mayor supposedly wanted according to rumors the other day:
  • Heard through a little birdy that Mr. 9.5 flipped out the other day when he got the numbers from the month of January. Supposedly he started demanding answers as to why no one's doing ISR's and when told that no one wants to do a 2-page report that the ACLU is getting their hands on, he demanded that R and D fix it and fix it immediately.
And here's what the ACLU says:
  • "We are pleased that there are going to be fewer stops."
So who are you going to put your trust in? A mayor that has repeatedly thrown the Police Department under the bus and driven it over everyone including the supernintendo whose back he had not even 48 hours before firing, or the ACLU who has made no secret of its institutional hatred of police?

This is part of what the PAX 501 from the boss says:
  • The Department has not relinquished any control of our policies and procedures to the ACLU. The agreement does not provide the ACLU with any role whatsoever with respect to individual officers' compliance with the Department policies.
Except for the fact that the ACLU gets copies of every single ISR report - that isn't a "relinquish[ing]" of anything, right? Who are you shitting John? At the FOP meeting Tuesday, it was discussed that the ACLU is mailing surveys (and has created a flyer) for persons stopped by the police. They have also contacted stopped persons at home, are asking leading questions, and providing guidance to the CR process in order to get complaint numbers on officers. No reporter will touch on that - the ACLU, a private organization, is getting data collected by government agents (the police) in order to sue the government collecting the data.

The fact is that the ACLU is getting these files and is reviewing them for reasons to sue the Department and individual officers, and anyone who says differently, from the mayor, the Acting Superintendent and on down the line, is lying - plain and simple.

It truly is dire times. I hate to be this police officer because it was once What I hated. I always knew that if you stepped in crap you might lose your shoe but it never prevented me from doing my job. I took my oath, and my own sense of honor seriously. I would risk life and career for the city I protected as long as I did it knowing it was the right thing to do. The cards are rigged against officers and good officers will get hurt due to this present environment. Please protect yourself, partner and by no means subject yourself to possible litigation if you can safely avoid it. Their is no place for proactive policing in this city right now.

A huge part of the blame in this fiasco belongs to the Chief of Staff and General Counsel. Both are yes men who backed down from the Supt, G-Mac, instead of doing their jobs. If they couldn't get through to the Supt, they should have gone the next step and contacted City Hall. But these two sell outs didn't want to lose their spots. And it worked because they are both still there collecting paychecks.

The remaining blame belongs to the rest of the exempts who also did nothing. Stand up tough guys. You're the F'in police. Instead they all sold their souls for that gold badge. G-Mac is gone and you're left holding the bag of shit he left behind.

ACLU has no power of the police? Yes they do and I'm not going to be sued or disciplined while you sit a HQ making more money than I'll ever see only to make you look good. It's your bed, now sleep in it.

Fuck the ACLU, don't do stops that require an ISR report. Don't have to be fetal, just don't do anything that requires the report. The Department can't make you stop people/confront people to make an investigatory stop. Let the POS drive around with their guns and dope, let them walk around with guns and dope. The ACLU will be happy to find out minorities will be stopped less as a result of their allegation of racism by the CPD. And who will suffer? The good citizens. Let the ACLU go out there and confront criminals since its lawyers seem to know what is going on in the hood. No need to jackpot yourselves because of semantics, which someone else will determine is correct or not, on a form.

Mistakes happen but the ACLU will look at your unintentional mistake as discrimination/racism against minorities and you will be named in a suit that you violated the civil rights of 'Joe Blow'.

In order to not be jackpotted, don't do any activity that requires an ISR. Writing a ticket or parker or making an arrest doesn't require an ISR and is still considered activity.

I will not be doing them even if it goes back to the old style card. If you are not 100% correct in your narrative of why you stopped and searched that person you are risking being sued. If you think you are smarter than all the ACLU lawyers, don't kid yourself. They will find something wrong, then check your CR numbers, then its your ass! Good luck

ISR could be 5 pages and still taboo because of gray area of not having enough R.A.S. A reasonable person is given authority in deciding if a CPD vet knows if a guy is dirty or violates civil liberties. (lose job, possessions, wife, family, depression)... Define a "reasonable person". I think we are running short on reasonable people. New rules increase liability WAY TOO MUCH. DIfferent job description now. We are way too short police officers and now this. We need 50,000 U.S.C. raise per P.O. to help differ punitive damages without having backing from clouted bosses or the city. Pay us to do this dirty work. Not many applicants even at the rate you boast. Numbers are still falling, fop, any safety concerns here? Pay Us Way MORE. Chicago is worth it. and do it before Summer:) wouldn't want to hit 1000 dead over some liberal perfect world b.s. if so, keep the draino on tap.

I guess Rahm does not understand the problem. The length of the form is not the major problem, the simple fact that the communist private entity ACLU is the problem. All this organization is going to do is the same thing they have been doing for the last 12 years with the blue traffic stop cards. They will look for some statistical anomaly so that they can accuse the Chicago Police of being a racist organization. The blue card was only suppose to be a 3 year study, so much for that 3 years it has come ant gone 4 times. Some fool is getting a grant to continue the bs blue card program so they will continue this indefinately. This ACLU bs should have never come to fruition. The city should never have given the ACLU access to the ISR's. The simple fact is that Lawyers are nothing more then spin doctors when it comes to words. They will go trough each ISR with a fine tooth comb and try and build bs statistics inorder to get referal fees from the private attorney they will refer their spin doctor stories and the city will settle each and every time. Just so you media types know, with this agreement with the ACLU, which is a non governmental entity, they get all your info. The state law wants only public places, so if your joe abiding citizen you more than likely won't get stopped for anything. BUT, since the ACLU is trying to cook it saying we stop disproportionately stop minorities, they had to figure a way to make it look like so. They've added private places as well. So you and your spouse/significant other get in an argument and your all to nosey neighbor calls the police and we respond...we are supposed to do these reports. Then..after its submitted some hippy that lives at home with mommy or daddy reviews it (because you know it's some law clerk and not the actual lawyer reviewing it), and they have all of your info...name, address, height, weight, identifier (rather social security or state ID), date of birth, etc. Now let's say an arrest stems from the incident....they get all that info as well, which is a total invasion of your right to privacy...they don't care because they have an agenda to sue and make money. The problem is, when they do sue, they will file a class action and get millions while those of you that were stopped will get 50 bucks a piece.

Went to ISR training tonight, gotta tip my hat to the instructors, I was prepared to go in there and have them blow smoke up my ass. Not the case, was very informative. That being said, I will make every attempt in the world to avoid doing one of these reports. ACLU is just waiting for us to fuck up so they can jam us up.

Stop no one. If you observe a significant crime, make the arrest. You should do nothing else. It is imperative to give this city the kind of sanctuary city law enforcement it wants. The kind of problems this city has are not going to be solved by the police. It will take leadership to bring people together to stop the violence, not an agressive police force. Not doing these contact booklets may be the way to hold the people responsible for the success and failure of government actually accountable.

Another aspect to this disaster is that the only training given to the officers so far are 3 streaming videos. Another thing is that there are so many scenarios that come with a street stop that if you ask a supervisor for guidance he or she may have a different answer than another supervisor or the supervisors may not know the answer at all. With all of these hassles I will continue to not do a God damn thing. Stay fetal my friends.

It is Too Late, way Too Late. The Issues here are far greater than the ISR, and if any Officer ceases to go Fetal simply because the ISR is changed; that Officer is a Moron. The vary premise that an ISR is necessary in the first place implies that police are in fact Racial Profiling, rather than performing Proactive Policing, or what we once called Aggressive Patrol, before the term Proactive came into fashion. Chicago and many parts of this nation are segregated by Race and Economics. If you work in the 003rd Dist. and you are doing stops on Gangbangers; All of your stops will be on Black "Folks" and "People", that is it, plain and simple! And those People and Folks, anticipating that they will be stopped for every minor traffic violation will not carry their firearms. Now, cognizant that coppers, especially White coppers are reluctant to stop them, they will carry their firearms, and have them ready to use more frequently, and that is reflected in the number of people shot and killed. Anywhere in the U.S. other than Chicago, figures that exceed 2,000 people shot in one year, would bring down a municipal administration, but in Chicago we accept Rule rather than Governance! Secondly, the involvement of the ACLU and Peoples Law Office in the process of "monitoring" police activity clearly makes the situation worse. Any police officer, especially a White or Hispanic officer who thinks the ACLU is their friend is out of touch with reality. Finally, the whole concept of ISR furthers the Myth that what is going wrong in Black America is the fault of the police. Our City Council and most of all, our cowardly Mayor are willing to support the Myth, to take the heat off of themselves, their failed policies and wasting of federal funding intended to solve urban problems. So the issue here is beyond the ISR, instead the ultimate issue here is TRUST! Any bond of Trust that may have existed between the Police and their employer the City of Chicago is gone, for at least a generation of police. Older cops will teach younger cops how to do as little work as possible, and there will be nobody to teach how to do Proactive Policing. Meanwhile, the Cabal that manipulated the McDonald case for their own political advantages by Obstructing Justice, lays low until the heat is off. So Rahm misses the Presidential visit, and if he meets with Hillary, it will be secretly, because right now she too is trying to gain traction in the Black community with a hatred of police. But in the end, the victims and offenders continue to be Black and Brown, while the people who try to protect these people are forced to back off. When I was working as a Sgt., I attempted to inspire and lead my Officers to solve problems and to be bold and Proactive. Anyone who worked with me will tell you that our teams had a positive impact on the quality of life in our areas of assignment. However, if I were out there today, with this Administration, I would not hesitate to tell Officers to just answer your radio and protect each other first. And I am not afraid of Bully Rahm or any of his hacks, flunkies, or his gang from Wilmette, the El Rubens! Here is my name: Richard M. Aztlan, Retired Sgt. CPD, Star 1575. You know if you were actually a good boss you would not be pressuring your Officers to write these ISR's. Write them when we have to, but not for the sake of generating activity. A good boss would recognize that right now it's time to circle the wagons and watch out for each other. How many different political figures and media outlets have taken their turn sticking CPD in the back in the past few months?! Now it is time to give them what they want by operating within the ACLU's parameters. Too bad you're a merit suckhole and you're already pressuring us for this garbage! I mentioned this in a previous post on another thread. I don't understand how the CPD is giving the private information of citizens to a civilian organization without the permission of the citizens. If I was stopped by the police and then later contacted by the ACLU, I'd be asking why the ACLU has my private information and I'd be filing a lawsuit against the CPD for giving away my personal information without my permission. This whole situation is insane. I don't know why the department is involving the ACLU in their day to day operations in the first place. Why is the ACLU dictating department policy? You opened this can of worms Rahm. Grow some balls, quit pandering to these fucking crybabies, and let the police do their fucking jobs.

I still don't see how the police department can legally disseminate official documents to a non-police agency in this day of identity theft. Do the people get a chance to approve/decline their information being shared with a civilian agency without their expressed consent? Where is the FOP on this? Why isn't this being challenged by anyone? So if I stop someone they can now plan to have an unwanted call from the ACLU? Pestering them? And if their information gets stolen/hacked? Who is responsible for it? FOP is such a joke anymore. Disability Dean is just that--disabled at the mouth.

For an agreement to work there must be a benefit for both sides. There is absolutely NO benefit to the police side of this lopsided agreement with the ACLU. Therefore we should break the agreement and do it in a way that benefits the department and the citizens we serve. If the ACLU is going to file a lawsuit then let them file it. They will anyway agreement or not.

Our cards in the suburbs are half the length. We still aren't stopping people. It doesn't matter what length the card is, we're not giving the ACLU anything to use against us either. For the most part, stopping shitheads only resulted in fewer shitheads getting killed. It's rare that the shithead you stop is on the way to your parents house to kill them. He's likely just going to kill other shitheads. So by all means, let the bodies hit the floor.

If you think the crime has gone up in Chicago, you should try the suburbs. And I don't mean suburbs like LaGrange and Wheaton and Glencoe. I mean "suburbs" that are Chicago's dumping grounds (although many are generational dumps in their own right as well). It's not sexy to report on it, but if the media ever looked at the crime in Markham, Harvey, Robbins, Joliet, and other "suburbs" they would shit themselves. Total lawlessness. Just when you think policing in Chicago is tough, go there and do it with no partner.

The people are getting the police they asked for. Your suburban law enforcement family stands behind you. Regardless of whether they cut your stop card in half, don't do them. Let the hood eradicate itself. They are better at self imposition of the death penalty than we are at successfully jailing them under the reign of the current crook county (or any other) court system. I don't care if you take a dozen bags of heroin in Joliet, a dozen 8 balls in Robbins, or a dozen guns in Harvey. They will never serve any time beyond waiting for trial, if they aren't I-bonded the next morning. Let them kill each other.

Give Lemon Record a job as a cop and let him handle it. He knows best, after all. Same for all the other ACLU softballs. Let them try the job.

Answer calls for real people in real need. That's what we do. The few elderly, the few young families just too poor to live elsewhere that actually live within their means, aren't having babies to get another LINK or SNAP or WIC card and who go to work every day, they get 100% of our police service. Even pro-active police work. I will shovel their goddam snow before I stop Jo Jo doing a hand to hand at the Marathon. I hope Jo Jo's deal goes south and there's a double murder. But I'd hate for abuelita to slip on ice and break a hip while she's driving her grandkids to school because the parents have already left for work at 4:30 am. I will wave to unlicensed abuelita and tell the kids to have a good day. And I will wave at Jo Jo too. There ACLU, is that equality enough?

Also screw the bosses that are trying to run a con game to get you to make stops. Wow, what will you get out of that, besides sued? Will you get to be on a tac team and wear a baseball hat backwards and get a tribal tattoo on your bicep? Will he give you a paracord bracelet with a blue line on it? You know every other cop in the world laughs at your population of strokes that does that, right? You make $80+ k to patrol. So patrol. Don't lose your house or your freedom because you watched Training Day and the boss is telling you you're going to make a team with all these great stops of known criminals who will continue to engage in crime regardless of your lame ass stop. No one is impressed that you're wearing jeans to work. So does a carpenter. And he builds something useful.

Remember, the ACLU is glad there are fewer stops being made. Let's keep them happy, in Shitcago and the cesspool "suburbs".

There is no going back until it is no longer the knee-jerk first order of business to indict and criminally charge police officers every time there is a controversial incident that hits the news, or even publicly comment about blue lines and codes of silence and police acting stupidly until (and try repeating and remembering these words) "a full, thorough and complete investigation has been completed".

There is no going back while the police are put under such scrutiny and while they are not given the basic trust and backing to do their duty.

And seeing as that none of the above is ever going to come to pass,

It is my understanding the ISRs fall under the same laws as the TSS form we've been doing for years now on all traffic stops. Meaning they are not privie to FOIA. Suburban departments only fill out the required state form.

Chicago on the other hand, gave in to the ACLU and the rest of the liberal bunch. Since they are not allowed to view the state required ISR, Chicago agreed to fill out a duplicate form (seperate but same in digital format) and making the digital copy available for their viewing pleasure.

The state form must be filled out by law. The digital copy is to send you up the river.

Coppers have to accept the fact that the ACLU picks and chooses the statistics they wish to promote, while ignoring the statistics that go against their arguments.

Case in point, the ACLU believes that the percentage of street stops should reflect the racial makeup of the entire city, not your district or beat. The ACLU will never change that opinion, and we have to accept that, no matter how ridiculous it sounds.

Therefore, Coppers have two choices, first, do not stop ANYONE for anything. No need for an ISR, the ACLU is happy, and no one gets sued or....

As ridiculous as it may sound, coppers should start balancing out their stops based upon the racial makeup of the city. Since the city is 32% White, 33% Black and 27% Hispanic, your stops have to reflect that.

Of course it will be an almost impossible task in 007 or 011, but doing so may keep you out of federal court.

Shouldn't some of the information on the ISR be redacted before release? Or perhaps it all should be released to the public for publication in the local newspapers or some web site. Doesn't the public have a right to know who the police have contact with and where? What would the ACLU say to that. Do the persons stopped have any right to privacy on a simple stop not leading to an arrest?

Regardless of how/when/if those atrocities are modified/shortened, you'll fare better to continue to avoid them at all cost.

The main premise behind the ISR is nothing more than pandering to the blacks (and to a lesser extent, the Hispanics), meant to further alienate and ostracize the police and LE in general. It's all part of a grand plan, orchestration of which went full steam ahead 7 years ago when Sparklefarts began his ruination of our beloved country.

It is Too Late, way Too Late. The Issues here are far greater than the ISR, and if any Officer ceases to go Fetal simply because the ISR is changed; that Officer is a Moron. The vary premise that an ISR is necessary in the first place implies that police are in fact Racial Profiling, rather than performing Proactive Policing, or what we once called Aggressive Patrol, before the term Proactive came into fashion. Chicago and many parts of this nation are segregated by Race and Economics. If you work in the 003rd Dist. and you are doing stops on Gangbangers; All of your stops will be on Black "Folks" and "People", that is it, plain and simple! And those People and Folks, anticipating that they will be stopped for every minor traffic violation will not carry their firearms. Now, cognizant that coppers, especially White coppers are reluctant to stop them, they will carry their firearms, and have them ready to use more frequently, and that is reflected in the number of people shot and killed. Anywhere in the U.S. other than Chicago, figures that exceed 2,000 people shot in one year, would bring down a municipal administration, but in Chicago we accept Rule rather than Governance! Secondly, the involvement of the ACLU and Peoples Law Office in the process of "monitoring" police activity clearly makes the situation worse. Any police officer, especially a White or Hispanic officer who thinks the ACLU is their friend is out of touch with reality. Finally, the whole concept of ISR furthers the Myth that what is going wrong in Black America is the fault of the police. Our City Council and most of all, our cowardly Mayor are willing to support the Myth, to take the heat off of themselves, their failed policies and wasting of federal funding intended to solve urban problems. So the issue here is beyond the ISR, instead the ultimate issue here is TRUST! Any bond of Trust that may have existed between the Police and their employer the City of Chicago is gone, for at least a generation of police. Older cops will teach younger cops how to do as little work as possible, and there will be nobody to teach how to do Proactive Policing. Meanwhile, the Cabal that manipulated the McDonald case for their own political advantages by Obstructing Justice, lays low until the heat is off. So Rahm misses the Presidential visit, and if he meets with Hillary, it will be secretly, because right now she too is trying to gain traction in the Black community with a hatred of police. But in the end, the victims and offenders continue to be Black and Brown, while the people who try to protect these people are forced to back off. When I was working as a Sgt., I attempted to inspire and lead my Officers to solve problems and to be bold and Proactive. Anyone who worked with me will tell you that our teams had a positive impact on the quality of life in our areas of assignment. However, if I were out there today, with this Administration, I would not hesitate to tell Officers to just answer your radio and protect each other first. And I am not afraid of Bully Rahm or any of his hacks, flunkies, or his gang from Wilmette, the El Rubens! Here is my name: Richard M. Aztlan, Retired Sgt. CPD, Star 1575. Thankfully I retired just before all this shit hit the fan. But I'm wondering, if your ISR is not approved by your sgt., and you redo it, is there a record of the first draft? If so, that is all the more fodder for ACLU..."Well officer, you changed your ISR report, and changed what your report stated the first time. Why is that? Was it to cover your tracks because you actually made an unconstitutional stop?" Blah, blah, blah, even more ammo for them to go after you.

Like a poster said above, if you don't want to stop doing ISR's because you're supercop, at least stop doing them to keep from putting your family in jeopardy. If you were really at the meeting the state law was three times as long as it was when passed. FOP got to make significant changes to the original draft. It's the City and The Department that took this to the extreme with the ACLU. My team has worked the last couple of weekends with the guys from Cook County. I ve had 5 on the hood and wonder who could have shot me because I didn't search them because I didn't want to do 5 ISRs and answer at least 225 questions. The fact is ISRs are going to get a cop killed. Then when that unfortunate day comes maybe and I mean maybe the power hungry powers that be will realize they fuked up and change it. I am not going to be stuck writing ISRs that take a long time. But I will always have my gun ready for these savages. They are going to catch on. You have to be a softball to be on tact these days. I left tact about ten years ago voluntarily and you could never get me back there now. So what are all the hard chargers doing if they're not doing ISR's? Maybe tact should start answering radio assignments or maybe dismantle tact completely till this shit is sorted out.

Angelo gave up the Professorship at Calumet College at about 90K. He rolled back the excessive salary Donahue started which Shields and Dougherty continued. Angelo voluntarily took a 40k pay cut and then passed a by-law making the lower salary permanent. And who voted against the at a general meet? The former members of the City-Wide team.

You pay dues for a lot more than pizza. I doubt you’ve been to IAD, OPS, or the new IPRA but working policemen have. The legal defense for next years trail may cost a half a million. But if you think your paying too much become a fair share member.

Dougherty is a complete mystery. My only explanation is he undermined the Shield’s administration at the behest of Mark Donahue. Bill ran on his knowledge and experience but failed to tell Shields about the “letter”. P.S. everything Shields said was proved true. The state lodge recently settled it’s side of the Shield’s lawsuit. Shield’s suit against the Chicago Lodge is still ongoing. Since Dougherty led the coup and violated the by-laws should he not bear the costs of a Shield’s judgment? I wonder how Billy feels abut being a pawn now? And how does Frankie D get off Scott free?

When I came on this job many moons ago, a neighbor of mine, the midnight desk sgt in 011(retired and passed away years ago) told me...Do not EVER trust a white shirt, from sgt on up...they follow different rules, different contract, have more to lose. Needless to say those words helped me a handful of times
Remember, once in mgt there is no going back...they HAVE to tow the company line

If you didn't know that before he told you, you're soft. Don't get yourself into something you can't get out of. If you're a dummy(hint, you probably don't have a partner) write parkers and traffic tickets. If you expect the Sgt to do anything other than tell you what the correct answer is to the question, then you are fucking retarded. If you can't figure out the balancing test, don't chase people, and if you don't realize the car you're in has a video camera, then you are too stupid to be helped. Nobody is going to write anything for you, if you can't do it, then don't. The correct time to wonder how to do something is before it happens. Try reading a case report, G.O.'s, or attending court and pay attention to the testimony. This is a job, treat it as such.

To the working Tact Cop, if you are not willing to do ISR's then why do you have 5 on the hood. If you stop people and do not do the required ISR then you deserve whatever happens to you. Again, I can understand if you do not want to do ISR's but why then would you stop someone. Is it too much for you to do the ISR. So because you are too unwilling or lazy to do the ISR you are not searching 5 shitheads on the hood of your car putting you and your partner in danger of getting shot and getting jammed up for not doing an ISR if required. Also at the FOP meeting, FOP never fought against these reports. When is was in committee down in Springfield, no one from Fop opposed the ISR reports. Fop is so out of touch!

The ISR Chicago does is not the simple stop form mandated by state law. Also at the FOP meeting you weren't there or you are a pathological liar.

Now I was at the Feb meeting last week and Dougherty was at the meeting and went to the microphone. He talked about prior arbitration decisions regarding the retention of CR's and only tactical officers working VRI.

He also talked about a lawsuit that was filed against a current board member. Dougherty claimed that the Fop was paying for this lawsuit and that it was a civil suit. Dean initially denied it, but eventually said it was occurring. Dougherty then talked about how much it was costing the Fop($65,000)and Dean wouldn't provide the answer.

Dougherty also talked about a second lawsuit involving a secretary named Mareno? He claimed that the Lodge paid her $100,000 and that the same lawyer that sued her has received a letter from her saying that her suit was false. Dean would not talk about the suit, said that he couldn't. Dougherty on the other hand was more than willing to talk about it at the microphone or after the meeting.

I've learned second hand that when Angelo took office there were four (4) pending lawsuits from the Donahue/Shields/Dougherty tenure. I’ve learned this from both trustees that served under Shields and Donahue. We all know that society is sue crazy. Unfortunately there are non-disclosure orders asked for by the plaintiff ‘s. But there was one case settled while Donahue was president where FOP requested the non-disclosure agreement. Ask Willie boy about that!

If no one in the Angelo crew brings him up on charges after the Shields suit is over I know guys that will. He and his guys tried to screw every copper in the city in order to stay in office.

That's actually a funny comment. Angelo wasn't at a meeting in 12 years and shows up only to run. I'm at just about every meeting and Dougherty was at meetings in 2015.
