Swiping Begins

Bad news always arrives on a Friday after the newsrooms have emptied out, and this Friday was no different.

Swiping is here, but with a twist. You only have to swipe in, not out, UNLESS your finish time involves OT. So late arrests, court on off-hours, District specific OT, etc., will be tightly regulated, so the old "padding" of slips is now a thing of the past. If anyone was paying attention, it already was a thing of the past in most places. There just aren't many bosses who might toss you an little extra for the ride home due to rampant stupidity of a few softballs.

We've also been told (not verified) that the reason we aren't all swiping in and out is because then we are hourly employees, not salaried, and for hourly employees overtime is pensionable. Hopefully, this has been run by the labor lawyers - local, state and national - and it's above board, because other people are claiming that payroll will be attacked to this beginning in 2020.

There's a lot of info out there, some more reliable than others. Start with the General Order, start asking the timekeepers questions and gather info for the unions.

I would highly suggest no one risk getting; hurt, injured, fired, locked up, suspended and sued. Just do your jobs and nothing more. Back up when asked or 10-1. Go home safe. It isn’t worth it anymore. They treat us like children. No respect for Police.

All this so Rahm can say he has done something to reduce OT in the next election cycle. Screw Rahm and Ed, just one more hassle. I remember when they had us a few years back doing this. I had to get a new ID several times because your card wears out from swiping.

I hate this place. More nonsense and nothing to really help us do our jobs. It seems like they don’t want us to do our job.

I was talking with another copper who brought up a valid point regarding FTO's and swiping. If we are to swipe out only for overtime, does this mean FTO's would have to swipe out at 1630 if, for example, they work 0700-1600? If an FTO is filling out an overtime slip for that .75, ideally for completing a DOR, then he is essentially stating he worked overtime and now he must swipe out. If you're an FTO, I wouldn't listen to anybody that tells you, "then just don't swipe out for that". If you're handing in an overtime slip, you better swipe out. I would not trust the Department to not make an issue out of you handing in OT slips without swiping. They're having a hard time getting people to be FTO's as it is, imagine if this is true.

I have six more years and I don’t plan on doing any aggressive Police work. Aggressive Police work is dead under Rahm and Special Ed. They don’t want it. They made it very clear. It is a shame that the bust-outs won! I have been settling into a new routine of just doing what I have to do to get by. Once you get used to it, it starts to become easier. My parents are turning in their graves the way the city is ran. I am ashamed to live in Shit-Cago.

NICE! This must be payback for our dislike of Ed and Rahm SCC. I can’t wait for the day that they really need us to hit the streets right away. I will make sure I swipe. The 009 District on midnights comes out on a regular bases to RAPs and backlogs. They say crime is down but calls for service is up. How can that be? I do paper on every job I can. Don’t code out jobs and kill crime. Drop paper.

How long before people get written up? In 001 District we were swiping in around 2006 as part of the pilot program. When the new administration came they killed it. If you forget to swipe after a while you had to drop paper. After a while they talked about sparring people. It never came down to that, everyone just did what they had to do. This is just the start.

According to the order, if you can't swipe, you're supoosed to call 4DATA. Had a couple of people who called. They were told, "Call Human Resources. We don't handle swiping problems." I'm guessing they'll be swamped tomorrow, whit dozens of people needing new ID cards.

OUTSTANDING! I applaud swiping because it’s now fairly applied to the department. None of this nonsense of only having it in Bureau of Patrol while the most treasonous of OT abusers are from specialized units. It’s not a secret, look at the past Sun Times article of OT for 2017 and through the beginning of 2018. How many are from patrol, 5%? It’s like the Fire Department OT scam with inspectors, everything was so ingrained it was a problem if you didn’t fudge mileage or your workload. The gravy train within Organized crime, Gang Investigations and the Detective Division is done.

I’d never wish anyone (even the OT abusers) financial problems, but you damn well better not being living out of your means if you’re padding OT or just flat out making up hours. If you’re legitimately working it, congrats for being honest and enjoy your earnings. It’s bad enough we have to deal with blatant cheating, nepotism, and the overall crappy atmosphere of our job; it’s a whole other issue to be the police and flat out stealing 10’s of thpusands of dollars every year.

I am predicting that overtime in the long run will increase, and cost the city more $$$$.
Each day I write out many GPR's and type untold supplementary reports with the 2 finger method. Needless to say it takes me a long time to complete my reports,and it may take me longer from now on. There are ways to stretch it out and no one can tell me to type faster.

Padding slips in units is alive and well just look at the supervisors at homan. With numerous supervisors making over 225k. Same names over and over in the paper every couple months when they do the overtime expose. My favorite is the Sgt from narcotics that worked more hours in a week than their actually were hours in a week. Guess he worked really hard.

Want to make tons of OT and make more than a commander? Learn how to do DUI'S. The highest paid in OT on this department are DUI writers, and the department can't do shit about it. This is true. Get to work on time like an adult. Your ghost payroll days are soon to be over. Your days of strolling in three hours late are soon to be over. Now your Sgt. can’t play favoritism and if he or she does they’ll have to justify it by logging in and manually adjusting your time. Your tardiness will become a record and your paychecks will be short. Eventually your noodle-back supervisor will be forced to write you up.

Swiping has nothing to do with pension. Do you really think it matters if your end time is an electronic record or if it is written on a piece of paper? This is about physically present when your OT ends, something that the units have been scamming for years. Look at the guys with thousands and thousands of hours on the books and you will find the thieves.

Swipe in and out helps to stop those no show jobs. The supervisors who leave early with "the T/D slip on the desk" which is not turned in will be eliminated. The installation of a pinhole camera to make sure someone is not swiping in for someone else is next. Like a casino, big brother is always watching.

Thankfully I max out in 8 months but I ask do we have a window on swiping in at the beginning of our tour or do we swipe in sometime during the tour. My understanding is that CFD swipes in only but IDK if it’s with in a certain time frame.

Amen to this! Retired now, but in private industry I swiped for 20 years and no big deal. Had to or the door stayed locked. Plus I never expected the company to pay for a minute of my commute time to or from regardless of circumstances. Figured that's on me.

I can't believe the amount of whining over this issue. Swiping is everywhere. CPD isn't being singled out.

There is no reason to only swipe after OT---it should be in and out every tour, very unit.
Ever see nonCPD civilians swiping in station because they aren't starting/ending day in specific location---they are held to higher standard and mange to comply.

HQ knows we will face backlash and scrutiny for this half-ass roll out...and expect stories about how lack of accountability is nourished by such whimsical edicts- as swipe in ---but not out.

Am wondering what the public will think once the media reports on how we are not swiping out after our tour --and we aren't working 9 hours because of the shift overlap....if we are "lucky" they expose Fenner (and/or any Lt) for their abbreviated tours (okay not likely- but they are the biggest "duck" offenders).

I was talking with another copper who brought up a valid point regarding FTO's and swiping. If we are to swipe out only for overtime, does this mean FTO's would have to swipe out at 1630 if, for example, they work 0700-1600? If an FTO is filling out an overtime slip for that .75, ideally for completing a DOR, then he is essentially stating he worked overtime and now he must swipe out. If you're an FTO, I wouldn't listen to anybody that tells you, "then just don't swipe out for that". If you're handing in an overtime slip, you better swipe out. I would not trust the Department to not make an issue out of you handing in OT slips without swiping. They're having a hard time getting people to be FTO's as it is, imagine if this is true.

First off, they fill out a slip for .50, not .75. Secondly, FTP's swipe in like everyone else. It's part of their agreement.

I remember a former attempt at swiping. Yep. Didn't work. New ID cards were only available during days.... they didn't want to pay me overtime to go to headquarters to get a new ID card since I worked midnites.....so no swiping. Another incident was the lack of places to swap. Ohhh, yeah! Call 4data and they don't answer the phone. Sgt. doesn't want to deal with the problem so says don't worry about it until paper comes down. People were more likely to swap as they came into the building and then lollied to get to roll call.... after all, they were on time for the swipe, and since the swap ere busy doing "work".

This is just the start. Swiping OUT for everyone will be coming! There are to many early duckers, especially in the admin section, both patrol and D units. Productivity and manpower wasted due to only working 1/4 to half days. If they were forced to work full days they would only need half the bodies they have now...

But the free money CPD has historically felt it is entitled to is what’s commonly referred to as graft, corruption, stealing, etc.

OT is pensionable.

Whatever part of payroll that gets deducted to go into your pension is a Fixed Percentage.

So since you are Paid Cash for OT unless you wanted Comp Time, the OT is added into your regular Pay and the total amount of your paycheck has the specific deductions taken, either pre or post tax.

And regarding 4DATA. You only call them if you get locked out of your email...

The people that have been crying about how OT isn't Pensionable are out of touch.


If you get paid...OT or Straight time, it has to be treated like Payroll. If the City hasn't been deducting State, Local, Federal from your OT so they can avoid the pension % deduction, the City has been Violating Federal LAW.

Thats what the Union Lawyers should be looking at.

Swiping isn't the end of the world for the Honest Employee.

The Early Ducks and Late Starters are going to be trackable more now.

Because if the Timekeeper is "Ordered" to alter someone swipe time, it is traceable now.

CATA edits are required by 95% of the rest of the city if you take any time off (Vacation Time, Personal Day, Paid Sick Days), if you start late or early quit, or if you do OT.


CATA Edits are going to replace whatever it is that you guys and gals use right now for OT paper....and they are to ge sent from the respective employee to the UNIT Timekeeper And their immediate supervisor. This is all going to be traceable via email and Department of Information Technology as well Personnel, Human Resources or whatever you call it at CPD.



And in case you haven't looked at a swiping machine lately...

They are Bio-Metric. Your Handprint and your ID Card Swipe or manual ID Card # input.

There is no way to trick the machines.

Sgts get a rank credit, not overtime. It's a way of increasing pay with making count toward the pension and overtime caclculations. They only have to work four hours to get it.

Made some solid points until that last part. This goes beyond CPD dumbass. It’s called being a leader, taking care of your workers. An early duck here or there, holding a slip etc goes a long way toward morale. Read a book on leadership sometime you might learn something

Indeed contractual but please don’t be the person who’s enjoying their lunch while a PO might need immediate assistance two doors down. RO could have helped but his radio was off per contract agreement. Contract or not always help each other out because that’s all we have now.

I wonder why this is finallty being looked at now. I have to believe the officers at near north know theyre losing their spot when the building is gone and just now decided to file a complaint. It has been known for years that the school was full of lead, asbestos and god knows whatever other dangerous items. We were instructed not to drink the water from the fountain.

It’ll be interesting to see how Rham tackles this issue. If you investigate it and find all these issues exist (which we know they do) it’s all public and possibly open to lawsuits. My guess? Rham claims he cares for the well-being of officers, is concerned about the building, and immediately is removing all training from the building

As to the first post, there is no second slip. If you work an 8.5 hour day there is a 30 minute UNPAID lunch added to make it a 9 hour day. If you are not allowed to take your lunch that 30 minutes becomes overtime and is added to whatever other overtime you have to do that day. For example, if you are denied your lunch and work 1 hour of overtime and you get off officially at 2200, then your slip would reflect that your overtime started at 2130 and ended at at 2300. You just include in the explanation that you were denied your lunch. If your timekeeper is requiring 2 slips than they don't know what they are doing.


As to the second post, all cars have an assigned lunch period. The premise is so that everyone has a chance to get them in, to avoid cars being on lunch during shift change times, and so the whole watch isn't on lunch at the same time. Back in the days of humpers, sgts had to even log each cars lunch. Cars are generally allowed to take it whenever they want. This is actually a courtesy. But like most things, given a little courtesy or freedom with something and people will try to take advantage of it. If you habitually hold on to it to try to take it on the end and then complain about not getting it if things are busy then you should expect to get some push back. Both from the supervisors as well as your fellow officers because you are attempting to screw them over every time you do it. But, if you are backlogged or busy and denied your lunch during your shift you have a legitimate reason to claim that 30 minutes by putting in a slip. But only if you are not leaving earlier than your OFFICIAL end of tour. With a boss like you described, the best advice is to evaluate your overall situation and decide if it is worth it. Think about life "by the book" and if you have nothing left to loose, take it to an official grievance level. Some supervisors will push you around as much as you allow them to. Pick and choose your battles carefully but if there are a lot of them to pick from, then it might be worth picking them all.

She’s pretty good about being at the morning roll call. She likes reading the CO Book. What she does NOT like is hanging out in the 009 Dist W/Cs office after that. She goes “in the field” for a few ( maybe 8 hrs).

I don’t know where the OP works but I am sheriff’s police and can say that he is right. We take our cars home and punch in and out from the squad. That’s how you get paid to drive to and from work and out the wear and tear and gas on their car, not yours. Also our “union jobs” which pay $40 - $60 an hour are calculated into our pension. We also get social security on top of our pension and can do a voluntary additional contribution of a max of 10% per paycheck that earns 7.5% interest in a separate account.

So in the real world you can make that money driving to and from work without stealing, which is what you are all trying to rationalize when your boss puts you in for time you didn’t work as a “reward” for doing your job. Giving employees money they did not earn is not a morale booster or taking care of your troops, rather it is leading by example as to how to continue a tradition of corruption, fraud, and theft. If the only way you know to reward a good cop is by paying him for time he didn’t work, you don’t belong in a supervisory or leadership position. You are a crook and a lazy POS. You can’t reward him by sending him to a weeklong training class that he wants? You can’t move him up the line for a new squad? You can’t help him with his late paper job and lead by example, so he isn’t stuck as late? You want to know why half the city hates you? It might be because they pay outrageous taxes fo finance your “tips” and your lawsuits.

All you people that think the whole world operates the way Chicago does and that it’s “normal” are the problem with your department. Please, tell us more about the “wood shampoo” and how all those abuse cases are working out for you financially.

There are no “tips” in police work. If you wanted a tip, you should have waited tables, which it sounds like you’re more qualified to do.

Some Sgts would chew people out for turning in a report at check off! There was a Sgt that would get red faced mad if he had to go to the second side of a report to sign it. I suggest you wait for roll call to start and as the Lieutenant is talking right at the 5 minute mark everyone get up and walk out so that you can swipe. Interrupting the flow, backlogging the radio room line, delaying the changing of watch process. Like McDonald's Slogan, I'm Lovin it. Another obstacle to deal with in the already chaotic life of a Police Officer. After dealing with an Officer Involved Shooting, by the way officer, good shoot, but did you swipe in this morning.

Uhm unless you are attending court or a beat meeting you are required to keep your radio on.....even while you are on your 30 min unpaid lunch. Check the orders.

Yes. This. It takes hours to do a DUI especially if it's an auto accident with injuries. And some DUI s are continued for a year before settling. And occasionally you catch some gangbangers or a man with a gun by doing dui , checking for man slumped over the wheel. And no one can say anything to you. The Daytime W/C never wanted to sign OT slips from midnites, so I am glad about swiping in and out for OT too. Make the job work for you.

Well I know lots of Troopers that work all kinds of OT in the end of their career because it IS Pensionable. Actually know a could that have taken the bump down form MSgt to Sgt to make the OT and leave with at least a Lieutenant pension....

The swipe machine don’t require a palm print. You just need to break the light. You can simply have your hand above the surface or put anything small in the machine such as your ID or wallet, etc. I have been swiping for months and refuse to touch the machines surface. That surface is gross.

Retired 14 years ago as a union member w a manager title from a City department that began swiping in, and out, a year or two before I left. The swipe pressures about KRONOS & CATA were high. LOL, I may need professional help: now & then I still have nightmares about losing my ID and being unable to swipe. Then I wake up and, oh joy, it was just a dream.

sergeants that work in CAPS Office , Police Headquarters , Homan Square also receive 45 minutes a day OT and quarterly checks . Unlike District Beat and Tactical Sergeants , they do not have a radio on at lunch or any other time during their shift . Also they do not report 20 minutes before roll call and spend a half hour after check off signing reports .
