Consent Decree Dead

  • Days before she’s scheduled to give a speech on Chicago’s massive budget deficit, Mayor Lori Lightfoot has imposed a hiring freeze across all departments and positions in city government, including police.

    The administration announced the move in a memo earlier this week from Budget Director Susie Park to all city commissioners and department heads. In an interview, Park told the Tribune there are about 3,000 vacancies citywide affected by the freeze.
Has anyone here sat down and read the Consent Decree? Has Groot even read it?

Has anyone been at Roll Calls where the Consent Decree people give their little speech outlining all the hiring and promotions that are required to be undertaken by a Department under a Consent Decree? They're talking 300 new sergeants at a minimum to properly supervise, along with 50-to-80 lieutenants. This is the time to be studying for the next test, because the classes are going to be coming quickly in order to meet the Consent Decree requirements - requirements overseen and enforced by a judge.

Unless Groot refuses to hire. Then what?

The last hiring freeze was about 12 years ago and if you remember, it gave rise to all sorts of shortages, promotional lists that stayed up for nine years, Department wide burnout, unmanned cars over all watches, and led directly to the closing of three Districts and two Areas after McCompStat arrived - due to staffing shortages. It impacted training across the board and (in our opinion) led to a breakdown of institutional knowledge. The burnout we observed was worrisome. It was also the subject of countless articles and critiques here.

No manpower means no Consent Decree. The Department would be incapable of meeting many of the "requirements" and cannot properly Patrol, Serve and Protect the citizenry.

While she’s on vacation in Maine the CPD has restricted time off. While the city is in a budget catastrophe she spends $220,000 upgrading her City Hall office. I find it hard to believe Rahm stepped foot in that office without all the finest quality furniture and fixtures. So what exactly is in such dire need of repair? Let’s see the line items, let’s see exactly what WE the taxpayers are paying for! Transparency Lori! Accountability Lori!

Well the birdies I heard tweeting this afternoon said it will not effect sgts and detectives from being made...in fact it’s in the article that they will work with the department in maintaining those that solve crimes detectives....they are just stopping recruits from getting hired

I'm kinda at the point now where I'm looking at this like if the city refuses time and time again to impose things that are not negotiated through the CBA and it's the subcommittees seem to be acting in bad faith FOP and the city - why don't we fucking just strike ? It has never been this bad between the police and the city ever because even when it seemed bad - there was always some sort of good faith measure for getting contracts done and some sort of fairness being applied to all of us. We are so far from that anymore that fuck it what are our options are anymore ? What's the worst that's going to happen with a strike ? They barley can get people to take the damn job anyway so why the fuck are we worried about losing shit ? Maybe someone with more knowledge on the matter can tell me why I'm wrong but as of now striking looks like a damn good idea in my opinion.

More so now than ever, if the city wants to save money the mayor should explore a reduction in the aldercreatures to save money on salaries/bennies/pensions and monies for office expenses. The same goes for the ward offices also and then sell the vacant lots of the closed wards.

You hit the nail on the head. It is the machine’s formula for Chicago Mayor: Raise taxes and recklessly cut jobs in your first year when voters are stuck with you. Later when you get close to an election, you start hiring, slow down on the taxing and start buying the votes.
It was not long ago that a certain mayor stopped hiring police. As officers retired, nobody replaced them. Citywide units were disbanded. Officers from the units were sent back to the districts in a feeble attempt to make good on the campaign lie of adding 1000 officers to streets. The force shrank. OT went out of control. Officers grew tired. Crime spun out of control. Chicago’s homicide rate skyrocketed. The blood was on his hands.
But then he started hiring police. He also purchased votes by paying parents to stand along the safe passage routes. Everyone forgot about what he had done in the first two years and he won reelection.

It’s not the end of the consent decree. It’s simply selective enforcement of its features. The expectations and demands of the decree will simply be thrust upon existing officers, without the addition of manpower due to a budget shortfall. I don’t know why you would say the consent decree is dead. The corrupt authors and enforcers of the decree will continue to mandate all other requirements. You didn’t expect this process to be fair and reasonable with actual attainable goals did you?

A hiring freeze will not impact the consent decree.

There’ll be no NEW HIRES, but promotions - certainly as required by the decree - will take place. Along with typical CPD half-assed interpretations and manipulations of the supervisor-to-officer ratio. So, through normal attrition the number of police officer positions will diminish. My guess is that Ms. Hater wants close to a thousand unfilled sworn spots. That will take about two years of no hiring. The question is whether she’ll write those positions out of the budget or just keep them unfilled and spend the money elsewhere. We’ll see what the puppet City Council does.

So hang on, it’ll be a bumpy ride.

And to the poster at 8/24/2019 01:05:00 AM - I don’t know if you’re just ignorant or an imbecile, but IT’S ILLEGAL FOR THE POLICE TO STRIKE. What could happen? Yet there’s droves of young officers risking their necks speeding to calls, doing ISRs, writing movers, and searching for arrest. Your arrest will be I-bonded out immediately. That arrest will do nothing for you and it might cost you a TRR or being sued. Same for the ISR. There is no point in doing anything above the job description. Go to your calls at the speed limit or below. Write a report for the person. Go home. Stop doing foot and squad chases. You may feel as if you’re doing good but one wrong move and the mayor will make an example out of you. It’s your life/freedom/mental health.

Simple fix for the CPD is take ALL desk jobs away. Put those cops on the street and replace with retired LEO's and hire office staff at 1/2 rthem going CPD rate. That way same number of cops on the street and budget cuts by 20-25% with lower cost office staff. Everybody happy but the desk dollies forced to work the streets.

Within the next year you’re going to have MASSIVE amounts of retirements. In 1990/91 the classes were so large the academy ran both day and night groups. We could see the manpower drop to 5-6,000. Hey millennials better grow up fast and learn to multitask. Anyone who ever knew the joy of hitting the streets on a hot summer night, while rotating on midnights to “Get your pencil ready” knows what I mean.

The consent decree was going to die on the vine no matter what. There isn't any money to make it actually happen. Rahm knew this and that's why he was against it. When he was forced to go along with it, he told Madigan that the state would have to pay for it and she said sure knowing she was leaving. Basically it's only as effective as the pieces of paper that it's written on. The judge overseeing it has already mentioned twice in legal hearings that the city isn't bound by federal mandate so there is zero repercussion ie. withholding federal funding or takeover of dept by feds etc. There is one other major item in the decree... The end date can be moved up at anytime if the monitor and judge overseeing agree that the city has made vast progress and is "reformed". Somehow I can see the mayor in the near future having a press conference indicating "mission accomplished"

Right after she's sworn in Mayor Lightspeed creates new feel-good do-nothing management positions like the *Office of Equity and Racial Justice* just so she can virtue signal to her fellow LGBTQwxyzabcdeieio Social Justice Warrior Moonbats how f--king 'woke' she is, then pulls this Bullshit of freezing the Police Department's manpower -- supposedly along with every other city department due to the city's budget shortfall.

That's really going to help in reducing the violent Gang Crime, now isn't it, 'mayor'.

Well here's a radical idea mayor; How about eliminating City Departments, Services, and Programs that are duplicated (at the least) by State and/or Federal Agencies and/or Programs. Or reducing deadwood on the city payroll. You know -- those 'Non-Essential' Employees that have infected every level of government across the country.

And then Mayor, you could use that money to at least keep Police manpower numbers from decreasing by normal attrition of officers retiring or resigning.

So mayor, did any of your crack staff of new bureaucrats happen to mention anything at all like that? No, of course they didn't. They're all like you and detest the police.

It's much easier to let the Police Department wither on the vine and slowly die -- figuratively speaking of course. And when there's a weekend with Ten Killed and Seventy Wounded you can Huff & Puff to the lickspittle lackeys in the media and proclaim: 'The Police WILL be Held Accountable'!

ps: *Rumor Has It* that the reason Lori Lightspeed ultimately chose Maine for her vacation was so she could wear all her Flannel Shirts and play Lumberjack. This is just a rumor mind you and hasn't been confirmed -- yet. ;-)

It is increasingly obvious that Mayor Lightweight is incapable of effectively solving the problems that Chicago faces. Even Mayor Emmanuel, could not solve them, nor could Richie Daley solve them. That is not surprising, since I long ago realized that effectively running a municipality in this doomed State of Illinois, is not a task for the faint of heart.

The state is effectively broke, and so are Crook County and Chicago. The latter two have sucked the rest of the state dry economically at this point, and despite our dear Governor's raising of taxes, any efforts to have truly balanced state and Chicago budgets are doomed to fail. The feds are in even worse shape, so there is not going to be a federal bailout.

Already an airliner load of taxpayers is fleeing this state every single day. I will be joining them in April next year.

The Consent Decree isn’t dead and it isn’t going anywhere. They whines and cried and stomped their feet to get it and now it’s here and it’s Federally enforceable. Groot doesn’t have a choice now. Parts of it talk about staffing, supervision, technology, equipment and training. She certainly hasn’t read it and doesn’t seem to remember her days working for they Federal Government. This isn’t a choice, the city has to abide by it.

Look up how much money LA spent on theirs. The dems wanted this, now they have to deal with it.

I believe the " police reform" movement and " the consent decree" was never about anything else then putting the harness on the cops and suspending and firing more of them. No mention of honest promotions examinations, honest " merit" promotions and assignments. It all falls into the false narrative of mass incarceration pushed by black activists and the media supporters. The result? Well, you can read about every day and it is not good.If the media was honest, and it is not, they would publish a total violent crime list every day in their papers. It would take up more then a few pages. It would be impossible to do that with non-violent crimes. If you ever read the local suburban media you will see a list of just about every arrest and many even list the crimes committed in the towns toinclude traffic arrests.

TIF Funds. why haven't any mayors stop the TIF Funds and put it towards the financial problems. The City sets aside approximately $650 million a year into these various funds. Stop the payments into the funds and you only have $350 million to come up with.

I'm leaning the toward NO hires for a while. Doing more with less seems to be the mantra these days since Eric Holder coined the phrase back around 2010. The consent decree is an OPTION for elected democrats. They think of a judges order as suggestions. Recall the judges order to meet the funding of the pensions to a specific level. That made them laugh. Right now, Chicago doesn't have a revenue problem, it has a spending problem. Money is going to the wrong areas. We are going to have more serious problems if this continues. Watch them kick the can down the road again. Littlefoot seems to be ALL talk and has many aspirations until the rubber meets the road and she cant have it like she likes because the money's not there. Casino's wont solve our problems. They can put gaming slots in every rest room in city hall, and it wont solve anything.

So another hiring freeze until CPD is 1000 short again. Maybe 2000 short. They will still use the number 13000 no matter how many we have. No one will notice but CPD. The self cleaning oven will go on overtime. Morale will sink again to unprecedented levels, and the command staff will rattle their sabres in a loud din. OT will be cut. (again) Then crime in Chicago will again be national news and selective moral outrage will kick in. They will promise more police, but it wont even replace the retirees, quitters, and fired personnel.

I have seen the future in Chicago. It is just like the past.

Chicago is a clout ridden city run by the Machine with Democratic Socialist at the levers of power. Couple this with Groot's campaign promise to get even for perceived Community ills heaped on all by the Daley's and the Midget is a road map for disaster - a $1 Billion disaster. For now FOP leadership is useless, the Consent Decree is a requirement of the City and is Groot's responsibility for enforcement, abuse or non compliance; and most important if we are pushed into excessive days off and/or extended periods of overtime then call in and don't show. It's hard ball folks, get a mitt and get into the game, otherwise go back to the showers.

If you're not a plyer, you're on your own. Groot's cards will be on the table on or about the 29th of August. We know this eventually will end in a disaster. The question is how bad of a disaster, who will be injured and how badly will those injuries be. In one sense I am glad this is coming to a showdown with Groot. Let her prejudice, bias, and incompetence be put on full display. Once she draws the line in the sand then the battle for our livelihood and the protection of the city can begin in earnest.

We don’t have 12 hour shifts and very few work 10hr. The majority of departments work the 10 or 12 hr shifts. It’s the most logical and financially efficient. It’s also great for getting well rested and spending time with the family. Helps morale and lord knows we can use it.

I believe this strategy is gonna give groot what she wants. The hiring blitz that rahm started really has changed the department. I mean I have 5+ years on and theres about 3000 POs below me... Guys with 10 years have like 4000 under them, showing just how many new people the guy brought in. What this has done in my opinion is slowly change the department. Brand new people dont care about cameras or doing and ISR because thats all they know, they eat up anything bosses tell them while listening to the white shirts motivational roll calls. They run out there and get 20 TSS cards under the pretense that they get to wear plain clothes!

Back to the freeze/new budget (aka property tax hike), old timers are gonna keep retiring after 20 and fleeing the state. This will create the openings groot is seeking. She'll be another amazing mayor to this great city by hiring another couple thousand POs! Before you know it 1/2 the department has under 10 years and theyre much more up to speed on the new procedures/rules (you ever worked with an old timer who doesnt know how to do an electronic arrest?) Its alot easier to implement big changes on younger more impressionable officers, since as we all know old timers dont take anyones shit. Just my two cents.

a commenter said to privatise the other depts. daley wanted to do this in the 90 s and give most of the laborer and truck work and garbage collection to marina trucking and fred barbara and FAMILY. if you get my drift. the city teamsters took a strike vote and almost pulled an illegal strike. a lot of first responders here think they are the only ones with a no strike clause, untrue, we all had it. if daley had privatised the depts there would be no one to pay into the pensions, just like a cpd hiring freeze cuts contributions. in a perfect world privatization would make sense, but here the machine would give the work to the mob and political contributors who would pay their employees shit and violate work rules and union contracts. at least now the wasted money goes into the pockets of city resident employees instead of city contractors who are not bound by residency. sux but its the best use of the funds in the tax black hole that is chicago. at the time no mayor wanted to have his name on a bancrupt pension even though they had no problem taking pension holidays to pay for election kickback mega projects in the loop. times have changed and madame bingo troll would probably be proud to be the one to crash the pensions. privatization is not the answer in this free wheeling everythings for sale city. i do agree with emptying the buildings of useless armed secretaries and ending the gold braid pension travesty. we live in interesting times................good luck.

I'm kinda at the point now where I'm looking at this like if the city refuses time and time again to impose things that are not negotiated through the CBA and it's the subcommittees seem to be acting in bad faith FOP and the city - why don't we fucking just strike ? It has never been this bad between the police and the city ever because even when it seemed bad - there was always some sort of good faith measure for getting contracts done and some sort of fairness being applied to all of us. We are so far from that anymore that fuck it what are our options are anymore ? What's the worst that's going to happen with a strike ? They barley can get people to take the damn job anyway so why the fuck are we worried about losing shit ? Maybe someone with more knowledge on the matter can tell me why I'm wrong but as of now striking looks like a damn good idea in my opinion.

I kinda thought the same thing. Who gives a shit what we are allowed to do or not allowed. Isn’t that what a strike is all about? You don’t think 9 thousand plus cops walking out and all assembled in grant park in uniform or not have power?? We have the power to bring this city to its fucking knees. We have the potential to be a tremendous powerhouse that would gain international attention if we ALL stuck together for once. You think this city and it’s mayor would allow a new contract to go unsigned for even two days without police service ?? Lol. The way this violent city is, 911 and 311 wouldn’t last 3 days without the us police! Who they gonna call in? The national guard ? The feds? That’s Trumps federal government and dept of justice. Last time I checked he wasn’t too keen on Chicago and our liberal ways. Petition the state police? County? They don’t have manpower to handle the city. Truth is we have them all by the balls but we’re just too stupid and afraid to realize it. This is why the teachers union got exactly what they demanded. Because they had a pitbull as a union head. We’re fucking soft and we dont stick together. Whaaaa.. “we are not allowed to strike”. Hahahah. Keeping being their punching bag. All the way till they dismantle your profession and your pension.

While she’s on vacation in Maine the CPD has restricted time off. While the city is in a budget catastrophe she spends $220,000 upgrading her City Hall office. I find it hard to believe Rahm stepped foot in that office without all the finest quality furniture and fixtures. So what exactly is in such dire need of repair? I'd sure like to see CWBChicago digging on this one. They are a crime blog but this too is a crime. The city is supposedly broke but that doesn't matter, I get what I want! Rules don't apply to Emperor Groot. Clearly there was nothing wrong with her office that needed a 1/4 million dollar make over. Again this just proves how egotistical and hypocritical she is. Simple fix for the CPD is take ALL desk jobs away. Put those cops on the street and replace with retired LEO's and hire office staff at 1/2 rthem going CPD rate. That way same number of cops on the street and budget cuts by 20-25% with lower cost office staff. Everybody happy but the desk dollies forced to work the streets.

Too much patronage and nepotism on CPD. Hire only those capable of performing police duties and functions. No more pansies who have to be sheltered on desks and offices. Groot should think about hiring back retired CPD part-time to fill inside jobs , stationary positions, desk etc. especially during summer months. These politicians can do all sorts of things but they are too lazy to actually solve problems, but would rather just throw Taxpayer Dollars at the problems and declare them fixed. Politicians are not Highly Intelligent Beings, despite what they try to lead you to believe. About 1% of the inside jobs are being done by guys with 30 years on. Look at the front offices, CAPS, etc and you will be lucky to find one officer that has 30 years on

They couldn't fire us all, but they certainly would move to decertify the FOP, fire and possibly jail the ring leaders that organized the strike and this would alienate the taxpayers that support us.
