- A Chicago police sergeant claims he’s being “intimidated into silence” by Superintendent Eddie Johnson and his wife because he reported their alleged involvement in a purported cheating scheme during a departmental exam.
Those allegations – that police officers cheated on a lieutenant’s exam in 2015 – were never substantiated. But a complaint filed against the sergeant in the wake of the report is now interfering with his plans to retire, he says.
In the lawsuit filed this week against Johnson, Johnson’s wife Lt. Nakia Fenner and the city of Chicago, Sgt. James Prah Jr. alleges he’s been retaliated against because he blew the whistle on a study group that included Fenner and others who were allegedly provided testing information before the 2015 exam.
So it's not enough that they mostly got away with cheating their way into undeserved ranks, higher pensions, etc. Everyone knows they cheated and stole spots from actual qualified department members. Anyone with a background in statistics will tell you the chances of so many people connected to (we're talking one-degree-of-separation) Mrs. Wysinger, IAD and Wheezie is billions-to-one. Hell, the original ExamScam lawyers calculated the odds at something like four-trillion-to-one when certain Sergeants sued the city last time and knowing Wheezie and Maryetta....let's just say the odds are far in excess of those numbers.
Take your ill-gotten promotions and shut the fuck up. You will never have the respect of anyone you "command" and will forever be marked as cheating scumbags.

Why did the lieutenant test cheating scandal occur?
20 years ago, a bunch of guys from an 011th District tact team cheated on a sergeant’s test. On the team were Cline, Devine, Cronin, O’Shea, Darlin, Gallagher and others. Cline was provided answers to the test by his father who was the Superintendent, and the team members cheated. The likelihood of this occurring previous to that incident, by other people who have had friends acting as Subject Matter Experts, is almost a certainty.
Moving on to the current lieutenant scandal; the head SME was Gene Williams, head of NOBLE with Eddie Johnson the # 2 man at NOBLE, now the Superintendent. Gene, in a breach of professional ethics that is indeed criminal as fraud, took the test, held a study session as a NOBLE initiative and passed out the test. Gene rationalized the criminal activity by referencing the Cline tact team cheating. In essence, his belief that because it has happened in the past, it was justified for him to do it. Further, his rationalization included his belief that by allowing racial minorities to cheat he was reversing some form of racism manifested through police promotions, a leveling of the field so-to-speak.
The previous Mayor was petrified of the political damage this scandal would do so he kept it quiet. He has manipulated the fake IG investigation. He has leverage over the Superintendent because he is directly involved. His wife, Nakia Fenner was one of the main cheaters, along with Wysinger's wife, Chris Pap, Tirado, and a few others to have a diverse group to help avoid the accusation of a strictly black cheating scandal. Gene thought he was being smart by slightly diversifying the group with the cooperation of his guy Eddie Johnson. Now Fenner wants to game the system to gain another fraudulent promotion. Any promotion made above the illegal promotion already stolen is fraud in furtherance. She is a crook and wants to be in a leadership position as a crook? That is worrisome.
Who Suffers?
Those who suffer first are all of the other members who have taken the test and had to compete with those who cheated. Cheated with the help of those making policy and supposedly leading the department. Secondarily, the citizens suffer because all those department members negatively affected will do less and people will be murdered. Because it becomes very difficult to do any police work for a bunch of cheating scumbags.
So, allowing the current cheating to go unpunished and the practice of cheating to continue will do as much or more to rot-the-gut of the Police Department from the inside than anything else. The beat-goes-on approach here will not stand, and if it does more people will die due to a lack of activity born from frustration over corruption.
The Solution?
Honorable Mayor, stand up and be a leader by facing this thing head-on. Make the tough but correct decision and fire all the cheaters, including the Superintendent and Nakia Fenner. Then go back and investigate the 011th District tact team cheats and fire them too. Unless and until you make this right, correct the wrong and institute changes to ensure this never occurs again, the Police Department is going to remain forever broken. You want respect, here is your chance to finally earn some respect. Fix this mess now, or your legacy will be one of the murdered citizens and a failed administration. Fix this mess, and you may go down as a great mayor who saved the city. Do nothing and well, your just another spineless crook leading a bunch of other crooks. You alone have the power to fix the broken police department or, leave it broken. Whatever will you do? Have the courage to make the corrections no matter the consequences! Do it!
Although I cannot do anything to rectify this injustice, know that I will party at Johnson's grave someday. It is a day I look forward to every time I see his ugly face on the news, pretending to be the police.

"Respect" was a song by Aretha Franklin, and is NOT an issue here. This Scandal, is Criminal and Political, and has been ignored by the Inspector General, and Rahm's Administration, probably because he had such contempt for police. (Remember, Van Dyke and Rahm's mishandling of that case, virtually ended his Presidential ambitions.) The fact that Chicago Police Sergeants are sustaining financial loss and career impediment is the reality. In addition, there is clearly a Racial Component to this; that is clearly anti-White and Latino. And of course that is all the more reason for this Scandal to be ignored by the current Administration, which may hate police even more than Rahm. Not to be ignored, is the Reality that Insider Study Groups have existed for the last twenty-five years. Plenty of Lieutenants and Sergeants were made from the "Invitation Only" Groups formed by the late Charlie Roberts and Lewis University faculty. And with those groups, as with the current situation, City of Chicago facilities were often used, and City of Chicago copying machines, and even paper were used; All this while Officers who were not "In", were Excluded! Also note, at least the Charlie Roberts Groups were Racially Integrated. That key issue of Diversity made that Corruption less distasteful than the current Corruption, which is Blatantly Racist! There has to be another avenue to address these cheaters. Maybe a plea to an outside source that has the guts to look into this fairly, is the only answer. These cheaters have clearly been getting away with it because Eddie Johnson was there to waive everything off. He should be ashamed of himself and know his day of reckoning will be here one day. Sheriff Tom Dart doesn't have to cheat. He created over 500 shakman "exempt" positions for unqualified people. Then the media give him awards for being "Shakman compliant".. Shakman doesn't object raking in millions in fees giving the Sheriff a pat on the back.. Sounds like an oxymoron, but lawyers always find a way to cheat the legal way!
The people who are really impacted by the cheating still aren’t known yet. They won’t be until the list is finally finished with. Then, those who miss out of a promotion by say conservatively, 10 spots, would be the ones who would have a case and should seek legal action. They would be the ones whowould be literally denied a fair chance at promotion.

Eugene Williams helps develop Lt test gets to to see questions- runs study group for his few selected people giving the test questions- gets the heat of being caught up in scandal - retires before he has to give a statement to IAD gets to retire under investigation with all the perks. Williams study group was done at HQ with all the cameras needed to be effective in part investigation, a copier hard drive disappears, and 20 plus make Lt that can't spell their own name. NO SCANDAL really. Federal and State funds were used to develop test why did IAD investigate at all should have been outside agency.

I remember when almost a whole team from tack in 14 was promoted years ago. Didn’t seem right.

This whole scandal could have been blown wide open by the Sgt that initiated the CR number in the first place. But in exchange for a merit bump to Lt (and now Captain) the rat sergeant Mike “two-Bars” Barz came down with a case of Vinnie Barbarino when questioned about his observations. Then to make matters worse, Chief Juan rivera assigns the “Confidential” CR# to Sgt Brown (the father-in-law) to then Capt Sean Laughran. Sgt Brown, who is months away from retirement parlays his cooperation in the sham investigation into a Commander promotion for His Son-in-law. In order to make sure that Sgt Brown does NOT uncover any secret study group, IAD Chief Rivera tells Chief Gene Williams about the investigation ahead of time. Sgt Brown makes TWO very well announced visits to Chief Williams conference room where the invite only secret study group was meeting and, as expected, finds nobody there. Case UNFOUNDED.

Does anyone remember the 1995 cheating scandal by Steinmetz School? The team had a copy of the math portion of the test and scored so far off the charts statistically for their abilities it caused an investigation.
When told the team would have to take a”validation test”, they refused, were stripped of their title and ultimately confessed to cheating.
In and of itself police should not only be honest but rise above the appearance of impropriety.

So folks here is what has transpired. In a blow to the code of silence theory, a CPD supervisor observed misconduct involving people who are allegedly connected on this job. The CPD supervisor initiated a complaint. IAD does it’s typical incompetent investigation while another CPD supervisor verified that this complaint had merit. The Department enlists the assistance of the Inspector General. They also were unable to find anything. This will be exposed for the fraud it was once this hits the court room. Cell tower locations will wind up giving this Department another avoidable scandal.
So for our friends in the media, that is TWO supervisors one white and one black who have confirmed this allegation and nothing happened, code of silence my ass! Nobody fucking cares and that is the problem. Johnson could have promoted them all without issue but had to play the game that Cline, Maurer and others have been accused of.
This job has so many cheaters!!

If your rank score on the Lt. exam is currently under 58 to be promoted, thank a merit Lt who stole your spot. For the Sgt. exam that magic number is 189. But don’t worry you can do that all over again when they announce the next test.

Back in '73 a sergeants exam was given and Judge Prentiss Marshall made certain affirmative action would prevail. It took 5 years (1978)to promote the legitimate test takers in May of '78. However, before being promoted in May of '78, a lietenents exam was given in Oct '77, ensuring minorites got promoted in large numbers. The first six names on the resulting test were black males.The fix was in and no one saw the irony in that. The point is, 'the more things change, the more they stay the same'.
Reform springs eternal, so says Mayor Munchkin. Reform is breaking out all over the City, except in the Chicago Police Department. The Machine knows better than to have reform in the CPD. Its too important to be screwed up by reform. We gotta keep our "people" in there to make sure things go right.
Remember folks there are only two things on the legit in Chicago; pro wrestling and reform.
It seems most of the current command staff and many who have retired were all cheating in a different way. They were clouted up the ranks, with a phony merit system, when none of them ever passed a competitive job related promotional examination. Way too many were merit promoted through all of the ranks. One guy in 010, was merit promoted to sergeant, lieutenant and then captain and never passed a promotional examination. So, with this merit system cheating has taken on an entirely different definition. It seems the courts allow this because it was intended to benefit minorities who could not compete, but a few white and Asians have gotten in on it. And, you won't see the last of this nonsense under Lightfoot.

One of three newly minted police lieutenants named in an Internal Affairs investigation into cheating on a department promotion test earned the highest score on the exam, DNAinfo Chicago has learned.
Lt. Maryet Hall — who is married to former First Deputy Police Supt. Al Wysinger, the department's No. 2 cop who retired last year — recorded the top score on the lieutenants exam, according to police test rankings obtained through the Freedom of Information Act.
Hall — along with Lt. Nakia Fenner and Lt. Davina Ward — was named in a tip made by an anonymous whistleblower that led to a police Internal Affairs Division investigation. That investigation was launched in November of 2014, nine months before the lieutenants exam.
The complaint questioned if Deputy Chief Eugene Williams — a "subject matter expert" who helped create the test — shared "information that was privileged" about the exam to sergeants in a study group, according to a confidential police Internal Affairs report first reported by DNAinfo Chicago.
Police have confirmed that Williams was "the final reviewer of potential exam content" for the 2015 lieutenants exam. Williams signed a confidentiality agreement promising not to share "any information, ideas, concepts, test questions, etc., with any unauthorized personnel."

Thank you 16th and 24th district for doing the honor guard this morning in memory of Paul who took his own life and left behind a wife and three beautiful children. I only wish more of us would have known and would have gladly lined up in support. I was surprised that a certain commander was absent who is related to Paul who has the same last name merged with merit who is often featured on this blog. I would have thought for sure he would have been walking Paul’s widow to school, only after calling the media for the photo opportunity to better his career. I remember you saying that you get 20 percent better looking with each promotion, man you missed an opportunity to show the department how great you are and catapult yourself to your next promotion. With that extra 20 percent you’d really need to beat those caps women off.

Is there a difference between a cheating scumbag and a merit promoted hack? The first one makes more money and the second one donates it...
Is there still an education requirement for promotion? Has anyone in personnel checked for valid college degrees? The last big boss that I am aware of was John Risley who got a GED certificate as a patrolmen and that ended is formal education and he somehow got promoted to Deputy Superintendent.
Those ExamCheats are not in the police bidness’ to serve and protect, incapable to lead and represent leadership, lack respect and instill integrity and overall and just plain old must pass slackasses.
They’re in it solely for the money and benefits.
It’s the new main reason why the Dept is in the pathetic condition, which always includes mayoral meddling.
Like annual weapon qualifications, the ranks of Sgt and above should be tested yearly to make sure they have retained, kept up the DOJ 21st Century necessary community rules and the ever changing new world general orders of Dept policy.
Easy way to prove the point is to test them all over again.
Heck, I’ll bet that even if they administered the exact same cheater exam they wouldn’t be able to pass.
But really, there should be some sort of measure that the supervisors are kept as top notch as the StupidIntended says they are.
Participation trophies for rank shouldn’t be allowed.

As a black supervisor I can say that I’m extremely disappointed in the direction that Eddie Johnson has this department going. The cronyism is by far the worst I have ever witnessed.

There was cheating on the sergeant test too. People close to Fenner scored very high.
Sheriff Dart Shakman con-job should be investigated. All his lawyer Buddies got rich and the department is more political than it's ever been. Dart hired retired judge Clifford Meacham who billed 1000 hour/2.7 million over 3 years. He gave Dart rave reviews on shakman. Dart even hired Helen Burke after her and Meacham we're shackman 'oversight' for his Department. So the scumbag attorneys not only billed the county millions of dollars, they landed jobs with the Dart after the fact.
I'm slightly perplexed why all the sudden outrage over cheating and merit. It's been going on forever but it was ok under Cline or Rodriguez? Still no excuse to jam a guy up who tried to do the right thing. Let him ride off into the sunset.

Joe Ferguson found 2 instances in his “investigation” were attempts were made by the cheaters to get information from Gene Williams regarding test questions. Williams was smart enough not to reply (on his blackberry anyhow). Right there is evidence of cheating. Yet he found none. Prah is accused of lying in his allegation to the IG’s office. The investigation is in its 33rd month, stifling Prah to getting any outside employment. This city and department are a fucking joke!
Fillmo' continues its exponential lead in 2019 when one of four men shot at Killer* and Madison died in a drive-by this afternoon. #54. No one in custody.

Other than captain, there is no educational requirement for an exempt rank. They figured eventually as time went on and through attrition all in the pool of possible police candidates would have a degree, but they left themselves an opening to make an exempt, police and/or civilian, who does not have a degree. They did not want to limit their possible moves. Risley made lieutenant in 1998 before it was mandatory to have a degree for that rank. The captains were mandated to have a degree by 31 December 2005. Somewhere after 2000, but before the captain's date of 31 December 2005 is when the lieutenants were required to have a degree, so for a while there were police exempts who made lieutenant and/or captain without a degree and some of them subsequently were appointed as exemptsm

If half of the cops on this job were half as good as John Risley (RIP) was, the clearance rate would be about 90% and the thugs on the street would still have respect for the Police. Formal education is no predictor of ones ability to be the Police.

I remember when #2 on the list worked Vri as a new Lt for one day VRi south 2015 never having worked it as a po or sgt on the past. Her pre to call lecture to sgts was don’t even think of having your officers come in with inactivity. All the sgts burst out laughing at her.

She is strongly disliked in 009. I have to say the Commander does his best to keep her in line. It makes her uncomfortable because he calls her on her incompetence. Honestly don't know if anyone likes her, but on 2nd watch we only tolerate her. That is if shes anywhere to be found during the shift!

Joe Ferguson conducts some of the most fucked up investigations I've ever seen. He and his cohorts couldn't find a criminal at the Cook County Jail.
I am a lawyer who represents police officers and this complaint is extremely well written for a pro se plaintiff. Good luck to Sgt Prah. I would not want to testify under oath if I were one of the defendants. It would seem to me that if he could get a good law firm on board that Sgt Prah could make some hay with this lawsuit. Then again, the complaint is written as well as any lawyer could do it, so maybe he's better off on his own!

What happened to working your way up? Degrees shouldn't be a requirement for promotion but you can still become an Exempt without a degree lol.

Wow how fucking stupid are special Ed and fenner. You try to fuck with the sgt for reporting your cheating. Now you have a lawsuit. His lawyer will subpoena everything, including the fake IG investigation. This should get interesting. Depending on what gets subpoenaed, I would imagine there will be another wave of retirements.
Just a comment.....worked with Prah and Risley. Both were “the Police” when I worked with them. Risley was connected but he still worked for it. He became a good boss and never asked his guys to do something he wouldn’t do. He got his hands dirty. He had no respect for dogs. Prah was a working PO when in 010. Became a good leader and supervisor. Very knowledgeable and takes charge of a situation rarely seen in supervisors now a days. Just my personal views who worked with both these guys. A grain of salt.
The clowns at IAD should all be fired for allowing this corruption to occur!
Instead they were all promoted for their part in the cover up!
