FOP Walks Away - Arbitration?

He gave them every opportunity to negotiate:

  • Brothers and Sisters,

    As I previously informed you, the city was told to respond by 3pm today on whether the 11.5% offer was achievable or not and what it would take to make that happen. Clearly they have not been bargaining in good faith. They waited till EXACTLY 3PM to send they reply today. They have rejected that offer as unreasonable. In return, a response was sent to them.

    The city was informed that the 11.5% is now off the table for good and we are reverting to our original counter offer of 17%. Any and all discipline reform talks are also now off the table going forward. Those 2 issues will end up in arbitration at some point. We will continue to negotiate parts of the contract wherever possible. When we a hit wall on all matters, we will then proceed to arbitration on whatever has not been resolved.

    All this after the Mayor twisted enough arms to get her budget passed this afternoon which not only increased property taxes but also cut over 600 CPD sworn job from our budget. That is a quasi defund the police move. 29 Alderman voted for that budget. Their names will be published tomorrow.

This is a good fight to have - we've been working through the "pandemic," having days off canceled and pretty working every holiday.

Teachers got how much and they haven't been in a classroom since March? And they're still only contributing 2% to their pensions.

How about start running more police officers for aldercreature? The "defund" movement is a failure nationwide...even here in Chicago. Los Angeles record ed its 300th homicide after years of declines. Start hammering the issue. Instead of offering endorsements, start running candidates. Even if we're splitting votes, we might be affecting incumbents.

The arbitrator will not consider other professions when ruling on what sides raise he will approve. So the teacher argument is pointless. Also not going to arbitration for the financial aspect sooner was a bad move. The city can cry poor like they always do and mean it this time due to covid. These are the first of many mistakes that will take place due to the fact that not one person elected to the Fop now has ever negotiated a contract.

Catanzara is a naive for having ever thought she was going to negotiate with him. He is in over his head and can demand the moon, but at the end of the day she was never going to negotiate on a even keel. All you did was add 6 more months to Officers not receiving a raise. January 1st has been 4 years for most officers since seeing a raise, while the cost of living has absolutely skyrocketed. Some will say he fought the good fight, to what end, we are back to the exact point we were 6 months ago and no closer to settling. We brought blanks to this gunfight.

I'd recommend backing John Garrido again but he lost twice for Alderman, and also ran and lost for Cook County Board President and recently to become a judge. His ship has probably sailed politically. Still, he was close to winning the first time for Alderman so maybe study what he did right and wrong.

Im all in and Im rooting for FOP on this one...obviously. Im not a troll and im not a scab, I just remember all too well our prior contract negotiating history. Why though, is the FOP not telling us what the City offered? The city offered the same exact pay as what the firemen got and which the Sgts, Lts and Captains ultimately got from the me too. I dont know if you guys remember, but in one of our prior contract disputes in 2010, the FOP turned down the cities offer. The offer from the city was 16 percent!!!! The FOP turned it down, they wanted 22 percent which we ALL knew 22 percent was unreasonable. The mayors office, fop and entire department figured the arbitrator would give the FOP the original 16 percent because that was the original offer on the table and thats what the CFD had also just gotten. Well, what happened?? An arbitrator came back and only gave the FOP 10 percent which we HAD to take.. Mayor Daley actually sat on a press conference and laughed at us. This time around the fire department and sgts got 10.5 percent which is what the city offered us also. Are we really turning this whole thing to an arbitrator for 1 percent??? The city is in a major fiscal hole that is not getting better and wont get better when arbitration comes. The city will already cry broke that 2021 is already in a big hole to start off with and will just get worse with the year. Just so we all know, an arbitrator can easily come back and only give us 6,7,8,9 or 10 percent... The FOP wont even mention now what the CFD got or the Sgts got because its going to go for the 17 percent all or nothing and the 11.5 percent conversation and what the sgts got is now irrelevant because the FOP turned the 10.5 percent down and the FOP wont ask for 11.5 percent because they will only now push for 17 percent... so the arbitrator will see no other numbers except 17 percent which will NEVER HAPPEN in this financial climate. The city will do the same thing as 2010.. they cited the big 2008/2009 market drop out and the city was broke and the arbitrator ruled accordingly and only gave 10 percent. In this case, the city is DRASTICALLY more broke than 2008 and 2009. The arbitrator now cannot even see what the sgts and Lts got because the FOP can only talk about why they need 17 percent. They cant present it as we want 17 percent but if we dont get that then just give us the same as the CFD and Sgts. No, the arbitrator can even go on to say 1 percent a year based on the financial hardships. I really really hope the FOP is not gambling all of this for a difference of 1 percent because we could all be sitting with 10.5 percent right now, getting retro and having a new contract talk starting next year for the next contract. The city offered 10.5, the FOP wanted 11.5 and neither budged. I belive the FOP wants to say it got more than any other union and "won".. Thats fine, but this isnt the time to look for a little win with 1 percent. I stand by this as saying this is a bad idea. We WILL not get 17 percent and I fear we wont get better than the sgts and CFD and I dread the outcome if we get less, which is a HUGE possibility. God help us if we get an unfriendly arbitrator. The sgts had a extremly pro union arbitrator and consulted with this arbitrator prior to settling with the city for the 10.5 percent. The pro union arbitrator told them DONT GO TO ARBITRATION ON THE WAGES, THE CITY GAVE YOU A FAIR OFFER.. IF I WERE YOU TAKE IT. So, the sgts union took it and avoided arbitration on wages. Guess what, that was in September, prior to COVID. What does that tell you???

Lightfoot is truly and evil soulless person. It’s beyond words how horrible she treats Chicago’s police officers. Runs them into the ground, bashes and berates, while calling upon them for all of Chicago’s heavy lifting. She negotiated a pay raise for CFD, teachers, labor unions and even CPDs supervisors, but not the patrolman? Talk about dividing blue shirts and white shirts. It’s nearly 4 years without a contract. Why? What did cops do to deserve this? This will do so much damage to Chicago’s ability to attract people to the job. Why would anyone? Where are the weak coward aldermen? Lightfoot is one horrible human being if she’s even human at all.

I appreciate that John and Co. are fighting for the membership unlike any prior regime in my time, but they can get as loud and animated as their little hearts desire. It may give the unaware within the membership a tingle to see the mayor regularly challenged and called-out on bullshit, but it doesn’t mean a fucking thing. We’ll get what we demand and deserve when we’re able to strike or participate in a job action without fear of being fired. Which will be NEVER

I for one hope this shit drags out a few more years so I can retire under the provisions of the current contract. Don’t expect an arbitrator to come to our rescue, either. History shows who’s interests they represent at the end of the day (HINT: it AIN’T ours).

Love this Cantanzara. The guy has balls. Go to arbitration, have nothing to lose and everything to gain. Some might say an arbitrator could give us less. Well, not really. The city is probably making and not budging off completely unreasonable discipline provisions and gutting our protections. An arbitrator is only employed regularly if he’s pretty much middle of the road. If he has established a history of siding more with municipalities over unions, or vice versa, he won’t be agreed to by one side. The money is the money and we will most likely only get the 10% that CFD got, but when an arbitrator sees all the RDOs we were forced to work they may give us a little more. This thing won’t be settled for at the very least 8 months for now and I wouldn’t be surprised if it’s another 10-14 months.

There was no transition and we were in arbitration deciding in on an arbitrator named Rhommel . He was going to get a “ new set of eyes “ to negotiate . This gave the Mayor more time to put together her plans to attack our members . This guy has burnt more bridges than anyone I have ever seen . People will come to realize he’s all talk and has no plan . What about residency ? Where’s the lawsuit ? Fraternalism from a guy whose obtained more cr numbers than any cop I know . To the ones who voted for him own up to it . Don’t worry when the time comes he will lie to the members “ again going forward ,” look at the bright side . Sorry the sun went down a long time ago !

Waited for the last hour to say no. The mayor doesnt care for the police and what they did to po's this year to hold the line for the city from the pandemic to the protesting and looting. We will be going into 4 years with no contract. The new FOP tried but it was still fixed. And the idea of a Federal bailout for chicago is such a pipe dream. And all this training they are forcing by the end of the year and no following covid practices is dangerous and another indication that the mayor does not care for us. One can say that the mayor has put in motion to defund the police, eliminating 600 police jobs. Only having 26 new recruits being hired. 2020 has tested the cpd, the many po's quitting and or po's who will retire next year will be huge. i cant bring myself to say answer your calls and stay safe. its not even worth it to answer the calls of service with a mayor that doesnt have the decency to give us a contract. We all know where this going to lead us next year, more rdo's cancelled, 12 hr days just to fill the void. We all see it know with the manpower in the districts being low and not safe. Given this development this contract could in essence be expired already after it is approved if it ends up as a 4 year deal and is ratified after 6/2021. Rahmbo tried to cut police positions and it bit him in the ass. History is a great teacher if you pay attention to it.

This isn't happening in a vacuum. This is the communist left "rebuilding" America in China's image and under China's control.

It's war by non-military means. Has been for the past 25 years.

Why should they fight? It was much cheaper and more efficient to just buy our politicians. We fund our demise with cheap, subsidized goods. Our industrial base has been driven to extinction. Our tech companies simply resell what is made in China. They bow to with wishes of Beijing. Our "educators" and "journalists" who have never spent day one under a communist regime exhort the virtues of socialism day in and day out. Who really would have thought that LL would have agreed to these demands? Time to spend some money put a legitimate negotiating team together to stick it to this rat mayor. I’m sick of hearing about these idle FOP threats about “we really mean it this time” and the hard line stance. Any raise we get not will hopefully cover the taxes she forced on the city.

Arbitration is long overdue and it’s time to show membership that we are sick of this second class citizen approach by the city. Maybe it’s time for a back the blue march.

Here we go again another year of nothing. Won't be settled until after next Mayoral election she cannot afford to look like she caved into CPD demands. Arbitration is not the best option now because city is in a perfect position to cry poor and prove that fact. All revenues are way down with no end in sight. Arbitrator will be forced to agree with that fact and issue find it very hated to agree to your 17% demand or even the 11.5% based on city financial situation. You could realistically be looking at a 1-2% settlement. Sorry people the reality of your situation sucks and your Lodge should have demanded arbitration 3 years ago but they didn't. Good Luck. Your real problem is any contract settlement will be eaten up in new taxes and fees by city, state and county government actions.

Cutting 600 policemen. Fantastic. So where exactly are the 600 bodies coming from... the mayors detail? City hall security? The numerous other security details? Are they permanently Dow I g specific cars in districts? How about cutting the CAPS program altogether? Are they cutting the Detective Division? If so exactly what crimes are no longer going to be investigated?

Politicians see to understand that there are consequences to their actions. This “do more with less” bs has got to stop. Some of these police assigned to Public Saftey Teams (many by reverse seniority ) and District Tactical Teams have had most of not all of their holiday weekends cancelled and they were required to work. On many occasions they worked 12 hour days. They also pulled Detectives who carry a case load and are responsible to submit reports in a timely out of their offices and posted them on street corners downtown to make people feel safe. If this continues they might want to stop assigning g ever single case that comes from the districts for investigation because there just aren’t enough bodies to get through all the paper. Not to mention no OT allowed. You think clearance rates are bad now wait another 6 months. Evidently no one cares.

We have to stop comparing us to teachers. Teachers pension is terrible, they don't have mandatory age requirements, 50 and out don't exist anywhere in world, I believe we are still GED employment.

Sophia King has voted for and was instrumental in a move to defacto defund the police by eliminating 600 sworn positions. This was put into Lightfoot’s budget to cater to the anti cop pro blm Antifa domestic terrorist organization which King fully supports in spite of them injuring 49 brave police officers at the Columbus statues. King and her staff were solidly behind the removal of the statues to pander to blm Antifa. 6 months after an expired contract we go right to arbitration. With say a four contract plus the six months you’ve had 54 months to make a new deal. If you haven’t gotten it done in 54 months it’s time to go to arbitration. Make it an automatic mechanism in they bylaws.

4 years now without a contract, the first 3 of which the economy was doing great. The city had no excuses to give anything less than what they gave the teachers. Now, after almost a YEAR of purposely destroying the economy because Fats and the bug-eyed wench mayor want the POTUS to look bad and scam more money for this Chinese flu mass hysteria, they will say they are broke and cannot afford it. Property taxes, gas tax, fines and fees are all increasing, so even with a modest raise we are basically taking a pay cut because prices are now inflated beyond the percentage of anything we would receive.

CPS new hires pay 9+% under the new contract, the bulk of the rest still at 2%, wage bumps of 16% plus increases in Step Raises for longevity equivalent to 6% by 2023-24.

If you're on the medical or IOD, you're already getting paid, so there's no OT. Unless your injury or illness prevents you from completing e-learning, you're required to complete it even on medical and IOD. If someone is dumb enough to give their login to someone else dumb enough to complete training for them, that's a problem. But that problem is created by lazy medical abusers refusing to do their training while on their paid vacation, so the suggestion to have someone else do it for them is brought up by less than intelligent supervisors. Just do the e-learning at home, quit crying and whining like a child, and realize you're making a shitload of money to sit at home, even if you're legit on medical or IOD. Or demand overtime pay, refuse to do it, stomp your feet, spill your milk, and wait for the discipline to hit. Then you can cry even more about how unfair it is and blame everyone but yourself.

We are not the teachers and the teachers got a contract prior to covid and when a city based casino was on the table. The city based casino has since been seen as a possible broken deal as it won’t produce enough profit. Since the teachers and Sgts contract coronavirus has hit and killed the city budget. An arbitrator will not be friendly to us because for once, the city can actually prove that it is in a financial hole with no income. They will say that taxes were raised in this budget and if we are given 17 percent they won’t be able to handle it. Mark my words, we will now get less that the 10 1/2 percent the city offered us and the fire department got. This is going to be bad. Just another dummy who does not know what the hell he speaks of. FYI - when you are on the medical or IOD you can be called by a supervisor to report to your unit of assignment or to the medical section at any time. Failure to report, barring failure to do so due to your inability (non-ambulatory), is failure to follow a direct order whether written or oral. That said; you cannot be ordered to perform any work related function from your home including accessing department data such as e-learning. No supervisor can order you to use your personal property (cell phone, computer, etc) to perform any department function; this includes making notifications from your personal cell phone. Also, because you are on the medical roll (including IOD) O.T. will not kick in until you perform in excess of eight (8) hours work. Read the order then speak. Fool!

I voted for everything possible in November's elections to keep the police in tact, to get rid of Foxx, Trump- you name it. I live in the Loop and saw it wrecked multiple times. This mayor and her administration do not care about us. They disrespect us and the work we do every chance they get. We can not strike so they take advantage of that clause in our contract knowing that the majority of us will still do what is right and continue to serve and protect the citizens of this city. How many of our brothers and sisters in blue have passed away since this contract expired never reaping any reward for their sacrifices to this job ?

The only chance we have of being treated with any dignity and respect is a work stoppage, blue flu or other job action. It is a slap in the face to every officer that we have been without a new contract for 3+ years.

When you are on iod or medical you need to do the training. You can do it at home or in a nearby district. United it's more than 8.5 hours you won't get overtime. That's why people don't go to court during medical or iod. Please know what you are talking about before you get someone in trouble for petty mom sense. Well depending on when and how long that e learning has been sitting in their box will make a big deal if/when they tell whomever to “pound sand”. Make sure they’re not setting themselves up for discipline if it’s been in there a while. Also, if they’re on medical and or IOD that doesn’t exclude them from work. After all they’re still being paid.

There are plenty of books and articles available to them that would illustrate just how dumb their current move is. For one, if you set a deadline for a response and they meet that deadline (even if it is right at said deadline), but you respond exactly as you would’ve if they had ignored it, you just showed that you aren’t acting in good faith. We look like whiners taking our ball and going home because we didn’t like the response they gave us at our deadline.

She turned it down because she didn’t like how it was structured. The front-loaded percentages are something she would never bite on.
She wants to bend us over without being punished for it.

You do realize that the arbitrator is SUPPOSED to look at the economy that was in place at the time of the year in question.
So in theory- the raise for the 2018 year is to be based on the 2018 economy.
That’s a fact, and the economy was strong until this year.

I’m 27 years and seen many negotiations, and coming hard has never been used in negotiations, so it is a good idea. Citizens are getting a taste of less police and it’s not good, I’m ALL neighborhoods. John is the best you can have on your side. I have seen prior Fop reps negotiate contracts and upon leaving office getting good city or city related jobs! It was so obvious these hacks never had OUR best interest at hearts. Im all in and Im rooting for FOP on this one...obviously. Im not a troll and im not a scab, I just remember all too well our prior contract negotiating history. Why though, is the FOP not telling us what the City offered? The city offered the same exact pay as what the firemen got and which the Sgts, Lts and Captains ultimately got from the me too. I dont know if you guys remember, but in one of our prior contract disputes in 2010, the FOP turned down the cities offer. The offer from the city was 16 percent!!!! The FOP turned it down, they wanted 22 percent which we ALL knew 22 percent was unreasonable. The mayors office, fop and entire department figured the arbitrator would give the FOP the original 16 percent because that was the original offer on the table and thats what the CFD had also just gotten. Well, what happened?? An arbitrator came back and only gave the FOP 10 percent which we HAD to take.. Mayor Daley actually sat on a press conference and laughed at us. This time around the fire department and sgts got 10.5 percent which is what the city offered us also. Are we really turning this whole thing to an arbitrator for 1 percent??? The city is in a major fiscal hole that is not getting better and wont get better when arbitration comes. The city will already cry broke that 2021 is already in a big hole to start off with and will just get worse with the year. Just so we all know, an arbitrator can easily come back and only give us 6,7,8,9 or 10 percent... The FOP wont even mention now what the CFD got or the Sgts got because its going to go for the 17 percent all or nothing and the 11.5 percent conversation and what the sgts got is now irrelevant because the FOP turned the 10.5 percent down and the FOP wont ask for 11.5 percent because they will only now push for 17 percent... so the arbitrator will see no other numbers except 17 percent which will NEVER HAPPEN in this financial climate. The city will do the same thing as 2010.. they cited the big 2008/2009 market drop out and the city was broke and the arbitrator ruled accordingly and only gave 10 percent. In this case, the city is DRASTICALLY more broke than 2008 and 2009. The arbitrator now cannot even see what the sgts and Lts got because the FOP can only talk about why they need 17 percent. They cant present it as we want 17 percent but if we dont get that then just give us the same as the CFD and Sgts. No, the arbitrator can even go on to say 1 percent a year based on the financial hardships.

Much of what you wrote about the numbers in the past is not quite accurate. Most of what you wrote was based on bad rumors and not facts. Additionally all you are concerned with here is wages. That is not all that is important in this contract. The city is trying to take away many protections that the FOP has fought hard for regarding discipline. That matters far more than wages. The city loves guys or girls like you that are only focused on money. They can dangle the carrot and you will bite. We have already waited almost 4 yrs. Be patient a bit longer and see what happens. That is how negotiations work.

***You are getting paid still, that’s how they can order you and as long as it doesn’t take more than 8.5hrs no overtime. Just like they can order you into the medical section, just like they can order you to go down to IAD OR COPA. Been there done that so I’m speaking with experience.

*** If you are ordered to appear anywhere off duty, IAD, COPA, etc, you get paid. If on the Medical and ordered there, probably not paid OT because your on the medical getting paid for Medical absence. If their ordering you tp perform work off duty from home....get paid or file a grievance. If you didn't get paid Mr. Experience, your an idiot....

You will probably find that you will get a better deal from arbitration than from the city anyway. I don't know why you're screwing around with the city. Just declare you are at an impasse and get an arbitrator.

I don't believe that residency is on the table no matter what. The city would have to change the city ordinance on such things and that would allow all city employees to move out. I can't imagine the city would want that.

Interesting comments and it appears there is some confusion on the Medical issues as noted in the above thread. The orders and directives state certain criteria but in a number of situations are somewhat unclear and opened to "best guesses" interpretation. This is a big problem for all concerned and will get much worst as we deal the Wuhan Red Death and perform daily policing operations. For now there needs to be clarity on the "do's and don'ts". As mentioned by others, who appear to have read the specific Medical rules/regs, you all make good points. Read and know. Protect yourself and your career.

Now to the "no contract issue. Strategies and decisions will be made by the FOP. We are in a street fight. We have to be smart and tough. That's what this private war between the vengeful and vindictive deformed oddity known as Groot and the Department. It's Personal and Not Business. If you keep that in mind in your daily work, by your calculated actions and inactions, you will find a certain empowerment to use wisely. The reduction in the police budget, no backfilling of vacated positions, the Wuhan Red Death, no PPE, No Contract and so forth all are blended together to create a backlog of unanswered work by a under deployed, sickly and weakened work force.

The Massillon Midget will be here for another two years. We are not stuck with her, rather she is stuck with us. We are here for ever and a day, either in a large force or a smaller one. We are here. Don't worry about the residents - they voted her and they get what they deserve ($94M tax increase, twice sacked city, burned out businesses, over 700 murders and 3800+ shootings) this year. As a bonus she cancelled Thanksgiving. Enough said.

We have enormous power in what and how we conduct police operations in this city by our individual and collective actions/inactions. Use it wisely and effectively. If they want numbers - give them numbers - zero is a number. Fill in the rest. We have solid FOP leadership (it's better than others in recent memory) that is engaged, outspoken and working for us. This is an educated, diverse and smart work force. It's not perfect - merit, clout corruption in the senior leadership and a useless loser Supt. diminish the effectiveness of overall efforts to protect the residents.

Back to Groot. Think about this for a second. This wretch has been twisted, made fun of and a pretender most of her life. She is pretending to be something else. She looks terribly bloated, especially with loss of beauty; misshapen; disfigured and is a dull dresser for a political figure. Life is tough, but it's a lot tougher if you are stupid. She's always looking at "payback" to make herself feel important, in-charge and feared.

She has found her personal "political punching bag" - the Department and she's not letting go and so it is. Remember this , "Payback is a two-way street".

After watching the Pennsylvania House hearing that presented the evidence in the fraud conducted in the election I wonder if Democrats feel any buyers remorse for voting for him. Much of what you wrote about the numbers in the past is not quite accurate. Most of what you wrote was based on bad rumors and not facts. Additionally all you are concerned with here is wages. That is not all that is important in this contract. The city is trying to take away many protections that the FOP has fought hard for regarding discipline. That matters far more than wages. The city loves guys or girls like you that are only focused on money. They can dangle the carrot and you will bite. We have already waited almost 4 yrs. Be patient a bit longer and see what happens. That is how negotiations work.


Actually you’re wrong. This 3pm deadline the FOP set was for wages only.. much like the sgts, they first settled only on financials and signed that deal. Then, after they agreed on wages the rest of the things went to arbitration. So if the city agreed on 11.5 percent then we were settled and locked in on wages and the retro process can begin and the rest of the contract can continue to proceed. Instead of taking the 10.5 percent the city offered we didn’t take and now it goes to arbitration on that part also. The cfd and sgts did not do that.. they locked it in so it would not be in the hands of an arbitrator. I agree with the original poster, this could be a mistake.. might not, but I don’t trust an arbitrator with the financial Package this go around.

Pretty much everyone involved in promotional training is already getting paid. They don't just hire more people to teach promotional classes. Desk and lockup need sworn personnel. Commander's secretary will always be sworn. You're just completely clueless and out of touch.

Believe me, I believe you as I've been a victim of the ongoing city mass exodus myself. My condo in 001 has been listed for almost 5 months and I haven't received a single offer. Several condos in the same building for sale all with similar reasonable prices and none of us had any offers. People are running! It is nearly impossible to find buyers willing to purchase property downtown even well below market value.

If the city cries broke , the arbitrator is aware that the sergeants, CFD, and whoever all else all have me too clauses, will get raises as well and won’t likely allow it and just give us what they got. They should get rid of these new too clauses I feel CPD is essentially negotiating raises for these people while they settle early.

Duh! Do the math. A 250,000 house will get a $54 tax increase. So you live in a $500,000 house meaning your raise will be $108. If you are making $80,000 a 2% raise will be $1600. So what needs to be adjusted?

Sounds like you have no plans of ever being promoted. Cash in all comp time? So no days off for anyone recently promoted until they build up time again? Stupid. The rest is all pure fantasy or also just plain stupid. Did you put a second of thought into any of it or just shit it all out for us to read? As for the "too many ass hat" who get promoted to detective and then sergeant, that's not really something you can put on them. The department knows where people are on each list. They promote to detective before announcing sergeant promotions. So you want someone to pass on detective and just hope the department decides to make them a sergeant soon? Training "cost" money? Pretty much everyone involved in promotional training is already getting paid. They don't just hire more people to teach promotional classes. Desk and lockup need sworn personnel. Commander's secretary will always be sworn. You're just completely clueless and out of touch.

If you are ordered into the station for trainingwhile on medical or iod , have a witness and request a sgt to your house. Have him document the fact you have flu like symptoms and possibly covid. If test positive , sue,sue,sue.

To the comment about going to arbitration. When the city is probably offering 10.5 %. Don’t forget there’s a democrat as president. All the dem city will get the big relief package and the republican cities aren’t getting shit.
