Five Chicagoans who accused the Chicago Police Department of targeting Black and Latino drivers with a massive campaign of traffic stops will not be allowed to intervene in the federal effort to require CPD to change the way it trains, supervises and disciplines officers, a federal judge ruled.
U.S. District Court Judge Rebecca Pallmeyer ruled that there is no need for the plaintiffs, represented by the American Civil Liberties Union of Illinois, to become an official part of the consent decree case even as negotiations continue over whether and how the court order should be expanded to include traffic stops as well as what role the city’s new police oversight board should play.
Eric Wilkins, a community organizer who lives in Roseland, is the lead plaintiff in the lawsuit that accuses CPD officers of making more than 1.5 million traffic stops between 2016 and 2023 based on dubious evidence of minor violations that took direct aim at Black and Latino Chicagoans but spared White Chicagoans.
But if you go through the "TSSSSSSSSSSS Obama Cards," you find an interesting pattern:
- the police give pretty much EVERYONE a break by doing the blue card instead of a moving violation, including nearly 100% of minorities.
Seriously. Look it up, the percentages are ridiculous, like 99% of the time, no citation is issued, just a blue card. And they're attempting to use this as evidence of profiling.
You're seriously better off documenting the violation and making them go to court to provide a judge proof of compliance than producing numbers that are going to end with you in a Civil trial. It's only a matter of time and finding the right judge to drag the entire TSSSSSSSSSSS process into a massive lawsuit.

If the pols don’t want the community stopped for traffic violations then remove the violations from the municipal code and if the pols have enough balls remove the violations from the IVC. Everyone just do what they want, free for all. Ugggh

That’s all Barz pushed us to do in summer mobile and on the Community Safety Team. He didn’t give a shit about other activity, he wanted a certain amount of TSS cards from each officer before the end of the tour.
When guys would bring in 0 blue cards but had an arrest or other activity he would jap out on the Lt.’s and Sgt.’s. He wanted blue cards that was it.
Some of us got early ducts when got them done pretty quick or had more than he wanted.
It’s amazing how Barz got CST disbanded and himself demoted after mandating these pretty little blue cards but then they repromoted him and put him in the central business district where he came in with the same BS. Most of us in 018 continue to bring in goose eggs for that nonsense other than the two year wonders on the wannabe tact team trying to stay off of midnights.
If we see something egregious we just handle it. We don’t need to waste time filing out bs tsss cards. Useless metric for Cpd and excellent for the attorney that’s going to lay them all out on a table to show your “alleged pattern” of discrimination and harassment of minority drivers to the jury. Or God forbid, when you get in a shooting after a traffic stop like the kids in 011 did months back and now they’re calling to get them fired and prosecuted for doing what they were pressured to do by conducting dozens of traffic stops of minorities days prior leading up to the shooting, despite the offender being armed AND shooting an officer. Do you think Barz is coming to court with you to testify I’m the one telling them to make the stops? He’s gonna wash his hands and throw you right under the bus like he’s done so many bosses and coppers over his pathetic career. He’s lied about officers JUST to make cases when he was in IAD some whom got fired, prosecuted, or severely disciplined. I believe one of the shitty local papers did a story on it a couple years back. Any journalist with any kind of investigative talent could have FOIA’d the actual cards themselves and conducted an analysis. Not just look at the comprehensive reports which showed the totals for the CompStat period. There was clear patterns of misuse. One could see that there was a surge towards the end of the month or when your district was up for CompStat. Or right at the beginning of officers tour and then nothing after latter 1/2 of their tours.
We are in this predicament because of bad bosses with no experience running big city police departments and having no viable nor sustainable crime control policing strategies. We just promote the politically clouted, gf’s, lovers, suckasses, fraternity and sorority brotha and sistas.

The last time I drove in Chicago it reminded me of driving in Cairo, Egypt in the 80s. Third world, no enforcement visible, the people gave zero fucks about the health and welfare of anyone else. The only thing missing was horse carts and camels.

As I recall there was a traffic study done some years ago at the John Jay School of Criminal Justice in NYC. They concluded that minorities commit more traffic violations than whites, to include violations of safety and licensing laws. When you have more police officers in black areas than it stands to reason you have more police and citizen contact. Add the fact that blacks tend to disregard so many laws than you will have complaints of racial targeting. Just a diversion. Write a citation for every stop and let the judges figure it out.

Yes and Big Mike got a no show job with the University of Chicago while he was a Senator that paid her something like half a million. The Job was so important that they never filled it after he became president. Screw Barz, he used to come into roll calls during summer mobile promising PO’s “opportunities” to apply for specialized units as long as we brought in his numbers but that was a twist and play on words. Key word was apply. We all applied and not single person got in that I know of. He got us pretty good because were young with just a couple years on and sent on reverse seniority.
Lying to new officers to force them to comply with the activity he wanted was bad business. Even had some guys get in trouble over it. No more.

Same way Waller’s son was walked out the back door of 018 when he was trying to enter a night club drunk with his service weapon.
