Who made Who? Who made You? (AC/DC)

This (hopefully) will be a kind of beginner's guide to Chicago Police Department merit promotions. Sgt. Northern? We'll trust you to forward it to Federal Monitor Noelle Brennan. If she is truly legit, she'll find it amusing and informative.

If anyone remembers their sunday school, or midnight christmas masses, you may recall the gospel of matthew: Abraham begat Issac; Issac begat Jacob; Jacob begat etc., etc. That's what this thread is all about. We want your knowledge! Who begat whom on the Chicago Police Department? We want to hear all about it!

We'll even begin with the obvious:
  • cline (philip, superintendent) begat matthew (sergeant, intelligence);
  • christian (sam, d/c A/5) begat allison (sergeant 024);
  • stroger (john, cook county board president) didn't begat niece adrian stanley (commander) the fastest ever made boss in the history of the department - under 10 years from patrol to exempt!
The list has got to be huge. So we want your info. Name the names people - the Clout Curtain falls on this thread! The only rule is we want relatives - blood relatives. No bedroom promotions. If enough interest is forthcoming, we'll toss this one in the side bar by the other big comment generators. And maybe we'll get another thread covering the "extra curricular" promotions later.

Hey, speaking of 010, how about this one? Ralph Chiczewski has two daughters on the job, one in 011 and one in 010. The one in 010 is still on probation fromthe academy and ralphie called the commander to get her on days cause midnights was ruining her social life. So now she's listed as a school car, but works the day desk with under 2 years on. How soon till the daughters make detectives or sergeants? some single guy could go far on this job marrying them!

A little off subject but on the fop website it talks about cha special employment for all officers that either work in cha north or used to work in cha south. Question is how can they offer this special employment to only these p.o.'s and not to all p.o.'s? And the fop thinks this is ok?

Old man Conlisk lived in Norridge. People on his left and right lived in Norridge, across the street was Norridge. He had his property annexed into Chicago thru his back yard which abutted Chicago proper. They even installed a fire hydrant and street light in front of his house to make it look legit, and so he could pay Chicago taxes. You think they would do that for you?

Finally, the late Capt. John Northen "begot" yours truly. My "meteoric rise" through the CPD began with three years in the streets of 011 followed by promotion to detective based on a legit, instantly-scored multiple choice exam. Unfortunately, I somehow fell through the cracks and made sgt. (025), never to return to my passion-the Detective Division.

I never sought out "clout" and I now wish that I had never left the Detective Division.

If you want the family connections spelled out in some of the old time police/political families, just find an archive of the old Star magazines. They were big on marriage and birth announcements and listed all the relatives. Some very interesting combinations spelled out. You'd be surprised who is related to who on this job.

Are we doing blood by injection? If so I got one Cmdr. Irene Jones was begotten by Inspector Voight (retired) her husband before he married her sister, then begot by Cmdr. Robles (ads retired), then begot by Sgt. Jones Area 6 V/C (retired) Malone crony. I guess she was begotten by lots of others, these are just the ones she married.

There's a lot of strange decisions on this job related to family reasons. Can anybody name the big boss who was the ex-husband of a politician's sister who was about to be dumped? The dumped was stopped because she would then get less alimony/child support. Now there's a reason to keep somebody in there spot.

A warning to all readers. This thread appears to be a magnet for some cowardly and pathetic "anonymous" posters.

While I do not know the active lady officers mentioned in the 7:34 and 7:38 AM posts , I can attest to the FACT that during my career, Jim Jones (and partner Jim Biebel) and Mike Malone (and partner John Farrell) were among the finest detectives I have ever encountered. In addition, Hugh Heraty was admired and respected by all. With the exception of Lt. John Farrell, all have since retired.

Can anyone name all the people that Malloy got promoted out of the 008th dist the last few years this man has set up his own command structure by the way he is Capt. Hughes (Ret) Family and Capt Hughes grew up with a little bridgeport stuttering snot named richie. Capt. Hughes is now an executive with SPI securtiy which has a lot of city and county contracts.

Use your feckin' heads for once. The whole aspect of this is that the city has its 30% meritorious. If you're that pissed about clout, force a change in the contract! Oh, wait thats right, most coppers were more concerned about raises and retros but didn't dig their heels in on other issues. Next time screw the money issues and go after the real issues like the City's 30%. Remember, we all at one point approved the meritorious and now the bosses get their picks and it's 100% legit! You want to blame someone, blame ourselves.
I can understand why SCC started this post, but as usual it's turning into something different. A bash fest of petty jealousy and political spite. Thats what led to the demise of the old Second City site.

Not to be a stickler, but the proper title for this thread is "Who made Whom?" not "Who made Who?" Being a lawyer (or having one as a regular contributor to your BLOG), you should strive for proper english, the tool of your craft.

That's right. I smell a lawyer amongst the SCC crew... not that there's anything wrong with that.

Many of your posts have the distinct mark of an author who has undergone years of tortuous legal training. Confess and celebrate. Don't hide and denigrate.

Evidently, you don't listen to AC/DC - The song title is "Who Made Who" so we copied it. We aren't sticklers for proper english but we try to at least sound intelligent. Not our fault if the boys in AC/DC aren't so proper. In fact, if you read the thread, we even wrote it out correctly "Who begat whom" in the 3rd paragraph, so we are correct on both counts.

BUZZZZ! Wrong again!

We aren't lawyers, have no legal training (aside from department stuff), and have expressed our opinions regarding "lawyers against the wall when the revolution comes." We have no lawyers on staff or contributors who are lawyers, though we have at least 2 lawyers who are readers, Shakman and Brennan.

If you want to play name games, make your accusation. If we aren't mistaken, you're probably the one who tried to rhyme Lester Rumowski with Chester Hornowski. Why you'd even want to bring that type of heat on another officer boggles the mind, unless you were wronged by Lester or Chester. Keep playing if it amuses you though.

Whoa there big fella!

1) No one is playing name games. Some of your posts read as if written by someone with legal training (beyond the standard CPD Academy case reporting classes). I thought it ironic that the SCC crew may have an attorney on staff given the Blog's hostile overtone toward lawyers. It was an inquiry, not an inquisition (satisfied northside?).

2) I neither know nor ever heard of anyone named Lester Rumowski or Chester Hornowski. To quote the dearly departed Phil Hartman impersonating the dearly departed Frank Sinatra, "Boo-hoo! You had me, and then you lost me."

3) "Bring that type of heat on another officer?" I repeat, Boo-hoo! You had me, and then you lost me.

Finally, I'm a big fan of the blog. It's an invaluable forum for coppers who, until now, have not had a resounding voice and downright entertaining. I thank you for the hard work.

I do, however, recommend that you stop breaking the Prozacs in half. Alternatively, perhaps you should opt for the decaffeinated beverages. Take it easy wizard, no one is trying to peek behind the curtain.

Sgt. Gina Dwyer Miliska, first merit class of sergeants, daughter of Rich Dwyer, C/O of 021 dumped by Leroy Martin, forced to retire.

Old boy clan promoted the daughter to merit sgt, (SGT. Mommy) close friend of ADS Follaird, how convenient. Went to 006 for six periods and then back to 001 for good. Used to be on the desk or building security at old building as a p/o. Claims to hav been the police in seven but was always on maternity leave.

Promoted based on merit because she is good at running parties and kissing up to the brass. Real politician on every party committee.

Merit Sergeant Jos. Sullivan from SOS. Old 001st district dog, foot man do nothing pouche. Became buddy/buddy/ with Mc Nulty, and Follaird providing beer, ice and other important shake downs as a foot man in the fighting first district touring the battle of the Taste of Chicago. Rumored bag man, sorry no proof. Merit Sgt. in the first class, loyal 19th Warder, name prominently displayed on all Ginger Rugaui posters. Fun guy to drink with but was never the working police.

Dont leave out Sergeant Thomas Toner, promoted as a merit sergeant in the first class of Merit appointees. Toner (no late arrests boys, please dont cut into my drinking time) was made by the
retired boss George Ruchrich.{improper spelling}

Toner is off great police genes. His pop took the heat and was indicted for Hughes & Ruchrich when the detail unit was caught selling parking spots and shaking down vendors at the different Chicago venues. Old retired Sgt. Toner was a stand up guy and would not give up the Lt. who was Big George Ruc. Ask J. Northern.
Corruption was away of life at that time, in the over all picture the guys were taking peanuts compared to the illecit corruption in 018 at the time.
The police board fired Mr. Toner, who then went to work for the county as a chauffer for a County board member. The circuit court up held the firing but was reversed by the Illinois Appealate court, by a 2 to 1 margin. The old sgt. was rehired by the city and retired from 012. He was a good man and great sgt. He died to young I do not believe he collected many pension checks.

Along comes junoir who was ranked at 1278 on the sergeants list. At that time there was a question about his academic qualifications, but again the olde boy network came along and placed Tom Toner in the first class of merit sergeants. At graduation he recieved his baton and immdeiately began swapping spit with Sgt. Jillian now from dick unit who was then in 018. Big George and George Jr. were both at the graduation ceromony, it was a Kodak momet.

In sergeants school he was drunk for a couple of days,
but he is a real politician with the police bosses. Those of us promoted with him are in amazement Danny Duggan but up with his shannigans, he is always late and wants to leave early. He luvs old women and has a wooden leg, and is a nice person. Did he deserve to be a Sgt. No way. He b.s'. on the sixty credit hours, and used his old mans cronies to get made.

Honest guys on the list got screwed who followed the rules and out scored him.

I was in Michelles study group, she passed the sergeants exam on the legit, I saw her score 301.
She was sixty something on the Lts.
Her old man was a hornery dude and never wanted the kids on the job.

I would bet the younger one made it of the list, but since you do not have a union you will never no will we.

Lesniak was married to Jermiah Joyces niece. Les always had a wandering eye, and when the wife balloned up, he went for a large sized woman, a large versus a 2X.

Les was an east side politician, he was Edward Wodnickis nephew.
He was tite with Eddie V.

He surrounded himself with the rotten David Dougherty when he made commander. He made Sgt. out of the auto dicks. He made Lt. and went to Area 2 PC. He hated being the acting Lt of VC because the closest he ever came to a body was at a funeral. He would chase retired Sgts. then detectives Dolly and Mary B. around the office. They were nice women but didnt deserve Les learing at them every day.

Joe Sullivan is a stand up guy all the way around. Yes he did work in 001 and at the taste but that was after app. 20 years on. He worked in gangs and the west side for years dealing with the shit. I believe he is worthy to take a merit spot. Everyone in SOS says he is a prince to work for. He is not a pouch, I have worked with him in patrol. He recently suffered a great personal loss leave the guy alone.

Based on my personal experience in First Amendment retaliation litigation (126 F.3d 1024) versus the City of Chicago, you are herein notified of the existence of an Internet blog site "www.SecondCityCop.blogspot.com" which includes comments highly critical of ExamScam and other CPD personnel policies. Some of te people mentioned aren't bad bosses. Some have worked in working disticts. I don't have clout, and personally don't seek it. If it's blood, all of us would take care of our own. I would. Is it right? I don't know. If they are put in a position of supervision in a working district and don't protect their people, then they are crap. There are plenty of crappy supervisors with out clout. As far as those named, I can tell you that Matt is alright. He knows the job and watches out for P/O's. I've read five different names on here in two different threads where the supervisor was labeled as "meritorious" when they weren't. If you don't like someone for good reason or bad that's fine. You don't have to make shit up or repeat rumours to justify your dislike. I think it betrays peoples own sense of entitlement more than anything. You should type, "I am the real police, I decide who the real police are, and I should be a boss". Go ahead and blast me, it doesn't matter. This job is filled with small minded people and that's why it's so easy for the city to ride roughshod over us; no unity.

They used to come out and identify the "merit" promotees when the lists came out. What do YOU think the reasons are behind all the secrecy now? I have a strong opinion of why I think they are under wraps.

"And, if so many of these "merit" promotees are so wonderful, why not list their names so the other 8,000 P.O.'s will actually think that if they are good police and do a great job, there may be a promotion involved at some later time," he remebered dreaming about as he woke from his state of semi-consciousness.

Believe it or not, rookie. In a galaxy a long, long time ago, the dick's test was considered the only legit test the city gave. As soon as you completed the multiple choices, you handed it in for a computer scan. They gave you your raw score right then and there.

To bad they don't do today's promotion scams the way they did it back then. Check it out with old-timers, kid!

Northern did have the best score of about 2000 guys.

the dicks exam was flown in overnight from Philadelphia with some kind of seals for security. the seal was of the bundles was only breoken in the classrooms just before the test would start. that way, you knew that the politcans and bosses were not tipping off their favorites. right after the test, they ran them thru computers and told you your score.
aside from the old dicks test, the whole job is politics with secrecy and no paper trails. the newspapers know its all bull---t but they just let it go on. as long as the snow streets are shoveled and garbage is picked up, the public couldn't care less. that's Chicago. the taxpayers get the police force they deserve. when's payday?

Ladies and Gentleman: Although the Det.s test was scored right in the classroom, please don't think it was on the up & up. That part about the seal being broken was a bunch of crap, I took the last scantron scored test. Now if I remember correctly in the first class made off that list, about the first 20-30 that were made had only one thing in common-------hmmm! What was that you ask??? OK I will tell you. They were either on George Ruckridges tact team or they had been on one of his teams! Enlightening I'd say. By the way, one of those who was fortunate to be in the first class, admitted he and his group had the test two nights before it was given. PS He in fact was a good DET., right up to his passing, and so were many in his group. But legitimate---HARDLY!

I was also in a first class of dicks. Only about 5 of 40 guys came from cushy specialized units. Almost all came from district patrol or task force. Compare that with top guys on a sgt/lt exam where the first group is loaded with heavyweights from cushy units.

The deal is this: most of us assholes study ALL the orders when a test is announced. Some study just 50% of the listed orders, while the ELITE study between 15-30 % of the orders. The key thing here is that no one has to GIVE the test away but rather just reveal to those ELITE Officers what ORDERS to REALLY know. That's the key just knowing what orders are going to be on the test.

On the Melchert thing, sure she is a great person who is doing a good job as a merit Sgt, but thats not the point. I didn't know that being a nice person was a qualification for being a Sgt.
The point is, she never did the police work that should merit the promotion. She got the job from networking. There are lots of police out there who do the job every day and are infinately more qualified to take the merit spot that she obtained because she is a nice person. Those more qualified people should be in the position to be the good Sgt that takes care of his/her people. That is what merit is about.
And before you say it, I am not a bitter person who didn't make it. I am a supervisor with time in grade who was always a working policeman, and I made it off the list, though I would have qualified by merit if it was a fair and impartial system.

I guarantee that 90% of the whiners about Dawn Melchert being promoted have never worked with/for her. I've known her for the last 9 yrs. of her career and she would ALWAYS do her job and be the first on there to assist another. She runs a golf outing and a softball tournament....BIG DEAL!! The money raised from these outings go to charities such as Concerns for Police Survivors, which assists families of police officers killed in the line of duty and the Police Memorial Foundation. How come Cummings of the cold case squad isnt a Sergeant yet. He was a merit dick, his claim to fame is not police work but providing alcoholic beverages to the 19th Ward organization thru his tavern and party room. I love his Ginger Rugaui appreciation parties and golf outing. He should be made a commisioner in streets and san he never once did police work.

Guy runs around doing political work on CPD time for the 19th Ward. Look at Rugauis campaign disclosure form, how much did he give her in support? How about all the free service for Sheriff Sheehan. After his beef, its amazing all is forgoten and now he is in the cold case political hack squad.

Being the "real police" and being a good boss are mutually exclusive....there are hundreds of real police who retired as patrolman who did not have the juice to go from G/S to D/C in a year and a half. Commander was a gift, D/C is an insult to those who got passed over. Just because I love baseball and I am good at it does not mean I should be leading off the series for the White Sox...get it....they should have sent Cronin to school to learn about management and people skills....something he lacks terribly.

Great record/Great Merit:

Grow up little boy he still has some one elses stripes screw ball he couldnt make it on his own except for being a political patronage hack.

No one is in disagreement that he is not a good man or person but he was not the only guy from Nam on the job and he was also no ball of fire.

He has stolen the the pension from a person who passed the exam legitimately, here was a guy going to retire, but his drinking buddy promoted him. Its not right, never will be right, and we are damned because of people like him. How about the two men who refused to accept a merit promotion, instead waiting for their numbers to come up. One was a USMC, the other a navy vet, but you will write that the navy is not in the service.

The union should have filled suit against each individual merit appointee/ one on one sued by the next member passed over, like the Sgt. Assoc did in Mc Cardle vs Chicago Et al. You have been bull shitted by the the city and are the reason that all good units are led by merit supervisors and the legit guys like me are still and always will be in patrol. If it was not for our spies we would never know all the merits because of your useless union. No one has attacked the mans character, the man got his stripes long before me and others, and the only guys screwed over were the one between 350 and 450 on the list. The disillusement caused for some guys who should have made it of the list will hurt this dept for years. While it is very possible that an excellent street cop may be lacking in "management skills", the CPD does not send the likes of the previously "unclouted" Michael Cronin to Quantico and Northwestern and "groom" them.

You grossly ignore the FACT that in the CPD, there have been "juiceless" but excellent (legitimate) "test takers" that are equal to or perhaps surpass Cronin's performance on "the mean streets" of high-crime districts. How dare you infer that an outstanding street cop can NOT be an outstanding boss. How dare you!

Then he was detailed to 013 and thats when he and his new FTO responded to an assignment of "shots fired". As they pulled into the alley he told his FTO "...I think I've been shot!" To this day the FTO SWEARS he never heard a shot fired. Also mind you, this was in winter and he was wearing his leather jacket (when it still fit) but there was no bullet hole in the jacket or the shirt. Go Figure.

I stdied my ass off and didn't have the benefit of knowing "exactly" what orders were going to be on the test..I sugggest some of you print out some orders and start studying, because if you did, you would'nt be on here crying about who got promoted by merit..SHUT THE **** UP and STUDY..you still have a 70% chance of getting promoted..I'll bet have off you whiny crybabys dont study or dont even take the test, instead cry and say "I didnt even take it, it's all fixed anyway"...I have never seen a bunch of more crybaby Sally's in my life

Heres anothet "Trap Man" story. One night trap man calls for a 17th district Tact Team to meet him (and a DEA "friend" of his) at Lawrence and Austin where there was a trap car. (why 017?...he thought he was in 017 not 016) once there the team and the DEA agent go into a burger joint on the NE corner and confront the owner (of the car and the restaurant) who is suppose to be some big time drug dealer. While inside Trap-Man slim jims the car, finds 6 oz in a trap and then closes the car back up. The drug dealer demands a search warrant and calls his lawyer. Trap-Man tells the tact team "its in there just make up some story to get to it" Needless to say the team Sgt told John its his deal they were just assisting. Last word was that TrapMan (and the fed) left the dope, the car, and the dealer there and departed with their tails between their legs

Here's a great "Trapper John" tale. Our team had to go to 35th/Normal for trap training. The rumor was that he would get a hard on when he started talking about finding traps. A girl on our team ws in the second row and here goes Trapper on one of his "wasn';t I great" stories when the female starts shaking in her chair. She turns around practically crying and gestures to us that sure enough he was getting a boner. Kept covering it up with his flannel shirt. A legend in his own time.
