Once again, seeking the opinions of our co-workers regarding the department and the world at large (see editions #1 and #2 in the attached links)
What is your opinion on the current Entrance Qualifications for the Chicago Police Department? We realize this is a loaded question, so we are going to expound on this a little. Try to restrict your answers to physical conditioning, education requirements, age restrictions and veteran points. STAY ON TOPIC PLEASE.
Old timers and retirees, go easy on the younger kids - yes, they might be book smart, but street unwise. So were you. We realize you've seen maybe hundreds of classes come up and they all seem dumber than the last. Maybe they aren't dumber, you just got smarter. Or maybe the drinking is killing your brain cells, who knows? This isn't a thread to rip whippersnappers.
KMA members, don't be siding with the "dinosaurs" and just ripping everyone with under 20 years. We know you've served your time and could leave tomorrow, congratulations. We're interested in today's qualifications. Be happy you did your tour and you're only staying around because you like the job, you like the people, you think you can still make a difference, or the spouse would kill you if they had to spend 24 hours a day with you.
All you middle of the road coppers (two stripes or better on the sleeve but no star), you are currently in the majority. You have also witnessed the BIGGEST changes in department history these past 10-19 years. However, you didn't invent police work. You haven't even perfected it in spite of your college requirements. This isn't an "us-them" thread where you rip the old timers for not being up on the newest technologies, crime mapping, and accountability crap or the young kids just for being new.
And new guys (under 10 years). You just grin and get older so you can join one of the above listed groups, and by the time you get there, there'll be another bunch of newbies to call "kid" and tell them they don't know shit. But your opinion is important too as you are the least removed from what actually happens at the academy. Compare the old timers war stories to what you experienced in an adult manner. Fire away people.

the 1991 test and hiring was the last to not require college.
Isn't like when I came on the job? We kids knew absolutely everything and the old gray haired guys were not even relevant to police work.
Then one day we learned, and wondered how that old fart could figure this stuff out so well?
They need to tighten up on the Psych test, there are some real wacko's that get through. Otherwise qualifications are pretty good, smart is never bad. Street smarts are developed over time pending where you work.
the '93 test was actually the last test that did not require the college....looking at my original test announcement as we speak.
....and don't ask me why i still have it.
One thing I'd really like to see, is that if someone proves to be unqualified or too much of a risk, that they be booted immediately. This practice of allowing people to continue just because the City has spent money on training them is dangerous and just not smart! Tightening up the background investigations should be the first step, Lawsuits be damned! I've seen far too many coppers recently with gang tattoos. Sorry, but I don;t want to work with an "ex"- GD or "ex"- Latin King!
I would like to see the Dept. allow credit for military service in lieu of the college requirement; another point: its unfortunate that the dept. continues to hire "in waves", with the result that large numbers of experienced officers retire and large numbers of new (thus inexperienced) people are hired. Its too bad that the city doesn't hire (and promote) at regular intervals, so that districts aren't swamped with so many new people (and no one to train them). And on that point, going to straight shifts from the old watch rotation maybe was a bad idea (resulting in the more senior people on days, the youngest on nights). Which reminds me: the payment of a "shift differential" (duty availability) to everyone, regardless of watch assignment, strikes me as unfair. Wouldn't it make more sense to pay third and first watch officers more than the second watch, say 5% of base for 3rd watch and 10% for the midnights. I mean, they're working the toughest hours.....
it's a shame to see some of this shit that slips through the cracks wearing our uniform.....sickening.
The city waives college for vet's with a certain number of years service. The city originally offered shift differential but the FOP wanted duty availability to spread the wealth. Ha! Ha!
Worst P.O.s ever came from that short period of time when they required a 4 year degree. Only got a bunch of middle aged (not a good time to start your police career), overweight psychopaths who only took this job because they couldn't land a job anywhere else. Young know-it-alls, salty old vets and guys with two french fries on the sleeve are all cool w/me but there is nothing more irratating than those who only come to work for the paycheck.

They never required 4 years of college. They did up the age requirement to 23 for while. But that seemed to go the same way as 3 years to get on the tact team.
I used to be workin copper. I will only do whats assigned and only go when a copper is in deep caca. As for the hunting...those days are gone. The city doesnt want you to make arrests. Its messes with their voting abbilities.
You guys are missing an important point about the college req. It was meant to block, entirely or in part, the enterance of gangmembers into the Dept.
I thought that's what a B.I. was for but god knows we in Chicago after all.

we had an old guy (54 yo) in my class that fainted in the range. When he came to and was asked what happened he claimed that that only happens when there is a pregnant woman near him!
He was promtly ordered to take a pee test, which he refused (he REALLY believed his pregnant thing). They then fired him for disobeying a direct order.
He's suing to get back on, a second time. He was only in my class because he won the first suit.

We had a guy make it thru 1/2 a day in my homeroom. A HALF A DAY.
Sgt came in called his name and told him to bring his shit.

A guy in class 2003-06 I believe it was, a military guy who the p.o's in charge of individual classes took an immediate shine to b/c of his military know how. He always had his homeroom in dress right dress and cursing them out b/c he was the group leader....until one day they told him to pack his shit. Turns out he had a gun charge on his record. A pre-military gang-related gun charge. How did he slip through???

With that attitude the only thing that can result is the city being run by the criminals. Crime is like a cancer it spreads from where it starts to parts that were not immediately affected if unchecked. Your attitude only promotes it in MY neighborhood. I can see all the problems moving from the westside, north and west and south to the south west side. These coppers that work in 022 and 016 have to understand that by doing nothing they are hurting other coppers.
Your right the city doesn’t want you to make arrests and will not back you, but hopefully it will not get to that point because other coppers will back you 1st.
I hope to god that I will never see a dope dealer on my corner. And if I do I know its because of dog-asses like you. You took this job to serve and protect...not the citizens but the law. I don't work 016 or 022, but I do know good officers in both that I would gladly have them watch my back,anytime, anywhere,in fact, some have. Anyone with a little experience on this job understands there is a percentage in every unit/district that aren't worth the paper the check is printed on. In regards to individuals finding constant fault with officers in 016 & 022,here's an idea, don't drop your kids off in the neighborhood parks, and expect us to appreciate him/her drinking and swearing til all hours and if you do, don't bitch when they're arrested as they should be with all the other idiots.

You'd be surprised how often homicides occur over FOOD. Area 4 had three Thanksgiving "dinner guests" who got into an altercation. All wanted a drumstick = 1 DOA (GSW).
Samuel Muse insisted on cooking his fish in the community kitchen of a rooming house at 43?? Vincennes in 002. Another boarder complained about the odor but Muse kept on cookin'. On the homicide supp, the "motive" reads that Muse was fatally "shot in altercation over the odor of cooking fish".
If you have a taste for "gallows humor", there have been scores of homicides that bring laughter to grizzled veteran dicks. It helps you keep your sanity.
The Thanksgiving "drumstick" homicide occurred in ABLA Homes in 012 circa late '60's or early '70's. There was a similar case in 011. SCC should start a thread about the craziest homicides. Old-timer dicks will have you rolling on the floor.

There were numerous studies in the 1970s that indicated that college graduates made lousy cops. Bolling Green University did the largest study of this kind. The guy who did the study, a PHD was at one time a cop himself.
I know of many coppers who were both high school and college gradustes who averaged over fifty Part I FELONY arrests per year.
Please don't imply that a college education is a liability to excellence in law enforcement. Conversely, some of the most outstanding coppers I've ever encountered never made it beyond high school.
P;ease do not attempt to mislead people by using specious correlations.

To 11:07 and others who dispute the "turkey wing" murders. There have been more than a few and those of you who don't believe it have obviously not been the police for long, if at all. I handled one myself on Thanksgiving day, 1983 at 64th and King. I couldn't believe it either but one brother "forked" the other to death. Hit him in the throat with a turkey fork because the other brother took the last wing or leg. Its really not about the food, its about respect and about common decency, and far too much alcohol or coke but I guarantee you it is not an urban legend. It has and does happen as many things do in the private lives of people. It may not happen in your family or in your personal life but it does happen.

I once had personnel call me in th e office when I worked on a gang team...they asked me what I knew about a potential candidate before they hired him. Found out that he had an expunged record and had an attorney get rid of his IR#...turns out I have 7 gang cards on the guy in my file starting from when he was 12 years old and told him not to hire under any circumstances. Guess who walked into roll call about 6 months later. Yeah, we are real legit here...

Many years ago there was a a copper who as a lark went to a suburban party in drag. There used to be a City Ordance Called, IMPROPER DRESS OR EXPOSURE. That law was struck down in the early 1970s.
The guy was spotted outside the city a CR investigation began and he was fired by the Police Board. He was never arrested or convicted. There were no other allegations of any kind. They told him to grab his purse and go home.

I have more time on this job then most of you have on this earth. When I was a young policeman you couldn't tell me anything, I knew everything. Sound familiar. I made a lot of mistakes, but through these mistakes I learned. I still believe that we have the best cops anywhere in the universe. Ten minutes on the job, ot 30 years, it doesn't matter, the young guys todaay are out there trying to be the best cops they know how to be, and the old guys like myself, you gotta remember when you where young we all make mistakes, the trick is to learn from these mistakes.

The difference between then and now is that when I was in the academy the instructors were all old timers, and they told you to go out there and listen to the old timers. Now, the instructors tell other peoples war stories, they don't have enough time to have their own war stories. I had a recruit, a few years back tell me I can't talk to the poor people the way I did, in front of the poor people. The poor people knew me very well, I usually was at their house for a domestic once or twice a week, they cracked up and said (my name) YOu got to get rid of your fuckin' rookie, he gonna get you hurt.
How about Broderick Jones formerly from 007 currently from MCC. Arrested in a steamer/w gun as a shorty. Led the city in C.R.s (w/Flagg) for brutality and $ beefs for a couple years before his demise. Oh yeah, but his mama worked for our great former leader Terry "Sellout" Hillard.

As a detective who actually handles homicides, I can assure all that among ourselves, we do NOT refer to homicides as a 0110.
We may refer to homicides in our conversations as:
mysteries, smoking gun cases,
known but flowns, etc. but NOT
0110 cases
Just ask any dick who actually works homicides.
Perhaps the big mouth who insulted the "educated old-timer" formerly served in the LAPD (187 PC = Murder) or watched too many TV cop shows. We call it a homicide or a murder here. We do not call it a "0110" or a "187 PC".
Now maybe the anonymous smartass (10/22 at 2:32 PM) can elaborate on the frequency and charges filed in his/her "numerous quality arrests on everything from 0110 down the line."
