Sounds like someone has been feeding WFLD a line of ... well, a line of something. We might be near a TV at 9 PM and we might not be. But we can use this thread as a kind of open forum to discuss the "feature" on FOX.

Anyone try to sign up for the Sgt. exam today? Personnel Sgt. told me the deadline would be extended and a fax message went out about it due to the fact the web site was "broken" (system wont accept payment, try back later). Called my district and they said "what fax?"...... FLOP WAS ALSO AS USLESS AS USUAL ON THE ISSUE.

Speaking of "Hold me down's" I was never so sick to my stomach as I was back in 2004 when I worked in Housing South and one of the guys I worked with shot a guy in the Wells extensions. We had the offender in cuffs and recovered the weapon, but the buildings started emptying out on us. Dispatcher was calling every available unit in 002 and 99% of them came flying over..except 214, who decided to come over the air with a "traffic stop". Five minutes later, still calling for more cars when dispatch again asks 214 their location.."214, TVB" The biggest joke of all is when the dicks listened to the tapes and were so astounded that 214 actually pulled a stunt like that, they went down to talk to the desk Sgt., and guess what...214 never even came in with a TVB. To this day that still is a classic...unbelievable some of the people we have to work with..

It's really not a joke that the Chicago Police Department has not trained the men and women who work in the Districts for ANY mass attack. They will be the first responders and many will probably die. That's the fact. No equipment, no training.

So...what happens if a major event occurs, (bonified or not); using a real event (shots fired by the police, etc.) as comparison, the result is usually chaos and confusion (bosses on top of each other, most of whom have NO experience in anything, issuing conflicting orders and directives), with the end result being time and productivity wasted. Now, extrapolate that to a MAJOR event (i.e., an actual terrorist attack, or even one that turns out to be false). Now, given the inevitable inability to communicate (different zones), the questions of command (who's in charge?), the clash of egos (each deputy thinks he/she is more important than the other, even though most don't have any idea what's going on). Compound that with the fact that CPD units/districts are used to operating by themselves..in a citywide emergency, real or not, personnel from everywhere are expected to function and coordinate in an efficient manner. Based on my historic observations, that is simply impossible.

The person in charge then made the P.O. s line up every 50 feet down the street and stand there for 5 hours. Just another example of clueless bosses on the job. When you talk about evacuating a city just remember a few years ago when the idiot in a coke truck stopped all traffic on the Ryan. After hours & hours in traffic the city completely gridlocked. One goof in a truck. Now think about a real terrorist incident. Do you really think you're going to get out of the city? Where you gonna go? Not trying to start an arguement just asking. Super glad I'm retired and out of Chicago. Also glad I'm out WEST as in Nevada.........

Even if there is a plan for using the police and designated 1-way routes (mostly out for most civilian traffic, a few in for emergency traffic)... they had better plan on enforcing a serious HOV restriction like 4 minimum in any vehicle.
Best bet in any case is to plan for how to evacuate areas. Start with scenarios for evacuating 1x1 block, then 2x2 blocks, then 4x4 blocks.
How to gather and organize the police?
Anyway, I didn't see Fox news tonight, but are they talking about the north and south heavy weapons SOS cars (and maybe now a third)? If so, those were put in place almost immediately after Columbine.
God help Chicago if its planning on using 4 guys in two cars with M-16s as their Rapid Response to a serious terrorist attack. That is beyond pathetic.

say what you want about Swat, the chances are you don't know what u are talking about...for your info, there are 6 sort cars fully equip., as far as terrorism goes yes we are in trouble, be we are starting to get training from the feds for this.... As far as SWAT tactics we have been doing alot of training both in house and out house--- meaning with other SWAT teams and with former members of seal team 6 sent to us from home land security.. You don't need wack to get on the SWAT team but you need to be well qualified... all of us pass a physical fitness test given every 3 months,the test standars are harder than what is expected by a 21 yr old to pass for the Departments power test. we are tested every 3 months with our handgun----test is alot harder than the departments qualification. I would say that atleast 95% of you would fail it on your first couple attempts. Our m4, we are also tested every 3 months.... So anytime you get up the nerve to fill out a application and test and pass everything you'll see how this is now SWAT not HBT.. or if you feel that you need wack so whats the sense of trying I am sure anyone of us would be up for the challenge of physical fitness or shooting.... If you won't challenge anyone of us I would prefer you kept your commits that are incorrect to your self about SWAT......

Active Duty Ranger, 2 years on urban team , Active Duty SF, lots of counter terror, counter insurgency time, combat from Panama to the Balkans. Left Active Duty and came on the job. Pulled out of IRR and sent to Afghanistan. When I tried to get to HBT years ago, I was asked "Who can you call?" Give me a break with the it's all legit bullshit. I'm glad now I never did it. About five or six years ago i was a one man unit travelling to 35th st. when call of "shots fired" came out in building at 3510 S. State st. I was right there and told dispatcher I'd handle it.
Anyway... as i stepped out of my unmarked car saw a guy firing off a few rounds. He took off running and i ran after him. he then directed some shots in my direction as he ran up inside. I called it in and dispatcher called for an assist as I was a one man car.
The following is the honest-to-God truth which I then heard:
"210 (220?) no 2nd District squads are to go into that building per the Commander."
Apparently there had been alot of shooting in that building, some at the police, and they were told not to go in there. I was unaware of this as i was not assigned to 002. I couldn't believe it.
I never said anything over the air and coded the job. I didn't make a case report because, well, I didn't get a look look at him and besides, 002 wouldn't come there, what's the point?
Today, a few years older, and a bit wiser, I'd bust him off over the air. And on this site too!
Give me a break. Are you ACTUALLY going to come on this board and tell us that the SWAT team is legit and that you don't need a phone call to get on board? Theres two funny aspects to this whole story. First of all, we all know that this started out as a beef. Some neighbor of Lt. Serb call FOX because he was pissed off that he saw the squad car parked in front of his home everyday and thought that by calling FOX he would create an expose and get the Lt. in trouble. Imagine how he felt, his anticipation when he knew that at last he was going to see something done about this travesty. I'll bet he was rubbing his hands and licking his chops, frothing at the mouth as the minutes passed by until the newscast came on. The funny part is when it's finally on and Serb is portrayed as a good guy, a soldier in the war on terror. Nice try Mr. Beefer, better luck next time.
The other funny part is when Yellen is told by Serb that he often leaves the squad car at home and takes his personal car to work. Yeah, right. Thats what we would all do. Burn our own gas when prices are at an all time high instead of burning City gas not to mention wear and tear on his own vehicle. The funny part is that Yellen bought into it and then repeated it. I've got some prime real estate in Iraq I'd like to sell this guy.

DO NOT call off your assist car. If you want to be a hero be one for your son,daughter,niece,nephew, or mentor a child who has noone to look up to. The cemetery is full of heros. The quicker that dispatcher can dump those jobs the faster she will hammer the next guy or gal with more bs jobs that call takers shouldnt even take to begin with.
Be safe all and remember by calling off your backup you are only putting your safety second and that should always come first!

Yes they did, and now many of those cowboys are behind bars, the whole Unit has been scrapped and because of it, their IAD has been beefed up to almost 350 officers, and many court cases have been overturned.
The EXACT same thing is brewing here. Mark my words. If their is still an SOS by the end of 2006, I'd be very very surprised.

... all of us pass a physical fitness test given every 3 months,the test standards are harder than what is expected by a 21 yr old to pass for the Departments power test. We are tested every 3 months with our handgun----test is alot harder than the departments qualification. I would say that atleast 95% of you would fail it on your first couple attempts.

What makes a SWAT Team good is not how well they shoot or how fast they run nor if they had combat overseas. It is how well they work as a team. It is what this department lacks the most. TEAMWORK. In the district you can't even get 2 or 3 cars to work together. Everyone is doing their own thing. Yeah there is some veteran coppers who have fought. But some of these same guys can't get along with anyone. Team work is the most important.
The department has a lot of talent. Better than L.A., New York, or any other city but what we don't have are capable leaders. We only have supervisors.
In the military Sgt's lead from the front. They make sure the men are taking care of first and don't ask them to do something they can't.
Yeah you need a phone call or someone has to know of you to get to SOS. Then you can try out for SWAT.
But if you say you don't need those same things to get to a tac or gang team. Mission team or any other assignment outside of a beat car you are a liar.
You could have the most arrests in a district but if you are an asshole you won't go anywhere

A few words about Ron Huberman, someone whom I have never met. Does anyone recall last year when the 9-1-1 went down because of a power failure. Ron appeared in at news conference to explain the dilemma. He had a chart on an easel which showed the flow of power from a single source into the center and that is what failed and the city, the CPD and the CFD suffered the consequences. We held the line then because there were no major events or disasters that were in progress at that time. He then showed another chart which showed that the problem would not have occurred if we had two power supplies feeding the 9-1-1 center. Did he and the other planners of this system ever think that the power might not get interrupted, whether by accident or sabotage. Were the planners more concerned with buying flowers pots, iron fences and hiring trucks. Why wasn’t there two power supplies, are there two power supplies now, Ron?
There was another story on the news, the city had ordered a special communications truck at almost 2 million dollars. It was supposed to be able to take over if the 9-1-1 center failed. It was brought to Chicago and the mayor appeared and said what a great thing this is and how well prepared is the city. The truck went back to the manufacturer to be completed. The news story then says that the truck was never completed, because the city wouldn’t pay the bill. Ron, where is that truck now?
A couple of months ago, Ron appeared on WTTW-TV on a panel discussion on the subject of the city being prepared for a terrorist attack. The panel was moderated by Phil Ponce, and there was a bearded academic there and a female reporter from the Chicago Herald. Ron said in essence that if there was an attack in the downtown area, that there are plans to evacuate the area. He also said that they were not training the first responders in that plan because the planners did not want the terrorists to know what how we were going to do it. The academic and the reporter and Mr. Ponce were way too gentle with him. They should have screamed, the way we should scream now. If there is a major terrorist attack, there will be significant police casualties, because the first responding officers will make many of the same mistakes that were made in New York on 9/11. Then it will be our widows and orphans that scream. If there is such an attack, there will be a congressional investigation. Ron will certainly have to testify, but before he does, I want that congressional committee to see that WTTW tape. Ron will probably have to take the fall for the mayor and will make Mike Brown of FEMA look like General Eisenhower. The mayor will stutter how terrible this all is, how brave we were, how he knew nothing about this, then he will go hire trucks to clean up the mess and plan a monument.

The OEMC was built and opened by the CPD. CFD came later. Think "Corbett", CPD boss (nice guy), cousin or something to Daley's wife. Mt. Greenwooder.
The system went down dozens of times in 1996. Christ, anyone remember zone 10 on NYE 1995? The electronic system went down at 2200 or 2300 or something. Talk about a freakin disaster waitin to happen!
