OK, What's the Deal with Housing?
We looked at the Transfer Order from Friday and noticed that the ENTIRE remnant of the Housing Unit (North) was moved from Unit 765 and are now under the auspices of Unit 142 - Patrol Division Administration.
So, correct us if we're wrong, but D/C Radke's fief is shrinking again? That's like 3 or more units they've stripped away from him in the past year. Was he on the losing side of a bet or a power struggle? Williams seems to be consolidating all sorts of power under Patrol lately. Is this the "new unit" we got hints of? Because we heard it was something completely different. Who has some insight into this (or at least some better insight than we've had)?

Not knowing what the hell is going on, I'd think they're all in 142 on a holding pattern, until they can think of something to do with them.

This was done to get around the arbitrators decision on the special employment ruling. Notice how it went away at the same time CHA special was opened up citywide? Now the city can say that there are no "specialized" housing units and anyone can work it. Let the grievances begin....
That's just it, the crystal ball is a bit cloudy. We were hoping for someone a bit "closer" to the situation than we happen to be at the moment could say.

It is all a budget move. No real changes, but shuffling money from 1 line to another.
There is no more Public Housing. The mayor has torn it down to help build yuppie townhouses. His old man build them to stop African-Americans from moving into European-American neighborhods.

Housing has been reassigned to Patrol Division and its former members are being detailed to CCG (for now) to contiune covering the housing sites. This way the deparment got rid of housing and now 100+ perople are at the whim of the Deputy Superintendent.
By the way the "New Unit" you mentioned before is a made up of a Lt. assigned to 142 and a detailed Sgt. and about 8 po's. It's to handle abandoned bulidngs and such.
I think they violated the contract by breaking up a unit and not permitting anyone to bid out. Did all the Officers want to go to unit 142?

Know your city's history, goofy. The highrises were built by old man Daley so the African-American community would not expand westward on the South Side.
The Dan Ryan expressway was later built to be a buffer. Maybe some of the older European-American officers are on this site lived in one of those communities and can set ya straight. Those plans worked for a few years, but there was still expansion by the African-American community.

Public housing anywhere near downtown in Chicago was built on top of (i.e., to replace) the worst slums. There is a book somewhere with pictures of what existed before the State St. corridor and Cabrini. Not pretty (and also not always black). The Dan Ryan was built by old man Daley to curtail the westward expansion of African Americans.
On another note, I was on the Ryan yesterday and saw the last of building in Stateway or Taylor half demolished. Is that 4101, or is it already down? In either case, I think the rank and file of the CPD ought to hold a memorial service there for Michael Ceriale the minute its down.
In 50 years it seems likely that people will have no idea what took place there.

Built in in the middle of the third biggest city in the country, being centrally located, and providing access to downtown. I'm not defending or attacking the construction, nor suggesting that it worked. I'm merely stating the subjective intent. It was built on top of the black ghetto of the days as a push-back and barrier. Don't believe me? Look at a demographic map of Chicago at the time it was built. One side: Bridgeport and Canaryville. Other side: Bronzeville, and a whole bunch of other neighbhorhoods that had already turned over since 1910.
The ghetto still "bled" around the Stateway Gardens, Taylor and Taylor Extension by doing an end-around to the South. Whites were still prevalent south of U of C immediately after (but not for long) WWII. THey were still in Canaryville, New City, Englewood, South Shore, you name it.
But up to 51st street or so, it was the western barrier (together with the public housing along State) to immediate westward expansion into Daley's neighborhood.
Totally retarded thinking anyway. Instead of creating a government monster in the middle of the city, which merely encouraged the flight south, southwest and west, the city should have demanded that the burden of public housing and section 8 be distributed everywhere in the region.
Hell, they should still demand that section 8 vouchers be limited in city neighborhoods and evenly distributed on the north shore, DuPage County, Will County etc. And if any of those places don't want it, then Chicago shouldn't have to suffer from it either.
Lets get the facts straight. The Dan Ryan was built so brothers could take their hoopties out and pretend they be in the Indy 500.

CHAC vouchers were the latest and greatest social experiment by our touchy feely coddling Democrats. Instead of government run public housing, they privatized it and saved themselves the embarrassment of poorly operated housing projects. They have placed these poor and down trodden in middle class neighborhoods and gave them the opportunity to see how the other half lives. They will eventually live like contributing members of society. In the meantime though, crime rates have risen dramatically in otherwise "safe and stable" areas of the city. Instead of weeding this city in the garden, they have just spread them out to infect the rest of it.
But the greatest problem with it all is the concentrations. If someone promised me that the first section 8 voucher on my block would be the only and last section 8 voucher on my block, than I'd deal with it. Hell, I'd go and introduce myself to the new family and do whatever I could to help acclimate to civil society.
But nooooo. The way the system is run, right behind the first is the second, third, fourth ad infinetum. Just the threat of that makes me oppose the first.
Now promise me that this burden will be distributed evenly throughout the nation and I'll shoulder my share. But ask me to stand in the way of the Englewood tide? Uh uh.
The Democratic party killed what was once a great city. Last taxpayer out please turn off the lights.

I couldnt agree more with you. Why should I have my buildings in Englewood when I can have them up in Norwood Park and get more bang for my buck. Plenty of rentals so that means mucho money for me.

In the 1950's Detroit was a world class city. It won awards and was a model for other city's around the world. Many of the largest companies of the day had their corporate offices there. Many of the Dow Jones Industrial stocks were located there, etc. The DEMOCRATIC Party was in charge.
During the 1960's the business model began to change. The social climate began to change too. The suburbs expanded,the inner city began it's slow decent into decay.
The 1970's and 1980's witnessed the race hustlers and poverty pimps take over (aka Jesse Jackson, Al Sharpton, wanna-be's)..The rest is history.

Hey, don't just pick on us po' black folks. I own a condo in a northside district. In the past 4 months, 3 units have been sold and new tenants (all white), have moved in. What was once a nice place to live, is slowly becoming "White Trash City."
They throw cigarette butts all over the place, can't be bothered to pick up any trash around outside, leave the front door open (raised in a barn, I guess), and can't be bothered to change a burned out light bulb in the hall (it's a small building, so with the exception of lawn care and cleaning, we're all supposed to chip in).
Talk about lazy. With the exception of 4 other people in the building who help out, the rest of these white yuppies have a renter mentality, meaning "it will get done by someone, but not by me."
It's all in how you were brought up.
Some of the highrise were built during WWII to support the workers for the war industry, but not all the Robert Taylor buildings were built at that time.
Mayor Daley I moved blacks into more high rises because of a booming African-American population coming from the South. He and other white leaders were fearful the population shift would change the city. Stop thinking of it in a 21st century mode and look at it from a 1950's/60's viewpoint. Race relations were piss poor and the emerging civil rights movement scared white people. There were real estate laws specificly set up to prohibit minorities from moving into white neighborhoods.
If blacks had been treated fairly in the 1940's, 50's and 60's the city would be much better off today. White leaders of that day are to blame.
Gee why didn't they want to live amongst minorities. Look at the way they improved Englewood, Austin, Pullman etc.
Look up the Gautreaux decision (its discussed in a link on the chicagohousingauthority website). The day a Federal judge ordered dispersal of public housing into white neighborhoods was the day that no more public housing was built.
No doubt ABLA was originally Italian, so I don't dispute that someone may have had a good non-segregationist intent when they were first built. It was clueless leftism, but still not necessarily ill-intended. But by the time Daley Sr. was involved, it might as well have been put in the hands of the KKK.
Could the KKK have come up with a better system for oppressing poor black people than the public housing/welfare state initiated by the Democratic party?

An excellent post that I agree with but...where did they get the money to buy those condos? Did CHAC give them the voucher to have the federal govt. pay their mortgage for the next 15 years? I didn't think so.
I do know that CHAC will do that if you follow along in their little program and you qualify. Since when did public housing equate to a free house paid for by the government? Did they figure in maintenance costs in their figures? Or is that paid for as well?
I agree that how a person is raised has a lot to do with our current social situation, but to what ideals and standards?

Our "medical deviations" include Injuries on Duty something the private sector does not include in their sick time usage. Also when was the last time you got punched in the mouth at work or kicked down a flight of stairs while at work.
