I just transferred into a district with a red light camera and have been told of officers in squad cars getting tickets for going through it. I haven't spoken directly to any one who has gotten one of these tickets, just heard about it. So if some one gets cited for a violation of MCC 9-8-020(c) or 9-16-030(c) while in a squad car, please notify your unit rep and the FOP. Because “MCC 9-102-020 (b) The provisions of this section do not apply to any authorized emergency vehicle or…” Nothing about being on an emergency call or having your emergence equipment activated.

Under Chapter 9-4 Traffic Definitions And General Provisions. 9-4-010

“Authorized emergency vehicle” means any vehicle of any fire department or police department or the city’s office of emergency management and communications and any repair, service or other emergency vehicle of a governmental agency or public service corporation authorized by the superintendent of police.

SUBJECT: 3rd Watch Update

Supt. Cline since you appointed me to advance your vision for the CPD I am giving you a semi-annual update on Watch Operations here in the 023rd District. The following are the High points since my arrival for Command in Aug2005.

1. I have taken a Watch that had the highest seniority for all 3rd Watches city wide and lowered it vastly. I foresee utilizing reverse seniority to fill vacancies in the coming months.

2. I have driven off almost 10 officers from 3rd Watch and the District altogether.

3. I have implemented a dress code for Tact/Gang teams.

4. All Tact/Gang Teams MUST report to me upon their arrival for their tour and STAND INSPECTION at all MY roll calls.

5. I utilize SGT.'s to conduct MEDICAL checks on 23rd District personnell regardless of residence and have them report to me the nature of these so called ailments these officers suffer from.

6. I have increased the number of SPARS and SUSPENSION DAYS given at the District level.

7. I was almost successful at getting an officer into the Behavior Alert System for Medical Abuse but my Lieutenant would not concur w/ me since this officer turned out to be seriously ill.

8. I have almost completed all those books you recommended to me on LEADERSHIP skills.

9. I am being called down along with the DC to a Grievence Hearing regarding a Matrix I initiated to combat chronic crime conditions in the 23rd District.

10. There are currently 5-8 officers on 3rd Watch who are bidding out of the District since openings were announced last week.

11. I have also instituted a Rating System that I use in the District for 3rd Watch Personnell.

I will report back to you a synopsis of my first yrs. successes in about 6 mths. I just want to remind those of you that I am a VERY smart man. One more thing, I don't understand why everyone around the station are calling me Captain of the Titanic?
Didn't that ship sink?

ANY RECOMMENDATIONS FOR BEST LASER AIMER FOR GLOCK COMPACT?

Can anyone comment on best LASER aimer for my compact Glock pistol for off-duty concealed carry.

zone 6 was insane today. 8th district 2nd watch put two primary beat cars down. great help from outside and inside units in grabbing three cell phone store robbers with gun and getaway car recovered. should clear up lot of robberies.

Someone Please find out how many Sworn Members we have right now. I was just reading Chicago Magazine (Feb 2006) and it stated we had 13,500.......That is a fucking joke. Every Unit is short. The D Unit is beyond Short...No wonder why the clearance rate is in the shitter!! Some one should pull the numbers and start asking questions!!! When you ask the union they don't know shit. We have to do everything ourselves.
Protect each other B/c no one else will!

More importantly, look at A/3 and one Sgt in particular.

Meritorious promotion to Sgt. then went to A/3 D-Unit without ever being a detective.

Why are clearance rates so low again?

How many PO's are there?

Less than 10,000 Patrolmen with about 1/2 having less than 10 years on.

Minus all the housemice, the Kool-Aide drinkers, the sleepers, etc. probably about 30 cops working the street.

But they work very hard.

For the Glock/Laser question;
I strongly recommend the Crimson Trace grip system. The Lasermax was uninstallable in my G-21. Spend 1 week trying to install, tech was no help. I own a little S&W J frame with Crimson grips and they work great. Just awesome. Hope this helps.

Just because someone has detective division experience, does not mean they will be good D unit supervisors. A good supervisor can learn on the job, this is not brain surgery. Maybe some detectives should be held accountable for the low clearance rates. Don't take the promotion if you don't want to do the job.

Someone should investigate the funding of the CHA and where it goes. How about $300 fee charged by management company to "maintain" vacant apts. at Cabrini. How about fees paid for "housekeeping" if a tenant (mother of 9) can't keep her house clean. 3 lessons I'm drawing...

1. If you are going to screw with another city worker in this way, you'd better search them! Putting somebody in the back with a police radio on em? Seriously, somebody deserves to be fired just for being stupid enough not to think this one through.

2. There is NO way the TMAs should be on a police frequency. Literally, NO WAY. I realize they are based out of the OEMC, but give them a frequency with CTA or something. Something that is NOT RECORDED 24/7.

3. And a lot of people may need reminding that police radio frequencies are taped. And if someone pulls the tape, its not getting destroyed anytime soon and possibly ever.

The idea that somebody put a "prisoner" with a police radio in the back of a wagon seriously has me thinking 10-15 day suspensions. Incredible.

And all of this is REGARDLESS of whether the "arrestee" was innocent or guilty, wrong or right. She could be a serial killer, and these guys still f***** up in processing her.

Finally, once this was on tape and on record, they DEFINITELY should have found something to charge her with.

There are so many things wrong with this story that its hard to even start with whether these guys are going to be shot, hung, drowned, beheaded, pushed off a bridge or what. God I hope it ain't anybody I know.

Tim Kusinski was beat off in high school and he's only gotten worse. He was sitting next to me a t a party sometime during his first 15 minutes on the job lecturing some guys from 016 about the real police. Oh yeah, he used those words. I don't know where e worked at the time, but I know he wasn't walking around Harlem with fuzzy handcuffs and a water pistol. My brother ran into him at a party the Friday before he started the academy. Super Cop was still a PPO at the time. My brother told him he was starting on Monday and cum stain sniffs real loud and says what makes you think you can be the police? My brother says, well if you can do it then it can't be difficult. That guy is one of the biggest strokes I've ever met.

Here is a Tim Kusinski story for you. . .

Probably about ten (10)years ago, big Tim Kusinski was off-duty when he stopped into the Dunkin Donuts drive-thru at 2335 N. Cicero. While in the drive-thru, he notices a subject enter the store, pull out a shotgun, and proceed to announce a robbery. He then sat in his car and watched the employee open the register and hand over all the money to the offender. What did Tim do next you ask??? Nothing. He waited for the armed offender to safely exit the store and make good his escape, at which time he drove away himself.

Now you may be thinking that he did the smart thing, as he was alone and off-duty. However, if you know the layout of this location, Tim had the drop on the guy. He could have easily obtained cover and taken the guy out as he was leaving. The fact of the matter is that he was too scared to do anything, which is why he did nothing.

If you don't believe this story, go ask him about it and see the look on his face when you bring it up.

In reference to Tim Kusinski, I don't know him nor have I herd the story until now, but I say good for him. He drove away and is alive to tell about it.
No bullshit law suit from a third party puke who questions the officers actions if somebody besides the badguy gets hurt, for which by the way, city will pay out to "make it go away" leaving you open to civil action for which you will have to pay.
How many times do you here about 2 year on the job cops, jumping into an incident, not knowing several factors.
Is there a look out who actually has the drop on you? Is there a getaway car with an armed driver who is ready to take you out?
Are you ready for a possible hostage situation when this robber freaks out and goes back inside.
Come on guys! Haven't you learned anything yet? No Vest, no radio, no backup, no fuckin way. It's not worth your life or giving up your home to the robbers estate after you blast him away.
When your working, and in uniform or plain cloths, do your job and catch that asshole, but when your off, your off. Call 911 and report it. Stick around to give responding coppers info or just drive home and live to tell about it. Was he scared to take action? Mabey. If so, I can't blame him and you shouldn't unless your there. He might have thought the situation out and figured in factors to stay his ground such as the ones I just mentioned.
Remember, your family needs you.
Unless there is a direct threat against you or your family, think about your actions. Think fast of course, but were trained observers.

Ok people. Nice job putting out some of your responses to the residency post. I want to hear more. Better yet, lets direct our complaints to the union and hold them accountable to put this on the table. Looks like there are more of us who want out of this city, than who want to stay so let the power in numbers work.
Sure there will be many who say go back to walmart if you dont like this job, or some who say you knew the requirements when you took the job. Bla Bla Bla.
Well, If I can find another job, I'll be out of here faster than a fly finds shit. As for knowing the requirements when I took the job, At the time it was much more affordable to buy in a nice area.
Im not going on the west side for a free $6000 down payment assistance for the officer next door program. It would cost more just to put up a 16' fense around my property and hire armed security. No im not going South where I have to drive through shit just to get to work and back.
I \ We deserve the right to live where we want. This is America. Well soon to be Amexica, but still were the only ones under machine control. Hopefully the feds will send daily to 26th & cal and get him out of the picture.

I just found this page on the web. Interesting. As a county policeman (no, not a bailiff or jailer), I see CPD and CCSPD share some the very same follies. Hell, he even have some CPD transplants enjoying a pension and an exempt salary! That explains it!! Now for my "rant".......

Monday is more than a day to pull some holiday pay, BBQ, drink and beat your spouse. Our veterans worked hard, some sacificed their lives and others were demonized on occaison by people whom drink far too much kool-aid so that you can pull a holiday check, paint your deck, BBQ, drink and beat your wives.

Freedom is really a misnomer. Ain't a god damned thing free in freedom.

God bless our police, God bless our veterans, god bless their very existance.

And don't forget: FLY YOUR FLAG PROUDLY EVERYDAY!!! It has no business being folded up in the kitchen closet the other 360 or so days of the year.

But, but: "I don't want to ruin it by leaving it up year round?" No problem. Buy another one. Take the ruined one to the American Legion or VFW where they will properly and honorably destroy it (yes, there is rules on how to do this!)

This country is full of short memoried hypocrites. After 9/11 we all hung flags. They got tired of looking at them, and threw them out. With this apathy, we as a society have bigger problems than Cline, Sheahan, Dart, Stroger and drinking fountains full of kool-aid!

The story about Tim Kusinski is true, and how I found out about it is unimportant. As I said, if you don't believe it, go ask him whether or not it happened. He spoke about it freely to certain people back then, so I would imagine he'd be just as willing to talk about it now.

You're the fucking police, first and foremost! If you can't be counted on to act when the shit hits the fan, then who will? The fact of the matter is that he himself stated he had the drop on the guy and didn't act because he was, in essence, scared.

So I don't want to hear all the crap about no radio, no vest, no backup, blah, blah, blah. . . What if that was your family member working inside that store?

I'm amazed by the fucking pussies on this job who are too scared to do anything but write their bullshit movers and parkers for fear that any real police work will bring them either injury or a lawsuit. If you're so scared, perhaps you should consider a career change. I hear WalMart is hiring.

Parra is a Lt.now not a Captain, he should still be a patrolman because he has been meritorious everything and hardly worthy except for being on the LAPA train,although he did get in a shooting a couple years ago on days in 009 at 39th/Wallace, so I will give him that,but that's all.

Kevin Dillon is the real boss on that watch.

I think a lot of people need to honestly assess why they are on this job. Are you here because it's a "cool" job and you can impress people with the fact that you are the police? If so, go work at 35th and Michigan, that way no now ever has to count on you.

I was a PPO many years ago when a "shots fired by the police" call came out. I was excited until this "veteran" I was working with turned the other way and told me "we don't want to be anywhere near that".

I live on the south side, so I must be a hillbilly. I work in TRU so I must be a 2 year wonder.When I was on the tact team I was a 2 year wonder with 3 years that was required to be on it. As I've stated in my previous posts, if you don't believe the story, go check it out with Kusinski himself. I'll say this though, many people know Tim and nobody has presented a different version of the story.

When I initially heard of this, I was floored by his level of inaction. So much so that I've never forgotton it, and I'm only relating it because it speaks volumes about what can be expected of him as both a police officer and a supervisor.

So feel free to believe what you want and go right ahead defending him about an incident you know nothing about.

in regards to the tk incident he was off duty and w/o the proper equipment so i dont fault him for not getting actively involved. the offender wasnt physically hurting the worker so observing is his personal choice. however driving off w/o telling the r/o's what went down in this serious incident is ignorant. in regards to what if he had a lookout or if theres a armed getaway car waiting etc.-brothers and sisters ur the police if u havent learned how to scan the block your on god help u and us.now about having the drop on this guy, idont know the layout of this place nor have i been there so i would have to have been in this situation at this place to say if i would get in a shootup.but as im sitting here writing this i have an idea of how to go about it.

First, stop believing the jag who says he's from TRU saying he's the real police, he's obviously not and just wants to start shit and everyone falls for it. As, far as the supervisors leaving, they all went on to bigger and better things, plain clothes, take home cars, days, etc. not because they didn't like the unit, it is a supervisors paradise, same with alot of the coppers, narcotics, vice, 35th st, some that went back to districts got days, or specialized day teams, some were disgruntled, but every place has their malcontents, it's a great place for the P.O's as well, long lunches, no radio assignments, citywide, free to hunt, no pressure. The average time in the unit is between 5- 7 years.

Sorry for the rant, I'm just tired of some people trying to start shit between the unit and districts, and the other people who have no idea what they are talking about.

You and every other officer took an oath to protect life and property. Sometimes that means putting yourself in danger, either on or off-duty.

That fact that you approve of another officer failing to take any police action during the course of an armed robbery speaks volumes about you as both a person and an officer. You are a pussy who puts yourself before others!

Have a great career, coward! You can look back one day and relish in the fact that you're being a police officer made absolutely no difference in the lives of anyone other than yourself and your immediate family. How sad.
