Laughing Stock of the Nation

First, the City Council sticks their beaks (haha) in the whole "foie gras" debacle, banning something that was eaten by about 500 people in the whole metro area. If there wasn't a market for it, chefs would've stopped serving it - let the market decide, not the Aldercreatures.

Then a few weeks ago, the City Council decided that loud parties would be next on the hit list:
  • It would require live music or electronically generated noise emanating from "any private open space" between the hours of 10 p.m. and 8 a.m. to be no "louder than an average conversational level at a distance of 100 feet" from the property line. That's roughly four city lots away -- and a compromise from Suarez's original proposal of 75 feet after 9 p.m.

    If police officers can hear the noise from 100 feet away, they would be empowered to write costly tickets: $300 for the first offense, $500 for the second offense within a one-year period and $1,000 for the third violation within that year.

A worthy idea, but unless we get manpower, an essentially fruitless endeavor. And now, the Aldercreatures have really jumped into the realm of insanity with their latest:
  • Aldermen determined to restore peace and tranquility to Chicago neighborhoods introduced a pair of killjoy crackdowns Wednesday -- one establishing a 10-minute time limit on dogs barking outdoors, the other empowering police to impound ice cream trucks that play music after 7 p.m.
Barking dogs? Someone better notify that sergeant at the Animal Abuse Unit. Impounding ice cream trucks? QUICK! Anyone remember how to inventory perishable goods contained within such an impound (if we recall correctly, it was on the Sergeant's test in 1998). With the "Project Safe Summer" and uptick in shootings, killings and the like, is anyone seriously going to be giving any thought to loud parties, barking dogs or ice cream trucks? These aldercreatures are hilarious. Thank goodness we've solved school funding, Hired Truck, patronage hiring and everything else going on that we can devote time to these monumental social ills.

The barking dog ordinance is just one more tool for neighbors to use to harrass each other. Its CAPS at its best. The next thing our "concerned citizens" will be demanding is that we enforce this ordinarnce. It is, afterall, a quality of life issue. Who cares about the other stuff. Afterall, everybody isn't getting robbed but certainly everyone is distressed by the sound of a barking dog.

Those idea's were in support and proof positive their worth the $5,000. raise. Rugai yr's ago got rid of ice cream trucks due to accidents, and she was the 1st on wanting the the 10 min. limit on DOG'S GONE BARKING.

Suggestions:
Teach the dog to howllllllllll.
Link up party blast with IPod's
Throw a ice cream blk party with IPod's. The booter's can handle the trk. Prblm. solved.

what we should be complaining about is the 20% raise they are going to give themsleves. We get a 12% raise and they take away our benefits. Why do they need to make 100,000 per year for a part time job? Why isn't our Union raising a stink.

Someone needs to say this, THERE IS NO SUPERVISION ON THIS DEPARTMENT. For anyone else who worked in another state, or another department, the Chicago way is embarrassing. If every cop really did there job-and yes, many go beyond, but MANY do NOTHING, our manpower would be adequate. It is the culture in this city of NOT supervising that creates lazy whiney cops who think they're entitled to everything when they wouldn't last a month in a real job. And SCC, I usually agree with you, but if you've ever been to the same ghetto house 100 times in a summer for parties, you'd appreciate the noise ordinance. Think of all the lazy asses at 35th, think of every cop who drives by another without backing them up, every cop that stays down on an alarm for 2 hours, every ghost payroll job, every slip held, every extended lunch, every dick who takes his coffee and lunch before even thinking of coming to handle your job, every sergeant that goes home for 90% of his tour, every cop that goes on the medical half of every year ETC ETC ETC. You can't have it both ways SCC-you either want more cops on the street-therefore a supervised group of cops that actually work, OR you love this system of Chicago style work ethic. You can't complain about "manpower" and have it both ways.

Edub, I agree 100% with you and I'm a supervisor. We, meaning the supervisors, are partially responsible for creating these guys. Most of the DOGS in my district have at least 10-15 or more years on the job. Did they become DOGS overnight? No, they did not and I'm willing to bet that no white shirt ever stepped in and laid the law down when this kind of behavior was first noticed. Why you ask? Because it's easier, thats why. It's easier to look the other way and ignore the fact that they do not respond to jobs in a timely manner, do not backup their co-workers promptly, do not generate any activity on their own. It's easier for a Sgt. to disappear all day and not respond to any jobs or make sure that their subordinates do. I once had a Inspector tell me that if the Sgts. were doing their jobs, the City wouldn't need the Inspectors. He was right.

I ask my people to do a couple of things. I want them to respond to their jobs as promptly as possible. Once there, take as much time as you need to complete your assignment, but please get there quickly. Handle the job properly, don't just blow it off or not even go. Remember, when you stay down on jobs, the only person you are hurting is the guy that works the neighboring beat. Your not hurting me, the Lt. nor the Capt. Your only hurting your colleagues. Be there when we need you. And when I say we, I don't mean me, the City or the command staff. I mean the people you work with, you know, the guy on the next beat over. And most importantly, when you hear another copper calling for help,GO!

Simple things right? Not too much to ask,right? But you would be surprised how many guys can't even do those things. You would be surprised how many guys I see going the opposite way on a robbery in progress or similar call or even a 10-1. But yet when I say something to them, right away it's Sgt....... is a J/O or this or that.

Some of the B/S reasons I've heard for staying down on jobs while everybody else is working their ass off are incredible. To me when a copper does that it tells me that they have absolutely zero respect for the people they work with. And I've got no problem with taking them aside and telling them verbally or putting it on paper if needed,that those kind of things are not acceptable.

Ome more thing. Yes, I do take jobs, sometimes more than the I should. And I take care of my people any way and any time I can. That is the workers. But I will also do whatever I can to make sure these DOGS understand that I will not tolerate tham endangering the lives of their colleagues by staying down on jobs, not going to their jobs or blowing them off so somebody else has to go later and handle them. Now go ahead, rip away.

IT sounds like you are doing everything right-I have worked for sgts that recognize and take care of the workers, and I have worked for sgts that just want to be left alone. As for the theory that change must come from the top-that is called an excuse not to work. Why should I stop selling dope, collecting a welfare check and fathering 8 kids with eight different Moms? When the white man stops keeping me down I'll change. Guess what, black men and women get out of the ghetto and succeed. All we would need is a few more coppers dropping the "this is the Chicago way, we're victims, we can't do anything until Dalye changes" attitude, and we could start to rise up to the level of respectability. Just watched the 12'clk. news and saw the TMA supervisor who was arrested in full uniform(even holding up her badge so the cameras can get a close up of it)holding a press confrence with her attorney. She is alledging she was arrested and physically abused for not fixing a parking ticket issued by a traffic aide to a on duty foot officer on his personal car.A question to the people in the know,doesnt the same G.O.'s apply to them?Giving a news confernce in a city of chicago uniform?
Last night I ran a 5k run for Chase Manhatan Bank and the whole race route was ran by TMA.As I was running by different road blocks I couldnt help to notice all their personal cars parked on the side walk. All of these vehicles had on their dash board a placard which was yellow and stated OFFICIAL BUSINESS CITY OF CHICAGO.Why are these TMA getting these placards while footgiuys get nothing for their vehicles????If I worked in 001 I would make it my mission to find these TMA vehicles and tag 'em regardless of that placard!!

Promo test for EVERY possition. Det to Supe. The test is simple. 400 multichoice questions on scantron right out the GO's. Get your results back within 10 min. Study your balls/ovaries off and best "thing" wins.

Can't cheat, can't get the answers.....sorry, questions before hand. It's all there for the dedicated.

Cause think about it, what is a supe supposed to do. He's supposed to know exactly what to do at any given moment.

We'll address a couple of your statements. You can tell us if we've answered them to your satisfaction or if you want further info and opinion.

THERE IS NO SUPERVISION ON THIS DEPARTMENT Sure there is. We see lots of bosses all over the place - oh wait, you mean QUALIFIED supervision. Well, there is, but it is so diluted as to be a rare site nowadays. "Merit" means political hacks and we have our own questions about the testing/grading processes. As more knowledgable supervisors leave, they can't pass on their knowledge - look at the dicks. Not as many vets teaching the young kids how to do a good investigation and the clearance rate shows it. Same thing throughout the Department. This also ties into the "lack of supervision" - if you aren't taught how, it isn't going to be done.

We've been to the ghetto parties and we've shut down a few. But we haven't done it by our lonesomes - we've brought plenty of help. We also know that a noise disturbance is something like a 3B job and in a hot district, will be ignored most of the night in lieu of shots fired, batteries and the like. And if you get a noise disturbance in a hot district, your backup is probably somewhere else. Just like you shouldn't go on a domestic while 99, you probably need to evaluate going to a party 10-4. We'd prefer two 10-4 cars minimum and a third if possible - which usually isn't.

We aren't sure if we are misreading you, but we don't see where we've supported the current system. We're always ragging on the manpower situation and the gang teams being pulled out of districts and the rapids doing 3 hours somewhere else, etc. Long lunches, sitting down on jobs, drive by waving, "unavoidable TVB's" and the like deprive coppers of well needed backup Supervision is only part of the problem as a lot of the supervisors we see are handling as many jobs as a beat car (mostly alarms, disturbances, dope jobs, and backup, but jobs that need to be handled anyway).

We are close to being a complelety broken department - some say we are there already. But we see more than a few people where we work who are just "glue" enough to hold it together. We just worry about when they hit the wall, because we are very thin.

Ive been in 001 a short time now. What a different world. Been on a mission to find the TMA's personal car. Havent found any yet. See lots of them taking the bus. So they are probably in the parking lots of 001, OEMC etc. But when i find 'em gonna ticket them

Thanks for the response SCC...I suppose I came across as more polarized than I am...my opinion is simply that if every officer on this department was willing to do their job to the best of their ability, the amount of time they are required to work, and with supervisors who hold them accountable, we would have enough manpower. There will always be calls for more police-I think (as you may partially agree) the real call should be a police academy that is not afraid to kick out dogs (ours is about the hardest academy to get fired from in the COUNTRY), a fair promotional system, a disciplinary system that is not afraid of clout or race (*see below) and real accoutability. *I've worked in several places, one of them being 002. On first watch there is an officer who is black, and his total activity for 2005 was 2 PARKERS. I was there a few years ago, and a white sgt. sparred him a few times for things like staying down on jobs for hours and calling a victims# off a pdt and 1Frank ing jobs over the phone. Every time a spar comes down, he claims racism, and that's the end. Ask anyone on 1st watch in 002. I call everyone out on their b.s. regardless of race, and I suggest the real police elsewhere do the same. I'm not afraid of the city, or of sticking up for what's right. If there were a few thousand more like minded people, (and this site definitely helps) things would change.

Yes there are dogs on this job and dogs turn workers into dogs because workers get tired of handling job after job while the dogs milk their jobs.But then we are our own worst enemy, even the f.o.p. has told us not to take 10-4 jobs as a 99 unit w/o an assist car. But what do we do when we work 99 and get a dist.,alarm,sus.person,etc... Squad I dont need a backup I'll advised if I need help. Fvck that make this dept.come to full strength on manpower.Ask for that assist car and if a back log occurs fvck it,let the sgt.'s start handling some jobs and after a while they will start micro managing these dogs to clear their jobs in a timely manner. Remember the sqeaky wheel gets greased!

I went to the Academy with this idiot that we all thought would wash out. Little did we realize that she had heavy clout.

I see she was made detective (as if that was fair) then made Sgt in just a few months (she cold barely write a report, let alone know if one needed correction).

Then she was appointed to 018 (there's that clout again) was there for what, one week? Then appointed to the Academy.

So a brain dead, clout-heavy, detective and sergeant at the Academy.

And we wonder why most of the PPO's are coming out of there so screwed up.

It really isn't a mystery.

tma's, as usual the news got it wrong!!! the tma that was almost arrested was a tma supervisor who was told to stay out of the intersection, refused and then when the p/o went out to the intersection to tell her to leave, she elbowed the p/o, at which point he arrested her, but the W/C in 18th,2nd watch refused to approve prob cause and she was rwoc.

When the Police Department inspects a business, they typically get approx. $100 a pop.

This "Sgt" wouldn't begin with an "O" and end in an "gliore", would it?

It was 14 years ago, but I still remember being assigned to the midnight shift (for three consecutive periods (That's right: Remember when we didn't have watch assignment by seniority?)) and my neighbor's two dogs barked constantly while I tried desperately to get some sleep! I salute the aldercreatures!

I know it isn’t Sgt. Odliore, she is still in 018 and is a very good Sgt. She is treating the P.O.’s good and has made some very good decisions on jobs. I’ve also seen her stick up for coppers on her watch. Would work for her any day over some of the other Sgt’s out there.

To the 3:36 post what do you expect from a district where the District Commander Marainne Perry put in the CO book no white Officers are to work the desk and then beef about SOS coppers harrssing her people in the jets even though they were sent there because her Officers were not making many arrests or doing any police activity. The bosses are scared to death if you hold a minority accountable. Look at that fool Alderman last month beefing about the killings in his district and wanted Cline out, if Cline held the District Commander or Deputy Chief accountable in that District they would be whining how it's racist that they should be held accountable. You have to wonder which political organization put those bosses in that position.Any one know.

Asshat, I'm not a PPO. Got a bunch of years on the job. I know she is a good Sgt., like 95% of the Sgt's in 018, would work for her any time. If your bitter about Sgt Ogliore getting becoming a Sgt., get over it. She is good people and would work for her any day.

Keep telling yourself that moron and hope she never has to write paper for you. The first thing that she will do is insulate herself and hang you out to dry...that is unless you have the same clout that she does in which case you're a worthless ass too.

"Bunch of years"? Please don't fool yourself into thinking 3 years is a "bunch".

Go hide in your whole. For the working police, she will be a nightmare.

1:50, I remember working midnites and coming home to my parents house (was saving up for my down payment which I saved in 2 years... good parents). I'd come home and the dog, a black Lab, would hover over my bed panting on my head. The dog was adorable, and it just wanted to gooo out. I just wanted to sleep, so I'd let her out.

2 minutes, TOPS, and WOOF WOOF WOOF, as the dog started barking at all the kids walking by going to school. So maybe 10 minutes and then I'd call her in, hoping she was done.

This went on for two years. I'd have strangled any neighbor who called on me (most of the neighbors were employees of the CPD in one way or another).

So its a tough spot. Sometimes a dog just wants to be outside barking, and it doesn't want to come in. The ordinance should say 10 minutes from 10 PM til 7 AM. Other than that, its the nature of the city.

The barking hurt me just as much as it hurt anyone else, and outlawing barking is like outlawing some of the best doggies out there.
