Defense attorney Joel Alan Whitehouse thought something was fishy about Chicago Police reports saying his client Jose Hermosillo was caught with $100,000 of cocaine in a Nike shoe box.
Whitehouse, a former Cook County prosecutor and a licensed private detective, said he tracked down witnesses, listened to police radio transmissions and eventually determined the arresting officers had stolen the cocaine from a drug dealer in a home invasion earlier that day in 2004.
Whitehouse -- certain the plainclothes Special Operations Section officers planted the cocaine on his client after he failed to cough up money -- went to Cook County prosecutors, who quickly dropped the case on Jan. 17, 2006, and launched an investigation.

It doesn't seem to crazy, even in your recap: they may have said something REALLY stupid over the zone like,," I'm in the spot, call me on my cell," or ," I got it," etc. The same thing happened to the PREVIOUS group of 7th Dist Tact guys in a similar instance, if you recall. It was the zone tapes, recovered WELL AFTER the incident that damned them in state then civil court. I believe two of them were involved in the Ryan Harris case, no?.
How bout it, his client, just getting out for a federal drug case has miraculously cleaned up his act? And it is so unbelieveable that he would have any more dope laying around, something is fishy here!
I doubt that's how it really went down. I think his story is one of many stories/cases that culminated in a bigger investigation. He's just an attorney that wants to get a jump start on his case so that he gets attention and later on files a big civil lawsuit after these guys get charged. He knows how to play the media and what it takes to get some money out of these tragic incidents. Although his specific case may not have validity or merit to it; considering the numerous individual cases behind this scandal, it will carry some validity and weight in civil court later on. Wait for the Civil Suits to be filed soon after the indictments come down.
I wonder if they will have Union Backed attorneys or will it come out of their pockets?
What's the word on when the indictments are coming? I thought they would have come before the extended holiday weekend so that the top brass would have a few days before making comments to the media.

They say the upcoming vice/prostitution scandal started a while back when one of Ron Huberman's friend was shaken down by members of the prostitution division of the Vice Control Division.
Many of us know federal agents either by being on the department or just fellow friends who have elected to become FBI, DEA or ATF agents.
Some information that was "leaked" from a federal friend says that they have more than a few OCD vice personnel on tape who had very sticky money counting fingers. The Feds even had FBI agents, "plants", as johns get arrested with a pocket full of money and breath as if they were drunk and drinking all night. Need less to say, the cash was either inventoried short or not at all.
Stay tuned for what looks like back to back police scandals that are going to hit the police department.
Now my personal opinion is that the Feds are going to make the department look very corrupt right before they take Daley down. Making it look like Daley ran a very dirty City, from Trucking Scandal, People dealing Narcotics in the Water Department, S.O.S. (the hand picked heavys of the department) doing BIG SHAKEDOWNS to the OCD Prostitution money thefts. Although we all know that Daley isn't personally involved in any of these activities, it will make Daley's City look so dirty that the Federal Jury will have no problem convicting Daley on what he might be actually charged with... if a criminal trial ever came to be, not withstanding a plea by the Mayor if charged.
One thing a Fed friend told me is that they do not want the SOS scandal and the Prostitution Scandal breaking at the same time. Because the SOS scandal will be handled via the local level, they don't want that large scandal over shadowing their Federal case against the OCD personnel.
Between SOS and Prostitution cops, there has to many of sweaty sleepless nights going on. Sometimes anticipation can be worse than outcome.
P.S. I am sure this isn't going to help in our upcoming contract negotiation.

If you ask me most Sgt's Lt's Capt's dont know shit, never testified just cried in the jury room " i dont know why im here " maybe because some smart officer put your name on a report and you will have to explain your stupid fuckin actions 'or you call the asa and cry to get out of it' I hear that from asa also. because you don't know shit and that you wear that white shirt and now you know everything. I heard the same rumor that the G was investigating members of SOS for stealing from citizens in LA after Katrina. Some else said that one of the guys who is under the spot light even admitted to being down in LA. From what I have heard he wrote a long defense letter to the blog talking about his life contributions to the world. I dont know him I only read his intials BR. If this is true then he is a fool for doing that and does not think for himself.

SUPT. PHIL CLINE WILL SOON BE PUTTING IN HIS PAPERS AS WELL AS MANY OTHER BOSSES. MAYOR DALEY MAY BE UNSEATED AND THE CALL FOR ANOTHER (OW WILSON) OUTSIDE REFORMER FOR SUPT. WILL GO OUT. MANY FORESEE A COMPLETE RESTRUCTURING OF THE CHICAGO POLICE DEPARTMENT ALONG WITH FEDERAL OVERSIGHT.

he reason that they let the SOS investigation go on without taking action publicly was to settle all the lawsuits and criminal cases as quickly as possible and limit financial damages to the City. Not fast enough, expect millions upon millions to be paid out as the CR#'s and victims become aware of this through the media and the attorneys. Not to mentionall the SOS cases being thrownout on appeal. Many, many will walk scott free.... some guilty and some having been planted and unjustly convicted.
umors of the corruption within SOS has been widely known on the CPD for years, smart officers steered clear of the unit not wanting to be tainted or afraid they might succumb to the pressures within it. This is probably why there have also been rumors of disbanding the entire unit for years too. Looking back on it, one wonders why Jimmy Mauer setup the TRU Unit. Was it to replace SOS??? It only makes sense, create a Citywide unit staffed with handpicked personnel and deploy them with the same mission as SOS. With the knowledge that SOS would one day disappear and need to be replaced. TRU is manned by squeaky clean recruits who haven't been corrupted and clean, handpicked, usually freshly promoted bosses. Just a thought.
There are female officers going down in both of these investigations, this is a first... LB and MG???? Word has it that things have expanded and that a heavy Sgt. WW has been implicated too.
Word to the wise, those who are stripped in conspiracies and end up at 35th St or somewhere else like Homan Square as opposed to Callback are cooperating with the investigation. IE- "RATS" They are kept apart for this reason and for their protection. Remember the key witness/rat in the 25th District Caper/Medjianowki Case? Officer James Benson worked 35th St after being stripped for ages.
Word from 121 N. Lasalle St. is that the Mayor is beyond rage over these scandals this close to Election Day and heads will roll soon.
There are some very, very heavy individuals being investigated as part of these "scandals". It will truly be interesting to see if this is all handled the "Traditional Chicago Way" Clout only goes so far though. Just ask all those who went down in "Greylord and Silvershovel" I don't think anyone can bury some of the horrors that are surfacing.
The African American communities outrage over this will be immense and will make being a police officer all the more dangerous.
Shouldn't the Chicago Police Department be making an outreach to the residents of Chicago to findout who or how many have been victimized by this scandal? Makes sense to confront it headon instead of letting it fester and take on its own life.
One can only imagine what will occur when the immigrant rights groups and their attorneys go over the files and discover a high percentage of the victims were undocumented workers from Latin America.
I talked to a female department member the other night over dinner and she related to me that upon reading and hearing about what a small group of rogue officers in SOS did or what is rumored to have been done, that she brokedown and cried. She is a definite liberal Northsider but a genuine and good person. I consoled her and explained this is the reality of being a bigcity copper. She told me that she is ready to quit over her disgust and the breakdown of morale, ethics and leadership within the CPD. I guess I never realized how profoundly a group of bad apples could hurt an organization as big as the CPD.

They do hand-pick the Sgts. who for the most part are great; the Sgts. in turn get to hand-pick their people, which also helps weed out assholes, dogs, rogues, etc. and allows them to have people on their team that they know and trust.
SOS will probably disband, all specialized teams will go to TRU, gas teams, sort, swat, hazmat, light truck, k9 etc, some of the people will be screened and may make it over, most will go to districts tho. TRU is suppose to be moving to a nice location on the near west side in 012,which they will share with the crime lab. They have to be out of that shithole on 39th by Dec.
There are female officers going down in both of these investigations, this is a first... LB and MG???? Word has it that things have expanded and that a heavy Sgt. WW has been implicated too.

Word to the wise, those who are stripped in conspiracies and end up at 35th St or somewhere else like Homan Square as opposed to Callback are cooperating with the investigation. IE- "RATS" They are kept apart for this reason and for their protection. Remember the key witness/rat in the 25th District Caper/Medjianowki Case? Officer James Benson worked 35th St after being stripped for ages.

This is absolute garbage!!! At the time you are stripped, you are reassigned as PERSONNEL sees fit, due to man power needs in those specific units at that time! I'm not saying no one is copperating, but it has NOTHING to do with where they get assigned after being stripped. More rumor spreading from the truly clueless!
First, you are right, we are all cops but to say we do the same job is crazy. A copper in the burbs job is way different from our job or that of the state.
The state does majority traffic enforcement and accidents and drug interdiction (when it can.)
The burbs also do majority traffic but also handle routine law enforcement tasks, domestics, b/a's, etc.)
We do all of those things as well but also deal with way more violent crime and gang related crime than anyone in the state, and most of the country for that matter, with the exception of some of the other big cities. It doesn't make us better than anyone else or make other officers jobs' less important than ours; all it gives us is more experience.
Now as far as the other departments being better disciplined and professional than us, PLEASE! ISP had a scandal involving the handling of a murder investigation a while back, not that big an issue but a scandal nonetheless, don't expect many scandals to emerge though when your main task is patrolling the states highways, unless you are taking money and I don't see that happening when you are camera and miked up.
Berwyn had a scandal involving personnel recently, Cicero did as well not too long ago, Harvey has one going now,Rosemont runs their town like a fifedom, etc. etc. you get my point (I hope.)
Lets stop the i'm better than you stuff already, we are on the same team no matter where we work, we are blue, we have to stick together and help each other out, let's face it, nobody else will.
TRU is not manned by recruits. 3/4 of the officers have 6+ years on.

You gotta be kidding me. This guy is bad bews everywhere he goes. He is nothing but a big name goof. They hated him on NYPD and everywhere else. He is nothing but a political tool circus dog ass. Spent his whole career studying for tests and degrees. Never worked the street, but from the look of the nose, he worked the bars.
Plus, he is an outsider. Remember, there are patrolmen on this job who "out rank the Superintendent". And when he tries to straigten one of them out, he will find out real quick who really runs this Department.
The problem with the Department is not the bosses, but the city and all you guys who just do whatever the fuck you want. They refuse to let the bosses clamp down and enforce standards.
Let's just start with hair cuts. Some of you guys, Black and white, look like you just got rescued off of an island.
You better have shined shoes too. Not the house slippers some of you mopes wear or the designer loafers and boots.
How about uniforms. Dirty, ill fitting, ragged. A disgrace.
Years ago when the boss told you to get a hair cut, he better see your ears the next day. There were no voodoo witch doctors writing notes so you can wear your dreds because it is part of your non existent heritage, or some new age guru for the whities with long tresses.
You could not wear those knit condom hats in the winter either.
Your coat had to be buttoned at all times.
You were expected to be in full uniform at roll call, including wearing your star.
You were expected to be on time. They reallllly hated guys who were late.
You were expected to show up, sober was a plus.
These are just a few of the little things. They do not want to offend the minorities and disadvantaged. If your uniform did not fit, the boss called you a fat slob and you better have one that fit the next day. Same if you lost weight and your pants were hangin round your ankles.
Personals were ten minutes and lunch was 30. That was it. You got written up.
You knocked before you walked into anyone's office, even if he was your best friend. If not, you got thrown out. No barging in with your whining complaints.
You left a To/From for every infraction (leaving yellow paper).
They did not have any fancy schmancy programs like behavior alerts, EAP, call back, or personnel concerns. They had two things; peer pressure. The guys on your watch made you conform to take the heat off of them.
The other was more insiduous, but you got the message real quick. You guys think the bosses are stupid, but you really forget how small this department is. They know everything about everybody.
Don't want to get rid of the dreds? You get to work with the biggest racist on the watch. Now two problems are solved. Both of you are miserable. Or maybe you get a new partner and car everyday. They watched your activity like a hawk and you had to account for it if you were on their radar. Like to be a hard charger cheapskate who looks like a bum? You worked with the biggest dog ass on the watch. Then you worked with poster boy. "Stay in the car kid, you embarass me."
They had a thousand and one ways to make you conform or make your life miserable. You know what, we had standards. We behaved and saved our cultural or generational bullshit for after work.
Now, forget it. Tell a guy he is busting out of his uniform and he looks like a slob, send him home; Call city hall. Cut the dreds or the long Rapunzel locks; Call city hall.
Get punished for being late; grievance and possible call to city hall.
Oh Mr. Mayor, they are picking on me and I can't do my job. My culture is too important to me. Please Mr. Mayor make the bad white shirt leave me alone.
Oh, yeah, then there is the whining and crying, and pissing and moaning, and what ever.
Do you want to know why there are no standards on this job? Because you people do not want them and the bosses have just given up.
But you better wake up. One day, the mayor is going to see a few of you afrocentric hippied piss bum police in one place some time. Then he will get tired of hearing from his pals about how the department looks like a bunch of rap singers. He will hear from the seniors how the police look so scary with all the hair and beards. Its obvious that you don't know diddly squat about Bratton. He battled the LA city council so the troops could quit responding to burglar alarms. Something like 200K calls and six bonafide burglaries took up 15% of LA patrol time.
'bout the same here, except the bosses and the politicians won't deal with it. That is what Bratton does. He deals with stuff so the police can be deployed efficiently.
You think NYC and LA were some fluke? There is not one other chief ANYWHERE who can be correlated with results like Bratton. Not one. Not anywhere.

Welcome to the nightmare the good coppers from 015, 007 and 025 had to endure. As for your shoes, have some pride in your appearance, and don't forget the dark hoody is not part of uniform standards. And get some time on, it's "gigged" not "tagged".
SCC you know I love you, right? Now don't get mad, but do you really think that Dick Devines office if going to investigate some police officers for scandals just because? Just because there might be a scandal? The Mayor, his master (and the master of every white shirt on this job), would cut his political heart out with a spoon (and maybe his biological heart) if this could've been swept under the rug and wasn't. I hate to spread rumors because I really don't know, but I wouldn't be surprised if these guys came somehow on the FEDs radar screen. Remember right now the last thing the mayor needs is another scandal. I do hope these guys are innocent of everything they're accused of, but remember If you or I (or anyone without clout)slap some dufus for spitting in our face and the department finds out about it, the next day we're stripped.

LA, that is a joke. Ever since Rodney King, the Chief there has been nothing but a yes man to the mayor and city council. LA cops are nothing but Hollywood reputations. Stop going to the movies and watching reruns of Adam 12.
I been on this job almost thirty years. How much time do you have? I remember the Blue wall. I remember when cops stuck together, helped each other, took care of each other and our families. I'll bet I gave more money away for beneifits in one year than you gave in your whole miserable life.
I had friends killed on this job, friends go to the joint, friends eat their guns, and friends just burn out.
Don't try to tell me I am clueless. Bratton or any outsider is a mistake. Every police Department knows that, that is why these guys go from place to place. They never last long. The only guy who lasted is the former CPD in DC, and that is because no body else wants the job.
As to getting police officers to do good work- you can't even get these cry babies and diaper cops to write a mover, let alone make a quality arrest. One bag crack arrests do not count. They will not write reports, write tickets, curfews, make street stops, respond to calls, 10-1s, or anything else, unless Starbucks or their favorite club has a problem.
I will tell you what? If Bratton or any one else can get the First District uniformed beat Cop to cut off his shoulder length dread locks with in twenty four hours, I will give you the benefit of the doubt.

You say that he's skipped from town to town. But the only towns he's skipped to are NYC and LA. In case you haven't heard this in your great experience, those would be the two most populated cities in America.
I love, love, love your comment about Bratton being a yes man to the LA city council. He has stood toe to toe with them more than once, and come out on top. That puts him on top of ANY Chicago superintendent in your 30 years and well before.

The only part we seem to agree on is that there is a huge amount of improvement to be made. Your suggestion that ANY of the current bosses could get it done is beyond laughable. Its like you are drowning in the kool aid bowl.
Bratton was thrown out of the NYPD because the national press was showing him in a light more positive than Giuliani. Google the terms "Bratton" "Giuliani" and "relationship". I dare you. The only one who would dare say otherwise is little Rudy.
Also, Ramsey is a riot in DC. Until last year, homicides were essentially unchanged in his tenure. Now DC is being gentrified rapidly and the crime is moving out to Prince George County Maryland (suburban). In 12 or 18 months homicides in DC have dropped like rocks. Almost nothing that anyone could point to would say the reductions have one bit to do with him.
You want a comparison?
Cline: comes in behind mealy-mouth and homicides drop within 1 year by 30% or so. He runs out of ideas and the numbers stay flat more-or-less.
Bratton: From 2000 homicides to 600 mostly under his watch in NYC, leading the nation's notable cities except for Boston (under Evans, now in a national post in England). Any doubts about Bratton were dispelled when he drove LAs stagnant rate down by 25% or so in his first year there. After he did what he could with what he had, he asked for more hands (something in line with per-capita manpower of other major cities). LA city council held out. Guess who won? Guess who hired 1000 or more coppers?
Why? Because Bratton gets it. He gets the idea of letting the police be the police and putting the police where the police are needed. He'd have a heart attack if he were ever exposed to the CPD for 24 hours. But if anyone can address the problems, its him and not one of the home-grown meatheads.
