- Here is some of what was heard around the 016th District yesterday.
PO to guy from Information Services " How do I get the keyboard up on the screen?"
Answer: You just have to play with it.
I/S guy " You really need a four hour class on this system but you only get 5 minutes"
Note: The chosen system is NOT one of the 14 we field tested, and completed mandatory surveys on.
The District misplaced the microphone cases for the entire day. So when you used your camera for traffic stops, you had no where to put the microphone. If you work 99 you have to lean over the passenger seat to shut of that mic, every time you turn the blue lights on. They were supposed to fix it so if you log on with 2 officers both mics activate but let's see how long it actually takes them to do this.
You have to label each video after you shut the camera off. Like if you are going to an in progress call and you use your lights. After you shut camera off you have to pick an option for video. DUI, Stolen Car, Traffic Violator, etc. One option is default. We were told if you select that too many times, you are going to have to leave paper. LOL. Why didn't they put an option, assist car or in progress job.
We were also told if we write tickets and they look for the video and there isn't one, you will get gigged. So let me see, tickets are optional but videotaping your stop isn't? You also have to fill out a green card for every stop in which you don't issue a ticket. We were assured that they will be counting and checking all of this. Hope they don't look for my video when my Traffic Accident tickets show up in the box. It's where I get most of my movers.
So we get under 5 minutes of training for something that we are supposed to know how to use, even though the guy in charge of the program doesn't know himself, and we are supposed to use it 20 times a day, and figure it out ourselves, AND leave paper when we fuck it up? I don't mind the cameras, but I think it should be optional to record the stop or not.
Please put the word out to our fellow officers that IF YOU GET STOPPED YOU ARE ON FILM. We were told we still had discretion but we MUST fill out a green card anyway. They will be matching green cards to stops. I tried it out with just the wigwags yesterday which is our old way of getting past the camera and the fucker still went on. No way to beat the system. Oh yeah, and the cameras went live at 0600 by 0900 there were at least 4 cars who had problems with the system. One software, one couldn't log on, etc.
Great. In a Department whose answer to EVERYTHING is "more training," we now have NO training for a system that is supposed to "protect" us and citizens from all sorts of false accusations and misconduct and who knows what else.

This is the City's way with everything. Hurry up and do more for the company, forget proper training, just ignore properly working equipment, [so what if it doesn't work 100% right all the time, we just need to tell the newsmedia that we have all this ultra modern hi tech. stuff], it don't need to work right or be cost-effective etc. All smoke and mirrors. Just rush with everything. As long as it benefits the city, so they can have more reasons to not hire needed police officers, while they, in turn, piss away taxpayers money like drunken sailors, not being held accountable, especially by the news media, who handles the Mayor and the rest of them with kid gloves, and the Feds, who get one bad apple out of entire barrel every so often. If you get jammed up along the way, blame only yourself for letting them [city pols and their accomplices, the CPD topbrass] get away with it. They are ALL afraid to stand up to King Richie and speak up for us. I'd rather be demoted and stand up for what's right, and be able to look at myself in the mirror. is this the first time the dept. has tried the recorder experiment. does anybody think it will stick or just a trial run to satisfy rev. meeks? i do not think it will last, i can see the dept paying out double the amount of money in law suits in the future once the lawyers start pulling tapes and suing for civil rights violations.

To the dickhead who thinks 016 are balless wonders, HEY STROKE, the camera's are filming YOU!!! and your drunken, got your ho in the car ass. When the 016 noballs wonders give you that 10th pass because you're drunk and some inspector watches the video and CR's you anyway don't come crying to me.
Don't feel so bad the camera's are in 5 too. At least 3 are out of service already. I figure by the end of the month they will all be down and the way the city fixes things they won't be repaired untill summer. The company will probably be out of business soon anyway so good luck getting parts. Another waste of taxpayer dollars.
In my 23+ years on the job I have yet to see such misguided leadership and direction throughout the rank structure, starting at the top with Superintendant Phil Cline and descending downward.
The abysmal condition of the CPD is a direct result of the Supt's "hands-on" micromanagement and his desire to control and guide the dept. to his surreal liking.
It is more than apparent to many staff officers, that this is leading to castrophe on a large scale. Scandals, politization,incompetency,micromanagement,corruption,lack of manpower,division within management,manic egotism,nepotism,cronyism,poor utilization of resources,an over reliance on technology,misappropriation of resources,inadequate recruitment and retention of officers,entire units appearing or disappearing based on misguided ideals or perceptions and on and on.
Now is the time to restructure the CPD by bringing in outside professionals in the field of law enforcement before what is left of the department collapses into the dark abyss of Hell.

Read the first paragraph nimrod. It's an e-mail from a reader. We didn't write it, we just passed it along. You got a beef with the grammar and such, take it up with them. We just thought people would be amused at how the Department is running the camera program in case we all get it like we're all going to get GPS units. Sorry for keeping you informed.
Yeah, don't break any traffic laws and you won't be stopped and ticketed...after all NO ONE would use the cameras as a way to jack up their numbers. Certainly not a 16th Dist PO who on Thanksgiving wrote a coppers daughter a ticket for speeding (she admitted it, was not contesting it after she was stuck in traffic for 3 hours coming from downtown trying to join the family for dinner), this noble gent wrote her another ticket for not having her current insurance card with her, then he blamed it on the cameras...guess those cameras would have known that she had the wrong insurance card in her wallet, eh?

Before a ton of misinformation is posted about the in-car camera's that have been installed in the 016th district's beat cars, let me attempt to explain how the officer is to use this device.
First of all, I was assigned to this program over a year ago and have attended multiple comittee meetings. The number one topic has ALWAYS been the officers safety! Make no mistake about this.
The vendor that was chosen (COBAN) camers were tested in the traffic division's squad cars during the pilot program.
The training for the officer's depends on the person. Some of the officer's pick up on how this system operates rather quickly, due to their grasp of this technical device. Some officer's just don't get the jist of it, or they play dumb. Whatever the case, I'll invite any officer to come to the 016th district and I will give you an overview of how the system operates including the microphone do's and don't to put any rumors to rest.
I understand that this is new for the CPD, but the fact is that the rest of the country in law enforcement has been using camers for years.
I also have been taking a camera car out, making stops and to those off duty's who have been stopped by me, there has never been a problem.
Lastly, to the officer's who don't realize that these camers are here to stay, if you don't want to use them, keep them off. A supervisor is then your problem. DON'T DAMAGE THE UNIT. If you are caught causing damage to one, you will be fired. OR if these camers bother you that much, bid to another district that don't have them yet.
My offer stands to anyone who may be interested in a demonstration on how these units operate. I work day's but will adjust my time to meet with you here.

It's amazing my PDT is 9+ years old with no replacement on the horizon, but they are testing $150k robots and putting cameras and GPS in cars.

Call 016 talk to P.O. Mike Lappe..he left is number below, he will teach you how to used this camera properly.
And if you called him that to his face there are many friends of his who would come over and kindly straighten you out..however, he would do it himself light duty or not!
He is one of the few bonafied hero's left on CPD..A ball-less gun toter from 016 he is NOT. (Merely assigned to 016, not retired-on-duty like many other PO's). Call him he's a great guy(fearless humble type)and you may learn something from him.

like ive said before. if the city and the dept in their glorious wisdom force a dash cam and mic on me then every traffic stop i make, zero tolerance the driver. you think the bone heads bitch about police traffic stops now. everybody goes. the car goes. i don't want to hear any bs from the troops, desk sgt or watch commander on how petty my tvb or petty bud pinch is. my response will be "dash cam". that should squash all ridicule. all coppers get a play. professional curtosy still exists. BUT, any city politian gets hammered for every violation. you scratch my back I scratch yours. hee hee
This is another program that the Department insituted without afore thought, just like CHRIS. The Detectives can tell you that CHRIS was instituted without training and then Deputy Superintendent Harris insisted that the Detective Division was not cooperating and Hillard believed him when it reality it was Harris that was the moron and Hillard the idiot.

For God's sakes you 2, I was commenting on the fact that unless you're familiar with how the cameras are supposed to work/or in this case, don't work, was confusing to those who aren't familiar with the whole thing.
Apparently my attempt to interject a little humor into the situation (via my purposely misspelling public and school) was completely lost on 2 very uptight, sourpusses.

More likely than not the only video-vehicle in the fleet that is fully functional is the one the fat ass - suckhole - back stabbing Pollack Sgt. from Information Services takes home every night. How exactly does someone in civilian dress drive out of 35th Street every day with a fully functional squad and no says a word?

Couldn't have said it any better. Mike is truely one of the last gentlemen on this job. Will be a great loss for the Department and the residents of 016 when he retires. An inspiration to those that know him.
For those of you with cameras and those of use soon to get them... We have discretion in traffic enforcement and city code violations. We, as members of the CPD, are required by G.O. and Rules and Regulations to announce our office to any law enforcement agency we come into contact with. That means, if you are stopped, you "MUST" tell the officer that you are the police. It is not against the rules, it is exactly the opposite.
If you write a copper or a copper's family, you are a jagoff. End of fucking story. I keep hearing of coppers and their families getting written in 016 and I'm starting to wonder who the fuck the bosses are over their to allow these jagoffs to do this. If you think you have to write someone a ticket, you are wrong. Look it up. Don't use the camera as a fucking excuse because you are too much of a pussy to stop actual shitheads that are driving though our neighborhoods.
Fill out the traffic stop card from the PDT run of the plate like you usually do or get the info and document how you see fit. Do not write a copper or his/her family. You should be ashamed of yourselves you little pricks...
To those of you ina hurry to get a new PDT, I suspect that they have the gps either in the mount or the dome antenna on the rear of the car........I've been getting hints from a dispatcher or two through job assignments in relation to my current location while moving.......
If I have a habit of talking (or singing) to myself alone in the squadcar, if that recorded? Cause I talk to myself all of the time, if I'm in the squad or sitting off duty on a park bench especially to the little squirls and birdies. See I can do that because they made me a Commander and everyone and everything supposed to listen to me.

Hey relax on the 016 thing. There are chuckleheads in every district. Some may have more than others however... I worked in 016 helping out when camera training went on.
I ran my ass off from 016 district end to end answering calls. I burned a 1/3 tank a gas in 2 hours. No man power and a gigantic geographical area to cover. So next time there is an opportunity to go help there...give it a try and see what its like to have ZERO backup due to no manpower and have stacked jobs at each end of the district.
We need to quit bitching about one another and start helping each other. Team work!
The answer is quite simple. Just look at the names of the people that got sent on their free 3 day vacation to "train the trainers." incompetents, all.
to all who are bashing the entire 16th district about police families being written, name and star are on the ticket. i work in 16 and have some ideas of who it could be writing family members tickets. but, there is the new traffic/ radar team that has been swarming the 16th district and it could be one of them getting numbers at the expense of a family member (which is absurd in my opinion) but , lets be honest, there are assholes everywhere in this department. it seems that the stand up guys and gals seem to stick together as a group as do the snivelling weasels who would hammer someones family member for a lousy ticket. stand up guy or gal would give a break and explain to the boss that it was his/ her discretion. weasel would write at least one ticket and clain that he/ she was afraid to lose their traffic car for lack of activity. the weasels logic is...stay safe and write the working person with a license because its quick (no tvb to interfere with more tickets on the street) and safe...no bad guys to deal with. these types should make anyone who has ever stopped a car looking for guns, drugs, warrants, or just a hunch that the occupants are dirty, sick to their stomachs. go and do a little police work and you might make a decent pinch, not just tickets. i know plenty of traffic guys who if they found any contraband in a car could knock out the entire arrest in a reasonable period of time (and some who would give it away, also), but working could be fun,too. to the weasels who would write a family member a ticket without just cause...fuck you. also, if you are the police and your family members drive, remind them to respectfully let the officer that stopped them, that their (dad, mom, sister, etc.) is the police and maybe know their unit and star # before the on-duty p.o. leaves with your drivers license. be safe...i'm done ranting. oh yeah...lappe is without a doubt one of the classiest guys on the job and when on the street, the first guy on the scene when another copper needs an assist. later
so many poody coppers out there (lots in 016) that pull over and write the copper, the coppers family, the nurse or old timer that didn't use his/her signal or was late on the yellow light. typically - I see it all the time. coppers all over the city (some districts more than others) writing the good people or the people that actually have a license and insurance instead of pulling the car over reaking of bud, with 3 shitbirds in the car with hoods on blaring rap music with suspended plates. taking the easy way out is bullshit. urn yo pay playa. grow sum ballz..
If Pam Zeckman was pulled over in 016 would the new cameras be able to see her??

scc, just a heads up for everyone...person in the know stated we will be told audio only works within 100-300 feet of car. Person in the know stated WRONG, works up to quarter mile away under optimum conditions. Please post this large enough the coppers in the effected districts are aware. And the districts that are adjoining them need to pay attention too. Thank you...
