I have met PARA and can honestly say he is the dumbest person I have met above the rank of sergeant.
I'd love to know what his alleged qualifications are that the Department could justify his future promotion to the rank of Captain.

Art Para was one of the Captains who was busted down to Lt. for not getting the required college. He thought his LAPA clout could keep him there without the college. He was wrong and got busted down to LT. when he missed the deadline. He apparently got smart and got the required hours. Good move. LAPA is still strong.

Ken Angarone and I were Master's Degree students together. Graeber is top shelf as well. Glad to see them both move up and onwards (although from what I understand, Angarone will move up NOW, and Graeber will receive the training, and move up later).
Penelope Trahanas was part of our Sgt. class of '97. Good people too. Way to go, Penny! I'm proud of you! Don't forget us little people as you guys move up the ladder!

Even though there are some naysayers here on the blog with regard to Leo Schmitz, he's a good guy as well. He's done a more than decent job as the Area 4 Gun & Gang team Lt. His Latin King Task force has probably done the most work this decade of actually penetrating the largest latin gang in the state. Good warrants,great seizures. Yes, his wife is a Lt. also. Get over it, he'll be wearing double bars soon, and he's been the working police, even when he was a Sgt. in Area 5. I know he's ruffled some feathers of some dogs there, and that's as it should be. There are so few detectives, that the room just isn't there for some to decide to just sit in the office and work a case over the phone, only making arrests if and when they can talk some joker into turning himself in to the desk. Good luck to all who made it, even those with less than stellar reputations. You now have a chance to turn all that around, should you care to.

The reason they would leave a unit and go to a district is just like Steele retiring at a Presidents pension oppose to a Commisioner's pension. These people have one foot out the door and are just being taken care of so they can have that extra $1,000's a year added to their pension. Just look at the average Commander, once promoted they do an average of 4yrs. and mandatory retirement comes so that spot can be given to the next connected anointed one.

Cline has been making all his command promotions from Captain for the most part, most of those on the list have aspirations of going higher, or were told to put in for it, so they must know they have something coming; plus, they want to go out with a Captains pension, not hard to figure out.
The worst unit in the city is better than the best district, ALWAYS.

I think it's a hell of a lot more than a "slight Bump in Pay". And I think we would all agree as to why would any boss at 543 would leave.
Here's some insight on that:
Ok, on the real tip? The First Deputy is leaving and has taken care of just about all of his Pals (or whatever you call them). Lucky for Penelope, it has been again and again. Once the First Deputy is gone, she'd be gone, as she's made all kinds of enemies there and needless to say, he would be unable to protect her/take care of her. Now she's made Capt. and the sad thing for her is, and to our knowledge, there's no Capt's sitting pretty at HQ. Capt. Phelan (one of the old Capts) was the last one, and who retired out of HQ Patrol Div. So, unless she has any favors/wishes left in that "Jeanie of the Lamp" of hers, she'll have to go to a District. District? "Danger Will Robinson - Danger!" This Monster is for real and coming to a District near you!
Penny Trahannas is a back stabber. She will use you and then cut you down. It's too bad that she doens't go back to her maiden name, betcha she wouldn't get promoted.

Sorry, but I just don't get the Trahanas bashing on here. She's been a great boss as far as I'm concerned and as far as her making enemies, you may be one of the very few, but I know for a fact that she is generally well liked throughout headquarters. Captain IS a merit position...I don't think Shakman applies...same as exempt ranks...they "serve at the pleasure of"--hence you will never see a 1st deputy's test.

Lets be honest, what is a "real college"? Have you ever seen the video plugs for "Girls Gone Wild"? These are all college kids getting drunk and showing their boobs going to so called “real schools”. Their parents are paying $40,000 a year and the most they learn is how to use a beer bong. Do you really think the classes and work they do in these schools {i.e. Purdue, University of Illinois} is more difficult than Lewis? Do you really think they bust their ass studying?
College itself is bullshit.. It’s all about accreditation. The school with the bigger name means you will be getting a better shot at a better job. If you wind up going to Yale or Harvard like the Bush family (cause you got the cash and clout) you wind up becoming the President. I doubt if Bush could even get straight A's at Lewis College.
So.. the bottom line is you go to a lowly college in Romeoville named Lewis you can become a Captain for the Chicago Police Department.

There are only 5 captain vacancies so out of the list of 18 they will only promote 5 or 6 to captain. The rest will be on a waiting list. Parra and Elmer are sure bets for two of the slots. I have worked with Elmer, Denk, Angarone, O'Neil and Gibson and all will be great Captains eventually. My hat is off to them.

7:18-I went to a "real college," and I'm working this job because I enjoy it. If you think it's a "shit job," leave. I worked with plenty of good police, both with and without degrees, however the trend I've seen with those who have good education is more patience. Getting through four years of a school with real academic standards requires (and teaches) patience, if nothing else. Anyway, if you hate this job so much, it's time to look elsewhere-this is not the military, you are free to leave at any time.
Rich Batrich will make one helluva good captain. Worked for him at Area 3--he's the real police,fair and even-handed. There are a few of these guys who really deserve this promotion and he's one of them. As for some of the others, we're stuck with 'em...and they're coming to a district near you.
Al Nagode was the acting watch commander in 1 and saw someone pull up in a car without a city sticker. Turns out the guy was using a relatives car from the suburbs. Fine, whatever, he wanted to make sure this guy had his vehicle properly licensed, the bigger joke was he had no balls and put it on the central d. supervisor (it was one of her guys) instead of having the balls to say, yeah, I'm the boss here and I want this checked out...what a weasel for sure.

The reason I work this “shit job” is probably the same reason you work it.. I live in the real world and have a family to support. If I had a choice I would move out of this absolute corrupt garbage of a city and work a great Monday through Friday gig like you could - because your sooo smart and was lucky to afford to go to “a real college”.

I want to mention a name on the list that hasn't been mentioned and needs to be! Ted Roberts is a stand up guy. I've known him for some years, from PO to LT. THis guy was fucked by the Dept. and States Attorney's office on a shooting some years back. He helps out coppers when they get fucked!! Ask a Sgt. in call back. He does not care what color or gender you are!! Awesome guy, Awesome copper!!! Hope he gets one of the spots!!!
