Home Grown Terror?

This event reminds us of the one a few decades back where a goof tried to buy a LAW rocket to shoot into the police station at Harrison and Kedzie. That incident was notable for the fact that every single individual involved was a member of some law enforcement agency aside from the jagoff who ended up getting arrested. The LAW rocket was never even close to being real and the police station was never in any real danger. The only thing real was the Libyan money involved as Khaddafy tried to buy inroads to various street gangs:
  • A Rockford man allegedly planned to set off hand grenades in garbage cans at a shopping mall near Rockford as part of his plot to let the world know "the time for jihad is now."

    Derrick Shareef, 22, targeted the Cherry Vale shopping mall, which has about 130 retail stores. But in recorded conversations he said the mall was "just one potential place," and that he hoped to one day "smoke a judge," according to the federal charges.

    Should he die before the attack, Shareef made a videotape statement to explain his actions.

This post isn't meant to diminish any real danger that might be faced in the coming years from individuals like this. In fact, we're surprised we haven't seen more types of incidents like these along the lines of the DC Beltway snipers or the El Al shooter at LAX - these lone wolf types are out there and you usually don't find them until they go off. This guy seems to have fallen for some well crafted bait and that's all well and good - he belongs behind bars. But your really dedicated types aren't out there to trade speakers for grenades. Those types are completely self sufficient and we shouldn't confuse the two.

off topic but i just heard some guy from the traffic unit wrote a sgt. for dui and the sgt was just sleeping in his car, not even in the driver seat!!!!! who is this traffic wizz kid and what the F*#K is his problem??????

That being the assimulation of all that come here.

Every day that America doesnt face a terrorist incident lulls us further into a false sense of security.

You want terror?

There are two types of terorists out here. Those who want to destroy us and our country with all sorts of weaponry, and those who practice another kind of terrorism......

Enter Ted Moran and Rich Carlson, who together make up C.A.R.M.A.

Ted is a police Dispatcher and Rich Carlson is a current Sgt. with the Winnetka police. CARMA is the acronym for "Chicago Area Radio Monitoring Association".

These boys and girls gather all sorts of intelligence with radio scanners and then make "files" out of their findings which are then distributed to the public via their CARMA Yahoo group.

Carma members are made up of sworn members of various law enforcement agencies and fire departments who hold all different ranks, mixed with the everyday radio hobbyist. The threat here lies within the fact that these individuals are using their status in their respective departments on department time at the expense of department members, the expense of public safety, and the expense of homeland security efforts meant to keep us all safe.

A large number of the Carma crew are licensed amateur radio operators. In their Yahoo group files section are maps of airport runway layouts, CPD beat assignment lists with detailed and confidential information including the radio frequencies and "Talkgroup" assignments of the NAGIS / OCD / Gang / Narcotics tactical operations.

CPD and the City of Chicago in general make up their largest and most detailed file or collection of files. Carma also keps tabs on the State of Illinois and all of it's law enforcement / public safety operations.

The Carma files section also includes details and maps broken down by county and other classifications which go into great detail. There are Federal laws that cover this, and regulate this hobby.

Often, the most sensitive information is shared between members via private e-mails between each other. Carma holds meetings at which radio communications technology is covered, and sensitive information shared with those with NO LEGAL, CLEARED, VERIFIED NEED TO KNOW.

At first glance, the files seem to not pose a threat to you as police, the public, or anyone else....but to the trained eye who can read between the lines.....it's a treasure trove of usable information that could cause or aid in a national catastrophe.

PL Tones, Tone Outs, CTCSS Tones, tracking and recording and sharing information on every department radio tower location, quality of repeater / transmitter function, when radio tower / antennae tests are carried out, locations of reciever sites, everything is there, and being watched, shared constantly.

A visit to their site at http://www.carmachicago.com is just the start! Be careful when you key up those radios....think twice because Carma is listening!

Well gosh, thanks. I suspect it is kind of a stretch to think that we are some sort of cog in the machine in the fight against terror, but maybe not. We certainly have done a great deal of consulting for many critical agencies and assisted with many interoperability issues. And I have to give to credit to my hundreds of members for all the fine work they do work individually with protecting the homelands. As noted, many are sworn, admin, volunteer, etc in the greater public safety cause. I salute them all.

While we are primarily a purely hobbyist level organization one of our core goals is the support of all aspects of law enforcement and public safety. We have assisted many agencies with resolving communications issues and improving both their awareness and interoperability capabilities.

It's our belief that having the majority of public service related communications "in the open" benefits community policing, interoperability and public awareness of the fine work we do. Others disagree.

My personal belief is that once you get to the point that you are so intimidated and fearful of "terrorism" that you feel the need to perform all your communications in secret, the other side has won to a degree. Never forget that what we are supposed to be defending here is an open and free society. If you have come to believe that censorship and secret police are the answers, I'm afraid we've all lost something valuable.

But I'll not preach to the choir. Just wanted to say thanks again for the praise, and thanks to you all out there for all the fine work you do. It is appreciated, by at leas a few!

Chill out guys. All these guys have done is collect public information and shared it among themselves.

All the info is available on line via FCC, and other industry sites. There are sites out there that plot all the radio towers in a given area, and even what services are on them.

There are sites out there that even show realtime tracking of aircraft.

So, unfortunately, CARMA is not the root of all evil. Public safety radio traffic will always be in the clear unless there is an articuable reason for encryption.

Encryption capability is available to all departments for little additional cost.

If you do you job and watch your mouth, there is nothing to fear from the public.

I was a cop for 15 years in two states, in tactical, patrol, and investigative roles.

As someone who has monitored this group for years I can tell you that they are probabaly one of the largest pro-police entities out there. None of them are wannabees, in fact the quickest way to get a severe flamestorm going is to indicate that you heard a call and rolled up to the scene. These guys listen remotely, most from home or work. They listen to more than public safety, there are rail and air fans, and even a large military air group.

The group has been called on to locate radio interference affecting police communications in the past and worked succesfully in a number of cases to id people intentionally interfering with
PD communications.

There ARE real threats out there, CARMA is not one of them.

Spreading this kind of nonsense is not only irresponsible, but just plain childish.

You seem to try to indicate you're a cop, but you're awfully paranoid, which means you're probably not seeing the real dangers out there. Focus on your surroundings, not hobbyists.

I thought that this new radio I have been carrying the last year or so was "digitally scrambled" as one Capt. told me and they could not be monitored by morons who listen to scanners. What the kcuf!

You're right, we should also ban the manufacture and distribution of kitchen knives because criminals might use them to commit a crime. How dare we have an association of kitchen knive manufacturers. Surely they are meeting on a regular basis to promote the use of their product for crime, since that's the primary use for it, isn't it. Just like CARMA assembling all those public radio frequency records into one spot is surely for the promotion of crime...

The negative words here about CARMA disgust me. This group and its members have done a marvelous job of taking PUBLIC FREQUENCY INFORMATION directly attainable from FCC.GOV and compiling it into single files. And you guys sit here and dare to claim that they are "terrorists" and helping terrorists.

I will point out that public safety agencies for more than 50 years have had the option of using encryption in their radio communication. The technology has always been there, always been affordable, and is even a free option on an existing radio system. Yet the VAST majority of public safety agencies have rightfully chosen NOT to encrypt their communications. I am sure they realize that their communications are monitored by the public and welcome it. It reduces a gap between the public safety officials and the public. It reduces any perception of a veil of secrecy.

I have listened to my local public safety officials for the last 20 years and have the utmost trust and respect for them. I am absoultey confident, if nothing more than just by listening to their communications, of their integrity. By listening to my police department, I know that I have never once heard any officer radio to another officer to pull someone over because of their race, sex, or other aspect of illegal discrimination. It just doesn't happen. So anyone who would claim to me that they got pulled over because they were of a particular race, there is no chance that I will jump to conclusions or likely believe the individual because after listening to my agency for so long, I have a firm and solid grasp of their culture as individuals and as an agency, and to me that is one of the most beneficial aspects of monitoring.

Isn't it wonderful to know that anyone with a radio can listen to our nation's military aircraft?

Rail and commercial Aviation are prime terror targets as the public is well aware of....arrest these idiots at Carma for making intelligence available to anyone who wants it without knowing who's accessing it and for what reason!

These guys are purportedly coppers and are RESPONSIBLE for what THEY DO and ANY IMPACT IT MAY HAVE! This group is a danger! I agree with whomever said to show up at their meetings and raise cain!

I hear from a reliable source that some of these Carma CIVILIANS are driving old unmarked squads with the antennas and spotlights etc. What's even more disturbing is that PO's associate with them.

It was bad enough with that Zaba Search mess when several of us had our shit listed there. I don't care if some granny listens to us but what about the likes of Meeks, Jesse, Tillman,Rush and the rest of the fine citizens of the "community"?

Information gathering from public records is fine if being used in the context of a hobby. It's fine and perfectly legal when used in the private home setting, but.....

Giving out defined, detailed, highly confidential information is a violation of the law! Now it's rumored by a believable source that Carma Civilians are driving unmarked squads to look like a P.O. and P.O.'s are hanging with them?

SHUT DOWN CARMA pending investigation!!!

It smells like more than hobbyist activities here! Is anyone background checked at least? Fingerprints checked to ensure than there's no serious criminal histories? Are any licenses issued to do this? If so, who's policing the licensees? We know that there are a number of legitimate hobyists out there....but someone's got to regulate them for public safety reasons!
