- "Complainants allege that some individuals are promoted -- not based on ability, but due to their relationship with the superintendent's office, the mayor or an alderman. One retired commander reported that he received phone calls from an alderman requesting that he nominate someone for a merit promotion," Brennan wrote in her annual report to the federal judge who appointed her.
- Chief of staff Ron Huberman embraced Brennan's recommendations on merit promotions after outlining the many changes City Hall has already made to reform its scandal-scarred hiring system.
Someone forgot to list "certain fraternal organizations" alongside the Supe, mayor and aldercreatures. As pointed out in our comment sections, every reader can point out half a dozen examples of "merit" being based solely on who you know.
Either everyone has been scared into silence by this administration or Brennan is out of her depth - she only has ONE retired commander on the record? We guess every other retired commander is worried that they were unqualified for the positions they held and won't rock the boat.

Ron "the real police" Huberman should know a thing or two about this topic. I'ts amazing how he made it throught the ranks in such a rapid fasion. It must be nice to have a daddy with enought political contribution to cover the mayor and all the aldercreatures. They should get rid of this bullshit merit process. In all honesty who was the last P.O who made it on merit for some curageous act he or she took in the line of dutty. There are 2 year wonders right know who I already see in special units tact/gang. One f/1 was in tact while out of her cycles, but shes the exeption, mamma is a commander. Guess whos going to be a white shirt in the near future, or maybe an exempt.

At many companies, it's a Christmas tradition for the boss to give gifts to the workers.
At Chicago's City Hall, the boss--Mayor Richard Daley--also gets a gift.
A memorandum sent out last month on city stationery asks department heads and senior staffers to give a "$35 voluntary donation (no checks please)" toward a gift for the mayor and his wife, Maggie.
The offering will be presented at the Daleys' annual holiday party for staffers to be held Friday at Kendall College.
In past years, employees have given the Daleys gifts such as a saltwater aquarium and a piece of artwork from China. This year's gift will be different.
When the Tribune asked what the present would be, mayoral spokeswoman Jodi Kawada revealed Wednesday that a $2,300 charitable donation will be made in the Daleys' names. The money will go to After School Matters, a program overseen by Maggie Daley that offers activities for city teenagers.
The practice of giving to the boss is a custom at City Hall, but it's drawing new scrutiny because of federal investigations attacking the culture of back-scratching in Illinois politics.
One senior Daley aide was uneasy about being asked to contribute.
"When you get a memo soliciting a cash gift for your boss, you have to assume they're keeping track of who gives and who doesn't," said the aide, who asked not to be identified. "To be honest, it doesn't seem very voluntary."

Ok, here are a few humble suggestions:
1) One bite at the merit apple during your career, please.
2) Post a list of names of all who are meritoriously promoted.
3) Identify what criteria were used to make merit promotions.
4) Submit a report of all meritorious promotees along with an explanation and specific examples of how they fit the selection criteria.
It's a start.

Does anyone have a voice with Mrs Brennan??? SCC this is your chance to out this problem once and for all. This blog has at least a small voice. If the merit problem is really going to be solved the average PO should be part of the decision.
The city is going to overhaul the process but will make it so that the same people will get the merit spots. It will be some clown with 9 degrees from Lewis University. Who is never on the medical and very few CR#'s or none at all if its a house mouse. Activity will be low on the totem pole.
Think about this what makes a merit LT???? Sgts for the most part don't make arrests, write movers or parkers. They can't control the medical use of their officers if they happen to be on the watch. The tact/gang/sos/tru/nagis Sgts are all clout so they have a huge advantage. They can dump people and make sure their officers have activity. What is the determining factor??? I can't wait to see the fiasco that comes out when all is said and done.
The rank and file on the street should have a say!!!! We should go to our FOP meetings and have our voices heard. The Sun Times article say the FOP was one of the complainers. That would lead someone to believe they at least have a voice with Mrs Brennan and the city. It probably goes in 1 ear and out the other but its better than nothing.

The Daley administration agreed Tuesday to overhaul a controversial merit promotion system used to achieve racial balance in the Chicago Police and Fire departments in response to complaints fielded by a federal hiring monitor.
Thirty percent of police promotions are based on merit. They're made by an Academic Selection Board composed of six top deputies and the head of the police training academy. In the Fire Department, merit promotions make up 16 percent.
Police and fire unions have long complained that the system is rife with politics. They apparently made their feelings known to monitor Noelle Brennan.

P.O. working midnights in 007 on his way to work. Driving on 59th St. sees some shithead trying to kill a railroad police officer. P.O. kills the mother fucker on Easter Sunday. Jagoff was laid out on the sidewalk like he was on a cross. Railroad copper lived despite being shot.

that sgt should turn around and file a lawsuit against the city but especially the jagoff that wrote him. the sgt was observed driving, nor was his vehicle in motion at any time. the sgt had experienced car problems and pulled over safely to the side. it was in the single digits last night. he left his cell at the house and the skyway where he was stranded was overtop the south side ghetto part of 004. it was a long walk to the nearest exit and then God knows how far to the nearest open gas station. The sgt in an attempt to stay warm went in his trunk and took a couple swigs of brandy to help his stay warm. He fell asleep inside the car because it being so late and he had minimal sleep prior to driving and then the asshole woke him up and hit him with a dui. SOUNDS GOOD :-)~

I can understand exempts all being merit...the boss needs everyone on the same page...same as any corporation. It all goes back to clout deciding a large percentage of the sgt test. Tainted Sgt pool results in tainted Lt. pool, which results in tainted exempt pool. If the meritorious selections for exempt would all come from a qualified pool of non-merit lts, problem solved. Exempts that are not qualified is a symptom of a flawed sgt/lt promotional process. Fix the sgt test, and in time you have in essence fixed everything else. But what the heck do I know, Im just a blue shirt.

While working a job on the southside, I saw a guy from traffic speeding and driving like a dong northbound on Cottage Grove in his gold Dodge Durango. Must have been late for something.
Guess when he is violating the posted speed limit it's okay.

The Sgt. on the skywy is a good guy. He was not driving the vehicle. I can only guess the transmission went out, the driver pulled over and went for help while the Sgt. stayed with the vehicle with the heat on.

You just don't get it. I said ask for a supervisor { IF } after you show your badge, police id, insurance card, registration, etc and the TRAFFIC PUKE "still" wants your D.L., then call for a supervisor. What else do you have to lose. It's obvious their is NO other reason for the TRAFFIC PUKE to see your license after everything you've already showed him other than "he's going to write you" so again ask for a supervisor. Maybe with the sgt's ability to listen to reason and his ability to show some professional curtosy - you might pull away with a warning.
