The Infamous Memo

In all it's glory:

Well, he kind of addresses the fact that too many squad cars don't have new updated PDT's. The rah-rah of "patrolling smarter" is standard boilerplate. What's up with "The Chicago Police Department is mission oriented" drivel? Does that even make sense? It sounds like someone who's been middle management their whole career and needs something catchy to say that doesn't actually mean anything.

We can see where many people took offense at the opening statement of paragraph two:
  • The days of handing out cars [sic] keys and sending cars out to just ride around are long gone.
That's a pretty big brush to be painting a lot of people with. Most coppers are pretty self motivated - they didn't take this job just to ride around, but that type of individual does seem to be more prevalent nowadays. Why is that?

Perhaps it's more a failure of leadership than a failing of police officers? Perhaps the mission has become faulty? The vision blurred? The goals compromised? Everything seems driven by numbers. We're too tired to actually parse this thing at the moment, but we thought we'd put it up so everyone else could take a shot at it.

What can you expect for motivation when you got people like this in charge who don't trust, don't like and don't care about the cops on the street.

God save us from bosses like this.

Is this the guy that is supposed to lead us if we have a terrorist attack or is he the one who said it is, "impractical" to train us?

What a joke! the whole top management is a failure! some of the problems from the top: all the women who dropped moral, the promtions by clout and lies about "MERIT", no balls bosses, no one giving a shit about the street cops. to many prissy units not enoough beat cops. no time due! taking away court timr for impounding vehicles. ETC...

sorry big CW, crime is not down because of those stupid DOC zones or that totally not needed DOC unit. Why do they call the districts for info and then tell that district to come to a DOC meeting to get that info? Why, because another clout position had to be made up.
Crime is down because officers take the car keys and drive around. When they see crime or suspicious activity they do something about it. Even with morale so low and getting lower everyday, these officers give a damn because that is why they got on this job.
i became a boss hoping i could do my part for morale but i get rained down on by inspectors and commanders for total b.s. that i have to keep morale down to keep my job.
okay, i hate long posts CW. So in ending, crime is down. Thank you officers. Do whatever it is you are doing. Bosses at 35th, stop micromanaging, put the decision making back in the hands of the D/C. The DOC is an insult to the D/C and every officer in the district. No one needs to tell them what is going on in their district, they are out there every day, they know. Argh. Monkey rub my shoulders and calm me down please.

Are we really a mission driven organization? If so, what is the mission? Do we determine where crimes are going to occur or do we respond to them after the fact. Is the fire department mission driven? Do they concentrate their efforts on where a fire might happen? Do they go randomly hose down buildings that look they could catch on fire?
Isn't "just riding around" when you're not on a call called "patrol"?
Maybe my "mission" is just riding around being a presence.(Operation Closed Market)

Gosh, don't I miss the days when they handed me cars (?) keys and I got to ride around aimlessly all day or night! And when I worked tac, who knew we should have been addressing gang or narcotics problems?? And you guys and gals working traffic--thank God you now know that you should be addressing traffic problems like speeding!! And now that I'm a supervisor, do you really mean I should be assuring that my people are doing their job? Thank goodness that condescending prick CW is around to set us straight. However did any real police work get done before him and his precious mission boards?

The ONLY driving around we did was from endless asshole jobs attempting to settle the problems of sub-par semi-human beings with their bullshit domestics, disturbances, attempting to get 20 year-old crack-head mothers to take care of their damn 10 kids.

FUCK HIM!! May he go to hell and drive in endless circles wondering why the fucking PDTs don’t work DOWN THERE.

... with all of this crap you never hear the basic fundamental of beat integrity or even sector integrity anymore, do you?

... and now we are mission driven?

To those (at the puzzle palace)that just beamed down from the Enterprise... We have always been mission driven.

20-some years ago a wise ole sergeant at the academy said we could sum up our job in two words... "order maintenance."

It is our job, our mission, to maintain order... to serve and protect. The concept is fairly simple, even if the job is not.

With all of that crap I listed at the top, I think the average joe has lost track of the real mission in the midst of all that confusion.

The bean counters can't even keep up with all of the different spins they are giving us. Now they want the average joe to serve as a statistical analyst in addition to fighting crime and/or evil? The priorities of bean counting have now taken over the priorities of crime fighting.

The real mission has been lost, wouldn't you say? Enough of the smoke and mirrors. Isn't time to get back to basics?

But I digress...

Yeah, we used to get keys and leave the station without a department approved mission in mind.

Some of us had a plan for the day (go mess with gangbangers on some corner or look for guns, or whatever) and some of us had a plan to do as little as possible until it's time to go home.

Now they have a plan for all of us; some of us do it, some don't; what's changed.

You guys are a bunch of overly sensitive babies; grow up.

If it's so bad; retire or quit. Half this department wouldn't survive in the private sector.

It's great to stop in and visit the cry babies on occasion; absolutely nothing changes here.

You guys have almost the exact same responses for just about everything.

The site is sprinkled with some intelligent responders, but very few.

The rest of you repeatedly show the world why you are a civil serveant because you're too dumb to do anything else.

That memo is about as cool as Wolfpacking. Those are probably the stupidest things I have heard. You are right, our Equipment sucks, the cars are falling apart, the pdt's never work, most of our stations are worse than project buildings. Yet here he comes trying to shove shit like this down on the beat guys and the tact teams. Beat guys handle all your jobs, do all your paper then go to violence suppression missions. Whatever.

In my Dist on days I have the school checks (7), park checks (3) and High School dismissal (1), that's roughly 3 hours of my day, 1/2 hour roll call, lunch, etc; so on a good day I'm out there on patrol for less than 1/2 my tour. All of the above is "directed" from 35th ST. Then there are the seat belt missions, POD missions, DOC missions, special attentions. All of this says one thing, down town is convinced that all cops are lazy sacks of shit that must to steered by bosses every minute of every day. Here's a proposition, if patrolmen are that incapable, then fire us and hire people who require less mircomanagement...Oh that's right YOU managers are the ones who hired us in the first place, so your policies indict you for your own incompetence, congrats you pompous assholes

Charlie is not a bad guy. I know him personally. However, the job, society, politics, etc... they all blow. If you have any time on the job you see coppers, bosses, etc.. all changing!! I've got 20 years on the job. I have friends who are big bosses. They tell me you should see the ORDERS they get from THEIR bosses!

It's only going to get worse!! Deal with it or QUIT. Sad (and sorry) but true!!

As for CW, he must have been a real dog when he was in Patrol. After more then twenty years on the job it has been my experience that the bigger the Jagoff that a boss is the bigger the pooch he or she was as a patrolman.

This guy is all about hurting the non-clouted working P/O to further his own interests. F^%$ him! He personally got up and told the Sergeants at their in-service training that they are not out there to be “friends” with the P/O’s and if the P/O’s hate them (Sergeants) then too bad. Nice way to build camaraderie within the department, goof!

I never just grabbed the keys and rode around for eight hours before, but I am going to begin. What is my mission? To burn city gas and mark time until retirement. How do you like me now?!

Has it been that long or have you even worked a beat car to remember that what it is like?
And the missions pretty much have no meaning except to hold a car down for a few hours or a tour and keep coppers in an out of service status. More police on the street keep crime down not statistics on paper.

I guess beat 811 will never get police service because its never in a level 1 or 2 deployment. The level 1 & 2 deployment stuff is BS it does noting. More police services wasted to people who get free heat, and flash gang signs behind reporters when they are reporting the death of another honore student that was supposed to go to the NBA.

After reading this memo, beside thinking the author is an IDIOT, it sounds like a person captivated by the sound of his own voice. He isn't saying anything that any good beat cop or Supervisor already knows. If you know your beat, you know what happens where, and when something does happen, you have a dam good idea who did it. All I can say to CHUCKIE, is "THANK YOU FOR POINTING OUT THE OBVIOUS" Maybe he has a crush on his secretary and wanted to DICktate a letter so she would think he's smart.

This memo says nothing except what he believes all of us should be doing. The problem here is that it almost sounds like he believes the majority of us do nothing. So, because he believes we do nothing, we should be assigned missions. I think overall most of us go out everyday and actually do something. DSOP's, DOC's, Beat Missions, I don't get it. I'm gonna get something wherever I find it. As beat officers, we can't just focus on their bullshit missions. We also take the calls. Traffic accidents, fires, batteries, DOA's, and all the other unpredictable bullshit. When was the last time any of these higher ups actually walked into someone's dirty, roach infested house, in the ghetto, in the middle of the night, while everyone inside is drunk and high, and had to handle a domestic battery call and control the situation while the animals are shouting and acting uncivilized? Many of us can recall when we had plenty of nights (or days) where the calls kept coming and coming. Now, these days we may not have written any tickets, made any arrests, or found any curfews, but we surely didn't just take the car keys and ride around all day doing nothing. SCC has said it before and it's true, these bosses have just lost reality and lost touch of what actually goes on. Maybe the problem isn't with the PO's, but with the leadership. There are too many bosses that are scared, assholes, self-absorbed and concerned about their own agenda , or just plain stupid. There are some great bosses out there and I thank God for that, but like a previous poster once wrote about, when was the last time the Dept and bosses actually did something to boost the morale of its officers?

To the guy or gal that doesnt know what the D.O.C. is

Level I is the area of your district where aggravated batteries occured LAST WEEK along with the made up ficticious gang intelligence that is made up by your district gang team members combined with more fiction from the gang intelligence unit.

Level II is a designated area in the AREA where the most aggraveted batteries occured LAST WEEK based on the same perameters.only LEVEL II gets flooded with extra man power TRU SOS SAT and TACT TEAMS.

So to recap LEVEL I = designated by District. Level II designated by Area. We now respond one full week after the fact in so doing our mission to supress crime takes a week.

Just to add to your problems:
Ever heard of the M.I.N.S. (MAJOR INCIDENT NOTIFION SYSTEM) you can look at that to see the previous days or shifts major incidents in your district or area if your a Lt or above but not a P.O. or SGT.

Pdt's. Shit I still don't have one of the old pdt's in my car let alone a "new one". I'd love to have at least the old one, cause waiting for aboput 20 minutes for my incompetant dispatcher to get back to me with my info is unacceptable.

Hire more fucking cops. Then we won't have a back log everyday. Moral will increase, officer safety won't be as much of an issue as it is today, their will be more backup and officers on scenes, coppers will be able to get that 2 on the end or take the day off when their kid is in the school play. Crime will reduce because their is more police on the streets. More coppers will be able to do more traffic stops, street stops, surveillances, etc and lock more people up because they aren't tied down on job after job from the start of the tour to the very end with no lunch to boot.

Fucking wolf packing. What a fucking stupid move.

To scc - keep up the good work but I hope you don't get flack from the dept for showing a dept memo on this site for "all" to see. Watch your back and don't give those pukes in the dept any ammo to come after you.

Seriously, Think about it. The only people on this department that drive around aimlessly are the bosses. Way back in the day, bosses had marked cars with their rank plastered on the side door. Now they have unmarked cars solely for the purpose of driving around aimlessly.

I don't see why anyone would. Kinda seems like anything Williams says or does gets hammered by some of you. I'm not defending the guy, I just don't see the big deal this time.

I can't say that Charlie Williams is completely wrong when it comes to the memo. If I don't give certain cars an actual TASK after roll call, everyone knows they will come in with goose eggs.
Granted, most two man teams out there are motivated to make some sort of difference on the beat, but more than a few exist who can cause a Sgt. to pull their hair out. And I won't even go into the officers who will try to tell me what they won't do ("I don't go to court, Sarge, I don't do traffic court"). Yeah, when you retire.
Until then, everyone on my log is a full service police officer. Nothing else is acceptable, and the W/C won't give the dogs the time of day!

What is soon for the new pdt's a month 6 months a year or longer. But those new pdts don't work so good. they keep going down and are out of service for long periods at a time. those districts with the old pdts cant get them fixed and the districts with the new pdts wont release there old ones. THIS IS A FAILURE OF MANAGMENT THAT MEANS LOOK IN THE MIRROR CHARLIE. you sir talk a good game and write a crappy memo but you are fooling no one the Chicago police have to get it done with smoke and mirrors because our cutting edge tech isn't deployed rarely works when deployed and was out of date second hand crap when you bought it from some alderman's cousin or half sister. Charlie Dana and phil are the joke but its not funny. Phil hurry up and just promote little matt so you can get out of here, you have become a huge disappointment

Take away the first two sentances and the to-from somewhat makes sense.....do the job you are assigned to do. Beat car patrol and handle beat problems, rapids supplement the beat cars. Tact address problem areas in the district, Gangs address gang issues and learn the players. Specialized units, traffic, narcotics, etc. concentrate efforts on the jobs thier units are named for. It all makes perfect sense.
Problem is the first two sentences that are offensive to anyone who has been more that an inside man his whole career. We are a department of individuals, some stereotypical, who need endless general orders to outline the simplest tasks and tell us how to do our jobs. Why, because so many people who call themselves Police Officers can't make a simple decision, follow direction, or complete something without being told to do it and complaining endlessly.
To clearify, Williams writes a memo that doesn't need to be written, pounds his chest to show off as he berates Sergeants telling them the importance of not violating Rule 14, all while killing more trees to print more useless guidlines to tell us how to behave.
Here is a thought. Change the hiring practice to reflect people who are willing to be the Police, stop being a reactionary Department more in fear of litigation than protecting its own for performing thier jobs, and stop producing "leadership" so removed from Patrol that they have no link to what is current practice on the street. In trade, have coppers that stop bitching about every little thing, take some initiative to be the Police without thinking that every white shirt is out to get you or will leave you hanging,
and stop making decisions based on what the lawyers are going to think. Go out there and make arrests, write a ticket or two, "f" with the local sh*theads, and if a boss tells you to do something within the scope of your job, just do it.
Above all, stop pounding your chest screaming how great of a cop you are while everyone else sucks. Otherwise you are no different than CW, the inside man who is the object of your ridicule.

While the memo could be read as painting with an overly-broad brush, I too think its being taken out of context.

Note who its addressed to. I'm reading it as telling supervisors that their people should have a mission every day. As in, if you are a radio car and you aren't on calls or helping someone else or whatever, than you should have one or two or three specific missions. A particular corner or block or pattern or whatever. Something. And your sergeant should be checking to make sure you are doing that something.

One reason for this guys. ALL of the scandals of the last few years where the public would look and think "who the hell was in charge of these guys anyway?" Think of whole tact teams, SOS guys, and anyone else.

So what I'm reading is him telling supervisors that their people better have something to do, and the supervisors better make sure their people are actually doing it.

On the other hand, I'd love to know what the "mission" is for the unsupervised and inside thousands.

The Tact Lt. in my District was the Acting W/C one day. He comes down to roll call and reads the roll. Then he tells us that today we will do NO seatbelt missions, sector deployments or any of that. He says we're going to do what we haven't done in a long time - go out, hunt the bad guy and lock him up. Sounds like police work to me.

If I could buy my own radio and ptd I'd do it in a heartbeat. Also, I would love to enroll in the "take-home" car program (that many other agency's have)whereby you get a new police vehicle and take care of it as if it were your own.

Because I'm sick of getting a new beat car and then returning from RDO to find that some asshole decided to cut chunks out of the steering wheel with their pocket knife..now I have to drive the piece of shit around for the next 4-5 years like that!

Come to a certain northside district, we are mission control
we run 25 missions a day
check the stats on I-clear, of the missions run city wide for the month of Feb, this particular district ran over 30% of them - CITYWIDE! Does anyone see a problem here? Are we running missions for the sake of running missions? Do we have a purpose or is this just a tool for the captains to use to say LOOK AT ME I CAN DO LOTS OF MISSIONS! Now when 35th street looks at the stats do they see 24 districts that are not pulling their weight or do they see a couple of captains in this district who have gone completely f#@^ing nuts? Meanwhile the lame duck commander lets the insanity continue because he probably thinks the mission totals will get him promoted one last time before they kick his ass out the door at the end of the year. The only thing that is getting accomplished is the troops are getting burnt out on mission after mission and the real purpose for running the missions is getting lost.

It seems to me that these missions are nothing more than a tool to try and get someone promoted to the next Sup.

Problem is everyone in an exempt position is "exempt" from taking any test to get the job they have, but not "Exempt" from getting sent back to their civil service rank (usually Lt. since they don't seem to make Capt's exempt.) Therefore, all exempts learn to keep their mouths shut; and the cycle of silliness continues.
