Suburban Police Chase - Car Flips

Anyone else think that most of the Department brass woke up, saw this story, and immediately decided that there will never be another police chase whenever they're near a radio?

I know Im going to get a few "go fuck myselfs" and a few "go back to bed old man"s BUT

There is no safe way to stop a fleeing vehicle using another vehicle. Especially in an urban environment

Very often, innocents are seriously injured on these chases, a couple of very nice young people were killed Atually one killed and one fucked up badly in Buffalo Grove last year when some shit heads in a U-Haul hit them broadside at about 90mph as they were fleeing a theft from Gurnee Ill

Sometimes the operator of the squad gets fucked up too Did they show you the pics of the two guys at from 001 Van Buren and Morgan on New Years Day at 0400 in about 1973? They broadsided a fruit truck and their brains were everywhere but in their skulls
More recently two south side coppers one from 004 or 003 and one from 005 or 022 were seiuosly hurt in squad accidents.

One is now in a wheel chair first name Cedric

The other had a Dutch type name Van something Hes also fucked up.

Okay now call me jagballs, asshole old man etc

The idea not to cause more harm than has already been caused.
So 520 was right and so are the General Orders

Sorry but chases are very very dangerous

In 4 more days I will start my second year of retirement. I may know a little bit of where I speak

Looks like Shore Galleries is going out of business soon. The shelves there are empty of guns. Word is Cook County is putting a gun store ban in effect. Guess you guys got to go to Dupage or Kane County to buy weapons or supplies.

The only way to stop a chase is not to chase period. They only stop when the car crashes, they stop, or run out of gas. I had a friend involved in a pursuit in orange county where they are more liberal in their policy. The car he was chasing crashed into another car and killed a young family of 4. He still has trouble sleeping some nights 4 years later. It is not worth it, play a video game if you want some thrills.

I will comment on your post oldtimer. No I'm not going to give you a hard time. I fully understand your point. The problem is, crime must never be tolerated in any form.

Law enforecement as a whole should be working on technology that can stop fleeing vehicles without ramming them. I know we have a few things but not enough.

Instead of making blanket statements that no one is going to be chased. Police along with the States Attorneys Office and be it the Mayor or Governor should come out with a policy that protects the victims of crime and the police/government. We can't cave into crime. The blame needs to laid where it is. That is with the criminal. No lawsuits for a lawful chase!!! Automatic Felonys for fleeing and eluding the police and no supervision, probation, or any other ill conceived pc crap.

We accept that soldiers will die when we go to war. We never accept that there is a war being fought every day in our streets. Its a war against crime. We are losing. No chasing is part of that. You can't make an omlete without breaking a few eggs. People are going die. We need to grow up as a society and look at the big picture. The needs of the many outweigh the needs of the few or individual.

Our job is to capture the bad guy, even if it meens chasing to the ends of the earth. They break a few laws or someone gets hurt in the process then they get charged with an additional crime. Is it worth an innocent life...no, but that isn't our choice. The law say's we chase, company rules say we don't. I don't think being soft on these assholes is the answer. However, we shouldn't drive these squadcars like we are superman either, thats where we get hurt.

The problem with a police chase is that it's a CHASE! Everyone is behind the offender, taking every dangerous move they make. Take a look at all the chases in CA, you've got a dozen cars behind and no one in front to block or end it.

The safest way is to cut off the streets and block the person in. But that would require knowledge and co-ordination by the 911 center and dispatchers who know the streets, etc. When was the last time "Squad" knew the district?

You can't let them run everytime, but you also can't endanger the citizen and yourself.

I'm in my 7th year of retirement, now I've had my coffee, read my paper, checked the blog, and I'm going to take a nap!

I hear you, retiree. Sad, but true. The accident which crippled the young tact officer occurred in 004. Very tragic, even moreso to be left in his condition by another officer (in that case, a Sgt.). I'm sure not a day goes by whereby both men wish they had been somewhere else.

Lot so people criticize supervisors who call off chases. But I have never seen anyone ever step up at a bad one and say, "Boss, I take full responsibility for this mess. It's on me." Everyone should think about that when they criticize anyone for calling off a chase. Is it worth your home? is it worth your job? Is it worth YOUR life?

Congrads on the retirement but in this case you are wrong. I agree most chases aren't worth it considering their inherit danger but in this case and many others like it, a homicide offender, in the described vehicle, matching plate was being pursued, he showed no signs of stopping, he had just killed one, wouldn't stop for the police and would surely kill again, he and everyone like him needs to be stopped. The order is bullshit, you can chase someone who is possibly dui and could hurt others but not a murderer who already has killed someone? come on, you aren't that far removed from this job already are you?
sadly this won't change, the responsibility for the event never falls on the offender, it's always on us. "If you weren't chasing him he wouldn't have run,' well, if he had stopped like he is lawfully suppose to there would be no chase; we also know that the lawyers can't sue them becasue they have nothing, the city has big coffers so they go after us....

Was 520 following the GO's?

Was the pursuing dept vehicle doing the balancing test?
Did that dept vehicle follow the GO's?
How did the pursuing dept member call it out on the air?

WAS THE VICTIM OF THE HOMICIDE A POLICE OFFICER OR A POLICE OFFICER'S FAMILY MEMBER or WAS HE A SHITBAG,GANGBANGING, DOPE DEALER WITH A AN IR SHEET LONGER THAN 5 PAGES????


If you are going to chase a car and you know it wil be terminated, keep that chase between you, your partner, and the jag off you are chasing!! Dont bother anyone else with it and dont get the supervisors involved. I say dont
get them involved becasue then you are going to trash talk them on this blog for following the rules.

This is the retiree.
First I agree that we just cant let criminals get in their car and be off the hook.

Unfortunately though, until we figure out a way to stop speeding cars safely it may just be the only choice.

The damage that the offender did has been done,no sense compounding it by injuring or killing innocents or police officers.

I also know that war has casualties but usually they are enlistees who knew what they were signing up for.

Not familys of 4 or high school kids or seniors on their way to Europe.

By the way I also knew that Cedric was going to a 10-1. I donated to him twice, not once.

Ill tell you two chase stories I witnessed

The first was two shit heads robbed a liquor store on Addison near Cubs Park

They were spotted S/B on Ashland at Waveland

When the officer hit the Mars lights these assholes mashed the gas pedal and kept it mashed until they t boned a couple who had just had a 50th anniversary and were headed to Italy for a second honeymoon in a few days. Instead, they wound up in the Morgue.

The second one was a dope deal gone bad that went south on the Outer Drive from Diversey, through 018 to LaSalle and and then eventually the wrong way on the W/B JFK at Washington.

When I got there, the crash killed the offenders (big deal) AND a guy coming home from a third watch factory job.

The flames from both cars were about 25 feet high. And gas was leaking and on fire all over the place No one could be saved.

There are many other stories like this including the pregnant girl hit at Ontario St or Huron by the purse snatchers fleeing in 018 a few years ago

The Sgts involved would have been wise to take a hint from 520 of the other day.

Because this situation, aggravated by the OERMC audio tapes are going to cost us all a few dollars
Plus the loss of innocent life for which theres no dolar amount

One more thing about chases. Then Ive got to enjoy my retirement

My feelings are based on the fact that making the offender stop when he doesnt want to stop is the hard part

Im not for allowing people to get away simply because they have access to an automobile

Its just that I cant figure out how to SAFELY stop a car when the driver doesnt want to stop especially in an urban environement

The subject of chases will get more interesting when all patrol division marked vehicles get video camera which activate when the blue lights go on. Actually, they are always recording but do so in a loop, saving a minute or so before the lights go on.

Better be right on then because your every move will be recorded and scrutinized umpteen times.

In over 20 years I have seen many chases go bad and far fewer go right. For what? A thief? A red light? suspended license?

If a PO is killed or citizen is shot than all bets are off, go after them, no doubt.

Other than that, get them on camera and back off. There will soon be traffic cameras throughout the city and very few will escape them totally. Let the cameras and radios do the chasing,

Don't get hurt in stuid car chases over bullshit.

I tried some years back to get on the Eisenhower but it was totally shut down from the west side to around Rush Medical Center and Cook County Hopital while a PO was extracated from a wrecked squad.

Except for homicides fuck all chases.

Oh, I am not a boss or supervisor. The sight of a PO's blood is not very nice whether caused by gunfire, car wreck, knife, punch etc.

I also learned something else along the way, no matter the color of the wrapper, we all bleed red when punctured. We need to get real about treating each other as if we were all one color: BLUE!

Because we are.

An old timer once told me when he stopped a chase in 014 on his own, "we'll get him tomorrow."

Now I am an old timer and I understand exactly what he was saying.

The jagoff running away is not racing to his job at the law firm, he will cross paths with some other officers soon enough, that is how they live, some day we beat them, other days they beat us. They always get caught for something eventually.

Do your job and don't get hurt.

And know you statistics, 10 out of 10 fleeing vehicles slow down when the police are out of sight. Im not saying dont go after the real bad guy shooting out of the car or kidnaping someone but you cant risk lives over dumb shit, like that sergeant in 001 who got the pregnant woman killed over a wallet with a few dollars in it. Ill bet theres not a day that goes by he dosent regret that poor judgement.

Sorry to tell you that was changed. You do not have to stop for an accident unless it is a personal injury accident. A sideswipe that is property damage only does not count. You can keep going. It was changed a couple of years ago. Believe it or not the new order is actually LESS restrictive then the order before it.

I was there when Tom & Bill were killed and later participated as an Honor Guard at their wake.

Patrolmen Thomas A. Wodarczyk and William S. Bodnar, Jr. , assigned to squad car 107 in the Central District died when their car rammed a produce truck at Van Buren and Morgan Streets while they were chasing a stolen vehicle.

Patrolmen Wodarczyk and Bodnar began the pursuit at 5:40 a.m., westbound on Van Buren from State. For 3 minutes and 20 seconds, squad 107 was reporting on the progress of the chase and relaying the license number of the car being pursued. Patrolman Bodnar was driving as Patrolman Wodarczyk updated the dispatch center. The radio of squad 107 went silent. At 5:43 a.m., another officer called in for emergency equipment to be sent to Van Buren and Morgan. The policemen were pronounced dead a short time later.

The truck driver was northbound on Morgan Street, proceeding through the green light. His view of the oncoming squad car was partially blocked by an eight-story building on the southeast corner of the intersection. The stolen vehicle was found abandoned. Officer Wodarczyk was survived by his wife and three children.

First of all, I object even to the term POLICE chase.
The POLICE did not 'initiate' it, the fool did!
Newpaper accounts SHOULD read,....."Fleeing felon, reckless driver etc. "kills two innocent people or crashes into school bus etc."
But, any slip and fall or personal injury attorney knows you can't get blood from a turnip.
Soooo who are you gonna sue? The shithead that never had a job and 4th generation welfare, or the deep=pockets [I never met a lawsuit I couldn't settle OUT OF COURT] City of Chicago?
As far as my experience with police chases [over 35 years] when you catch them 'without incident' you could be OK.
If there's a crash or personal injury...you're screwed!
Plain and Simple. IF we could predict the future my brothers, I'm sure we wouldn't waste that talent on deciding the outcome of a police chase! I'd grab the Lotto numbers and read the SCC blogsite from my mansion on an island somewhere.
I'm as aggressive as the next officer but on police chases, WHERE ALL THE FACTS ARE NOT KNOWN TO ME, I'd rather blow one off than kill/injure someone and be out there 10-99 on liability.
All I ask is that you take the time to weigh all the circumstances in police chases before you let it run on, be smart and safe and God-willing go home to your family with a clear conscience that you did the best you could.

It makes me sick to hear this from my fellow brothers in blue. I have a better idea. Let’s tell our boys and girls that are overseas fighting for our freedom that it’s o.k. to let the bad guy go, there is always another day. Oh wait, sorry it’s too late, your hall family is dead because the same guy you let go earlier just dropped a dirty bomb on your city……. My brothers in blue, same pretends to us. Our families depend on us to keep them safe from harms way. We are the fighting front line on our own soil. I am sure that any Serviceman or a Servicewoman would not be happy to hear that we are giving up on protecting their families while they are away fighting for us and our families. This is our JOB!!!! We have to do what ever is possible to catch the bad guy. Remember there might be no other day. The bad guy knows that when he gets in the car, most likely he will get away. That’s why we continue to see car chases. Same thing with lawsuits, bad guy knows that if he sues for any bullshit reason he will get pay. It’s not our fault, or the Sgt. that called off the chase, it’s the city. Don’t let this stop you from protecting your family. If you want to see your family at home, first you have to do your JOB to make sure that they are alive and protected from all the evil.
Sure, chases are very dangerous but also everything that we do.
PLEASE don’t just give up, just be smart about it. I would like to believe that we are smarted than a criminal. When you get in the chase make sure that you know where you are going, and rest of us should figure out how to cut the offender off. The biggest mistake that we all make is that all of us keep following the lead chase vehicle instead trying to figure out a way to end the chase soon as possible with minimum damage. Few months ago 011th dist. 1st watch was involved in the chase of a known offender who was called the “Xterra Guy”. This guy was chased by multiple agencies on different occasions for months. No one was able to catch him till that morning. The chase originated in downtown and end up in Oak Park. No citizen was heart, no officer was seriously heart, some property damage (in Oak Park) couple slightly damaged squad cars, one squad car cut on fire (pool car, that’s why). Offender was detained, a weapon recovered, offender charged with few X-felonies. All this was possible due to a great team work between 011th dist. Officers and Supervisors. Couple squad cars were following the offender while the rest of the squad cars were able to cut him off in his escape route. Great JOB done because the Officers did what they get paid for and made sure that this guy won’t have another chance to heart anyone. The moral of this story is that we can do our JOB safely only if we want to and are smart about it.

I mean, everybody can agree, I think, that the police should not be injured, innocent citizens should not be put at risk...should the bad guys be allowed to "get away"?...should it depend on time of day, traffic and weather conditions (I mean, an innocent motorist can get hit anywhere); should a fleeing criminal get life in prison with no parole?....

It’s the Sgts fault now??? I’ve been in a few chases, seen some go good, seen some get lucky, and seen too many go bad. I’ve never seen one that was the Police fault... The bag guy does something wrong, which is his job, we, the police, go and try to get him, as in "doing our job". Be it on foot, on a motorcycle, in a car... Our job is to get the bad guy! Last I checked, there are laws on the book about obeying the Police, not running from the Police, and if something happens while in the commission of the crime (a civilian gets hurt), its the, now get this, its kinda funny: BAD GUYS FAULT! You have been brain washed by the liberal media, and a bunch of nut less bastards into thinking that shit that some bad guy does is now our fault. I knew Van Vectin(sp?), I remember the PPO who got his eye knocked out in a chase, the car that flopped onto the x-pressway on 006, Cedric in 004 and the other officers involved in that accident, I remember the one in 002 where the police had to put the fire out because the Cop was pined in the car (and the minuteman that did very little) and the list goes on, and on, and on. I wonder what it was like when we had horses, and I wonder what it will be like when we get those Hover-car things we've been promised since the 50's, Ill bet it was and will be FUCKED UP! Its called an ACCIDENT for a reason! It wasn’t planned! But to sit here and accept the blame on behalf of the Sgt, or the Police Dept. is, in my opinion; wrong! I know the policy/G.O. on Chases, Dammed if you do, Dammed if you dont, and a thought a pussy if you call it off. We, the police, are slowly being emasculated as it is, and in this society that cant seem to take responsibility for its own actions, why would anyone want to add fuel to the fire?

I'm another retired guy (3 years next month). Back in the '70's, I worked on the tact team in 007. It was a different time. We had a lot of fun and we enjoyed our work. We were able to be the "real police" back then and were able to get away with a lot of things that I wouldn't want to try today, if I were still on the street. Just as an example, it was legal to shoot auto thieves back then. As I said, it was a different time. Times change. If this state had laws like California, that disallows the suing of the police for chases, chases would be O.K. But Illinois will NEVER go along with that, so it's a moot point.

I spent 21 years as a P.O. before I was promoted. Once I was, and was sent back to a district as a supervisor, I had to be the bad guy that terminated chases. It sucked, but it had to be done. That's the way the department went and, as others have said, it's not worth losing your house and your family's well-being to violate the CPD's chase policy. I know that I wouldn't want one of my family members killed by the scumbag that's running, either.

My point is this: before you let your bravado get in front of logic, think about the possible outcomes before you initiate that chase. And, if you decide to initiate a chase AND choose to call it in, please don't bad-mouth the sergeant that's going to terminate it. He's just doing what he's supposed to do. The unwritten rule for sergeants was that, when a chase was called in, you would ask the dispatcher questions like, "Where is this at?", "How fast are they travelling?", "What are they chasing them for?". If, after getting all those questions answered, the chase is still on, it's time to call it off. Again, don't beat up on the sergeant for doing what you know he's supposed to do. If he's any kind of copper, he feels just as bad about it as you do.

The car chase in 005, the one 520 called off..... it wasn't the car used in the homicide. Police got the plate, tracked it down. Just some joy-riders who were probably unlicensed. You never know.....

I was not blaming all sergeants for what they have to do, but it was indeed an sergeant who started the chase downtown that killed that woman. Another sergeant got on the air to terminate the chase and the chasing sergeant got on the air and said " Im a sergeant and I will not terminate this chase". Again pride gets in the way of rational thinking. Had he stopped and thought about it nobody would be dead. But the real funny moral of the story is that that sergeant has been promoted again because he is married to daleys assistant. Can you imagine if this were an ordinary po with no juice?

When I was in college, 1973 or so the Po po was chasing some asshole near Belmont California and Elston

They crashed into a car containing some young people, one of whom was on the hiring list for this job

Several in the good guys car were killed

It aint worth it

Vehicle chases. loved to be in them, hated the fuck out of them when they were over. The adrenline rush you get from that is better then going through a door on a warrant. Once it was over, you and your partner always got in a fucking domestic, "why did you do that?, why did you scream like a little bitch on the air? , did those assholes see us coming up to the intersection?" If you have been the police awhile and been working a district that humps you know exactly what I'm talking about. I do not wish a vehicle pursuit on my worst enemy. With that being said, do not sound like Bobby Bradey going through puberty when you are calling in a chase. Listen to the radio, if your sgt and oemc can ask you questions and you can respond coherently, thumbs up. Chase on midnights in 011, 015, 010, 025, 007, 003, 004, 005 are a lot more justified then 018, 001, 019 , 021, 008 on afternoons. Does not (except shots fired at the police) mean you should not attempt, but don't go on this forum and break bad on a white shirt. God bless the Po-leece and the Children. Stay safe everyone.

I work in 009. We are all extremely greatful to have Roy as our D/C. He is well liked and respected and treats us all fairly. Believe me, we do not want to see him go.
