Ron Hubermann, 6 years police officer named as head of the CTA? What the hell are his qualifications? Sitting at Richies beck and call for several years?
It never ceases to amaze me regarding the whining of coppers on this blog regarding women and monorities receiving preferential treatment. I am a minority who scored in the top fifty on the sergeant's exam, and I know at least 20 other minorites and women who scored in the top 100. I also made Detective via the 1999 test, all when everyone told me the "fix" was in. I even had a sergeant tell me point blank, that I could not be promoted because the process wasnt fair. If coppers would try to learn how to take the promotional exam, instead of being concerned about what minority officers are getting, they would do better.

I read your site all the time. I think it a good source of info for what is really going on in the department (obviously filtering out unsubstantiated rumors and other stuff) but it really disheartens me the way some coppers talk about each other. I hope regardless of everyone's differences they treat their fellow officers with respect.
Although it is good to vent anonymously sometimes, I think it is better to talk to the person or supervisor you have a problem with and much of these simple disagreements can be easily resolved. I hope everyone looks out for each other and backs each other up. And as always, Stay Safe.

Any info on the chase that started in 004 and ended in 012? I can't believe they let it go that far!!!
I watched this cable show last night. It had been about a Boston Officer who was shot and killed in 87. And how the FBI tracked his killer down.
I went the the Officer down memorial page and reviewed some of Boston's police killed on/off duty by felony acts. I noticed a sick trend. Boston liberals free Boston cop killers.

The bomb builder was convicted and sentenced to life imprisonment, but that conviction was overturned and he was re-sentenced in 2007 to serve 37 years. The boyfriend was also convicted and served 12 years
before being released.

Officer Rose was shot and killed with his own weapon after letting an inmate out of his cell to make a phone call. The suspect was found guilty of voluntary manslaughter and sentenced to 26 - 30 years
Detective John James Mulligan
EOW 1993
Detective Mulligan was shot and killed while working a private detail. He was shot five times in the face, execution style, as he sat in his car.
Two suspects were tried and convicted of first-degree murder in 1995, but one suspect had his conviction overturned in 2000 when he plea bargained for manslaughter. In February 2006, the suspect admitted his participation in the execution-style killing of Detective Mulligan. He is eligible for parole in summer 2006.
These sentences and paroles upon cop killers speak for themselves concerning Boston liberal Judges & Juries.

I have a gripe. What is the deal with these 10 minute long freight trains. I was out south yesterday and got caught by two of them. Isn't that a Public safety issue? Why can't they build over/underpasses on arterial streets?

Originally called the Gun-Free-Zone Liability Act, this bill recognizes that gun-free zones, recklessly made and typically with no alternative security provided, are known to be extremely dangerous.
We have seen this recently in the Wakefield, Mass., slayings, the Luby's Massacre, and even the hijacked airliners on Sept. 11, where pilots and passengers were defenseless, in the false name of security. Congress responded to that with the "Arm The Pilots" law.
The Defenseless Victim Act basically says that, in public places, if you create a dangerous gun-free zone, you're liable for any harm it causes.
The idea that gun-free zones are safe is fraudulent.
It is a mythology perpetrated by anti-rights activists who can often be recognized by their beliefs that:
1 - self defense should be illegal,
2 - guns should be confiscated,
3 - no one but "authorities" should have guns,
4 - government can take care of you better than you can.
The anti-self-defense lobby would tell you to rely upon the police for your safety, but they always omit the inconvenient facts that:
1 - police have no legal duty to protect you, and
2 - they routinely respond only after an event to pick up the pieces.
In the tragic homicides above
and countless others you see on TV,
the police don't draw their guns,
they draw chalk lines when you're gone.*
A person who would deny your right
or ability to self defense is as violent and
wrong as the person who assaults you.
Self-defense against criminal assault is guaranteed in all 50 states and federally, as it should be, and is as old as the first written laws of civilization. Denying the fundamental right to self preservation is unjust, immoral, dangerous and should not be tolerated.
The notion that gun-free zones are safe is fraud perpetrated on the public:
a) Only innocent victims like you and me are affected. Armed criminals ignore no-guns signs and could care less -- they're laughing at you.
b) No alternate form of security is provided. You are knowingly and recklessly made vulnerable, while property management accepts no responsibility for your safety or their negligent behavior. The bill addresses only anti-gun-rights bigots who would callously disarm you and ignore your plight.
c) Despite bias in news coverage and the fear-mongering left, privately held firearms have been repeatedly shown to deter and prevent crime in one scholarly study after another. Since the nation's inception we have known and embraced the freedom-giving truth that guns protect the innocent, and that this is good.
Initial reactions to the Defenseless Victim Act have been highly supportive by knowledgeable people in the gun-rights movement. It shows all the signs of becoming a major national rallying point. This could turn into one of the key gun issues of the decade (literally the right to bear), especially if terrorist attacks continue and defenseless innocent victims are slaughtered.
The PR value alone, forcing the other side to support helplessness and victimization, are worth the effort. Now is a good time to bring this issue into the spotlight.
The bill was first introduced as HB2456, sponsored by a dozen representatives, in the 45th session in Arizona (2002). The legislators say it gives them something to sink their teeth into. Give your legislators something this good -- ask them to introduce the Defenseless Victim Act in your state, for all the right reasons.

You are kidding, right? Street cops are not hired, they are trained. It starts in the academy and then they are trained on the street by us. The only thing they have been trained to do is... I can't hin k of a thing that they have been trained to do right. FTOs are mostly kiss asses who were incompetents themselves. Some have no time on the job. A few are great, but they are only a few.
The academy institutes a culture of fear inot the recruits instead of a culutre street smarts. It is all academics, and reinforcing the fallacy of lawsuits and indictmkents. Kids are so scared when they come out they are useless.
And to those of you who are such cowards- very very few cops ever lost their precious raised rances, jobs, bank accounts, or what ever. Fewer ever went to the joint. Those very few that did were so wantonly negligent and reckless they deserved what they got.
If you want real street cops, you have to train real street cops. We are training poopie pants cops.
All the merit picks should have to wear a big "M" on their chests like the letters Lavergne and Shirley wore.

I would like to comment that the majority, vast majority, of minority officers that i come across daley are lazy do nothing motherfers. not 4's but 1's. why is that. i am not racist, i ahve many minoirty friends and girlfriends but it bothers me that the there are so many of one group that are lazy. i guess there motto is the less they do the more they feel the acomplish. the other week i was on a street stop and an officer stopped, not to back me up, but to kick it with his pos boy that i stopped. this is the first time i ever saw this officer out of his car, and it was not to back me up, or to do some proactive policing, but to kick it with his "dog".
Saw in the Tribune yesterday a photo of the most recent CPD graduating class. A whopping 46 recruits. 46. Will that even cover 1 months worth of retirees? Under paid. understaffed and a residency rule. Theres a story for a reporter with balls enough to print it. Oh wait. This is Chicago. Never mind.

State, federal and local laws give trains, especially long trains the right of way during certain times of the day. They can move through areas for set determined times depending on the time of day. Take it up with your lawmakers.
How is it a public safety issue? You are sitting, stopped, going no place, not moving. Oh, can't get home to that twelve pack, day old pizza, and reruns of Andy of Mayberry. Yeah, that could be a public safety issue.

Called off by 004, state picked it up and that was how it ended up in 012. 004 believed the vehicle was used in a pattern of armed robberies, 003 tact got on the zone 45 mins later to inform the troops that it was a domestic related veh theft and my hats off to 1299 for the dig. Too bad it went over their heads to appreciate it.

Supposedly he's a wind dummy w/ the 82nd @ Ft. Bragg. Funny thing, you'd think he would have been deployed by now. But if that happened he might get injured or killed then who would Richie pass the mayoral torch to come Olympics time?

Coppers in 004 observe a armed robbery-in-progress and the two offenders are wanted in a string of other numerous robberies so the chase was on in a stolen car. By the time they got to 012 with the state and cpd chasing these guys, their identities are discovered and the chase was terminated by the street deputy-not sure which one. I couldn't believe they let it go that far myself.

The problem with this dept., as I see it is too much in-fighting. Take a look at most of the comments of the blue shirts on this blog--old guys vs. young guys, unit vs. district, white guys vs. black guys, male coppers vs. female coppers, afternoons vs. midnites, and on and on. The reason why we can't get a decent contract is because we as p.o.'s can't even agree to disagree, settle our differences and work towards the greater good of better pay,benefits etc...I don't know about you guys but i came on this job to be the police and be able to provide for my family, not to make friends/enemies and have a social network. Who gives a shit about who got what spot/promotion etc....worry about yourself and your family and keep your fellow p.o.'s no matter who they are or where they're from safe.

That chase from 004 that ended in 012 was for a an armed robbery. I think the unit in 004 on-viewed the stick up. ISP and half of the south side was in on that thing. I kept switching over to 012's zone to moniter and all I kept hearing was for all cpd units to not chase.

Who cares who the next Superintendent or First Deputy is. All you have to know is that they will be the enemy. Keep your head down and your powder dry.

The contract will be settled when Daley wants it settled. You will get what Daley says you will get. The FOP will say thank you Mr. Mayor and mean it.
As to retirees, they are not part of the bargaining unit. FOP only gives them lip service. If you want to blame anyone for the health care mess for retirees I will give you the name- JOHN "FUCK OUR POLICE" DINEEN. I recently took the online ethics test so once again I am aware that I cannot give any big contracts to my own company when I award all those contracts I ‘m in charge of.
What really stood out while taking the test though was the part about not being able to exercise ANY supervisory role over a relative or domestic partner. This activity is expressly forbidden by section 2-156-130a. What does this mean? For one Phil Maria etc are in violation of the city’s ethics ordinance since they both serve in a supervisory capacity over son husband etc. It also means that our next super to comply with this ordinance cannot have any relatives on the cpd payroll. No if, buts ,etc the next chief of patrol can have no one in the patrol division likewise for all the other bosses in the various bureaus. I think being in violation of this ordinance should knock Maher out of the box for the sup job. Go ahead and run with this one lets out all the bosses violating this ordinance so the press can see how ethical we really are. (SCC feel free to edit or run with this however you desire)

If you're so damned smart then you realize that you are the exception-and I know few exceptions where minority candidates can succeed on a level playing field, academically or professionally. It's regrettable, however, it's true. And it's not my fault. Don't blame me or anyone else for harboring resentment over affirmative action promotions. You guys may be incorrectly assuming that Huberman is out. My guess is that he is still very much in. Kruesi was going pretty much immediately and Daley couldn't let that seat go unfilled but neither could the chief of staff's spot. Absolutely not!!! Only tax payers live there and since we only cater to the mutts of society there will plenty of police babysitting those who have never contributed anything.

why are TRU and SOS at each others throats? They both have a purpose and they both have strengths and weaknesses. Yeah TRU is young and need to learn some more but the kids do try, its not their fault the department lets them come over with little time and not a lot of knowledge of the street.
As for SOS they have the experience and the know how but now they have a HUGE black eye, you cant mention those three letters without someone saying they got what they deserved, and for the most part thats true. They got away with a lot of shit for along time and now that the hammer is comming down it really sucks. Its a lot easier to get over their but the damage has been done, who the hell wants to ride around like a PPO with someone watching you all day?

The chase that started in the 004th District was an example of how a text book chase should be. Started out after on-viewing the bad guys attempting a robbery, the unmarked calls it in, the wanted vehicle is also wanted for several armed robberies and agg. batts which were very violent in nature and all occured within the last 24 hrs, this was relayed to the vehicles involved, when it was possible a marked car took over and continued the chase and sgt. and field lt. and watch commander knew how violent these subjects were and they were possibly armed agained. The chase was terminated after the chase cars lost sight of the offenders, per order. By that time the state police and other districts picked it up. All I can say is to bad we only have a helicopter that only flies business hours....
Security at the new police stations is a joke. Anybody walks in and can slip by the desk crew for one of three reasons; officers are busy doing paper work, officers don't verbally challenge anyone, or those at the desk may be a little to lazy when it comes to security issues and think nothing bad will happen here. Because of merit what you accomplish will never be looked at as your achievement, but because you MIGHT have been given special treatment, because of your race/sex/etc. Merit hurts ALL that do it legit. Only ones that make out are those that can't pass the test, or the clouted. Merit is evil as there are a LOT of bosses that have NEVER passed a test but get merited or clouted up through the ranks. IF they were to keep merit, then a person should be allowed only ONE merit promotion in his career.

He dropped out of West Point after a year, but he still had the enlistment commitment to fulfill. It took until he was age 29 for the Army to catch up to him.
I still can't get over the tearful, "My son is dead!", tirade the old man went into when reporter Andy Shaw asked him if he was grooming his son for the mayor's job. How dysfunctional can you be if dad will not publicly acknowledge the son's existence?
The problem with this dept., as I see it is too much in-fighting. Take a look at most of the comments of the blue shirts on this blog--old guys vs. young guys, unit vs. district, white guys vs. black guys, male coppers vs. female coppers, afternoons vs. midnites, and on and on. The reason why we can't get a decent contract is because we as p.o.'s can't even agree to disagree, settle our differences and work towards the greater good of better pay,benefits etc...I don't know about you guys but i came on this job to be the police and be able to provide for my family, not to make friends/enemies and have a social network. Who gives a shit about who got what spot/promotion etc....worry about yourself and your family and keep your fellow p.o.'s no matter who they are or where they're from safe.

Called off by 004, state picked it up and that was how it ended up in 012. 004 believed the vehicle was used in a pattern of armed robberies, 003 tact got on the zone 45 mins later to inform the troops that it was a domestic related veh theft and my hats off to 1299 for the dig. Too bad it went over their heads to appreciate it.

One of 30 recipients from 1,200 applicants nationwide, Huberman wants to use the problem-solving insights of social work and the management and leadership training of business school to “lead a more effective, efficient and compassionate police department.

There are a lot of technicalities involved in the administration of a law enforcement agency that a business education can address.” Huberman said the School of Social Service Administration will prepare him to “effectively analyze and design innovative policy.”
Born in Tel Aviv, Israel, Huberman became a U.S. citizen in 1982. Raised by parents whose families had died in the Holocaust, Huberman and his family moved to the United States and resided in Tennessee. Huberman decided to become a police officer at age 6 when he and his mother were the victims of an armed robbery.
Huberman became a police officer after receiving his B.A. in English and psychology from the University of Wisconsin at Madison in 1994.

Credit for finally fulfilling his obligation? But the ones that shouldnt be promoted are the ones that get to jump ahead all of the white coppers just because of their race. If you are in the top few hundred you should be promoted, if not then you shouldnt be. What a fucking concept huh? On t-stops for Indiana drivers, ask if they have their concealled carry permit......then make them produce the weapon, and there's your freebie gun pinch.
Cars with Minnisota plates are "riddin dirty"...the LINK/SSI system is so leinient in MN that the dog-asses claim residency there as well as the ghetto to collect their "checks".
Wisconsin drivers do not need a Social Security Card to obtain a license......you go figure what to do there.

Give Daley's kid a break. At least he is serving his country. That is more than most other guys his age can say. How many other children of politicians both Democratic or Republican have served or are currently serving in the military? The answer is very few. Also how many other guys in the past had to join the service to stay out of jail and later went on to serve honorably and well. Some of them are or were even on this job.

You are kidding, right? Street cops are not hired, they are trained. It starts in the academy and then they are trained on the street by us. The only thing they have been trained to do is... I can't hin k of a thing that they have been trained to do right. FTOs are mostly kiss asses who were incompetents themselves. Some have no time on the job. A few are great, but they are only a few.
The academy institutes a culture of fear inot the recruits instead of a culutre street smarts. It is all academics, and reinforcing the fallacy of lawsuits and indictmkents. Kids are so scared when they come out they are useless.
And to those of you who are such cowards- very very few cops ever lost their precious raised rances, jobs, bank accounts, or what ever. Fewer ever went to the joint. Those very few that did were so wantonly negligent and reckless they deserved what they got.
If you want real street cops, you have to train real street cops. We are training poopie pants cops.

To answer your question for the Sgt. Exam I took 3 study groups.
1. Berstein
2. Lt. Camacho at the Academy
3. Dep. Skahill at the Academy
Mind you, none of these groups were perfect, but if you really got what Bernstein was saying, he taught you how to answer weighted questions. Camacho's group was instrumental in simulating the length and pressure of the exam, and Skahill's group really, I mean really helped for the type of questions that could be asked.
Also the candidate preparation guide was a little misleading about how many answers you should give. It scared many officers into only giving 3 or 4 answers on the scenarios, when in acutuality, if the question did not specify, you should always give as many answers as possible in order to score maximum points. And beleive it or not, it was a minority sergeant who scored #3 on a previous exam who taught me this.
If you're so damned smart then you realize that you are the exception-and I know few exceptions where minority candidates can succeed on a level playing field, academically or professionally. It's regrettable, however, it's true. And it's not my fault. Don't blame me or anyone else for harboring resentment over affirmative action promotions. Would you board a jetliner knowing the pilot didn't pass a pilots examination and was awarded a pilots license in order to achieve some bizarre racial or ethnic parity amongst the pilots? I doubt you would. Hell, if Jim Tillman told me to expect bright sunshine I immediately reached for an umbrella! Just kidding. Congratulations on your great success on the Chicago Police Department, you're really one in a million, unfortunately.
The only affirmative action promotions on this Department are the ones that benifit the politically connected. I know minorities who are in with Daley and whites who are not. And of course, there are many whites who are in with Daley and minorities who are not. If that is affirmative action so be it.
But just remember, coppers have to LEARN HOW to take the exam. When they do they will pass due to their score, and not some merit based promotion. Mind you this is my second Sergeant's exam. As a minotiry I have merit base promotion, as it only allows for cronies of Daley and the Administration both Black and White to advance. I believe the test is not only fair, it was an excellent challege and oppurtunity to demonstrate you knowlege, skills and abilitites on the day of the exam. However, I invited several white officers to study, when 2 said they would study on their own, and one told me I would have to be Hispanic to make it as a minority. Well, sadly they did not do well on the exam. Any white, black, or hispanic that cannot be promoted and complains that it's "this group, or that goup", is just not studying properly.

My initial reaction about Daley's son is to leave him alone, give him the benefit of the doubt and salute him for serving his country at a time of war.

You and I know very well how deep the roots of the Daley Family weed systems go. I'm no conspiracy crank and I tend to have alot of faith in things but not with the Daley family.

Cadets at the military academys DO NOT have any military obligation until the begining of their third year. If they leave before the begining of their third year, there is no obligation to serve.

Apparently you forgot when you went through the academy. The academics are there so that the recruit can pass the State exam.
Can't be the police unless you pass the State exam. State of ILL decides what is asked on that exam and provides the academies in the state with the guidelines for such.
As for reinforcing the fallacy of lawsuits and indictments, perhaps there are SOME instructors that talk about lawsuits (Law Unit Lawyers)but the Indictments =
they are all over the news!
Get over yourself and remember the first day, week, or month that you were on the street. How many PO's, Sgt's, Lt's, Capt's helped you out.
Perhaps, instead of critizing, you might want to be a bigger person and help that new recruit out. Offer some sound, valuable advise.

Hey jag! I dont hear you calling 911 to get me overthere! I work on the west end and it's not my fault nor the 008th districts fault that we only have at the most 2 or 3 cars patroling that west end. Regarding the chase in 012, 1299 got on the radio to verify that the wanted vehicle was involved in armed robberies, all that was verified was that it was a known offender who took his girlfriend's car that night before, when he specifically asked about the robberies, no one from 004, 003 or the State confirmed the robberies.
Then he asked to meet with a supervisor from 003 or 004 to find out about the armed robberies, the supervisors all went back to their districts and weren't
available to meet with him, that's when 1299 ordered his cars not to chase, as he put it, a "domestic related stolen car."
If this was a legit car wanted an armed robbery, why the hell did the supervisors from 003 and 004 bail out and leave their cars to roam around the 012th District.

I knew that all that watching the History Channel would come in handy some day.
After reading all of the posts in this blog regarding the chase that started in 004, I have learned something I had pretty much expected anyways. Its not just the media that screws up the facts it fellow coppers who tell stories through hearsay.
The night before in 003, this guy beats his girlfriends azz, and steals her car. Throughout the day along 75th and 79th street this car is identified by up to 8 victims in a string of armed robberies w handguns committed by 2 males one of which is positively identified as the original offender from the domestic.
That night 004 puts a team of unmarked officers on a direct mission in the area to look for these offenders. About 0100hrs. a guy crashes through an apartment complex door screaming some guys in a white car just pulled a gun on him and he ran away. About 0115 hrs. a short distance away a call comes out that 2 offenders in a white grand prix with the stolen tags on it just committed another armed robbery.
A short time later one of the unmarked cars spots the car at 75th and Jeffery which proceeds to flee, 004 and other CPD and ISP proceed to chase these animals all over the city.
The biggest shame of the whole thing is that these officers not only had to worry about the risk they were putting themselves in by trying to catch these fools, but also the fact the city would leave them out to dry most likely if something bad were to happen along the way.
Now its all a matter of opinion if the chase was worth it or not, but anyone who finds fault that some officers and supervisors thought that a a pair of azzholes who decided to go on a 24 hour crime spree with guns, were not worth putting the effort in to try and catch should not be the police or have most likely have reached the point in thier careers where they obviously just don't care.
