All these media types who are touting Charles Ramsey as returning to take the helm of the Department really ought to know better (like this from Channel 2):
- More than a few insiders believe the recently retired D.C. police chief, Charles Ramsey, is the favorite to replace Cline. He's a former member of the Chicago Police Department's top brass and highly regarded.
Ramsey virtually invented the community policing, or CAPS, program in Chicago, and served as deputy chief and deputy superintendent in the early 1990s.
A former police union chief said of Ramsey: "This is a guy who gets out on the streets and knows what's going on."
Ramsey quit. He quit and left the city when the "blue ribbon panel" tasked with finding a replacement for Rodriguez, chose Hillard over himself. Daley rewards one thing - loyalty. And if you aren't loyal enough to stick around after getting shafted, you aren't getting a second chance.
Again, this is just the SCC staff opinion, but we're comfortable with it. It's going to be an insider all the way. A LOYAL insider.

I have another theory why Ramsey will never be the Superintendent of Police in Chicago (at least not under Daley) ... flashback to 1997 before Hillard is appointed. Ramsey appears on WTTW Chicago Tonight (or something) addressing some issue ... perhaps Mearday ... and he was BRILLIANT ... well spoken, informed, etc. Seemed like it would make him a sho-in for the vacant Supt spot. But no ... too brilliant to work under Daley, would outshine Daley, and might eventually become a possible political challenger to Daley. So instead Daley picks Hillard. Respectable? Yes. Brilliant and articulate? No. Potential political challenger? No.
Seriously does it even matter? Anyone who would be considered for the job had already sold their soul to the machine along time ago. People post on here such words as "street credit" and "the real police" for these bosses as if they just left the beat car a day ago. Policing in Chicago has changed so dramatically in the past 5 years alone I don't think anyone above the rank of beat sgt has the slightest idea of what really goes on and I have no faith in them. What might have been acceptable and rewarded for 20 years ago when these bosses were in patrol for however long , Po’s are getting hung out to dry, fired and even set to jail for. (If you know what I mean.) So how could they lead you in the “NEW” style of policing if they had never done it in the 1st place?

Old "I'm in control here" Ramsey stuck the knife deep in Richie Daley's back with his manufactured 1995 Training Academy spitball "crisis". Matt Ratt & DeLo-Joe were away, so our freckled Alexander Haig played... he got himself right onto the Slum-Times front page (thank YOU, Fran & Frank!). But too bad, so sad- he unwittingly weaseled himself right out of any shot of EVER being number one here by his duplicity. Ever. (or as long as breath remains in Richie's body or in those that will honor his wishes.) Freaky Freckles simply CANNOT be trusted; his lust for power and tendency to lash out without thinking sunk his battleship here, forcing him to pull the reverse Beverly Hillbillies and load up the truck and schlep due East.(rumor was he should have gone to the joint back in the day for malfeasance on the job too, so they say- although this is apparently not uncommon on the job as a whole!) Honesty, thy name is NOT Ramsey. Pride, Envy, Gluttony, Lust, Anger, Sloth & Greed are more his speed. Tartan Barb still has a much better chance of making it than he ever will- (which admittedly doesn't say much for her chances.) would that make him a "First Lady" of sorts? A mere "heartbeat away" again, C.R.? Sometimes you must give Richie his due- Ramsey is the capricious, opportunistic, power-mad detritus of the worst sort of bosses gone by. The town simply wasn't/isn't big enough for the both of them! Enjoy your golden years in irrelevance, C.R. You've earned it!
loyaly pays!...from what I remember, Ramsey would be nuts to even apply (not that he would have a chance in hell of getting the job). The next supe will be someone who Daley can sell as 1) "tough on gangs, drugs, and guns"; (actual qualifications unimportant, but something to feed the media); 2) appease the special interest groups (blacks, hispanics, women, gays, etc.)....so, pick the most likely who fit that bill. Perhaps most importantly, much of the discussion on this board, and maybe others, has focused on qualifications, experience, etc. What has sometimes been mentioned is the fact that Daley wants a person in that position who is a "yes" person, who will cave in to each and every demand, every (unqualified) civilian shoved into the dept. to satisfy some pol or another, every exempt either promoted and/or assigned at the behest of either Daley himself or some other political mope....what has not been discussed at length is the possibility that....much of the dept's finest talent do not get promoted (at all levels, dick, sgt., lt., capt., exempt), because they either won't "play the game", and/or don't have any political clout. And, what might that say about those who do "play the game"....might they be so bereft of personal character, so lacking in personal integrity, that they would accept an appointment or an assignment, knowing that the orginazation was politically corrupt, and yet defined their personality based on their rank or title?
At least Ramsey WAS the police.

Ramsey could be a great boss, but he got caught cheating on his wife, scandal. Plus he wanted to only have three bureaus on the departent. The stupid waterhead mayor would not be able to take care of all of his puppets that way.
If Mayor Waterhead really cared about money management leadership and so forth he would have hired Ramsey when he hired Hillard, who was a decent guy.
Instead he decided to hire someone he could control.
I do not like to be political but, when we look at the big picture we have a president who attacked a soveirgn state under false pretense and nothing happened to him. We have a mayor who is a no good mother fucker i.e. hired truck scandal, shakman decree violations, everyone on his watch is on the take but he is not? Hey water head quit already.
Yet inspite of all of this he throws the best boss any of us will ever see under the bus, because of some off duty bull shit and SOS. Whose previous commander is his close friend. Remember people when things are really bad and we can not even shit without going down on the air thank an a Abbatte, but much more importantly thank someone from SOS and the States Attorney's office.
Thank a mayor who is a blithering idiot, a president who has lunch with this blithering idiot then calls off his dog (Fitzgerald), so this this stupid potato head mother fucker can keep building flower pots, putting up wrought iron fences, and forcing the middle class out of the city.

The reason Ramsey left the Department and the city was a little one sentence blurb in a news column. It appears that Mrs. Ramsey was extremely upset about Chucks escapades with other women and very loudly complained. The Mayor had warned him before and he kept on being Chuck. One of his squeezes- no names here- became a civilian power house in the Department. Chuck will never get the job. They would give it to the elote sales boy first.

There is an easy way to eliminate people. Past history tells us that Daley will only appoint someone who is eligible or at least one year away from being eligible to retire. That knocks the list down quite a bit.
Looks like Huberman is out.

Anyone read Chicago Dispatchers. It appears that people walked in to work at 911 and found a new swipe machine. Not only did they have to swipe their ID card, they also had to put their hand in for a palm print read. Just like the ones they use over at Homan square. Heard that the new swipe card/hand reader is coming to the CPD. It will be installed shortly at headquarters, then the rest of the department. In this day and age, how sanitary will those hand swipes be? Hope you wash your hands boys and girls, no telling where others have put their hands before putting them into the palm reader. Remember, in this country we are suppose to use toilet paper and Kleenex. Ya, Right.
Ramsey is not interested in the job. You can take that to the bank!
He was not chosen over Hillard because Daley beleived he would be his biggest contender in the next election. The community loved him, the faith community loved him and the police for the most part respected him. If he was a successful police chief, which he would have been, he would have been a shoe in for Mayor.
Believe me you little minded people, life is bigger than our stupid department and this blog.

MY humble opinion is that Ramsey, so far, im my 39+ years of service, DESERVES to be on the Supt.'s short-list for consideration.

Ramsey was a greast boss in VCD/Narc. And certainly one of the smartest.
Ramsey wouldn't stoop so low as to come back here and be micromanaged by Mayor StutterswhenI'mlying.
Whatever Ramsey decides to do, he has a bright future ahead of him.
He handles the media well, and most of the people in the DC area have nothing but high praise for the man. I've been to DC numerous times, and all of the DC coppers I've spoken with have nothing but praise for how he turned things around for their Dept. And even though the new Mayor elect of DC chose to dump him, who did they replace him with? His female protoge, who is pretty much doing the job out there the same way he did.
Well at least we would have a Supt. with Ramsey that did not have an office full of women and screwed everything moving. He learned his lesson I'm sure.
Uh oh, that means at least 57% of all the women working at 35th will have to leave.
