This city amazes me. I have no problem with Cline...most of the new headaches came from Huberman, lackey of Daley. I thought Cline did a great job during recent interviews, other than the bat comment....he was grilled by a liberal reporter on Channel 11's Chicago Tonight last week, and did a great job. The Abbatte problem is a symtom of a corrupt CITY, the police being a CITY DEPARTMENT, ultimately headed by........
D A L E Y. All these recent problems have one erie similarity....DALEY was in charge. You can replace rodgiguez, hilliard, cline, whomever, but DALEY will simply replace them with another cog in a broken machine. Ultimately, it should be Marr Daley who takes some heat for this, not a police boss that was a Sgt. when abbatte was hired. Open residency, REALLY screen applicants, and actually clean this dump up. Or, just build more planters and woo the olympic comittee in an attempt to aviod the real issues. Pay no attention to the man behind the curtain!!! just watched Daley's conference via streaming video...what a goof. When asked about applying for the job (supt.), he says that it's open, invites everyone in the room (reporters and such) to apply. Asked about outsiders, he again says, it's open to everyone, but "we have good people here" (meaning that an outsider doesn't stand a chance, and what outsider with an ounce of common sense would work in this corrupt environment, for this mush). I agree with 4/02, 12:02 pm; the problems in the CPD, along with other city departments, including the city council, with so many people getting indicted and convicted by the feds, lies directly at Daley's doorstep. He is ultimately responsible...

Put some experienced police officers in those spots, not friends and relatives. Make the new sergeants hone their supervisor skills for two years in a sector car before they go to units, not two months. That will cut the corruption substantially. Bout time. Cline was an excellent policeman, but a terrible administrator. Bring in someone that will restore the morale, and honor of being the police, not another dictator. Make those exempt jobs something to strive for rather than fear.

I was not a big fan of Cline, but if you look at the Exempt ranks, he was one of the better bosses on the job. He liked police work. In my opinion, Cline had two major problems: (1) Outside the political promotions, like Keating and many others where Cline did not have a say, a lot of Cline’s personal promotions were idiots -- Deputy SC, Commander ER, LT’s JG and LP. Be real, the Commander of 009, ER, would, at best, be a head manager of a used car dealership. He had no business be promoted on this job. (2) How Cline forced the numbers. He wanted his DOC mission to work so bad that they forced us to produce imaginary numbers, like dispersals, reversals, etc. We were told if we drive out of a specific area, we would be written up. Its 5 degrees outside and the Sgt. is requiring a narcotic dispersal. Nobody is out there. It took the fun out of police work. I wanted to go on the air after catching a shit head with a gun and state, “I have a 143A, but since we’re not in the DOC, we are completing a contact card and we’re clear with a 19P.” But who is next? Williams, Starks, Kirby, Mahar – please these people fall under the same notion as the Commander of 009, none of these people could even manage a Burger King. And Hubberman? He couldn’t pass a promotional exam on this job.
Just remember, the devil you know may not be as bad as the one you don't. I have a feeling we are going to find that out. Hope for Hiram Grau.

But when Phil goes, God help us. If the new superintendent is from inside the department he/she will be on the totally on the hook to Daley and be micromanaged by Huberman. Probably also anyone from outside, either way we're screwed.
Cline didn't beat that bartender and one careless comment shouldn't condemn him. What should be his downfall is the general downfall of the department. Starting with all the problems listed earlier, the hiring, the FTOs, the CAPS system. Go back to the basics, being the neighborhood police. Get the young cops out of the offices and onto the streets for their first 15-20 years. Hire more ex-military, less gangbangers, as one very smart man said, "We need less college, more high-school."
Most complain about Cline.....you will never be happy no matter who the top cop is...it is impossible to please everyone and if people would just go out, do their job, and act like civilized human beings both in the uniform and out, the police department would be highly regarded (like it should be). Keep complaining - if you don't like your commanding officers, then leave. Good luck finding an institution that will make you happy.

You are correct, Daley is the start of the Cancer in this city.
But Cline has left alot of coppers out to dry. Used a ton of Scape Goats, now he is the biggest one,no pun intended.
Two outsiders with a chance are ADS Bob Lopez: Good guy, well spoken, respected, smart and will be able to restore morale. The second guy is Comm. Sal Avila (014): Articulate, politically connected, in patrol for a long time in a diverse community and organized. One of them should be at least be 1st Dep. when Starks leaves or if Starks becomes the Supt. Dep. Supt. Williams is out for a recent disciplinary decision he made. ADS Kirby has a shot because of being female, a lawyer, her IAD experience, public speaking ability, physical appearance and having been on the other side regarding labor (helped negotiate the first Sgts. contract for the PB&PA). It is all about marketing given the vast media issues.
You know it's going to be Huberman. From Patrolman to Superintendent that quick-it's all legit and silly, silly, silly at the same time.
Some rough times are ahead of us people. The media is relentless, liberals hate us, and the corrupt political atmosphere that runs the city of Chicago has no end in sight. The media should be showing the planes hitting the world trade centers on 9-11 to remind this country of how much danger we are in, or show heroic stories of our military, police, or firefighters. But no, I've seen that idiot beating the female bartender on t.v. every friggin time I turn it on. Chicago is becoming un-livable for middle class people (police, firefighters, street & san workers, etc; etc;). Our contract is soon to expire and many of you probably forgot our health insurance goes up bigtime in July. I guess I don't blame Cline for resigning, but it just goes to show the lack of leadership this department has; because when it starts to get bad, our leader resigns. Cline should have dealt with the problem officers in the department and directed the rest of the department in the right direction. You never saw Eisenhower or Patton (I'm not talking about Mauer either) abandon their troops, did you? Some of the suburbs are really growing and in need of police officers. Some pay as much if not more than Chicago P.D. GET OUT people, while you can. The residency rule is so unconstitutional, but the FOP will never do anything about it. Get out of this city and enjoy a happy life in the suburbs, away from this rat infested armpit of America.

Cline really did not do that bad of a job. The job has its own pitfalls in the sense of politics rearing its ugly head throught the career of a superintendent. In general, looking at all of the orders and the like that have appeared under his term, it was definitely a lot better than those that came form Hillard. It could have been worse and it could end up getting much worse.

Ive managed to survive, Rice, Martin, Rodriguez and Hilliard. When you see whats coming you might realize that Cline was not all that bad. If the new supt is anything like the first four that I have listed this department might as well dig its own grave and crawl in. We Want Huberman! He has done alot to get some of the corruption out of this department! He is young, smart, and has helped alot to bring this department forward not only technologically. Best thing is he is not a bullshitter.

He's in charge of weeding out "corruption" and "clout hiring," but he jumped directly from blue shirt to brass in less than four years on the job. Claimed to bring CPD technology up to date but how useful are your PDTs when they DO actually work? Made OEMC a miserable place to work within 4 months of taking it over with his micromanagement (sitting in his office watching every pending 911 call in the whole city and literally running to the operations floor to complain about jobs over the time limit during the busiest time of the year AT SHIFT CHANGE). Still has a patrol officer's star number, and became the mayor's Chief of Staff/"right hand man." All of THIS within 13 years of hire at the time. And you think this clout baby who's not even 40 years old is the best candidate to run the department?
Take it from a dispatcher who's lived through him and several before him, Huberman as superintendent is the WORST thing that could happen to CPD.
contract is/will be in the shitter! new contract? ha! it will be a long time coming! how about a 5 year buyout would save the city money as they can hire lower paid new recruits! This would let us in the kma club leave earlier, and get away from this corrupt daley and his "street crew" of theiveing thugs! And his cast of 50 followers can make more laws maybe even apply laws to themselves!

If Hubermann becomes the next super, there should be 13,500 leave of absence on his desk.
Did you notice how in last few years Daley made his staff resign and he hired younger people for his staff. He knows they will be 100% loyal to him. Give them a few years on the job before their own scandals come out. Huberman as superintendent, I hope not. Sure the superintendent is a yes man for the mayor, be you still need to know how to be the police.

Any of you that a new supe is going to change anything that we, the working coppers, do on the street are living in denial. The supe said it all 4 days ago when he was asked if he was going to retire. He said, and I quote, "I serve at the pleasure of the Mayor." Guess what, the next supe is picked from a pool of three candidates by who???? You guessed it.....DA MAYOR. Da Mayor appoints the supe, he appoints aldercreatures, he appoints service commissioners. Who doesn't he appoint? The next supe will be no better than what we had, might even be worse!! Alot worse. Someone posted in another thread all the negatives that da supe put in place. I read that list, the only negative was that it made work for coppers. All coppers. Name once when you heard da supe increase recommended time off from a sustained CR or SPAR? I never heard of one, but T.H. increased everyone that was ever sent up for reveiw. M.R. came up with CAPS, yeah that worked out real well. Highest murder rate in the country. Bottom line is this, da supe "serves the Mayor", not the coppers on the street. You don't like that fact, turn in your star and move on...otherwise grab your hogleg and follow me and keep safe. Do your job and don't do anything stupid like punch out a bartender or a businessman, and don't rip off anyone. That's how we bring up morale.

Are you nuts? Huberman is your choice. He wasn't the real police. 9 years of desk jockeying. I never saw him in court once. Whats with his limp wrists? He brought high tech to the dept (the news said). Oh boy, woopie! So we finally got computers in the stations and squad cars. Wow the awesome pole camera's. Huberman is my hero, NOTTTTTTTT!

Al Wysinger the D/C in 015 (Smart, reserved, well spoken and genuinely a nice guy, oh yeah, he is well connected too.) He could be the one that no one saw coming, except me of course.
But none of this matters, since whomever is chosen will be there only to keep the seat warm for Steve Georgas, D/C in 018.

Very little wiz kid connected to daley! The media really needs to do an in depth investigation on ronnie huberman! he went from 30K a year to 150K now at 180K! He was a cpd boss no tests ever, and he still is on the sheets as working for cpd without a leave? HMM "I will have a 2 scoop DOUBLE DIP cone". Is it possible? True?
