Why an Outsider Will Never WIn
- The New York cop who was a surprise finalist for Chicago police superintendent in 2003 said Wednesday he will not apply for the job being vacated by Phil Cline because the last search was an inside job.
Garry McCarthy said he's got his hands full rebuilding the Newark, N.J., police department "from scratch" after rising to deputy police commissioner of operations in a 25-year career in New York City.
But McCarthy said also he's sour about his last Chicago experience.
And the funniest part?
"I thought it was fascinating that Mayor Daley took a whole lot of notes at my interview and, when I spoke to Phil [Cline], he told me the mayor took no notes during his interview," McCarthy said.
Asked if he believes the Police Board and Daley picked his brain with no intention of choosing him, McCarthy said, "They may have. They seem to have an awful lot of New York-type ideas.
If that doesn't epitomize the entire Department thinking for the past 7 to 10 years, we don't know what does.

I disagree, very likely, Richie M. Daley will choose an outsider for Superintendent.
Why not, his daddy did when he picked O.W. Wilson in 1960 during scandals. So why not do that now and appear to be really cleaning house by screwing all the coppers possible. He wants to destroy morale, comraderie and the "police culture." What he wants is 13,000 revenue raising robots.
Daley could pick a puppet, somebody absolute unknown, somebody beholding to no one. Their only qualification, to be absolutely ruthless with the brass and the cops. That and to quietly follow the orders of the mayor as told to him/her by his puppetmaster
Hubberman.
daley will never allow an independent thinker to ever run this dept. He wants full control like the king he rules! this assclown is the worst ever and his team of yes men is disgusting! he has a city council of 50 that are midless daley robots!
And the reverands are back in the news calling for a civilian review board for the police dept.
Silly rabbits.
Stop and think for a minute. The last outsider we had, OW Wilson, caused so much grief and spent so much money that Daley Sr. was constantly in a fit. Nothing changed. The cops did what they always did, just differently and life went on.
All these names being touted- Btatton, Timoney, and others are not and have never been real Policemen. They have been office pooches their whole careers. They have ruined some of the Departments that they took over and morale has suffered at others.
Bringing in some mercenary outsider will ruin this Department and you people will cry and complain more and even louder. in effect, outsider, we don't need no stinking outsiders.
The new word is Fred Rice is coming back.
I can assure all that within the hour, the Newark P.D. is now aware of this blog and thread. I did NOT speak with Director (chief) Garry McCarthy.
Suffice to say, Newark P.D. brass will also know that "da mare" of Chicago is one piece of work.

Chicagoans would be better served by a "Police Board" comprised of kangaroos.
Here are three insiders available for the Superintentent Job(s). This just in from Unit 477, Gerry Reid the next Superintendent, Mike Riley First Deputy Superintendent, and Al Gryb, Chief of Patrol.
There is no doubt that an outsider should be brought in, but the "best" choice for any city in America is Bratton. Success has followed him wherever he went.
For those that don't think an outsider should be brought in because of Chicago's "unique" policing characteristics, wake up. Chicago is an utter and complete failure. Hiring, promotion, statistics, reputation in the public and the media, tactics, preventative ability, you name it. The last time Chicago was considered a leader in anything was under O.W. Wilson, and that guy's theories only sank Chicago (and the cities that followed) into a big hole in the long run. But its not that Chicago needs someone to adjust to the CPD. The CPD needs to adjust to the modern world.
As an aside, Timoney has issues in both Philly and Miami. Personally, I admire the guy, but there were a few problems with cooked stats or something if my recollection is correct.
Nope. Bratton is the guy Chicago should be going for if Chicago wants leadership. It won't happen because Chicago doesn't want leadership, it wants a puppet. A drunk, a mumbler, an old boy, a wanna-be, or whatever else any of the Superintendents have been for the last 40 years. The process is doomed before it begins.
Considering the pathetic reality of the circumstances in Chicago, anyone who even considers applying for Superintendent of Police is either:

What are you talking about rebuild this department? Nothing has changed and nothing will. Most will do just enough not to be bothered by the bosses. Few will do most of the work. Those few will turn into the most after some bullshit CRs, or for shit bosses riding them about dumb shit, but there will be other fews to step up. Then there is another few that dont do shit and never will. Merit will continue, ever since the Capts sold out back in the 90 the City got their foot in the door and they have continued to shove it open further and further. The City never liked the police and never will. No good news ever comes from the police department. If someone gets locked up it took too long to do it, and why didnt you prevent the crime in the first place. If the police act the fool they get headlines that are never favorable. No good news ever comes from the police. Cline had a good point for whatever reason we were down 600 murders and 9000 aggravated batts. Is that news? No its just the police doing their job every day. Many recall that not too long ago you could not bid out of a shithole, simply because openings were never decleared. If you dont like where you are bid out. I havent seen this many openings every period ever. Even sergeants can bid now.
There has always been teams that have been assigned to what they call hot sposts now. Flying squad, gangs north, south, west, tactical teams, whatever you call it its the same shit. The way you get into these elite units has always been the same too its who you know. Once you get there if you are not a complete fuck up and you do the bare minimum you dont get dumped.

O.W. Wilson put the police in cars and created or expanded 9-1-1 to the point it is today. That, and the fact that cars are more comfortable than sleet, rain, hail and snow, were the end of the police being familiar with the neighborhoods. They were also the end of the police spending 8 hours walking (or in a few cases driving) around collecting money. Believe it, my grandpappy retired when it all started, and he didn't work in no Summerdale. The culture back then was largely about getting paid.
9-1-1 and cars were a disaster for all who took that route though. In the end, it just fed the culture of corruption, laziness and stupidity in Chicago and elsewhere. How many thousands of times have you heard your modern day fellow police officers compare themselves to secretaries and social workers for the people who least deserve services? Thank O.W. Wilson. And the brass today and for forty years since? These dumb motherfuckers couldn't get it through their thick skulls until what happened in NYC and Boston in the early '90s was POUNDED in. How many times did they have to read that NYC had fewer homicides despite having 3X the population before they realized that maybe that talk about NYC and Boston might have something to it.

The numbers speak for themselves under Evans (now in England) and Bratton. You might be a "real" police officer, but you and a million clones of you couldn't thug your way into the reductions that NYC, Boston saw and LA is now seeing. Chicago's reductions, insofar as it is at all attributable to the department, is entirely resultant to Chicago's brass copying what they could from the NYC model. Amazing to see "accountability" recognized as if it was a brand new invention.

Maybe not you. Maybe not the corrupt bosses, or the thousands of do-nothing secretaries. Maybe not the mayor or the clout-whores. Maybe not the reverends and the race-baiters. Maybe not the crack whores and the lawyers who rake in millions on misconduct allegations. But taxpayers? Honest police officers? Good citizens? They need an outsider. They need someone to come in and demote all exempts back to lieutenant and then put 150 of them on third watch in 007. Let these people who have been stealing their salaries for years and decades go and follow their own procedures. And then let the outsider put everyone else wherever he or she wants doing whatever he or she wants.
Things won't be right until every last one of these old useless fucks is gone. But yeah, I can see how there are a lot of people, both in the CPD and outside, who would shit their pants the first day someone told them that the old days are over.

How the fuck could WGN make a mistake that BIG? They obviously should have said Terry Abbate but they don't have a tape of that incident. After they made this incorrect statement they went to a scene with the reactions to this decision by the Public defenders office and then to a group of shit heads who want to form their own watchdog unit to investigate abuse allegations. WGN is using this Abbate FUCK to hurt all of US COPS. WGN was contacted about the mistake and they responded " we make a comment later on in the broadcast that it was Terry not Tony. YEAH but the damage was done and people think the worst. They put together this 10 minute piece on their broadcast without checking the facts? or they did it knowing it was wrong so they could get the affect they wanted from the citizens of Chicago. #10

HOW CAN THE CITY KEEP PROTECTING THIS GUY??? Former Commander Matthew's son, you may remember the father and son duo....the son( a self admitted gang member) was caught with a gun and fought with the 19th dist. police last year. Former Commander now Lt. Matthews stormed into the 19th Dist station with his other son who is a southside copper and ruffed up the desk crew. Well now the same son who got caught with the gun was caught trying to steal a car in 23rd dist. The officers said he was pulling on the car door handles of about 10 different cars until the police stopped him. They performed a field interview and a protective pat down revealed a set of squad car keys with the metal tag with the car number on it. The car # came back to a 10th Dist. squad car that belongs to the CAPS office. Guess who is the CAPS Lt. in the 10th Dist? Give up? Former Commander now LT. Matthews. He was dumped to 10th Dist and know body wanted to be the CAPS LT. so they gave it to him. Well Lt. Matthews pulled some strings and made some calls or asked for some favors and his son was released without charging( makes sense ... he never broke into the car) but you can charge him with theft of lost or mis laid property!! Now you are probably thinking ...well at least you get to file a CR# on LT. Matthews right? .............................NOT!! Nothing was done to his son or Lt. Matthews. His son got to go home and sleep in his own bed and Lt. Matthews simply received a phone call telling him to keep an eye on his car keys. UNBELIEVEABLE!!!!!! If that was any of us lowly P.O.'s we would have been screwed. Why do the bosses keep helping this moron and his gangster son.

Half of the police department lives in Mount Greenwood. They all drive through Evergreen Park. Nobody ever has a problem. Many have been given a ride home when they were too "tired" to drive.If your kid got a ticket, you apparently were not there when it happened. They have ALWAYS been good to us. In the typical "Chicago Way" jelly belly decided to take punitive disciplinary actions on the uninvolved and most importantly the "Un-Heavy" (no clout). That's why when this current expansion of B.I.S. was begun, all the alleged "Heavies" were kept out of the program until one of the ultimate clout babies (brass) downtown with a half of a brain figured DaMare might get mad if they lost another major lawsuit based on clout. Those fellas are hard working real police whose only fault is that their heads arent shoved up any boss's/alder*&^$'s ass. For the last freaking time, Abbate was charged with Agg Batt due to little used "battery in a public place of accommodation (ie. any business other than a government run business)" part of the Agg Batt statute. Also, Andrews will make a great street deputy as I have seen him put out many fires in the past. Salemme will be good and is very knowledgeable about what is available to assist Det.'s due to his time in cold case and intel.

Regarding the cars being taken away from CHA special employment - the officers have done this to themselves. They have been sleeping, reading newspapers, and watching movies. Had the only gotten out of the vans, stood in the corners of the building when they said they were doing walk downs - this would not have happened. So look at who you have been working with and complain the them. For the money they are paying us, I will not complain.
As far as FOP doing something about it - don't hold your breath. Their response is that it is not a mandatory job for us and if we feel it is a "safety issue" then don't work it. I agree with them. There are a lot of officers who have wanted to work it, but have been unable. Now perhaps they will get that opportunity and some actual policing will be done.
Twice in the last 2 weeks there have been shootings in Cabrini. No special employment cars on the jobs, no one responded, no one heard shots fired??? Where were they. The sergeant must answer to the Commander, the Commander must answer to the Deputy and so on.....so if you don't like it don't work it.
I say Sandra Day for Supt. and Maria Maher for 1st Deputy. The department is already screwed up. These idiots will bring us right where we belong after reading this blog.

FOP has no right to be consulted on any management appointments. The are supposedly a Labor Union.
As to votes of no confidence, why not take one on the FOP? They are soooooooooooooo totally useless.
Regarding the loss of vehicles for the people working Special Employment in CHA. Last post was correct about doing it to yourselves. I've been on assist calls where the special van with 4 people in it sat while officers fought with people 50 feet away. This was after a call for help came out.
Salemme gat made because of his fathers relationship to Hanhardt, Hinchey, and Cline.
Nothing wrong with Capt. Kevin Anderson. If you have a beef with the man, at least be man enough to tell him to his face, don't do it the cowardly way here, anonymously, on the blog.
Kevin has been the real police. As a Sgt. he showed up on the scene of a vicious fight I had going on with a guy that I couldn't gain control of. It took 5 of us to get this jailhouse musclebound prick down and into a pair of cuffs. Anderson was my Sgt., and threw in everything he had. A true gentleman, and when needed to be, a great backup. So you got denied some ot, and you want to come here and bash the man...jeez.

I have never, ever had a problem with E.P. PD.
I hate to say it, but if your kid got a ticket, your kid more likely than not deserved it. I know it is a hard pill to swallow - but do it.
Talk to any cop who has worked in 8, 16, or 22. Some of the worst people on T/S are CPD's kids...worse than A LOT of the savages.
So please do not start anything w/o making sure your "house" is in order first.
