Sneed hears rumbles the city may be heading in the direction of selecting its first female police superintendent.
- To wit: Calumet Area Deputy Police Supt. Tina Skahill, 47, a lawyer and 25-year veteran with the Chicago Police Department, has applied for the top job — replacing Phil Cline, who retired this summer.
- Translation: Although the screening committee and the Chicago Police Board have not finished their search, the success of Washington, D.C.’s top cop, Cathy L. Lanier, who began her career in 1990, and Detroit’s Chief-of-Police Ella M. Bully-Cummings — who, like Skahill is a lawyer and African American — has the law enforcement community taking notice.
- Backshot: Skahill, a former patrol and youth officer who was shot in the line of duty but managed to kill her assailant in 1987, was named commander of the Englewood District by Cline during a major shakeup of his top command staff in 2003, and has since been promoted to Calumet Area deputy chief.
So after all the slop and crap Sneed's been pushing onto Starks as the Interim (likely at the behest of Cline's people according to certain rumors), now she's pushing one of Cline's command staff picks? Hmmmm.

Many, if not most of the ranks above Lieutenant are derived from politics outside of the Department. Skahill was promoted during Cline's "reign", however, I'm certain she wasn't one of "his". Never heard a bad word about her from anyone (although I'm sure someone will now step up to anonymously attack her here). I'd much rather see her than the woman from Detroit!
Skahill has trouble running Area 2 the right way. Wait until she gets ahold of the department. We'd be doomed.
Sakhill is only one of a few people who checked themselves into a psych unit for eval after finding out her 2nd district husband was cheating on her with another female p.o.. I give her credit for that.
I'll say this: Skahill is AT LEAST as qualified as the other candidates, and probably even MORE qualified than most...plus, she's been the police, a plus. But the fact that Congressman Rush has endorsed her on the same page of the Scum-times is probably her kiss of death...too bad. She'd have been a good choice for an insider; personally, I believe the Mayor will ultimately pick an outsider, since he's already predicted "sweeping change" to the CPD, he's practically forced himself to look outside this Dept. for a top cop.

Bully-Cummings inherited a troubled department. It is under the supervision of U.S. District Judge Julian Abele Cook Jr. until 2008 due to a 2001 U.S. Justice Department investigation.
She came out in support of Mayor Kilpatrick during the 2005 Detroit mayoral campaign in spite of him being ranked as the worst mayor in the U. S. by Time magazine.
Was held in contempt of court in late 2005 for not reinstating four inspectors and three commanders, who were let go as a part of the restructuring of the police department to save money. A total of 150 police personnel were laid off.
The new OPS is determined to make sure the police are too scared to do their job.

OPS to offer data on police shootings

Chicago police officials will no longer comment about officer-involved shootings, but information will come from the Office of Professional Standards under a directive issued Friday.
OPS investigators will take a "more active" role in monitoring investigations of police shootings, including ensuring they interview witnesses at the scene, said Ilana Rosenzweig, the OPS' new chief administrator.
"We want to ensure there is integrity in every investigation," she said.
The department has given details of police-involved shootings and whether initial investigations, called roundtables, determined whether the officers acted within department guidelines.
Rosenzweig said OPS would not comment on whether officers obeyed the guidelines until investigations are complete.
I really don't think having two back to back overly obese people as Police Supt would set a good example for the rest of the department or public preception.
I think the Supt should be able to at least pass the CPD annual physical fitness test.

Homicides are up 12% in DC this year, Lanier's first. That said, the DC police seem to like her a lot more than they liked Ramsey, so far.
I've never worked directly for her, but have had some dealings with her over the years. I thought she was sharp and always professional. I think she would be a great choice for SUP.
Please don't tell me they want to put a woman in this position just for the sake of having a woman as top cop. What an insult to women, the entire Police Department and the City of Shitcago. What century are we living in?

In a previous post, it was mentioned that Commander J. Carroll was kicked out of a federal meeting because he did not have proper clearance.
I think Commander Carroll should be more worried that on weekends there is NO real police presence in the terminal or arrival area at O'Hare Airport. Two times over the past two months I arrived at O'Hare on a weekend and did not see one CPD officer or one CPD vehicle. Do we have any CPD officers there on weekends. Is this one of the busieswt airports in the world?? Would Commander Carroll even know having had weekends off for the last 20 years of his career.
Is it that Molloy is gone that he is now acting like he did at the end of his run in 008 by treating the officers like crap. When he starts to lose it again soon, will he have another Molloy to save him and place him in an even more quiet place?

City of Cleveland residents are encouraged to bring working, unloaded handguns to the Convention Center. The first 450 citizens who turn in a gun will receive a $100 BP gas card. The gun buy-back program started with $5,000 in funding from ArcelorMittal, which was announced at a community rally in early September where Council Members Tony Brancatelli (Ward 12) and Phyllis Cleveland (Ward 5) announced support for the program. Due to overwhelming response, the location has been moved to the Convention Center so that the program could be taken citywide.

I know this isn't the place but maybe SCC has heard of this. 26 sergeant are now in what so to be sos. Take away 6 sergeants for swat and that leaves 20 sergeants to supervise 40 po. WTF is going on here.
The are 250 positions in tru. Of that 214 are for po, 31 are for sergeants, 4 are for lts and 1 commander.
Get rid of tru. 8 more po in a district could allow more td for po and staff a couple more cars. One sergeant per district could increase sorely needed supervision and help out with cr, court infraction, etc work. Six sergeant left over but add that to the 20 at homan square and now you have added another sergeant to the 25 districts and 1 left over at homan square. Now there are 4 lt, just stick back in any district or make them roving lt to fill instead of taking lt out a district and sending them clear across the city. That leaves 1 commander. Just demote him and make him an inspector or better yet make him another roving lt. And lets not forget about the cars and equipment that could be dispersed throughout the city.
What say you SCC, does any of this reach your level of interest.
By next summer, my wife and I will be living in the Rockies. We'll get a subscription to the Trib just to keep us laughing.

Skahill would be an excellent choice. She's fair and level-headed and goes out of her way to help no matter what the issue. True she's overweight but that hardly disqualifies her for the job. I don't think that she is much of a disciplinarian but then she knows a rotten egg when she smells one and doesn't pretend that you can get rid of the order simply by hiding the garbage behind the refrigerator. She understands CAPS and she understands management and she certainly didn't get her job on her back. Still friendly with her ex-husb, white, hillbilly, kick-ass Bobby Skahill, she has a grown daughter about 20. Tina got her law decree at JMLS in the late 80's early 90's and was looking at a Master of Laws.
She's head and shoulders about people like Adrienne Stanley and others of that ilk and should be a serious candidate.

Tina Skahill is also very very overweight. If you really want the some respect from the public, the next Supt. should be not only extremely qualified but look professional.

11/10 7:19 post, I'm with you about cleaning out headquarters. Atleast if Skahill gets in, Starks'meal maker/bed maker will have to look for a new spot. Can't smooze Tina like she did Dana! Skahill is for the working police, 35th is full of people that dont know what it means to be the working police. Skahill has my vote.
Tina is very smart but also becomming arrogant in her rise to power. take 4 sgts from 22 send them to 6, take one from 6 send him to 5, take another 3 from 22 then send them to 5, take another from 22 and send them to 3 for the night. 4 of these moves violate the contract, but she says do it anyway, now the city is going to end up paying. but the sgts will have to remain in their detailed spots till they tina decides to let them go back.
But the bigger problem is patrol needs roughly 750 sgts to be at full staff, could easily get away with 650. there are over 1200 sgts of which only roughly 500 in patrol, so where are we hiding all these people. a new supt. isnt going to make a difference unless the "little guy" gives them some type of contract with a huge buyout clause.
Tina if its you good luck, and don't be afraid to take some advice from the "dr". he should be the next cronin but only a better policeman who actually cares about the police.

I attended the sergeant's group. People of all races and from different units attended. She held these study groups on her own time. She knows her stuff, but more importantly she's willingly to share her knowledge and time to help others get ahead. I just want to say thanks.
That buktooth has NO clue on what she is doing. She is SO far above her head now, she should go down. Making Teams work 8-4 and revising every Detail 5 times before the final version shows she has no clue on what is going on.

Trivia:it was Brunson before she married Bobby Skahill. She's always been stand up and when I worked with her in the second district-she was a kick-ass cop with a brain. She'd be a great superintendent.

don't know tina and have only had contact with her on various downtown details and thought she looked out for the coppers. i do however know bobby and he has had plenty to say about and to various scholarship boss types on this job. that's a big part of what kept him in cha hallways most of the last 25 yrs.. i have never once heard him say anything bad about her and in fact always said she was one of the few who actually earned the spots they were placed in and never tried to exploit her minority status.

I'm a M/2 who went through a serious bout of depression a couple of years ago. Never though it would happen to me. I thought only weak people had problems and boy was I wrong. I only got better when I asked for help from my family (after a long time in denial). Any ways, if she had the guts to ask for help knowing the stigma attached then she is OK in my book.

The are 250 positions in tru. Of that 214 are for po, 31 are for sergeants, 4 are for lts and 1 commander.
Get rid of tru. 8 more po in a district could allow more td for po and staff a couple more cars. One sergeant per district could increase sorely needed supervision and help out with cr, court infraction, etc work. Six sergeant left over but add that to the 20 at homan square and now you have added another sergeant to the 25 districts and 1 left over at homan square. Now there are 4 lt, just stick back in any district or make them roving lt to fill instead of taking lt out a district and sending them clear across the city. That leaves 1 commander. Just demote him and make him an inspector or better yet make him another roving lt. And lets not forget about the cars and equipment that could be dispersed throughout the city.
No, and nobody cares, quit dogging your jobs and there wouldn't be a backlog....
Hey, Skahill is one of the few exempts who held study groups for detective's, sergeant's and lieutenant's exams in which it was free and everyone was welcome.It was even posted in the daily bulletin for weeks so people would know. I attended the sergeant's group. People of all races and from different units attended. She held these study groups on her own time._________________________________how did you do on the test?????

As to Skahill being a merit lt, don't know about that. Do know though that she and Doty were in the 1994 first class of sergeants that included no merit. There were only 5 minorities in a class of 100.

No, you clueless hack-it was advertised in the Daily Bulletin and everyone was invited, in the auditorium at 35th street. The sergeant's class I took with her was part of the CPWA's group. Again- an open group- you didn't have to be female or a member of the group.

I'm not the original poster but I was in Tina's sgt prep class for the 1997-8 class and was made in the first class-with no clout. I took her prep exam for the 2006 lts test- and I'm close to 100.
I have no complaints about her and worked with her in 002 years ago. Even then people were predicting she'd be the first female superintendent because of her competentency. Mostly hoping she would be because she was the working police and we knew she'd look out for working coppers.
If you haven't worked with her-don't assume because she's gained weight and has moved up the ladder that she's a hack- you'll only make a fool of yourself.

As to the shooting, I was a detective in Area 4 back then. Skahill and her partner both shot the offender. This guy was a police fighter with an extensive record for resisting arrest and battery. I said it then and I say it now, good job.
Ella Bully-Cummings, who is the chief of the Detroit Police is a racist. Her whole command staff is African American. Let a white police chief in any city in this country have a command staff that all white and listen for the outcry from the civil rights industry. Given, Detroit is at least 80% black, but you can't tell me that there is not one qualified White or Hispanic police boss in Detroit to be a member of her command staff. The four Inspectors and Commanders that she was held in contempt of court in 2005 for not reinstating were either white or hispanic. (Note Inspector there is not the same job or rank as here).
Bully-Cummings has also endorsed Kwame Kirkpatrick the hip-hop thug mayor of Detroit that makes Daley look like a tower of virtue. Why would we want to hire the chief of police in America's version of Faluja to be Superintendent of this department. I am not beefing about being moved and am never afraid of work, I was just making a point about the contract and a boss doing as she pleases, whether it violates the contract or not. 22 is not the retirement district people may think, but it is obviously no 5 or 6. yes some of us who were moved are mgmt sgts with 7,8,9 yrs as a sgt with less senior sgts who are mgmt that were left behind. the main problem being to many sgts inside when there is not enough supervision on the streets. So be careful in 5, we will do the same in 6, and just remember our sacrifices will allow one of the many inside sgts to get c/u when they want and have x-mas off when we are out working in the cold.. be safe all..
Tina has always been a class act and if she makes it, things will be for the better.

Tina did not get promoted legitimately, and she violated the contract when she took sergeants from 022 and detailed them to 005 and 006. She tried to move bid people, and did not go by seniority. If she is such a good and fair boss, why can't she follow the contract? If she is such a good leader, she should be asking Doty and Williams why they can't keep sergeants in their districts.

FYI, when they initially made up the list of who was to go to 006,the elite,whiz kids at AREA 2,put a bid sgt. yes,a bid sgt. on the list. Tina did not make anything meritoriously. I remember her from the Academy. She gave FREE study groups and did whatever she could to help anyone and any race. She is one of the smartest people I know. I hope she does make it. She doesn't care if you are white or black, she treats everyone the same. Man, woman or transvestite! I know for a fact that Skahill was the administrative Sgt. for the ADS at the academy and he made her merit lieutenant, just like he made his other administrative ass kissing Sgt merit lieutenant, Robert Lopez. Pissed a lot of other Sgt's off at the academy. Lopez and Skahill could not pass the exam after trying for years. Too bad, Skahill is very smart but still could not pass the lieutenant exam guess being a lawyer does not help you pass the exam.
Being a lawyer does not make you smart. Look at who Cline promoted and you will see that he promoted may people who had law degrees, but bosses having law degrees has not helped the department most are poor managers. So maybe he should have promoted bosses with management degress. Oh I forgot he also promoted those who gave big money to the memorial who today pays his salary. What a joke Cline was he out smarted all of us and took our money.

When she was CO of Legal Affairs a lawyer came in about an incident in the Area 5 Detective Division. The lawyer plays a recorded converstion between himself and a sergeant in Area 5. Skahill finds out that the sergeant didn't know he was being recorded and locks the lawyer up for eavesdropping -- a felony. Cline was Chief of Detectives then and "contemplated" that this was hilarious.
Funny how you people criticize Starks for not having enough education. Now you criticize Skahill and others for getting further education, like a law degree. Amazing.
To the blogger claiming Skahill couldn't pass test after taking it several years, only problem with that statement is that she was promoted to sergeant in 1994, first class. Skahill made lieutenant in 2001. There was only one lieutenant's test between 1994 and 2001. So how did she take the lt's test for several years, tests that were never given?

When the results of that Lt. test came out, she confided in her close friends that she was extremely upset with her position on the list, and she was contemplating filing a lawsuit, which she never did. She was promoted meritoriously in March 2001, and dats a fact.
