Ticketing Media Drivers

Well. We seem to have hit a nerve. And a nerve that proves you can't get two coppers to agree on anything - even where to eat lunch. Comments are running slightly in favor of NOT writing tickets to newspaper truck drivers. The only trouble is the reasons being given not to write them. A sampling:
  1. I say write them until they give us a break on something.
  2. correct me if im wrong but dont they have CDL's?
  3. If you are that big of a jagoff that you cant find someone better to lock up, then you should think about a different line of work.
  4. The drivers are doing their job, they don't write articles, Jesus you guys are brutal,
  5. but they give us free papers without question
And then someone accuses us of hitting an all time low with this "absurd idea" and then goes off on a rave about how "I took an oath to uphold the law of this city without regard to race,sex,class or whatever" conveniently forgetting that someone has just broken the law in front of him. Way to sabotage your own argument, dude. Responding to the sampling of quotes though:
  1. This smells like extortion, no matter how unintentional
  2. This waives the inherent higher level of responsibility that comes with a CDL (George Ryan's office selling CDL's notwithstanding).
  3. We didn't say "do it to be a jagoff." We said we'd do it to send a message to the media. And like it or not, traffic is part of our job.
  4. Their job doesn't involve breaking traffic law. As someone else countered, on the way to the generals, many soldiers will go down.
  5. The most popular excuse by far, free papers.
A lot of it was tongue-in-cheek swipes at other comments, at us, at the system in general. But stripped down to its bare bones, you are selling out your badge, your oath and your job for a fifty-cent piece of recycled newsprint. You think that driver is giving you a paper because he likes you? Hell no, he's doing it so you DON'T write him that ticket at 0300 hours when he blows two lights, makes an illegal turn in the intersection and blocks traffic while delivering a rag that makes money painting you with the same mud as the bar beaters, SOS cops, and every other jagoff who sullied the badge we wear. If that driver gives away 20 papers (he'll probably give away less than that) in a shift and commits 20 traffic violations along the way (and he'll do WAY more than 20 violations), he's gotten a free ride for $10. Quite the deal, eh?

We don't expect everyone do what we'd do. We don't expect everyone to agree with our reasoning for how we do the job. Some guys do traffic. Some guys do dope. Some guys sleep all night. But if we had 100 guys write 100 tickets over the course of a week (state charges only), we're going to have an impact because the Teamsters are going to go to the Sun Times and bitch.

And maybe next week, we start writing to some advertisers.

SCC, you do realize that the state only gets revenue from citations written on state highways or written to 18 wheelers? The law is different in Wisconsin and Indiana. that is why you will notice as soon as you pass into either of those states you will see numerous Sheriffs running radar on the highway. But here in Illinois, it doesnt matter the charge you write. As long as the infraction occurs within a municipality, that city collects the money. So if you write state or city charge, it really doesnt matter, the City gets the revenue. You can check on this if you want, but I can assure you in my 25 years I have seen many memos reminding me of this. It had gone back and forth in the late 80s but since then, that is the law. So you can press for state charges, but it just doesnt matter. City still gets your revenue. Hope this helps.

The Lake County sheriff's department has applied for federal training to allow jail officers to start deportation proceedings against undocumented immigrants arrested on suspicion of committing serious crimes.

Sources learned two Chicago Police Officers were arrested today and charged with 8 counts of Robbery after The CPDs new investigative unit taped them repeatedly chasing after and stopping Chicago Sun Times Newspaper Trucks..blah,blah. It could happen. Just sayin'. Even if you don't want to buy one, they probably have one at the park. Do a premise check.

I don't have a problem with writing these drivers for driving like jerks (as we should write anyone who drives like a jerk, if warranted) but to write them because we think that down the road we'll get better press is amazingly naive. These guys have absolutely nothing to do with the editorial content of the product they deliver. All it will get CPD is more bad press, and some of us will again wonder why we continue to shoot ourselves in the foot. Why would we publicize the fact that we might be targeting a specific group for traffic violations? Yeah, that's gonna get the media to treat us fairly. We continue to act like juveniles on a power trip. I worked with a guy once who, like a petulant child, went miles from his beat and ticketed the customers of a sandwich shop after the owner didn't give His Highness a discount for lunch. Showing such a blatant lack of integrity is why the public hates us so much in the first place.

I remember when I became a policeman. I believe March 30 1998 for a suburban department.

I got off my 10 or 12 weeks FTO status and I was a young crime fighter, all alone(just turned 22)

Of course, I was on mids but I was going to be the greatest copper anyone ever saw!

Still living at home, I would explain the crazy traffic violaters I observed every morning from the time of 5-am to -7am to my father who was on the job and getting ready for work.

I will never forget what he told me. "Kid, if you cant find bad guys(CPD term only) to mess with then you are not the real Police.
These people work for a living, why mess with them?"

Needless to say I was embarassed because at that age I did not have a family or really ever worked for a living.

Some people are the Chicago Police and some people are employed by the Chicago police Department.

GREAT Idea!!!I see this working like a charm!Stick it to the working guy.Great thought.Same should apply to UPS and FEDEX.PEriod no breaks for any body.Last week UPS left my package outside in the rain.So I made war on ever UPS drive that I saw.State charges only. It was great.Next will be the guy at White Hen if he doesnt give me free coffee any more.I have threatened him with this and he says that I always have a cup even off duty.So he gets it!I think we could get free dry cleaning too.

I dont care what people do, may they be news paper delivery guys or regular joe citizen. Go through red lights, talk on cell phone, dont stop at stop signs, illegally park, etc... but if you do it in my presence while in a marked police car I will take police action, just your attitude will determine the course of action I take. To all you wussies worrying about what people think grow a pair. I have news for you the public already hates you, I rather be caught on camera by a citizens group doing my job than be caught letting these drivers commit several violations and being recorded taking no action.

ISP M/Sgt, I thought if we write a state charge in the city the state gets a percentage of the fees asociated with the violaton, but if a city charge is written the whole amount goes to the city. That is why they tell us if there is a city charge write it instead of the state charge.

Scc apparently you seem to pick out certain points in a without regard to other points stated in a response. I've read my reponse over and never once did it say anything about "NOT" upholding the law infact it say to uphold the law. The argument made is that your call for a "Operation Just Cause " against media truck drivers is wrong and childish.

If you're going to write them tickets then you need to start writing the advertisers tickets also. Own a ford, Chevy, Nissan, Honda etc etc? Don't buy their cars either because more than likely some of that money went to the suntimes for having an ad in their paper. Buy your wife some jewelery and that store has an ad in the sun times? Write the owner a ticket if he does something illegal.

By your logic SCC we should be writing a TON of people tickets that we probably give breaks.

No, you should write them so they see how it feel like to be picked on as a whole. Let them see what it feels like to be judged because of the bad actions of SOME . I'm in the media myself, but not in a big way. Whoever posted 12/04/2007 03:26:00 AM has it right: The guys driving the trucks have nothing to do with content, and the folks in charge of the content aren't going to change it because the drivers are getting ticketed.

That goes double for Mope-rah. She's a named columnist in a big-city daily. Except for statements of fact that could get the paper sued if they're wrong, she probably has absolute freedom to write whatever she wants. It would be part of her contract.

Maybe once a year, the managing editor stops by her desk and says "Would you consider toning down this bit here?" And if she says "No" it runs as is.

Controversial won't get her fired. Boring will.

What you guys need is better PR. But the department is too closed to allow that. So, if some cop shoots some guy, we get (1) a quote from a witness who may or may not be the guy's friend, (2) a quote from his family saying he's not a criminal, (3) a quote from a neighborhood activist saying cops are making war on people of the shootee's ethnicity, and (4) a quote from Monique Bond saying the matter is under investigation.

Unless somebody steps up and says the kinds of things you all are saying here, that's the story.

I love this response and totally agree with it. I try to never mess with the working people unless they really deserve it and talk themselves into a ticket. There are so many other jag offs to write and mess with out there that to stick it to the working man is taking the easy way out.
The poor guy works all day then just to pay for the damn ticket he got. Discretion is a beautiful thing.

In the early 70's we had the ticket blitz, lots of tickets written and lots of pissed off citizens. A week later it was the ticket slowdown. No tickets written. End result-break even in the numbers and a lot of people oissed at the police.

For the most part, we came into this profession because we want to protect the weak from the evil. We rightfully feel great pride when we lock up a "bad guy" who is a predator to society.
We knew we weren't going to be loved. We knew the press would take any opportunity to beat us up. But we still do our job with pride. Witness the great jobs done in the last few weeks where we saved citizens from fires and criminals. Funny, most of these incidents happened in areas near where we were being rebuked. But we still did it.
Let's not drag ourselves down with pettiness over tickets!

It DOES MATTER, the percentages are different, if it's a City Charge or State Charge. The money is Divided differently, between City/State/County. If it's a City charge the City gets most of the money, if it's a State Charge the city still gets some but a much smaller percent! That is why their are City charges that correspond to State charges. More for the city.

These guys have to buy the load of crap they deliver to the news stands. They are like sub- contractors so if I can have a vote I would say NAY on writing these guys.

Ticketing the Sun-Times drivers does not hurt Mary Mitchell. In fact in gives her more ammo for her column. Any officer who writes a driver simply because of Mitchell is a pussy.

What about the Tribune drivers? Their writers have done more for the Andrew Wilson and other murderers than the Sun-Times. We go after the Trib drivers too?

SCC: I have to disagree writing tickets to the drivers. The department G.O.s allow us discretion in deciding who gets ticketed. The drivers for the papers got screwed on their contract just like us. There is no need to "go and kill the messenger" by writing the delverymen. Heck, I feel sorry for those guys.

A gentleman who retired about 8 yrs ago from CPD with 32 yrs explained that years ago coppers had balls. He said if these pukes were to fuck with coppers ,the coppers would all stick together and write the fuck out of them, arrest whenever possible and not give them a dime. Seems like the older generation knew what to do.

My dad has been a driver for Chicago Tribune for 47 years. He is just a working stiff. He hates reporters just as much as we do. Your just gonna screw over guys who do nothing but their jobs. I was checking the Chicago Tribune online website today.

I noticed to the left under videos they have a video titled "A rush to clear cops who kill" Shielded from The Truth ... starting Wednesday.

The video says every 10 days a Chicago police officer shoots a civilian. Within hours, virtually every shooting is ruled justified by police, even before all the evidence is in. Every picture they show in this 39 second clip is a black person. Here we go with the race card again!

I guess the Trib wants to jump on the bandwagon as much as the Times.

And you don't want to write these MF'ers?!?

This should be interesting.

Why dont coppers like to write movers? Cause traffic court is a pain to get to, and really the only choice is taking the bus.

I understand the city really doesnt make much money off of movers anyway.

Parking tickets! ANOV's! now those are revenue generators, and the fines fall right to the bottom line. Contest a Parking ticket? You go to kangaroo court AKA Administrative Hearings chance of winning 5-10% maybe? So you wanna contest an ANOV? Where do ya go? Administrative Hearings! Thats right you go before and impartial employee of the City of Chicago, who is clouted up the WAZOO and plead your case, and the chances of winning? 10% or so?

So as you can see the city would rather have you writing Parkers and ANOV's than movers. Thats why Daley has given parking books to every one around. Police, TMA's, Streets & San, Tow Drivers and 3 of the 4 have a quota as I understand.

SCC, you've posted some really boneheaded posts over the years. After a decent thrashing by some of the level headed brethren out there, you began to clean it up here just a little bit. But this idea you've come up with ON YOUR OWN is about the sorriest I've seen in a while. Mess over the trcuk driver, and his "cash paid" runner (who is usually black, sometimes latino...so much for them "pulling themselves up by their bootstraps, eh?), who actually does the work on the truck, loading up the Sunday editions with the ads and special sections, running to and from the paper boxes, etc. Yeah, if enough crivers get enough tickets, they'll have to let those cash paid runners go. Some of them have records, and find it hard to find "mainstream" employment. So you see, SCC, this is actually a double edged sword you've swung. And in the end, we don't really need to be seen in the media as being so goddamn petty, wouldn't you agree?

Writing tickets to the newspaper drivers because of what the columnists write is a stupid idea. I never bothered the drivers as long as they used common sense! Blowing a few lights when the only other traffic was me (a block away) I overlooked. If they did a bonehead act that put people at risk, they got the ticket.

Discretion is one of the better powers we have. Using it in a common sense manner justifies it. Being vindictive and petty just shows that we're a bunch of assholes.

I for one won't be an asshat just because Moprah has a bullshit agenda. Let her keep talking her trash, eventually she'll be outed by the truth. In the meantime, common sense will rule the day for me.

How about we just do our jobs and forget about stupid idiotic things to do out of spite.

Remember officers we are the first line of defense for the citizens of chicago. Payback is not always worth it, but if you are going to do it, learn to listen, have patience and don't get caught.

We (the retired), depend on you to nail these asswipes to the wall. I'm from a long line of first responders. My father was CFD and I was shocked to see him make a statement and go on strike. He cried real tears, the one and only I ever saw, but he did it in the name of brotherhood. I never knew he had any political agenda at all except to feed us and go work two full time jobs. I was so proud to see him in Daley Plaza with that look of determination on his face. My mother said "raise your flags, stand next to your father." To this day this is the moment, if I could have a kodacolor moment, of what our family meant. We were strong, united, loyal and no one or thing could have torn us apart. This is what I wish for you. Godspeed.

I recall an old timer back in the late 70's/early 80's who would park by the factories east of the viaduct on Cermak and catch speeders coming from Cicero. Instead of a mover he'd take the opportunity to politely ask them to buy a pencil for a 'worthy cause'. $10.00. He always had a box of those yellow #2 pencils at the ready. He said, "Kid, do you think this shithole of a city will give me enough to live on IF I retire one day?" Once a week he'd stop at Zayre's and go to register 12 and buy his lard ass wife's list of crap and get the employee discount and sometimes push the cart to the end of the register and start bagging merchandise that fell back into the cart off the conveyor. He even had the balls to put that box of pencils in the baby seat of the shopping cart and hit the store managers up for a pencil. The best one at 23rd & Damen was the time he opened the trunk and saw it full of clothes with price tags on it. He immediately shut it, pulled out a pen and let the air out of one tire. Quietly went in and got another car because "This one is too dirty". He'd go to "Raymonds" on Cermak and Washtenaw and get 4 or 5 burritos for free for a few of the guys...."Hey, lunch on me today, OK?" He'd walk into a bar on the NE corner of 25th & Whipple....which was a mob connected bookie bar and get free Cubs tickets, ham at the holiday's, his car waxed in Berwyn on Sunday, and a corned beef sandwitch that was thicker than a fist.....often just by fanning himself with a ticket book. No one ever bitched and no one ever ran to the media. But I digress....

How about this? Go to work. WORK. Be professional and don't do anything to embarrass you, your brothers, your families, or do anything that can get you fired or indicted. It can be done. Those delivery guys don't bother anybody. It's the prick at the keyboard and at the News desk. Don't take it out on the guy who is just trying to survive.

For all those who are advocating writing the truck drivers, here's some things you may not know about them.

When I worked midnights in a north side district, it was not unusual for a driver to stop and make sure things were ok when an officer was alone on a traffic stop.

More than once I can remember a driver stopping and picking up a victim and contacting the police. One rape victim was taken to the station by a driver.

When J Lyons got into his accident, a paper driver was first on the scene and contacted the police. He remained on the scene preventing until units arrived.

There are damn few of us out there in the wee hours and any extra eyes and ears that we can keep on our side, we should.

The editors can monday morning quarterback us all they want but reality is that the chance of one of the drivers being a witness on our behalf at a round table is a reality.

NO, my wife and family are not out then, but, I am !...and so are many of my co-workers when these assholes are flying through every traffic device known. give em a break? fuck you ! i'll buy my own paper if I choose to read one. I don't need a free paper to give them a break. it's not about the free paper, its about the courtesy, but, that goes both ways ! don't blow through a stop sign or stop light when the police are the first car at the intersection ! I've got ideas for everyone and I'm not saying this to inflame but to inform. Here are a few ideas on improving the police image and the problems that you as a group have with the media, politicians, the union, the Mayor,etc.

Police yourselves. These articles aren't being made up there are reasons they are in the paper.

If you've got problems with the aldercreatures organize opposition candidates to run against them and help them financially and with manpower. The unions did it over the big box ordinance and had some success. If you look at results of aldermanic elections many times a couple hundred votes could turn the outcome of these votes.

Elect new officers for the union. If as a group you guys aren't happy with the FOP see if you can be represented by a different bargaining unit like the Teamsters.

The Mayor has basically run unopposed the last couple elections. Recruit a candidate that you can agree with and go all out for him financially and with manpower. You did it with Jane Byrne I'm sure that some candidate would love the support. Maybe one of your own would make a good candidate. There are plenty of smart successful guys and gals in your ranks.

Don't just complain about the politics get really involved. The only thing politicians care about are votes. The rest is just rhetoric.

I see lots of non-black people out here in 016 who don't have legit jobs either, ransacking the homes of seniors, tricking them into going to their banks & withdrawing large sums of money, etc. so don't think that all crime has a black face. Lots of gypsies out operating this way too, and they aren't black or latino. A lot of people (who aren't black or brown) come to America to make money the "old fashioned way," by stealing it!
