When J.W. was in 021, one officer had the balls to ask if the Meritorious process was going to be reviewed, and if the same would be reviewed for all Exempt members resumes, credentials, police work history, backgrounds etc.
His reply was yes!
Let face it, in addition to most meritorious Detectives, Sgts, LTs, our exempts are not qualified to be custodians let alone make over 150,000, GoldStar, Take Home Car, lead a pack of clout babies, and make decisions which should be made by more knowledgable and qualified personnel.

What about the rest of the senior non-exempt members of the department. Could there be a buy-out in the works? A rumor of being able to buy pension benefits up to 80%, and city paid medical insurance has been floating around. Other city departments have done this; GM is doing this now and replacing senior high paid workers with lower paid grunts.

James Jackson will be the department’s new 1st Deputy Superintendent; Beatrice Cuello will be the new Deputy Superintendent of Patrol; Michael Shields will be the new Deputy Superintendent over Strategic Deployment; Steve Peterson will be the new Deputy Superintendent over Investigative Services, and Pete Brust, former Special Agent in Charge, Los Angeles Field Office, a 22-year veteran of the FBI, will head up a new bureau, the Bureau of Professional Standards, which will encompass several functions such as IAD, and Training.
I would like to thank Hiram, John, and Charlie for decades of service and commitment to this department. They served with honor and distinction and they will be missed. They represent the very finest in law enforcement tradition. Please join me in thanking them for their many years of service to all of you. I would also like to thank Acting Deputy Superintendent Frank Limon for his service in an acting capacity, one of the most difficult positions there is. Frank will return as Chief of Organized Crime.
I am looking forward to working with this new management team to serve all of you, and all of the outstanding members of the Chicago Police Department. We have many challenges and opportunities, and I promise you that we will work diligently to take this department to the next level.

I say becareful what you ask for. As a recently retired 27 yr vet of the ISP, I can say, with the support of many, that outsiders are not always the answer.I remeber when Terry Gainer was selected to run our dept we all thought this was going to be great for our morale, especially coming from CPD, of which I have the utmost respect for. He quickly ruined that vision. He single-handedly fucked up our dept beyond repair and till this day it is still reeling from the effects with no hope in sight. I wish you all the luck with your new boss, I think you might need it.
Off Topic: The P/O arrested for a double fatal DUI early on Thanksgiving morning. Charges thrown out in probable cause court. Nobody has addresses how an administratively ordered breath test was admissible in criminal court. Even though the P/O blew well under the legal DUI limit, the state had some "expert" testify that by using some formula he determined the P/O was drunk at the time of the crash based on his breath test. How did that test get into criminal court? Hello union? What are our rights? I am not an advocate of drunk drivivng, but the police should have the same rights as citizens. Union? Hello? give us some legal advice please.

Hopefully she is still the same person I once dealt with.

As a PPO who just graduated from academy, I believe change is needed. Instructors who come to class unprepared, and have a poor attitude. Gym instructors who are not motivated and seem not to care. Gym not on same page. Each has their own way, no one agrees with control tactics. We sometimes waited 30 minutes for a instructor to show up in class. Then they read from lesson plan or read power point slides. They do not cover material on tests. Never see a sergeant at roll calls. Such a shame. I hope for decent FTO's to train me.

The instructors in the academy are great, especially those in the gym department. They work their asses off to keep us in shape and push recruits to the max. The problem is that TOBIAS is a corrupt and racist man. Let justice be served. Goodbye MATT.

Actually, someone who just graduated from the Academy is probably more than qualified to remark about the current state of the place. And a monkey could pass the state exam -- just look around at the illiterates on the job who passed it. This ppo wasn't being disrespectful. He or she was just wishing some of the time wasted at the Academy was actually spent on some quality training instead of time-killing, cover-your-butt disorganized garbage taught by wackos and hiders.

Other than LS, gym instructors could use improvement. They teach different things to recruits. techniques for seraching are terrible if any. Recruits leave the academy lacking basic control tactics and searching skills but are in great shape. MT tried his best. Race has nothing to do with gym staff. Just a few incompetent instructors. Veteran officers in the gym might help. Do not blame MT, look in the mirror.
race does not have anything to do with the gym staff. However, working for MT is difficult when you're expected to pass someone because a recruit is related to TOBIAS. hmmm hmm.
