Over-Staffing Lesson

This is indicative of a larger problem, one that we've been railing about since the beginning of the blog:
  • More than 50 Chicago Police officers currently assigned to desk duty will hit the streets after spring break to provide stepped-up security at “three to five” Chicago Public Schools plagued by gang retaliation and other violence, Police Supt. Jody Weis said today.

    Until that time, the job of protecting students outside “problem” schools will fall to the Targeted Response Unit, a flexible force of elite officers reassigned to crime “hot spots.”

    After joining Mayor Daley at an anti-violence rally at St. Sabina’s Church, 1210 W. 78th Place, Weis refused to identify the schools in line for special attention. He said he doesn’t want to “tip our hand” or give the bad guys any “lead time.”

Here's the thing though:
  • If you can spare these 50 officers from desk duty, then why can't they man cars on the watch?
This is a prime example of over staffing inside spots that has been plaguing the Department for years, especially recent years. Closed Market is another example. If an administrative office can be 20% short while officers spend time babysitting dope spots and high schools, then that office is AT LEAST 20% over staffed, probably more.

We hear about all sorts of front offices where there seems to be anything BUT work being done on a daily basis. J-Fed ought to be eliminating a bunch of these spots as a lot of it is data entry. Do we really need armed "ticket clerks"? Automate, civilian-ize, eliminate paper in the districts and we'll bet you can put 200 more cops on the street daily. Include 35th Street and we'll wager that number climbs to 500.

We'll make no predictions about their effectiveness, but it's bodies in cars. It won't matter much on midnights anyway.

J-Fed in addition to staffing the schools with additional cops, the issue of actually doing police productive work should be encouraged while they are out there! Having these cops out and just driving around for 8 hours is unproductive. These cops should get their work-out(just like J-Fed wants)and produce contact cards, conduct street stops, get familar with street gangs, give citizens anov citiations etc. If J-Fed wants to be proactive he must give these cops mission assignments in order to be productive!!!!

If you want to streamline the CPD and put necessary officers on the streets eliminate or downsize Unit 189,NAGIS.

This unit is so overblown with over-inflated,clouted egomaniacs it is disgusting. End the take home cars, free gas,4-5 hour workdays in soft clothes with limited to NO ACCOUNTABILITY.

This was and still is Fat Phil's bastion of power and influence. Truly a unit that does not produce quality results and is not efficient.

Either Superintendent Weis is going to take the bull by the horns and lead or he is going to get run over by the scheming status quo.

Go back to the basics of policing.

Patrol is the heart and soul of the CPD.

All units function to support patrol.

There is no need for so many specialized units a well rounded and seasoned patrol officer should be capable of handling almost anything within their assigned area.

Show some uniformity within the CPD,one basic uniform with some minor variations is sufficient.

Bring back the School Unit to eliminate all this nonsense and negative PR at the schools.

Working in 004 I have recently observed that a shit load of iraq vets coming back from the war are associating with Latin King gang members in our dist. So far, I've had no reason to lock them up. I hope that these so-called "troops" aren't teaching the gangs things that may cause trouble for us.
One of the guys was a "cousin" and just hanging out. Here's the thing: they are all dressing the same and talking the same. Be careful around Avenue O. That's where I first encountered the iraq vets riding around with the bangers. A couple of the vets say they are from Hammond, IN. They claim to have just gotten home. They have their military id cards with them. They always give dirty looks when the bangers are told to push on. I just don't feel right about these new guys?
Anyway, just be watchful around the Latino gangs in 004 now. Things could get ugly if these guys become thugs. Be safe.

I've worked in several districts and in two areas that encompass 10. There is a problem at almost every City of Chicago Public High School where the student body is mostly lower income (keeping race out of this discussion...to many people make themselves look stupid on this blog bringing it up.)

The west side has 4-6 high schools within a couple blocks. They are all bad and adding fuel to the fire is the fact that they are so close.

I do not remember having any of these problems (or at least very limited problems) whn we had an actual school unit. They would attempt to maintain order. Now, it's "push them all outside as fast as we can and let the police deal with them, it's no longer our problem once they are off school grounds." Brin back the school patrol. (I've never worked it and actually thought it was a useless unit until now.) There is a difference. They know the students, they get the tips about gang shit, and they know how to deal with shit like this because they do it on a daily basis. Shit, there are school dismissals in the grade school levels that need a full staff of police because of the problems.

Please, J-Fed, put the police back in the schools. It's the only way to deal with this violence. Let the children who go to these schools and the teachers who work there feel safe again and let the patrol, tactical, and citywide units handle the rest of the city.

Hey SCC,

According to 720 ILCS 5/12-4.B.8

In committing a battery, a person commits aggravated battery if he or she:

(8) Is, or the person battered is, on or about a
public way, public property or public place of accommodation or amusement;

So this means that all these bullshit simple batteries are actually aggravated.

I encourage all Officers to write them up as aggravated and call the Area for a felony if a battery occurs on the public way.

OFF TOPIC: REGARDING OFf DUTY EMBIBEMENT. Watch out for yourselves at retirement or promotion parties. There are a couple of assholes out there trying to get you on tape drinking and then walking to you cars to drive home. These assholes are calling the FOP for info on parties and just because they say "Yeah" when asked by FOP if they're the police, they're getting the info. Another thing is that the FOP also advertises the parties on their link. The link is available to the public. Watch out for 20/20 in the next few weeks.

Holy Short Sticked Again Batman!!!

If you re-assign the excess staffing at Hqtrs/Academy/Homan/Detached Services and return them to the districts where manpower is needed then you will only solve part of the problem. The Dept is not interested in just responding to 911 calls. Management wants to be proactive and has to work around a union contract. The problem with being proactive is you can’t stop someone from being a criminal and you can only displace crime. Not eliminate it as some may believe. The administrative excesses provide an available work force for management to utilize for such smoke and mirror solutions for public viewing. Closed Market is a perfect example of an unproductive venture that serves no useful purpose to the general public or the Department. But, it did serve one man’s ego. The recent judgement won by FOP “restricting time off” is a huge advantage for us because it allows us to take time off almost anytime and someone else can make overtime. That equals a playing field and offers opportunities for more officers to work OT at contract rates, now that’s progress. The quality of police management is at a new low. I also realize that it is unhealthy to dwell on it, even when they make very easy. We need to be clear minded and alert on the streets and less bummed out about the idiots running the Dept. Remember your protected by a contract, State labor laws and your own common sense. It is better to laugh at these fools and play the game then to live an entire career hating your job and bringing it home to the family.

Was At Midawy airport recently and have a question. About 3:00 P.M., there was a black female officer about 55 years old short chunky riding a segway wearing a mask. I will not give her name as she was also breathing hard! I asked her what was wrong she said she has a severe breathing problem. Why is she qorking when her health is so bad she has trouble breathing? What happens if she getes into a situation where she is out of breath and has a major health event? will the city be sued and pay? Here is a girl that should be put inside and behind a desk where her health could be maintained!

Before SCC gets all crazy about the civilianizing the housemouse spots, I too think they are overstaffed, BUT lets not be stupid here. Those spots should be staffed by veterans who have served their time in the trenches, got injured, developed cancer of something. These spots should be a gentle way toward retirement. What offends me are the "bambies" and 3 year wonders who currently staff these spots.
SCC all I'm saying is be careful what you ask for, our wounded and or long serving vets should have the option of a soft spot in their last years to coast into retirement.

Why would you want to "civilianize" jobs now being done by police officers. We should want to hang onto those soft inside jobs not give them away. Are you nuts? That being said....when I came on the job 22 yrs ago, most of the inside jobs, particularly at the district level were done by old-timers who wanted to take a break from the street. That's not what we see today.

The Tony Rezko trial is gaining ground. Tony Rezko's partner in his ill fated $50,000,000 Iraqi business venture(Companion Security) was a former Chicago PO named,Daniel T. Frawley.

Daniel T. Frawley's sister,Maureen Frawley,is a Sergeant of Police in Forest Park,Il. She is currently on medical leave and Forest Park is attempting to fire her along with two other officers,Dan Harder and Steve Johnsen. Sergeants Maureen Frawley,Dan Harder and Officer Andrea Caines successfully sued the Forest Park PD for sexual harrassment and bad behavior. Very interesting considering the recent arrest of CPD Officer Richard T. Schmidt by the FPPD at Slainte. There are also rumors that the tavern Slainte is owned by a Chicago fireman.

Forest Park police Sergeant Maureen Frawley, a close friend of Sgt. Dan Harder, had over $108,000 stolen from her home and three firearms. Subsequently the guns and money were returned. Frawley asked for the investigation to be dropped. Now the feds are invetigating.

Forest Park Sgt. Dan Harder was considered a suspect in the burglary. The money and handguns mysteriously appeared after Sgt. Dan Harder was questioned by the FPPD in a black nylon bag on Sgt. Maureen Frawley's front porch.

Is Tony Abbate down there? According to the newspaper Abbate was immediately removed from the city payroll? If this is true isn't that a violation of the FOP contract? How can they selectively change the rules in the middle of the game? I have never seen a decision to fire an officer rendered before a trail verdict either.

As a male 2 Police Officer with 28 years of service I offer this comment:

There are many of us so call "house cats" who do more work in the first 3 hours of our tours than most of you do all day. I suggest the powers to be go after all of the trophy dollies assigned to some of these units. Friends of friends of friends is the the case in some of these administrative offices.

I worked hard over my career to develop a reputation as a "go to" guy. I do my job, I did my time in a beat car, I don't give a rat's ass what you cry babies say, I work, I do what is expected and I earned my position. I suggest all of you with your shorts in a bind that you do your job, take the extra effort to get close to someone who is obviously on their way up, impress that person so they know you can be the one person they know will work for them when the time comes.

For the rest of you 5 year cry babies - go get (you know what).

The Superintendent should surveil the locations of the upcoming Cline minion exempt retirement parties to see where loyalties truly lie. This could prove to be extremely intriguing and very informative to an administration in its infancy. Utilize your past Federal training and resources Superintendent.

Here's the deal I have been at TRU for 3 years of the 8 I have on and every time I see that elite B.S. tag attached to TRU I cringe and want to throw up. We did not put that B.S. tag on us the ex-bosses did. There may be a small percentage of P.O.'s over here that may believe that elite B.S. to be true and those are the same guys that, like every other unit or district, have spent very little time working in shit spots. TRU is still being called elite by the media because that is all they have and until they get something new like disgruntled, disbanded, rogue, etc., they will keep using it. Trust me the vast majority of this unit does not believe this B.S. tag and also thinks being tagged elite is friggin hilarious. We are or were at one time in that same boat working a beat car, answering calls, chasing a shithead through the streets, dealing with baby mamma dramas, we just decided to get out and those that could not get into SOS at the time went to TRU. (TRU at this time has the same seniority breakdown as any average district) So if you hold it against a P.O. for getting out of the shit and applying to a unit, you either are one bitter f#@k or just can't deal with change. The only thing that 90% of us feel is elite is that P.O. backing you up, getting a paycheck and going home each night in one piece to our families.
And like you I always leave my house for work each night with that thought in the back of my head, that this may and could be the last time that I see my wife and kids.

First off 50 officers wouuldn't cover anything. The problem lies with the city not hiring more officers. There aren't that many officers down in headquarters period. The majority are all civilians. Be careful what you wish for in terms of asking that these jobs be "civilanized". This idea opens a Pandoras box. This could come back to bite us in the ass. Just remember this when you get hurt on this job or you need the medical because you've had heart attack,cancer etc.and the city says tough take your disiabilty.
Why? because we don't have to pay u we can pay a civilian to do the same job at 1/3 of the cost. Now take your 1 year disabilty for every 5 years worked and go home. Think people.

Tru sucks, but not why you think. There are plenty of good officers assigned to Tru, but Tru the unit sucks. After talking with friends from Tru, I learned that all the perks of working there are now gone; early duck, long lunches, great bosses, etc. You guys at Tru work the worst hours, are expected to generate activity ONLY in the doc (GPS in your cars now, so stay in doc), are expected to generate alot of activity (leaving yourself open for all types of BS), and all of this while taking time is limited. What's the point? Anybody, especially Tru guys, have any insight on this???????

If you want to streamline the CPD and put necessary officers on the streets eliminate or downsize Unit 189,NAGIS.

This unit is so overblown with over-inflated,clouted egomaniacs it is disgusting. End the take home cars, free gas,4-5 hour workdays in soft clothes with limited to NO ACCOUNTABILITY.

This was and still is Fat Phil's bastion of power and influence. Truly a unit that does not produce quality results and is not efficient.

Either Superintendent Weis is going to take the bull by the horns and lead or he is going to get run over by the scheming status quo.

The recent judgement won by FOP “restricting time off” is a huge advantage for us because it allows us to take time off almost anytime and someone else can make overtime.

If this applies to FLSA overtime ONLY, which if you read what's out there, it seems to, then you are all in for a rude awakening regarding time off. Not that many officers actually earn FLSA overtime. When I queried my timekeeper about how FLSA time was computed, she said "Why do you want to know? There are hardly any officers it applies to"

FLSA time is time worked OVER 171 hours in a pay cycle. So, if you work 4 40 hour weeks, you work 160 hours in a cycle. That means you can work another 11 hours before you start earning any FLSA time. FLSA time is credited at 1.5 times the ACTUAL time worked. So if you are in court for 1/2 hour your FLSA time is 3/4 of an hour. Yes, you get paid for a minimum of 3, BUT that is not how FLSA time is computed.
AND, as soon as you take time due, the number of hours you have to work goes UP by the amount of time due you took (because you are working less than even the 160 you should be)

So I really don't think this is as great a deal as everyone seems to think.

Recruits that I helped train in our District just a couple of years ago now have take home cars and what seems to be flex hr. scheduling. How abort the 45-50 cars that they never move in the HQ parking lot when it snows? Who inspects the inspectors?

If J-Fed wants to purge the building he only needs to look about 100 feet over to the First Deputy’s Office! Get rid of Skarks’s eye candy bimbo’s. How about Detached Services? Start with that goof sitting outside Burkes office who is running for FOP Pres. Or did little Dick Daley put him there to watch Burke? Then go downstairs to School Visitation, Neighborhood Relations, CAPS Implementation Office, and Data Systems? Why are PO’s installing computers? Send over any 18-year-old kid. There are way too many kids in TRU that have never finished learning how to be the police. I don’t blame then either. Anyone who does not want to get away from handling domestics is a nut. However, generating revenue by writing parking tickets and ANOV’s is second grade police work.

And Homan Square is full of secret squirrel units that need to be completely disbanded. When TRU started they just stole all of the people from the Districts and they never hired any extra police. Every alderman should demand that the Districts that are in their Ward be fully manned to AUTHORIZED strength! Or could it be that they all have clout babies detailed out to those squirrel units? Why is every Unit at Homan Square over staffed above authorized strength and every District and D-Unit under staffed below authorized strength? Why do the Dic’s in my area (5) not working on OT seem to only work a 4 or 5-hour day? The same goes for the whole grossly over staffed Organized Crime Division! The City is really screwed when their appeal of the FLAS hrs. falls through!

Do you think we need a School Patrol Unit?

Ironically,CPD's Billy Kushner replaced the arrested Berwyn Chief Frank Marzullo.

A Berwyn firefighter acquitted last year with his father and uncle in a 2005 bar beating will get $160,000 in back pay after aldermen voted this week to override the mayor's veto to deny the settlement. This is the former Cook County ASA Jerry Marzullo.

I am one of those desk people that works closed market. That is a complete waste of time. Bad guys don't wake up until noon and start hitting the street at 3. So yes we are there reading the sun-times and War and Peace for 8 hours. Then when I come back to the office, the bosses are screaming because stuff didn't get done and you have to remind them at you were not in the office. They should change OCM from 3 to 11.

So the people who live there have a gun right on the nightstand because that's the ONLY protection they have.

FYI- there are senior officers that work at HQ that have worked on the street in beat cars for many years doing great work before going to HQ and put their time in rotating every 28 days and respected their fellow officers, and still do. It makes me sad to read how we are being looked upon as do nothing police. We have pride in the work we do. Maybe some of you young police officers need to look up to the senior PO's.

Heard the to be promoted walked in to JW in presence of his deputy superintendents and were informed of promotion assignment.

As a male 2 Police Officer with 28 years of service I offer this comment:

There are many of us so call "house cats" who do more work in the first 3 hours of our tours than most of you do all day. I suggest the powers to be go after all of the trophy dollies assigned to some of these units. Friends of friends of friends is the the case in some of these administrative offices.

I worked hard over my career to develop a reputation as a "go to" guy. I do my job, I did my time in a beat car, I don't give a rat's ass what you cry babies say, I work, I do what is expected and I earned my position. I suggest all of you with your shorts in a bind that you do your job, take the extra effort to get close to someone who is obviously on their way up, impress that person so they know you can be the one person they know will work for them when the time comes.

For the rest of you 5 year cry babies - go get (you know what).

Useless as instructors. As a former recruit, they hurried every scenario, would not let us search them. Complained about working after 2PM when they are paid until 4PM. Seemed to be tension between academy instructors and harold washington "actors". Akways talking about war stories and would not answer questions.

Unlike you, we have not forgotten 9-11. Concerning the Iraq gangbangers...only 1% (10,000) of the military has noted former gangbangers. The majority of us are just like you. We did not commit crimes and our records are unblemished. Stop assuming everyone who is a "war" vet is bad. Your attitude does not surprise me in the slightest sense. Veterans of the war in Iraq seem to take the brunt of the media's hostility. This brings about confusion and mistrust. For example, you believe every veteran is a gangbanger.
It truly saddens me to see the way the Country turns a blind eye to issues of it's veterans. Our state, Illinois, by and large is one of the absolute worst in Veterans Affairs and health care. Recently, I have received information that even our own City, Chicago, has been doing it's share of NOT hiring combat veterans for CPD. Apparently the same guys who were chosen to be able to protect the lives of Americans and it's politicians are NOT good enough to protect the citizens of Chicago? This is a disgrace to all who have ever worn the uniform.

I am merely trying to reshapen your misguided knowledge of what it means to be a veteran. You must not have served because you were too intelligent right? I may not be the sharpest knife in the drawer, but I am damn proud to be the third generation in my family to defend our Nation's freedom in combat. Hell, I am hoping my brand new baby boy will one day become the fourth generation to serve his Country. There just is no greater feeling than that of patriotism. After talking with friends from Tru, I learned that all the perks of working there are now gone; early duck, long lunches, great bosses, etc. You guys at Tru work the worst hours, are expected to generate activity ONLY in the doc (GPS in your cars now, so stay in doc), are expected to generate alot of activity (leaving yourself open for all types of BS), and all of this while taking time is limited. What's the point? Anybody, especially Tru guys, have any insight on this???????

I got a great sgt,i could be handling dumbastic, baby drama, teenage kid doesn't want to behave calls. takes me 10 minutes to get to the unit. drive a squad car to the district of assignment. our company is great bunch of guys and gals that back each other up even if we are not on the same team(under the same sgt). you do your job and you don't get fucked with and not alot of peassure. somtimes it's hard to get any activity you stop 20 cars a night and nothing your a trying to get activity with 20 cop cars in the same area. i get time off, again if you put in your slip in advance not the same day. in the end it all evens out for me. but being in the different districts having to deal with different desk personnel and WCs it gets old.

I never met a true veteran who wore his service in combat on his sleeve like some wear those funny colored ribbons given for breathing through some innocuous event.

I worked with a guy who constantly told war stories about his service with the Marines in Vietnam etc. Someone did some checking with the real Marines and there was no record of this guy ever even being in the Marines, much less in combat.

The louder they talk about it, the less likely they actually were there.

While I don't believe that military service should be a prerequisite for the CPD, I do believe that military service breeds character. Back when most of us had served there was more discipline, less bashing of each other and less sensitivity to meaningless criticism. Giving veterans points toward promotion was a good idea.

Let it be known that Operation Closed Market is a valuable tool if utilized properly and staffed
with officers who buy into the
objectives. Open this up to policeman who aren't afraid to do
quality work. Using these officers for school dismissals and
hot spot control does work. Using a house mouse who by no means wants to tie up his schedule with court time makes no sense. Pare down the positions available to the house mouse and man the beat cars with them. You are officers of the law, do your job.

I know ONE thing. If you were getting your ass beat by someone on the street and you heard Tully was heading your way...you were happy as fuck!
He was crazy dude! And there was no denying that he would hurt the badguys! Fuck Midnights! He was awesome on 3rd watch. Coppers were worried when he left for S.O.S, because he was one of the only guys in the 30 sector you could rely on.
He kicked major ass in 009 and I was glad he was on the good guy's side. Even the gangbangers feared him. He was a true psycho!!! I swear he had his own Use of Force model he went by. I am not kidding...Purple Shades=PSYCHO

Ever since I have returned to CPD, I've noticed that I was treated differently. The retread program didn't teach me shit and the dist I work in still acts like I'm invisible. Nobody wants to work with me. Tully's right, combat veterans are not looked up on favorably...especially Iraq like me. Everyone looks at me like I'm some troublemaker. I guess we are a threat to the CPD leadership and they want to keep us down. Wish I knew then what I know now.

Start discussing the serious proposal of forming a 'Blue' political party, determine what it will take to get on the ballot for any and every city and county elected office, be it Executive, Legislative or Judicial branch, put together a slate of candidates and use the Web as your primary means of communication.

This site alone has shown how much information can be shared without spending a single dollar on the heretofore traditional means of communication.

When will the next city and county offices be up for election?

That's how much time you have to get busy and give it a shot.

When you achieve a certain momentum, the print and broadcast media will be knocking on your door, as will the local scumbag political 'operatives'.

I will never forget one of the letters Marty sent to us in 009 while he was serving in the war. Cmdr. Roy placed it in the CO book for the entire district to read.
I remember thinking, how fortunate I was to not have to leave my wife and kids to fight a war in the mountains of Afghanistan. Here was a co-worker of mine who was fighting overseas in the worst conditions going on all kinds of missions and he still took time to write a hand written "thank you" letter to the 009th dist for care packages.
He was very humble and just wanted to say thank you for beef jerky and music sent to him. I remember him telling us that whatever we sent was shared amongst his team.
He gained my respect from that day on. My wife and I prayed for him to make it home safely. He was one of us. He was CPD. I never said thanks until, but Marty you did us proud!

In the good old 009th district I swear there must have been a sign that read "IN CASE OF EMERGENCY BREAK GLASS"....Tully would be in that glass! Whether he had a partner or he was by himself, he was coming to get you out of trouble. He overcame the odds that's for sure.

009 has always pretended they were billy badasses and supreme officers. This is nothing new. I bid out as soon as I realized 009 was a joke! You can thank piss poor leadership and the grab assing ways in that dist for why the po's are so fucked up compared to the rest of the dept.
The sad thing is you got assholes in 009, especially on tac, who didn't do anything to get there. In 009, it's not what you know, it's who you know, blow or screw to get recognized. Take a look at the DC and you will understand why 009 is a fairytale dist filled with do-nothings. He's been screwing the females there like he is some fucking rock star! Roy is a disgrace to the uniform.

Why are so many POS officers from 008 and 009 against veterans? Is it because the two districts are made up of non-military types who fear the gung-ho troops will take over?
Sounds to me like the pussies of 008 and 009 need to enlist in CODE PINK from Berkley, because that is the way they think. They too despise veterans...especially USMC!

Veterans from the war have no business being police officers in CPD! We don't need these Rambo-types flipping out because something startles them or because they have a disagreement with their fellow officers.
I am afirm believer in keeping military and law enforcement separate from each other. The training and skills taught are not the same. Ask any firearm instructor in CPD and they will agree they have to re-train the shooting techniques these military troops received.
I disagree whole heartedly with Cpt. Tully. The answer is NOT veterans! We need to have more intelligent officers in CPD.
College boys are the answer. It's time to withdraw troops from Iraq NOW! Go Obama!!!

The main issue with combat vets in CPD is that the brass fear they are dangerous. We are looked at as violent and mentally damaged officers from the horrific things we encountered overseas.
I work in the Westside and on more than one occasion, I was told that I may need to see a CPD counselor because I had anger issues. Anger issues? Try just disagreeing with my supervisors when I felt that they were wrong. I was forthright and professional, but they still insisted my conflict with them was due to trauma I have had since Iraq.
Fuck these know-it all bosses who believe that everyone should be kissing their ass! I am a combat veteran and there is nothing wrong with me.
That is why CPD sucks! The veterans used to be welcomed with open arms ever since WW2, but now the CPD tries to block us from even getting through the initial phases of CPD testing.
CPT Tully, you brought up valid points and I hope one day you will become a leader in CPD. Thank you for caring about your fellow veterans. Semper Fidelis.

Marty, you were dead on about CPD preventing combat vets from passing the testing to become CPD. There is currently a class action lawsuit by a group of combat vets who were told they failed the "psyche" test.
Sounds like the same bs they tried pulling on Nam vets back in the 60's. This has got to stop!

To Capt. Tully and the 014 Iraq Vet.: First, I want to thank both of you for your service in the cause of freedom and the preservation of Democracy.

When I first came on the job in the very early 80's, I looked to the Vets who were also vets on the job for my guidance. They were the best policemen on the job.
They had a keen sense of the streets; they were disciplined (a completely alien concept among the new and recent hires); they were superlative back-up in all situations and entered into every call with a strategy in mind in case things went south.

I want to see more Vets on this job. What I don't want to see are more candy-ass, suburban-bred, semi-degreed Yuppie wannabes who couldn't find their asses with both hands effing up this job more than it is! So many of the 5 years and under crowd are utter wastes of DNA and can take their useless "Associate" degrees which are no degrees at all, tear 'em in half and shove each piece up one nostril. That's how meaningful that piece of paper is.


They are rude, culturally insensitive, know-it-all, racist and sexist creeps who can't even be civil with their co-workers let alone John Q. Public and they make me ashamed, at times, to have worn the same uniform.

We need more Vets to come on the job and show these young losers what it is to be the REAL POLICE; what it is to be professional and to have unit PRIDE AND COHESION. Thank the Good Lord for the Vets and may we please have more of them!!!

I thank God every day that I am retired and no longer have to deal with the whining, crying newbies. It's hard enough to deal with the thugs and thugettes without having to wipe the noses of the "It's-not-fair" and "It's-not-my-fault" police who now populate this Department.

To all of the combat veterans who are crying because they failed the psychological evaluation, TFB. I thank you for your service to this nation, but you are NOT ENTITLED to a position with the CPD.

I have to admit, some of the guys who came back from Iraq have issues. But CPD should help them and NOT PUNISH them. That is the least they should get from our nation.

Thank you for giving the men and women in uniform the confidence to carry on after they return home from the war. You Sir, are a gentleman and a scholar.
Please help the returning veterans fight the injustice of CPD by attacking the issue of veterans not passing CPD psychological testing. You have astrong following and by being a President, you can make waves.

Make no mistake about it. P.O Tully is/was a calculating and extremely aggressive copper. He was the guy in 009 that I recall the gang bangers on the street feared. Bar none.
He could send chills into the hardest thug and that was no joke. 009 coppers like to showboat and talk tough, but this guy had a quiet professionalism about him. He was a leader. The joke about breaking the glass in case of emergency fits him well. Coppers in 009 never knew what would happen when he would arrive on scene, but only an asshole like you would criticize the man. I wish he had him in my district. Seriously. The way I see it...The REAL POLICE appreciated him. The dogasses despised him. Either way...he helped them all out on the street. Long live Purple Shades!
