Well, with something like a dozen or more exempt spots open by Friday, this might be the week that a large number of promotions occur in waves or in one fell swoop. And with those promotions, a large amount of hangers-on will be following their people around, too.
We're getting more rumors of papers being dropped over the weekend. Someone mentioned Ernie Brown. Someone else said Eugene Williams. If true, it would certainly lend a bit of credibility to a comment earlier this year about almost 70 lieutenants and above might be gone this year. We've certainly passed twenty or so with the recent February and March movement.
We're also hearing that one of the recent promotions might be rescinded in light of past extracurricular activities. Someone mentioned that Sneed might be working on some stuff. If Sneed is working an angle, you can bet that either Burke or Daley or even a past superintendent is actively working to undermine J-Fed.

It is completely obvious that Biggane is over her head in her new position. This idiot cannot do anything right. We were just recently told in roll call that this whole time due lawsuit and supposed win, actually will not effect or improve our time off situation at all. From the commander in 009 via w/c he said that this lawsuit only pertains to FLSA overtime which only accrues after a crazy amount like 450 hours of OT in a year that you need to have on the books. He stated that unless you have that amount of time, dropping a slip will still work the exact same and we will still get denied whenever they want no matter when we put it in. What the FOP reps who came to our rollcalls led us all to believe (convientently right before the election) was that as long as you drop a slip 48 hours prior to the day off, you will get it. They never once mentioned any stipulations like you need 450 hours earned in the year for this lawsuit win to be applied.
So who's misleading us here??

The Department started down the slippery slope to mediocrity when Hillard became the Superintendent. He jumped over a generation of qualified individuals to promote individuals who had little or no experience. Then he allowed the politicians and reverands to dictate who would be promoted meritoriously. He also had Cline whispering in his ears who to dump and how Cline would improve the efficiancy of police work.
Cline becomes the Superintendent and he institutes changes that appear to work but are in fact "smoke and mirrirs" and are compounded by his merit promotions. Cline also shows his contempt for the disciplinary system that has failed to control him for his entire police career. When the media and public finally catch on the Mayor removes him from the rank of Superintendent.
The Mayor realizes that the Federal government might step in and place the Department in receivership and hires a FBI agent to take command.
Weis following in Hillard's footsteps passes over a generation of individuals that should be considered for promotion to exempt positions and promotes indivduals who have little experience to run the Department or hires retired FBI agents to advise him.
This Department is in serious trouble and I doubt that it will get any better.
All I know is you should have seen them scrambling to make their phone calls Friday.

Word is that the next wave to go will be District Commanders: Georgas to stay due to Mara & Corp. Counsel, Cmdr Kevin Ryan juice with the Park District Mitchell (19th Ward) is the only thing keeping him from getting dumped. Sodini to move up - a deal is being worked out with Kirby to go to another city agency as the City does not want her coming back to defend coppers in private practice, she has too much knowledge of where skeletons are buried and could embarrass people when she starts subpeoning folks to defend her clients. JFed needs to start looking into dumping the folks over at IAD. In the past few weeks I have seen some crazy things out of there.

Sorry to burst your bubble, FSLA time HAS been tracked for over 20 years. Your problem is if you have ANY, it might be 1 or 2 hours and the very next time you take a day off, it will be used. Next, if you NEVER take a day off, and you have ANY FSLA time on the books, after, I think it is 6 months, you will be PAID for it.

-----------------------------------Security Officers in Vegas Hotels average about 15-18(18 after a lot of time on the job)an hour. Almost all are full time jobs. The high paid chiefs of security usually come from LVMPD supervisory ranks. They have it sewn up. With a few exceptions security does not carry firearms. (some of the smaller local joints do but that is because where they are located. Casinos are starting to lay off people (Station's-Harah's etc). Vegas is still good but is HAS changed.
FLSA "overtime" is the amount of time you work beyond a 40 hour work week.

So, as I read it, and please correct me if I'm wrong, CU accrued on a holiday is NOT FLSA "overtime." Holiday CU is a contractual agreement not covered under the law suit.

Concerning FLSA time , most officers dont even get FLSA time. You must work lots of overtime before it kicks in. Look at your overtime check next time. There will be 2 lines for overtime regular and FLSA. Dont worry if your Capt is good you'll still get your time off.

The FOP didn't lie to the members, but they also didn't tell them the whole truth involving FLSA compensatory time either. It's kind of like telling your child that he/she can be the President of the United States some day, but you know that it's not probably gonna happen.
Here is the real info regarding FLSA time taken from GO94-05-02 fax message from 21 Nov 1997, (online version only):
You earn FLSA time if you work more than 171 hours in a 28 day police period. It means actual work time, so if you are on the medical or take time off, the 8 hours you took off or were on the medical for that day it is not counted in the 171 hours.
Any comp time earned in the police period under 171 hours is considered non-FLSA comp time.
The balance of FLSA time cannot exceed 480 hours at anytime.
Compensatory time used will always be deducted for the FLSA compensatory time first.
PPO's only get time and ½ after they exceed the 171 hour mark and get straight time prior to that.
Not many people actually have any FLSA time (estimated at 1-2% of the entire department) because compensatory time used will always be deducted from the FLSA compensatory time first. If you want to build up your FLSA time, work a lot of overtime and don’t take any time off (comp time).
I suggest you ask your timekeeper if you have any FLSA time on the books before you get excited about not being denied time due when bud billiken comes around.
Possible I might be mixing up people, but didn't Lt. Evans have a serious DV CR within the year before he became a Lt? It this is the person I'm thinking of, he doesn't fit in with J-Fed's desire for a squeaky clean command structure.
About the FLSA time, some of you are wrong. Read the contract, you can only carry 480hrs of FLSA time on the books. After that you can only take money. When you take any time due, it comes of teh FLSA time before any other time is used. The time keepers do keep track of it, at least in my unit, not sure how it is everywhere else.

The lawsuit only effects those Officers who have accrued FLSA time which only happens when you work more than 171 hours in a cycle. Yes the city does keep track of which is FLSA time. I'm not agreeing with 9th district or FOP, but there is a difference between FLSA time and other overtime. FLSA time is, I believe, only acquired when you basically work an extended tour, i.e. work 10 hours instead of 8 or work an RDO. Court time is not considered FLSA time, which is where most overtime comes from. I'm not absolutely positive on this so if I'm wrong don't talk shit. It is possible to find out which OT is FLSA by looking at the timecards. Timekeepers across the city will go nuts but it can be calculated. By the way if the Boss in 009 telling you this is the Captain on days, then he might be right. He knows his shit. He's been involved in a few lawsuits against the city and has won.

WRONG, THE COMMANDER OF 009 IS CORRECT. THE ONLY TIME THE CAN NOT DENY ACCORIND TO THE LAWSUIT IS THE FLSA. With FLSA time, you do not accumulate any of it unless you work more than 171 hours in a 28 day period (combined regular hours and OT). Very few people really hit that plateau, and most who do actually take the money. I really don't know how, if at all, the timekeepers keep track of FLSA time on the books as opposed to regular time on the books.
Point blank, the lawsuit ONLY applies to FLSA overtime as taking precedence. If they stated that it applies to all overtime, that FOP representative is wrong. I have spoken with Sid Davis informally on this before, and he has told me that it only applies to FLSA overtime. The hope is that by geting the FLSA time as mandatory time due, eventually a contract or court order can be obtained for all time due to be mandatory, with proper time notification.
I am also aware that there is a legal argument over the court order itself which mandated that the FLSA time be mandatory time due, with proper notice. I'm told that the court order does not clearly define FLSA time, and that legal efforts are being made to try to make the definition of FLSA time as being all overtime, rather than just the 171 hour breakpoint. The argument is that all overtime falls under the FLSA (Fair Labor and Standards Act) and is therefore FLSA overtime. Since the court ruling did not clearly define FLSA overtime, they might have something to go with here, but I am poor when it comes to previous court rulings in this area.

I've worked that parade, as well as the Bilikin, Gay Pride, Mexico's Independence from everywhere...etc. and I know what a pain in the ass they are. The new Superintendent needs to pull it ASAP and demote those who made it. If they legitimately can score well then taking the test again with real life experience should guarantee that they make it.

Ask any resident that lives near the parade route. They endured numerous problems with fights, damage to property and public urination. Now the police respond and stop the abuse. Thank you! The parade is no longer a fmaily event and the drunken irish parade committee should be ashamed. Skahill responded to the community and did her job. I have been on the job for a few years and seen just about everything. I have yet to see an honest test given by the city! I have seen young officers fresh out of college study and fail the test and some goofs who never studied pass and do extremely well If your not connected by family or friend then it's some clout organization or political organization, The test results are held for months for grading a simple scan-tron sheet. I have seen officers take special classes and fail and others take the same class and quit and then score very high (less then 50) on the test. So who's kidding who, face reality, as long as city hall has anything to do with the promotion testing you will never see a legit test. Every test seems to have a law suit regarding someone's displeasure regarding these issues. One company quit and gave a news conferance regarding the test because city hall played with the results. Another P/o filed suit because an exempt command study group continusly passes with the highest results and during the hearing it came out this exempt had a role in making the test with a shell private company. So who's kidding who if city hall is giving the test or the contract for the test you will never see a legit test!

I could care less what we do at other parades. The only problem with the increased arrests at the southside parade was that they were still short about 200 arrests.
I would support any commander that maintained a 250 physical arrest quota for this parade. It is completely out of control.

As for people having the answers the second time we took it, we all did, it was the same test...If you're referring to the first time we took the second phase, those questions were very subjective and designed to identify those who think in the mind set that this department is moving. Ideas like seat belt missions and out door roll calls reduce crime. Well, that ain't me and I wouldn't want to pretend it would be. Concerning FLSA time , most officers dont even get FLSA time. You must work lots of overtime before it kicks in. Look at your overtime check next time. There will be 2 lines for overtime regular and FLSA. Dont worry if your Capt is good you'll still get your time off.
