To give you an idea of what it was like under the Cline regime, you would have to compare it to the ABS television program called “LOST.”
It was like being thrown on a strange island (City of Chicago) with strangers and trying to survive while “THE OTHERS” (Cline and his friends and merit promotees) terrorized everyone, controlled their actions and stopped officers from advancing on their free will.
If you were not one of Cline’s personal friends or personal friends or one of his Bullshit merit promotees, there was not a chance of getting an earned merit promotion or a “good spot” in a specialized unit that were given to his friends.
By you taking a stand against Cline’s exempts and looking at his placement of officers, especially N.A.G.I.S. (police officers and particularly his merit supervisors that he immediately returned to that unit after promoting with take home cars), it is the equivalent of you Supt. picking up a rock in a wet forest and watching the bugs and maggots running for their lives, afraid of the sun and waiting to be squatched. All of Cline’s people are hiding under that rock begging for you squatch them with your FED boot or to use a can of Raid on them right NOW. They all know they are in positions they DO NOT DESERVE.
Supt., I am not sure if your decision on exempt changes, with all of their years of experience is good at this time, but please remove all of Cline’s key management placements
Also look at the Cline appointees hiding behind the Police Memorial. They are still working for Cline, not you, don’t be so stupid, sir!

Please don’t be so stupid to believe that we aren't working under a Federal Consent Decree right now. I believe that Mayor Daley must have sold his soul to have this done under the table without publicly labeling what it really is. WE ARE WORKING FOR THE U.S. JUSTICE DEPARTMENT. Wait until the next “bad” shoot under Weiss and watch the FEDS indict the officer FEDERALLY. It is all part of the plan.

I also saw our new First Deputy giving news conferences on a few major incidents. WOW!!!, I hear he is a nice guy and a real copper but DAM he should take a speech class and not look so nervous in front of the cameras. He is in the same ball park as Dana in giving interviews. I guess the only important thing is that he is the one the Reverends chose to be the second in command so we have just deal with it.

Haha. I saw that news conference myself and thought the same thing, but then I remembered how easy it is to get tongue tied when someone sticks a microphone and a bunch of cameras in your face. I retired from ISP as a supervisor and had a useless boss (a Lieutenant). One time I was with my guys at the scene of a shooting, helping secure the scene, gathering up witnesses and searching for evidence. I notice my boss talking to a reporter (Anita Padilla) for a few minutes and assume that he is giving her an interview, which is what he is supposed to do as the ranking officer on scene. No such luck. The guy calls me on the radio and tells me to come by his location, introduces me to Ms. Padilla, and tells me that I am giving an interview to the media. I did it reluctantly, and while I normally am a pretty smooth talker, I think I sounded like a tongue tied idiot that day. I will never second guess someone who has difficulty speaking on camera.

Maryland police officers ignore speed cameras
ROCKVILLE, Md. - No matter what the cameras say, some drivers are refusing to pay dozens of $40 speeding fines. Who? Police officers.
In the last eight months of 2007, Montgomery County's new speed cameras recorded 224 cases in which police vehicles were recorded traveling more than 10 mph over the speed limit, according to department records.
Supervisors dismissed 76 of those citations after determining the officers were responding to calls or had valid reasons to break the speed limit.
But that left 148 who didn't have that excuse, and about two-thirds of those citations haven't been paid, said police Lt. Paul Starks.
The police union says officers shouldn't pay because the citations are issued to the owner of a vehicle, in this case the county, and not to the driver.
Police Chief Thomas Manger doesn't buy that argument.
"We are not above the law," Manger said. "It is imperative that the police department hold itself to the same standards that we're holding the public to."
Manger said officers who continue to ignore citations might be disciplined.

You know what’s sad about J-Fed, he has never worked a day as a beat officer, detective or even beat sgt and the only people telling him what its like or how things work are people that have never done it either or have been out of the loop for so long that they themselves have no clue. Its a trickle down effect that leaves blue shirts scratching their heads about decisions and directions made by the department. As a hole we are only as strong as our weakest link and every time I turn around a merit boss with 2 yrs street time then 4 yrs in the caps office, 3 yrs at 35th street as a sgt, then 3 yrs as LT in a unit is telling me how to handle things on the street.
Yes, if anyone thinks Obama isn't part of the grand scheme, you are mistaken.
He cut the ultimate deal with Daley and will boot U.S. District Attorney Patrick Fitzgerald immediately, if, elected.
McCain already told the Tribune editorial board that, if elected, he will not remove Fitzgerald.
Bit the real question is what will they do with all the 411 they've since gathered?
And more importantly, who is doing the talking...

Here's my problem with this entire system.
First, I have no "phone call", or anyone that has helped me get anywhere. I have nearly 15 years on the job.
There is not a single exempt member in this department that can identify with a patrolmans situation; to get to the positions that you were in you had to kiss ass, and stab people in the back. You sold your souls to get where you are.
So as to the demotions, firings, and suggested retirements; I have very little sympathy for you all.
You chose to play the game, and you lost.
As to the new boss, you are being paid a million dollars, over 3 years, you have no children to nurture, or worry about. You have no friends or partners to worry about.
None of the above characteristics could give two shits of what we have live with, or what its like to be a patrolman in this day.
The following examples are my experiances, through introspective recognition of what it is to be a large city patrolman. I add that I am aware I am not the only one who has been through this, and I respect that...
I have had friends murdered on this job, I have seen policeman kill people, I have seen dead children, and dead moms. I have had friends kill themselves, and others go to jail. I have alot of friends divorced over this job, I have seen alot of friends take to the bottle for this job, some who have quit early, and alot that stay because this is all they know.
I've watched the undeserving get promoted, while the best are looked over year after year,or left behind because of politics. I've been sued, and wrongly accused in c.r. investigations. I have minimal sleep, and testify truthfully in a court system that is continuously adjusted to the amount of prisoners that are in the system. I have to work side jobs to pay my bills on time. I've seen bullshit hero's, and alot of real unrecognized hero's. I've laughed hard, but have cried harder.
To all of the bosses, politics aside, you can NEVER identify with this until you live it as part of your life, which you don't.
Shame on all of you.

I have 20+ yrs on. All in patrol, all in a district, all on the street. And I still REALLY do enjoy this job. I've worked with a lot of great people and great Police Officers. The bureaucracy of this job is what really sucks! I agree about the bosses...you live by the sword, you die by the sword. Cut the political bullshit and the pandering to the self-interest groups (reverends, etc) and let us be the police!

First of all, it looks like the only reason you responded at 8 am on Sunday morning is because you already started drinking to get ready for your South Side Irish parade. And since you don't work weekends because the gangbangers dont sell drugs on weekends you had the free time.
Second, when is the last time NAGIS made a big drug bust, and what about the time before that?

Well, this one can be debated. As far as I am concerned "merit" was not as contraversial recently as you contend. I believe the "study groups" or select few getting the answers to STUDY for ALL these tests is WORSE than some MERIT pix.
If all you coppers out here believe that some of these guys/gals that ACED the tests were because they were smarter or STUDIED harder then you all are FOOLS!
START ACCEPTING RESUMES JODY FROM ALL PERSONNEL (and let's find out who really deserves promotions around here after a PANEL interview)

Some of the INSIDE folks did better because they weere 9-5 at head quarters or at the desk somewhere and studied while ON-DUTY (rather than looking at the internet looking at G.O.'s on line!!!)
MEANWHILE the small % of police that was hustling to court to put dude away and struggling to juggle their health and family life SUFFERED by not blowing off their WORK!
Anyways I am sure I'll get the small % of coppers that will argue with me that they were workers and they studied and went to Bernstein or someones study group while being a hardcharger SO I AM A JAG HEAD I know......
BUT JUST ANALYZE Those SGTS and DETS. around US and those who have ACED the tests over the years and look at their arrest records and complimentary history.
Good coppers probably averaged 200 out or even further than that as a whole! REASONS? Unknown! But probably many more deserving VIA a resume than a stupid TEST SCORE!
I wish I could have had access to studying the answers as opposed to the rest of all the BS that was to be known!

Our department is unprofessional to give TESTS for promotions rather than have a PANEL interview and a review of the resume based on experience and tenure. Someone always said "High School with Badges", I guess so!

Talk about morale! Most good coppers are starting to not give a sh$t. Thats to bad for the department and the citizens we protect. Most coppers who looked at this job with heart felt desire to do the the best job they could. I think morale would really elevate if the FEDS would start swarming City Hall and the County Building instead of 35th and Michigan. Yes do we have some bads apples on the CPD? Guy, I don't know what "issues" you have, but people were warned well in advance that the POLICE were going to take a much sterner stance on infractions, since the SoSideIrish parades have been so out of hand in the past (with LOTS of complaints from Police residents of 022, no less). I can't say who got anov'd or why, but offhand, I'd say that some adults who were out there with their kids were screwing up, and got cited for it. Deal with it.
If they were out with kids, they should have been setting a proper example. You can take this as you wish, and take it to the folks at Billiken if you want to, but I hope it doesn't blow up in your face for making more of a TICKET than it is. You need God in your life, friend.

The difference is that the Southside Irish parade does not have a lost children area (babysitting) at the local Washington park (by Detectives and uniform police) until the parents decide to come back at 10 at night.

I'm tired of having some drunk walk up on my front porch, break the screen door to steal a green shamrock off the inside door, because it would look good in his college dorm room. My retarded 45 yr. old neighbor who lives with his mother went out on his back porch to tell three teenagers to get out of his backyard as they were using his garage as a urinal and the three then charged the poor guy and beat the shit out of him. My son and his friends were playing basketball behind my house when some drunks came walking down the alley, the thumping of the ball bothered the one guy who had a hangover, so he took the basketball punctured it and threw it up on the garage. Drunks think nothing of walking into your house and asking for someone as if they belong there and help themselves to the bathroom and food, just because they think it's funny or were dared by their friends. Mirrors have been snapped off cars,cars have been keyed, tires have been flattened on cars on my block just because the drunks thinks it's funny. College kids set up camps in the alleys and set fires to the garbage cans to keep warm or dump garbage out the of the cans to put their kegs in and then roll your garbage cans away as a cooler. All this has happened within 50 feet of my home duriing the past few years. Oh yea, today, I just learned that my 11 yr. old nieghbor's kids were out raising money for charity (St. Baldrick's) from the parade goers as they are going to have their heads shaved later this week at school and some guy took their money saying "I need the money more then you guys do, I need to buy more beer." These stories are not an exageration, anyone living here can tell you the same thing. But you know what really galls me, is last year the parade was totally out of control, and after the parade, the parade chairman, a little runt by the name of Reynolds, went around telling people that if the police did their job, we wouldn't have these problems with the teenagers.
So I'm happy to see someone finally grow a set of balls and go after these assholes.
Please don't tell me to move out of this hillbilly neighborhood, I'm in the same boat as every copper reading this, mortgage, catholic tuitions, orthodontic bills, and barely able to save a dime while working two jobs. This is a good neighborhood, as are the nieghborhoods that you guys call home, but for this one day a year, we're suppose to look the other way while only one group benefits from this fiasco, the taverns and liquor stores. Everyone else in the neighborhood is forced to close up shop so as not to deal with the drunks.
Please don't tell me, "why did you move there, I've been here over 20 years, the parade started out as a neighborhood re-union / family parties and parking was the only problem. It's just within the last 10 yrs. or so that word got out that it has a Mardi Gras atmosphere and anything goes and now the residents suffer. If it was ever put up for a vote from the community, I really think that those people who live two to three blocks on either side of Western would vote to shut it down, because this is the area that turns into a war zone.
Don't blame the coppers for writing ANOVs or locking up the parade goers, now maybe, if the word gets out, maybe it will return to a neighborhood parade, or better yet -- relocate the parade further north on Western or onto 103rd Street or Pulaski or Kedzie, where they don't have all the taverns, and then maybe it will return to a neighborhood parade.

Don't blame the coppers for writing ANOVs or locking up the parade goers, now maybe, if the word gets out, maybe it will return to a neighborhood parade, or better yet -- relocate the parade further north on Western or onto 103rd Street or Pulaski or Kedzie, where they don't have all the taverns, and then maybe it will return to a neighborhood parade.

Im with you a 100%. I live a couple blocks west of Western. Every year it gets worse. I think the cold weather helped this year. Added with the increased enforcement, I didnt have to deal with too much BS by my place. In years past, its been nuts, kids fighting, throwing up, damaging property. Last year I walked up to the parade with my toddler. Mistake on my part. Never again.
This year it was nice to see cops patrolling through the neighborhood during the afternoon.
Maybe the parade committee will realize its gotten out of hand. I for one would vote to stop having this parade. Also you are right on about the Mardi Gras atmosphere. Did you see the mobile Bud light lounge by 106/Western. What part of a family parade did that represent?
The main difference between the Southside Irish parade and the bud Billiken day parade is obvious to anyone who has ever worked one.
Ruthless enforcement of all laws at the southside parade. Issuing tickets for open beer, etc.
Bosses tell you there is to be NO enforcement at the Biliken parade. they dont want an "Incident"

A big thank you to everyone who came out and helped with the parade this year. It was really appreciated.
For everyone complaining about overly-strong enforcement at the parade, it was really quite the opposite. A lot more people could have been locked up, but were told to dump it. People were only locked up or ANOV'd if they tried to blow off or ignore the police on the scene. The parade is a disgrace every year, and it will take time to break the mindset of "It's a free day to drink openly and piss on people's lawns" mentality. More arrests will take place in future years, trust me.
A previous poster mentioned something about courtesy to officers for drinking on parade day. A word of advice: that is not the topic to draw a line in the sand with in this day and age. the Supt. is the boss, and made it clear that this will not be tolerated. Like him or not, he is the head man for us all, and we have only ourselves to blame with recent headlines.
There's a lot of good people who live near the parade route, and a large number of them leave town on parade day because of all the garbage that goes on. They would rather repair the damage to their property when they get back, than deal with the idiots out there. I am 100% Irish myself, and I am 100% embarrassed by this parade. If the parade cannot be cleared up in 3-4 years, then it needs to end.
Southside parade is an embarassment. Bunch of hillbillys all tanked up well before noon, acting like white trash-- they don't have any respect for the families gathered to have a nice afternoon.. What an embarassment..... signed- a lifelong southside irishman

To everyone that is not aware of Alton Logan's involvement in the death of a Cook ounty Sheriff working part time at the McDonalds restaurant at 115th and Halsted,in 1982, This Offfender was arrested after PPO James Doyle was MURDERED on a CTA bus at 79Th and the Dan Ryan by Edgar Hope (AKA RABBIT). Alton was on the bus with Hope and was observed by PPO Doyle's , FTO pass a object to Hope, while the FTO held both HOPE, and Logan at gun point, Hope was ordered to walk to PPO Doyle to be searched, while the FTO maintained Logan in his seat at gun point, suddenly Offender Hope pulled a gun and MURDERED PPO Doyle, then fired shots at the FTO at close range but missed, the FTO exchanged gunfire with Hope wounding him as Hope exited the front door of the bus, and the FTO exited the rear door, a running gun battle then ensued around a CTA shelter with HOPE and the FTO exchanging gunfire, Hope was wounded and laid face down yelling that he was done and threw his handgun away from him, but continued to keep his hand hidden under his waist, after repeated orders from the FTO to see his hands, HOPE did not comply and pulled a second weapon ( THAT LOGAN had passed him on the bus )from his waist and pointed it at the FTO who, tho out of ammo from his primary weapon, pulled his .38snub and shot HOPE who immediately threw the second weapon away and surrendered. The second weapon turned out to be the off duty Sheriff's gun that was taken from him after; he was BRUTALLY MURDERED at the McDonald's. His partner who was also a Cook County Deputy Sheriff and was also shot at the scene, identified the offender as EDGAR HOPE as the offender who shot him,and his partner. My memory as to if Logan was ID'd as being at the McDonalds is not positive but one of the guns that HOPE had on the bus was the gun taken from the dead Sheriff at the Mcdonalds, which we have surmised that HOPE passed to HOPE as the FTO approached them on the back of the bus. That is my memory of the preliminary investigation as I know it.
I was in 8th dist, over the weekend noticed someone in cuffs who belongs there. Should have been along side with c. flagg and r.jones. He is from the 007 dist tact team got locked up and stripped by a/1 deputy. Arrt. Officers did their job and handled it the way it was supposed to go.>>>>another mutt bites the dust.
