FTO's Dumped?

Got a letter or two about FTO's being dumped out of Districts of assignment. An example:
  • On the last transfer order, there were several fto's that were transferred out of the 014 district against their will. All were willing to give up their fto position in order to stay in 014, but were told they would have to leave regardless. You would think if they were that short of fto's, they would start the new class and place them accordingly. Please warn those that passed the recent test that they may have to leave their current district/watch if they accept the fto position.
We've seen dozens of people surrender the FTO position to avoid being moved off their watches, so we aren't sure how the Department could move them from their Districts. We know that a few years back when the FTO's were in class, the Department out-and-out lied to them about being assigned to where they came from and over 50 resigned in protest. Is this another such instance but now they are refusing to allow resignations? Or is the letter writer mistaken?

I think you have to address the recent TRU situation. How many PO's were dumped, 70-90 ? The vast majority went to less than desirable districts and more dumps are to come.

Is this a strategy used by the city used to circumvent the contract ? To con PO's into going to TRU and then dumping them into districts that no one wants to go to so they can fill manpower ?

A majority of FTOs today are horrible. Why? The job is not what it used to be. The FTO today has taken the job for the money, not because they have some skill to offer. Today's FTO are in it for D2 Pay. In our district it's like one out of 6 FTOs actually know what their doing. If they didnt screw with the FTOs a few years back, we wouldnt be in this situation, nor would most of these recruits today be so badly trained as they are. I dont feel sorry at all for the FTOs in 014. As with most jobs, units, and positions on this department, did you really think you had a say where you were to stay?

The number was more like 22 officers resigned from the FTO class in the third week of training (2003). They made the announcement that the training districts were cut down to 12 districts. They made the announcement during field sobriety refresher training. Needless to say nobody learned anything in that class on that day.

Yes I remember well the day that we were going to have to leave our district, our watch (days) and our regular car that we worked to get. I feel that the department never respected the hardworking FTOs and that was a wrong move. Now they have very few people who want to be FTOs and they can thank themselves for the demise. That's right, you reap what you sow!! So keep f456ing with the FTOs and you will get great results.

Anyone that takes this new position has got to be stupid. They guys from 014 were willing to give up the FTO position but were still forced out. Not sure if they are detailed out for 90 days or are gone for 1 yr. as if they bidded out. One guy made his phone call and got put in 025. Is it really worth it to not know what district or watch you will work? I can understand a SGT. or LT but not an
FTO.

Another strike against a failed system. FTO program is a diaster. No respect for the program or position. Why are FTO's resigning? They beg officers to take the test and pass almost everyone. Qualifications and training is lacking. Numerous FTO's were promoted and moved to inside jobs? Why must a FTO teach computers at academy? FTO's must be restricted to working with recruits and treated with respect. This will really cause more distrust with the position. 35th street just does not understand.

I'm not an FTO, but the way I have seem the Dept. treat FTO's over the last 6 years, I am surprised that we have any FTO's at all.

Maybe they could look into the FTO D-2 paid girl at midway on midnights and use her in 014 doing the job she is paid to do! Why does she brag "I make more money than you!" Guess since she brags she has a summer home next store to a commander she can do whatever she wants! Same job different pay,again CLOUT!

I bet they were dumped against their will to other districts.

There were 4 FTOs transferred from 014 to other districts. Three went to 009 and one to 015.

At least 3 had been in 014 for 5 years or more. I can't imagine them just all deciding to leave at the same time. They were all well liked and respected in 014.

W.C. was one of the few african american officers in 014.A solid cop and great guy.

L.G. is a former Marine and longtime Tact/gang officer before becomming an FTO.

J.S. nice well rounded copper who had been an FTO practically since he was a P.P.O.

I didn't know J.V.

But it seems suspicious!

Take care guys, you'll be missed. 009 is lucky to be getting them. Say Hi to the District manager L.R. formerly of 014.

Bank on this one, a little birdy tells me that JFed wants to do away with all FTO's and then institute the rank of "Corporal" just like other departments have. He really has no idea what Corporals will be entitled to but he wants them to train the PPO's.

Verification from 015 please... Heard Walter Green is making a huge impression in 015. Tac Lt showed a list of guys he wanted on the team and showed the DC their arrest stats. DC said he wants his tac officers to mirror the community there (black), no regard for work history. He dumped his tac lt from the watch and then dumped him to 025 and picked a an officer with 7 arrests and over 100days on the medical. Not to mention that he has 2 and half years on the job....



and another guy they say is going up to tac his shoes are always untied.

This is absolutely true- DC of 015Walter Green just sent a message to those hard working officers - work hard and you will get nothing - be a dog, do nothing, and get picked to go to tact/gang. Walter you don't know how you just destroyed MORALE in 015!!!! Not only did he slap the face of these officers who bring arrest on a daily basis but he also went and dumped the #1 Tact/Gang Lt who led the city in ARRESTS!!! He didn't like the list because it did not reflect the community (black), so he rather put dogs on the team than thank the hardworking officers but putting them on the team. And all because of their skin colot. It is absolutely true that one of the officers is black and has about 7 arrests and over 100 days on medical. So, now this particular officer (black skinned) was told from someone in the ranks in 015 to start making arrests. What a disgrace!!! Thanks officers - you who work your ass off everyday - and be slapped in the face becuase of your white skin color. Talk about reverse discrimination. Thanks Lt for putting up a fight for those officers who deserved to be on that list and sorry that you got dumped for it. Walter you lost a great Lt. and you disgraced the meaning behind hard working officers.

Does this surprise anyone??? The ASSHAT IDIOT Walter Green did the same thing to SWAT.... dumped 16 hard working, well trained guys because of some BS about C.R's #'s???!!! Why? because he & his guy Starks, wanted to bring in their "people"!!! Obviously even crazy J-fed saw through Walter's BS and dumped him to 015. Too bad he probably still has some asshole reverend or Starks crap keeping him in a command spot on this job.... when instead of being a CPD commander, he should be passing out street wise and pounding his chest on madison av! Thats more his speed!!! Oh but wait... it would be kinda hard to chase tail doin that...but at least maybe he wouldnt get anymore sexual harassment beefs! One last thing... go fuck yourself Walter!

i think the bigger issue is that they still send recruits to 014? What in the world will they learn? They should've stopped sending recruits there back in 2000. All PPOs should do 3 years somewhere busy. Need to stop sending PPOs to easy districts.

YOU WILL BE DUMPED

6. THE CURRENT POSITION WILL BE REVAMPED AS A SERVICE GRADE POSITION NOT ( PO ASSIGNED AS )
HENCE 2 STRIPES ( CORP ).

7. ALL FTO'S HAD A MEETING WITH THEIR D/C'S AT WHICH TIME THEY WERE EVALUATED FOR KNOWLEDGE, LOYALTY, ETC.
THIS WAS FOR THE DUMP PORTION


8. THEY CAN MOVE FTO'S IF THE SPOT AT THE DISTRICT THEY ARE DETAILED TO IS REMOVED .

9. IN THE NEW CONTRACT I BELIVE THAT FTO'S WILL BE REPLACE BY ( CORP ) LIKE THE LAPD. AND THAT ( CORP ) OR SENIOR PATROLMAN WILL BE D2A AND A MUST HAVE OR DETECTIVE TO BE MADE SGT. SO A PROGRESS PROMOTIONAL SYSTEM WHICH HAS A BOTTOMS UP APPROACH LIKE THE MILITARY WILL BE IN PLACE NEXT CONTRACT.

Everything Wysinger did over the years Green destroyed in a month. 015 was a working district that was great for training now the only training is don't work and make tact. Alot of PPOs in 015 have more arrests than these dogs. Way to send a message of hardwork amounts to nothing.

015 TAC/Gangs was always a joke. While it is certainly bullshit to give someone a spot because of his/her skin color, it is nothing new. For years in 15 there was an "italian" team and an "irish" team. Getting onto one of these teams had little to do with one's arrest stats. and a whole lot to do with one's last name. So while I think it is bullshit to dump anyone because of his skin color, I find it hard to sympathize with the highly political bagpipe playing Irish Lt. who while admittedly was competent and hardworking, played the ethnic favoritism game for years and now finds himself on the losing side of this game. It is funny how some ethnicities have a problem with favoritism when it benefits them but when the rules change they want to scream discrimination. By the way how may of you Irish P.O.'s who are now screaming discrimination can honestly say that you had your tac/gang spot because of the arrests you had on the watch? I bet it is very few.

Yeah it was a conspiracy from day one, you goof!!! When you get to a unit, you sacrafice some of your rights, meaning you can be dumped at any time, with little or no notice at all. Maybe if you guys had a little time on, you might be able to bid to a more desirable district, Ass kopf!!!!

I love how those of you that know nothing comment the most. The female you are talking about at midway is NOT and never was an FTO she was a dispatcher 9155 FTO is 9164. She was a dispatcher when they had PO's as dispatchers so until you know stop commenting. The FTO program is a mess because they will not get rid of useless FTO's. You can blame managment for that because FTO's are evaluated by them and all get passing assessments so now you know who to blame.

Take the FTO's that are hiding in inside spots and dump them to the street. They're getting D2 pay to sit inside with no recruits.
Like RS in Information Services who was light duty forever, then miraculously recovered to become FTO and was on the street as FTO for less than 6 months before she came back inside to hide.

We have an FTO here in 006 on days who couldn't even tell you the last time he made a felony arrest; first, he's have to move his fat ass out of the car to get a real bad guy. Every arrest he makes takes half a tour of duty. Poor recruits, they gotta be some of the most frustrated cops in the hwole city on 2nd watch. And nobody has the stones to get rid of this FTO's fat lazy ass. This is what's wrong with the Dept. today. Too many problems that are staring them in the face that they refuse to deal with.

Can I just comment on the term "reverse discrimination" quickly?

A good point was made above, but you catered (I'm sure unintentionally) to the current mindset that such decisions about who is working tac in 015 is "reverse" discrimination. Such a thing does not exist. To say that this is "reverse" is to say that one group has cornered the market on being disrciminated against and that any discrimination by that group towards any other group is, thus, "reverse."

Discrimination is just plain discrimination. It's someone getting treated a certain way (usually like shit) based only on skin color, gender, religion, or sexual preference.

The most troubling pattern here is that calling this behavior reverse discrimination empowers one group to decide what is discrimination and what is a lesser form of "reverse discrimination." That then suggests that the "reverse" discrimination is merely backlash and who could blame this person who has been discriminated against for discriminating against others? This is the same pattern as how the "race card" came to be so often used.

Anyone who reads this, please, let's try and drop this term "reverse discrimination." Discrimination is discrimination. Black, white, hispanic, jew, male, female, straight, gay. Call it what it is. It's wrong regardless of who is affected.

So maybe I didn't comment quickly but thanks for letting me get that out of my system.

Let us all WAKE UP! This is the city's answer to our underfunded pension...DISPOSABLE POLICE OFFICERS, starting with the proposed changes in the contract:

*mandatory power test
*cycle out limited duty po's
*federal indictments
*downsize department AND privatize neighborhood security patrols
*parking ticktets now written by meter maids, sts & sans, now cta, who's next DAC members?
*TMAs (hourly employees)

With all the changes at the top exempts, commanders mostly all new to their positions (ppo status), who is actually in command?

ALL MEMBERS regardless of rank MUST COME TOGETHER, or else.

Crime will just go up in 015 and crimes go unsolved, and this DC just put these new tac officers lives on the line, they could be killed for thier lack of experience, and with less arrest, crime goes up and the DC has to answer to why.

also, IL state police reach their top salary step at ten years & at twenty years are eligible for 80% of their salary...

why does CPD have to work 29+ years for ony 75%, and max out their salary after twentysomething years..

No offense to my fellow officers but I live in 014 and recently had an FTO show up in response to a call a neighbor made to 911. I found myself out there showing this so-called FTO how to enter something into the car's computer and how to word something on the report. I was shaking my head and saying to myself "Geez, a chimp could do a better job than this guy and he's an FTO..." If that's what's training our PPOs nowadays, that explains an awful lot. Sorry, but until these so called FTOs step up and get their acts together and demonstrate actual knowledge and competency, they'll get no respect in 014 or any district.

I knew the tact Lt. from back in the day. Excellent police officer, great Sgt. Top notch guy that represents the very best this department has to offer.

If you are white and on tact in 015 this is the writing on the wall. Read it!

If you get in a tight spot, this commander will bury you.

Dont forget...New 015 tact Lt. was supposed to be a one for one switch with the guy we got from 002.
A/5 deputies offices put the brakes on LT P.K. going to 002 and had him sent to 025 instead. Take a break Paul, you deserve it!

Walter Green was in a class of mine at St Xavier (Stats) well he was there for about two classes. I work in 011. We need to straighten out this FTO stuff. I'm tired of getting split up from my partner to work with ppos. I have respect for the very few actual FTOs that we have because they do the work that I don't want to do...training new people. Granted there are some really crappy people that have never done real police work and have no business "teaching" people things they know nothing about. However, some of the real FTOs that we have know the street inside and out and should be passing on their skills.

This needs to be fixed ASAP. A phone call is a phone call, and I can't say that I'm ok with not having one..if I did I woulnd't still be in 011. In this department we all know you need one to get ANYWHERE. But using the clout rule in FTO selection is bullshit and a safety issue. These people are supposed to be training those that we will depend on to watch our backs for us. If they don't know what the hell they are teaching, where does that leave the rest of us?

But since nobody that can make any of these changes gives a damn, this is all a big waste of time. But at least we have SUVs and assault rifles to look forward to.

I was in the FTO class where we were told we cannot go back to the district we came from, I checked my training rec and it says I have had the FTO training. So I called the FTO section since they opend my district as a training district again, so I asked if I can now train ppo's and take the empty FTO slots in my district, I was told no and that everyone from that class that left would have to take the test again and go thru the class again. What a joke!

The FTO is in shambles - it always has been a train wreck.

But - what's the point of the 3 month training/evaluation period when any recommendations to can a PPO who obviously isn't capable go unheeded?

We have more than our fair share of PPO's who of course have the 'Yea, I know' syndrome. But - if put to task can't even complete a parker. We've had several who've been failed by FTO's only to go thru a 4th cycle and told by the W/C to 'pass' them.

Shitty FTO's or not, if they won't fire PPO's who are total morons - what's the point?

Back-up is phenomenal, and besides the few officers that don't care to be there, the other officers who work there are great to work with. A district is only good when its people are. Before Walter came it was a good place to work. The grass on the other side is NOT always greener... I have been there and done that. Wherever you go there is always drama, backstabbing, and BS. So yes - I now will "choose" to leave... and not because it's 015, it's because of the incompetent, racist, sexual harrasment DC we now have to work for, which I have no desire to work my ass for.

Camacho is a complete MORON!!! when she made sgt. and went to 001 she was aghast at the fact she had to go to midnights. She also told Capt Mullen(r.i.p.) that she was to good for patrol and wouldn't be there long, actually she was correct, she got out because Mullen couldn't stand her arrogance.
Her and Mullen had an argument over a general order, she told mullen I know the orders better than you because I wrote most of them. Mullen replied well you may have typed them but there is no way in hell you can apply them, get the fuck out of my office... shortly later she was out of 001 and off to some unit...

5:00a.m., that was a refreshing story to hear about Capt. Mullen (rip), one of the last real/stand up boss' that I worked for, and work we did, because he had our backs. I have a similar story, that occurred in 007. There was a certain f/1, that worked the desk, but used to refuse to search female arrestees, so the car with the arrest would ask for a female to come in from the street for the search. Joe went off on a female on her way in to do the search, and then he went searching for the f/1 and found her hiding in the courtroom upstairs (back then there was a misd. ct. rm. upstairs). Needless to say, she did that search and was then on a beatcar the next night, she bid out to 003 the next period. Like I said one of the best bosses ever on this job. I am sure he is rolling in his grave to see what this job and city have become. Hey, SCC, maybe its time to do another Best Boss topic, its been a few years since the last one.

Bosses come & go in 015. I worked there for a long time. One thing that hasnt changed is the response to P.O's who call for cars. You get in a foot chase in 015 & 1/2 the district shows up. Its always been like that, and its what makes that place so great to work...

Can someone please tell us officers in 015 where "pudding pop" for the 015 DC Green means- That is freakin hilarious- Officers in 015 would really like to know- so we can really laugh our ass off.
