- The city has granted the Disciples a parade permit for tomorrow. It will go down Ashland in the 009th District and end in Ogden park where they have another permit for a picnic. This is right from Cmdr. Roy today at the DOC meeting. What a slap in the face to the us. we have to have St. Jude hidden behind Soldier Field and these murdering pieces of s**t get a parade down Ashland on a Sat.
- Were you aware the Gangster Disciples were allowed to hold a parade and public party to honor the birthday of David (king david) Barksdale? Is this a slap in the face of the police, evidence of just how whimpy this city and department has become? Does anyone know if they were actually given a permit or were we just so afraid we let them do this without one? What's next, Larry Hoover Day??????
We'll guess the justification was something along the lines of "George Washington was a terrorist to the British loyalists," or something similar. The subtleties seem to escape the bureaucrats granting the permits. We don't know which is worse, not believing that this crap actually took place or believing that it's completely possible in this city.

Rudy Giuliani attempted to deny the million youth march(organized by the Nation of Islam) a permit to hold a rally in New York. He claimed it was a "Hate March" and had no place in New York city. The Klan, The Nation of Islam, and various street gangs all have the right to march. The restrictions they are subjected to, according to the supreme court ruling, are "Time, Place, and Manner." I don't know if they applied for a permit to march, but we should be fair to the city and understand that the mayor and the city council can't deny the right of a bunch of thugs to celebrate another thug's birthday.

SCC, it's true, the City did grant a permit to the sister of DB to host a parade (& picnic). Obviously, she didn't inform the City of who the parade was honoring, and never stated her affiliation to Barksdale and his nefarious organization.
Doubtful she will be able to obtain a permit for this next year.
The CPD is rarely consulted when the City grants permits for these things; attempts were made to pull the permit without success. My understanding is it was a small, easily disperible effort on Saturday morning. And let's not forget, the City has also granted permits for the Klan to march in Chicago many years ago, so this is nothing new.
The St Jude parade is not the only hidden parade in the city.
The Police and Fire Motorcycle guys can't get a permit to go down Western Ave for Toys for Tots. Every year, they break the law for a great reason so that children that would normally not get a gift for Christmas, get one.

Can anyone confirm this parade took place, and was in fact for Barksdale? I tried looking on the city website for any mention of the parade. Post only partially true. Parade did happen, but was stopped mid-way(I don't known why). No picnic, there was no person who had a copy of the permit, if it was issued, in attendance. Barksdale's mother was there and asked for a supervisor on zone 9, since the P.O.'s there were harrassing them for not having a permit. Good job by 022 all around. diffused may potentially explosive situations with tact and finesse.

NO rumor. Was read from the C/O book at roll call 007/1st watch. I had the pleasure of dealing with these sub humans all night long. Maybe the family of that 4 year old that was shot was in attendence in order to brighten their day.

Don't know if there was a march in 009 also but the Barksdale birthday parade was at 69th and ashland sat morning and went to Ogden Park. All tact and gang teams from 007 were detailed there and most area 1 teams were on standby. How would the media like to report the fact that CPD personnel as short as they are were detailed to this GD parade in the meantime the night before a 4 year old was shot and district personnel are detailed to something else

Second, Why wasn't Gang Intelligence (Funny, isn't that)and all the district's gang teams there, with photos in hand, of all the GD's that have outstanding warrants?? Was anyone there at all, were license plates taken down, were photos taken??? Or did we say we not dear antagonize these poor young FOLKS while they express themselves. After all, if it resulted in violence it would have the fault of the fascist police. Another good idea would have been to have residents all along the route turn their sprinklers on full force, the city to open all the hydrants, and have had the mounted unit there the entire night before to leave road apples all along the route....

I think it is only fair that we have a parade for Frank Collins and for all he did for the Marquette Park area. While Frank Collins and his boys were there, there were no murders in the area. Today, well every night somebody is either shot or killed!

You can call me an "ASSHAT" if you want but that doesn't change the U.S. Supreme Court rule. There are always safety concerns when groups like the Klan or the Westboro Baptist Church(the ones who picket funerals of soldiers) hold rallies. That doesn't mean that they can't march or hold their protest and the police are still required to provide protection for them. If there is a safety concern the city can tell them where, when, and how they can hold their rally/march/protest but the city can't deny them a permit or police protection if they need it.

The city can dictate Time, Place and Manner, not the right to issue or not issue a permit. I know this because I am an attorney who works for the city. And while I don't deal with these issues on a day to day basis I am familiar with the case law.
I am in no way supporting these thugs. I am only trying to explain the legal quagmire that the city is in regarding these situations.
It can be argued that the Supreme Court erred in their ruling on this issue, but as long as the ruling stands the city would only make the G.D.'s rich by refusing to grant a permit.

After the gang parade in Englewood, a lot of the cars showed up at 91st and Throop to party in the park there, but 022 got a tip and surrounded the park, telling them to get lost. One of the last cars to pull up was Mama Barksdale driving a brand new Jaguar. The plates came back to the location in Evergreen Park. Evergreen Park PD confirmed that they knew she lived there.
Something to think about.

You know it all gang investigators should do your homework before you rattle off at the mouth or keyboard. You are some of the sorriest excuses for cops I have ever seen. Barksdale's MOTHER has been DEAD for close to 20 years.
Barksdale himself died in the early 70's.
Do your homework...no wonder most of you can't get promoted by test..thank God they tossed out the gang specialist position you would have embarrased the department further.
