Actual Timely Training?
- With an eye toward the Northern Illinois University and Virginia Tech massacres, Chicago's multi-pronged disaster plan has added a new chapter on school violence that will ultimately require retraining the city's 7,000 patrol officers.
7,000 patrol officers? That's about the worst number they've ever admitted to. Who let that one out? Carrying on with the article:
"Now the feeling is we don't have the luxury of waiting to establish a perimeter. We have to go into the building and resolve the problem in immediate fashion. That's what we're training our officers to do. It's not a hostage situation. It's a violence situation. We can't negotiate with someone who is in the act of shooting people."
School-violence drills at the police academy have "just started," Daly said. Ultimately, every patrol officer will have to be retrained on the new plan.
Instead of waiting for four officers and entering the school to establish a command post within the school administration offices, the new thinking is to immediately locate and neutralize the threat through direct means. Ron Borsch contends that time is the enemy in most school shootings and quick action will almost always save lives for various reasons:
- * 98% of active killers act alone.
* 80% have long guns, 75% have multiple weapons (about 3 per incident), and they sometimes bring hundreds of extra rounds of ammunition to the shooting site.
* Despite such heavy armaments and an obsession with murder at close range, they have an average hit rate of less than 50%.
* They strike "stunned, defenseless innocents via surprise ambush. On a level playing field, the typical active killer would be a no-contest against anyone reasonably capable of defending themselves."
* "They absolutely control life and death until they stop at their leisure or are stopped." They do not take hostages, do not negotiate.
* They generally try to avoid police, do not hide or lie in wait for officers and "typically fold quickly upon armed confrontation."
* 90% commit suicide on-site. "Surrender or escape attempts are unlikely."
This training can be applied to "soft" targets across the board and in fact, that is what Daly plans to do with the Department. We'd like to see more of this type of thinking.

A buddy of mine who is a former Soldier said to me a month ago that if you fail the P.O.W.E.R. test that is required for the M-4 training course you will be disqualified to participate in the course, I said What!?
So you have Marines and Soldiers who are trained to use the M-16 or the M-4 weapon system, and need to pass a bullshit P.O.W.E.R. test to be eligible to take the M-4 training course. C'Mon!
I was a Marksmanship instructor in the Marine Corps for the M-9 9mm / M-16A2 / M-249SAW / M-240G / MK-19 40mm Grenade Machine Gun. I myself have to take that class one day and is a slap in my face and to all former military members and whoever were trained to use that weapon system.
Being over weight or not being able to pass a P.O.W.E.R. test does not make you a bad shot, selfishness is a weakness. we should train all members... equal opportunity! Hello!

By the time it gets pushed out into the districts, everybody will be pencilwhipped through it. In a competently-run PD there is excellent active shooter training to be had. However, contracting it out to a Daley cousin, sending only the clouted, and fucking it up is the Chicago Way.
This will work out about as well as the Tahoes and carbines.

I would ask you media types who read this blog site to FOIA the city to review their " Loop Evacuation Plan" for a downtown disaster. First call the Commanders of 1 and 18 and the CCG Deputy Chief and ask them about their knowledge of the plan. Don't worry about the POWER test they ain't going make you take it. Go to the station and pick up a shot gun and then go to the school. It will only take 15 minutes more, just a few more dead kids?
Guess what! The very first high profile school incident that occurs in this city and the officers who didn't have the M4 and needed it- because they were out-gunned by a shooter. Our media will cause a public investigation into the Department and maybe we will finally get a new mayor and superintendent!
What is the point of arming police with M4's if only a few of them can use them? What is the point of a POWER test being the litmus test to fire a weapon or to get a promotion? The Dept doesn't make you take the POWER test to qualify with a handgun or shotgun annually?
If you failed the POWER test and they won't let you carry the M4. It is your DUTY to protect the Citizens of Chicago. Fuck J-Fed. File a grievance and let an arbitrator who has kids in school listen to this stupid mother fucker's argument why you can't have it! It is a safety issue. Not just yours but the publics!

I always thought the same thing as what this study proves.
If ever faced with a school incident, I'd probably be one of several "like minded" officers facing CPD discipline for failing to wait outside for "leaders" like CMDR Gross to show up and "take charge" while innocent kids die because of some psyco on a rampage!
Fuck this department and its inept leaders. While they are stroking each other, most under-appreciated beat cops while be handling whatever events are thrown our way. This despite the constant "backlog!"
I was "crazy" enough to ask the question while at TARA training a couple of years back, "So what is the city's plan in the event of an incident?" The response from the instructors (the ones who are "teaching" us about terrorism and what's going on) kind of looked at each other then said, "Well, we've asked the city for the outline and they haven't come up with anything as of yet." Hahahahaha!!! Well kids if you hear a code BLUE run for the summer house!!! They should call these classes TARA informational video and rhetoric sessions not training. Stay Safe.
These training concepts are nothing new, just new to CPD. The state of Illinois training board has had approved rapid deployment training programs available to officers in our state for some time now. It’s great to see were finally going to have department policy that will allow us to catch up to what everyone else is doing in Illinois and on a national level!
There is some great local training available on this issue as well that is hosted by the Harvey police department at their range. They have been hosting live fire rapid deployment classes by a company called Team Spartan that runs some pretty intense training.
I did an internet search for “rapid deployment training” and these guys popped up at the top of the first page right here in our back yard. The guy that runs the classes for them is one of the most intense trainers I have ever met!
My partner and I took their rapid deployment patrol rifle class last year and we are signed up to take their rapid deployment pistol operator class next month. Lots of trigger time and quality training. These guys also provide rifles and training equipment for students to use in their classes so you don’t need to go out and buy a rifle to train. Don’t sit back holding your breath waiting for this department to give us new weapons and training, it’s all knee jerk and rhetoric. Stay physically fit and get out there and train whenever you can.
30 rounds a year isn’t doing anything for any of us. We all need to get out there and start shooting A LOT more then what the department is allowing us to do in service, even if it means we have to do it on our own time and out of pocket.
When I worked downstate before Chicago, every department I knew of was doing this training at least 7 years ago. I thought we were the best department in the country and on the forefront of technology and training. What a joke.
This is probably the same type of training State, County, and suburban cops are currently receiving (by the ISP) so that if you only have 3 CPD officers, 1 State, and 1 County officer already on scene, they'd all be able to go in and know everyone's role since all cops would have received the same training. At least that's how command throughout the State envisions it.
At least almost every trooper in the State is issued a Remington shotgun and an AR-15 rifle. Hope there's a few around if the crap hits the fan. 9 MM's won't do much good against someone who will, probably, have superior fire power to handguns.

THE SHITTY HAS THE traffic aide TO DO THAT JOB.
My guess is the guy walking around the school picking off 2nd graders is not going to have the brass ones needed to stand up to someone shooting at him with a 9mm, or a 22 for that matter.
My guess is very few cops are going to be able to stand around outside listening to a shot going off every few second from inside a school.
Many of these guys want to do as much damage as they can and then kill themselves before they can be captured, since they really do not want to go to jail. help them out and go inside so they kill themselves a few minutes a few innocent kids earlier.
If the police have to go into a school and kill an active shooter does he get counted in the "CPS students killed program"
