Back to the Beat?

Another wonderful idea:
  • News that isn't being circulated: J-Fed wants to put dicks in uniform for the summer. Rumor has it one week a month. Supposedly detailed to a district, which and how many is up for grabs. Just to curb the expected "rise in crime" for the summer. Peterson is against it, but it'll come down to what Daley wants.
So, it's like a new "Operation Closed Market" but for the Detective Division? Watch that clearance rate bottom out at under 10% for ALL crimes. The word is already out there - if you want to get away with murder, kill someone in Chicago. We guess it's going to expand to robbery, burglary and any manner of crime, too.

Here's the thing - there are about 75 recruits in the Academy right now if our letter writers are to be believed. And we are on pace for 600 retirements again this year. There are no more classes planned until later this year and once they start, the recruits aren't coming out until 2009. So they are reducing the size of the Department drastically. In order to maintain the current force projections is to rob Peter (the D Unit) to pay Paul (Patrol). And the only thing that changes is the clearance rate, the property losses, insurance premiums and god knows what else while the city slowly turns into Detroit.

This was not a rumor. While Weiss was out of town his two FBI cronies Burst and Daley dreamed up this idea for the detectives to go, "Back To The Beat." Every detective as supposed to spend one week working a beat car in Area Two. Apparently the FBI never had a labor agreement that covered their personnel. The FBI never had senority rights. They called the F.O.P. to tell them about this wonderful plan and were promptly told to read the contract. If this was going to be done it would be strictly by reverse senority. The FBI people did not like being told this by FOP. This past Monday Donahue, Bella and others with the FOP met with Weiss in his office. This plan is "DEAD".

When "Operation Closed Market" was up personnel from 35th Street and administrative people in units were used. All this does is take administrative people in the detective division and put them in districts two days a period. It's only a district assignment version of Closed Market.

I was told recently that we have just under 9500 sworn police officers right now. I know the police department is budgeted for 12,800-13,000 police officers every year. Any money left over that was set aside for the police department during a fiscal year get put into the general fund that Daley can use at his discretion. Can you say Olympics? Anyone know for a fact how many police officers we have right now. Thanks.

Heard that one too. The D unit (except for perhaps A/3) is swamped with jobs. Take the dicks out of the unit and you'll really destroy any chances of a decent clearance rate. The dicks will revolt and lay down completely. Granted, there are some idiots that will go out and try to get court time by making pinches. Quite frankly, any dick that goes out and makes and arrest while on patrol is a fucking idiot. J-Fed is in way over his head and will only make it one year out of pride. His resignation will come at 366 days.

This was done before in 1968-1969. It was called the Detective Task Force and was put on the street after the King riots and other civil disorders during those times. They were in uniform but most had unmarked vehicles. They were assigned districts and were basically like regular Task Force ( SOS ) units.

BALTIMORE, Md. — Baltimore police officials suddenly ended yesterday a controversial but short-lived initiative that had homicide detectives pausing their investigations to don their uniforms and walk beats.

For two weeks, the homicide unit had been included in a police strategy, backed by Mayor Sheila Dixon, to place 85 detectives on the city's most violent streets.

Faced with a staffing shortage and political pressure to rein in overtime spending, police officials had ordered homicide and district detectives to walk foot patrols at least once a week.

"We refuse to still admit how desperately short this agency is," said Paul M. Blair Jr., president of the city's Fraternal Order of Police union. "To take them from homicide was not one of the smart ideas to come out of City Hall."

With the rise in nonfatal shootings and homicides — 140 people had been killed by yesterday, 18 more than at the corresponding time last year — Police Commissioner Leonard D. Hamm decided yesterday to exempt homicide detectives from foot patrols.

Still on beats last night were the district detectives who investigate burglaries, robberies and nonfatal shootings.....

That Washington, D.C., gun ban that the Supreme Court should toss out any day now because it is unconstitutional is often compared to the handgun ban in Chicago.

But what's not often reported by the decidedly pro-gun-control media is that since Chicago's anti-handgun law went into effect in 1982, only two classes of people have had ready access to firearms:

The criminals. And the politicians.

Cynics who scoff at everything decent suggest these are one and the same, but taxpayers know the difference.

Criminals are often poor people who are led away in chains and go to state prison, for decades or lifetimes, for using guns as weapons against taxpayers. Politicians wear nice suits, drive luxury cars, and when they go to prison—federal prison, and only for a few months—they go away for using government as a weapon against taxpayers.

Criminals get guns the old fashioned way, by stealing them or buying them illegally. Politicians write the anti-gun laws, and wonder of wonders, they often exempt themselves and call themselves peace officers....

I hope they do it, I am from Area 5 and I will gladly go to Area 1 or 2. I just hope they know that if they send you an area other than your assigned one they have to pay time and a half. I say bring it on I can find somewhere along the lake to fish for 12 hours of pay.

Let those murdering thugs kill each other who cares. Even if we have enough the ASA's make up excuses to not charge it anyways.

Holy got stung yet Batman!!!

J-Fed picked up a police management book over Spring break and learned something about local policing. A dirty little secret known since the 1970's. The detective division's support of patrol functions is almost zero at reducing crime. So why do we need detectives at all? Certain crimes need specialists to follow up and investigate. Interviewing is time consuming and a load of paperwork.

Getting those detectives on the streets will also motivate more retirements and less detective work getting accomplished. But who cares if crime gets solved, if you can stop it from happen in the first place?

Unique ideals from unique minds at city hall?

Predictions: More retirements then anticipated this year. Super low moral and even lower clearance rates. Super increases in overtime to make up for the lack of available personnel. The only thing they don't want is increases in overtime. Everything else is intention.

You want crime to go down. Bring back Cline! This job isn't for brain surgeons. Detectives solve crimes and put bad people in jail who already commited a crime. Aggressive patrol prevents crimes and locks up bad guys. Units like SOS are multifunctional and serve a great purpose. Units like Narc and Gang Intel put key bad guys away for some time. Beat cars prevent crime, and answer jobs for the citizens. A bosses job is to put his troops in check here and there, and to congratulate when necessary to promote hard work and long hours. This is police work. This is the foundation of how it is done. Not fancy but neither is the job. Many of us grew up in police families and understand this. GFY.

If you want the "D" unit to work patrol 1-week a month, thats fine I could use the break, but they better not stack my jobs when I get back. My in-box is already full. This is more examples of fed-hacks not knowing what the D-unit does.

If the feds can't figure out why the clearance rate is so low, than you should do the tax payers a favor and resign.

We are only as good as the cooperation we receive from the public. We have ASA office that prejudge people by there rap sheet. We are limited to the interview techniques available. If we lie to a suspect (which the Supreme Court allows) the ASA's office will not approve charges.

We are not allowed to detain witnesses. You have the public and media taking the side of the bad guy.

What do you expect the clearance rate to be when you stack everything against the police.

Like it or not, the gangbangers are running this town. We have alderman and politicians with strong gang ties. We have a mayor who still associates with mob bosses.

Recently, a state politician propossed giving college scholarships to youths in juvenile detention, who succesfully complete in-custody schooling with a GPA of 2.8 or better. What about scholarships to youths doing the right thing.

Once again get rewarded in this town for being a screw-up.

suggestion here...
Since Patrol is a punishment assignment for the non-clouted, morale is in the toilet, we have no manpower etc etc etc
How about this...an overtime program open to ONLY district patrol personnel, that would allow volunteers to work their days off, or double shifts in their home district.
Just think, they are trained, know the area, are already on the city insurance/benefit package et al.
Many would love the extra dough, and gee, this might even keep some people off the medical so they can get a piece of the pie. And for once in the history of Chicago PD a program that would toss a sop to patrolmen. BUT this should only be open to district field assigned patrolmen, no housecats, or unit people!

Hmmmmm. I wondering.... as a dick in a beat car, would I have to call another dick to process my felony arrest? It would probably end up that way...stupid idea.

Some guys have been dicks the majority of the careers, imagine them trying to figure out a Traffic Crash Report or going to Traffic Court again. I think re-tread training would be in order so that no one got hurt, but again the department doesn't care about us.

I would need a PPO to show me all the stuff that has changed since I last worked in a Beat Car. Hope the explain the geranimal uniform matrix to us old guys, as I only have the old style uniform. Wish they had cargo pants back in the day...lol

if this does happen I would like to remind all the Patrol Officers to fill out an out of grade slip. If you are working in a car with a D2A then by contract you are entitled to the same pay as that person as you are both doing the same job. Maybe they could come up with like a D2A(1) pay schedule for any Officer that has to train a Detective in the ways of the new computers, paper work, event numbers, anovs and the like

I have been going through the testing process to get into the Academy. Going in for the psych part this upcoming Sunday. Anybody know, if all the rest of the testing is passed, what month I would actually be getting into the Academy. It has been a hell of a long process so far. Some of my buddies have gotten into suburban departments who applied a year and a half after i did.

to go back to 35th Street? Just a small handful got sent to districts, the others went back to their spots or better spots. So much for cleaning out 35th Street and putting more P.O's on the street, so now f--- with the D unit! Should weed out 35th Street of the 5 years or less P.Os and get them some street experience!

I think you may be on to something. J-fed either resigns or Daley is eventually fed up with the police laying down and the huge rise in crime and fires j-fed (or forced resignation). James Jackson is the sup in 2009 if not by 2010.

I agree with area one det.
Having bosses like a dim-wit former Chief of Dets. and others who signed all kinds of agreements with some goof of a federal judge did one of the biggest dissevice to the CPD. The less-than-48 hrs. rule, the witness forms, line-up forms that we have to swear that we arn't lying is all bullshit. We used to have bosses (a long time ago) that even as dumb some were they were still policemen, not like most of the shitheads today.

This is true. Our Dept. doesn't know our contract. Just like the story of not having to give OT to non-bid units when they switch their hours to work a detail. WRONGO!!!! Don't let them tell you anything different. So 35th Street, when you get pulled from days to work afternoons for the Taste of Shitcago, watch the fools at Bud Billiken or babysit the drunks on New Years Eve they HAVE TO pay you overtime. If they don't get volunteers, they have to go by reverse seniority... Section 23.11 of the contract. Volunteer for nothing & Get your grievance papers together!!! Start fighting for your union rights and get ready to go back to the beat car.

It should be very interesting on the watch..Let's put it this way, people were getting dumped to 3rd watch in 014 during the bids in December.

why hire new recruits? You have to pay them year round, plus benefits. Just hire back the guys we have at time and a half for the busy month weekends. A LOT cheaper in the long run. Close that dumb-ass Academy till 2010. Just pay us, and fill shifts by seniority bids. The City will get plenty of officers, who could use the extra money. Then, come about end of September, when thiongs slow down to the normal insanity, back to normal operations till next Summer.

The city/management is only going to speed the destruction of this City with their stupidity. In the end, the federal government will step in and become an occupying police force in this city, putting out small wars against the "man". City police in the interim will become report takers and investigators while at the same time getting militant training from the FEDs so we can retake this city in a militant warlike capacity while civilians will be given report taker and investigatory jobs.

The city is on the last sharp edge before going on FEDERAL PROBATION, during which they will fail to comply with FEDERAL directives on their own, which is when the FEDS become the law in this city.

Blue shirts will become passive employees, Daley will cut our numbers down to nothing, and when the FEDS attempt to leave the city Daley will cry we don't have enough cops, give us federal money to pay for the necessary size force to take over when you leave.

This cycle is inevitable and I will be gone as it begins around Olympic time, that is if the world lasts beyond the year 2012 as the mayan calendar and nostradamus predict.

Took me a year and a half from the date of my first test to start the academy. Some people got in after 6 months. Depends on the rate they are hiring (pretty slowly now). Maybe by the time you make it morale will have changed for the better. If you make it to the part where they do the background investigation, call your investigator a few times to check in. Otherwise your file can get lost in the shuffle.

I have been going through the testing process to get into the Academy. Going in for the psych part this upcoming Sunday. Anybody know, if all the rest of the testing is passed, what month I would actually be getting into the Academy. It has been a hell of a long process so far. Probably in the fall. Hiring freeze on. Make sure you have the correct fat percentage. learn to do sit ups in perfect format. otherwise they fire recruits for missing one sit up. Fingers must be interlocked. Very important to be a police officer with correct sit ups and form. Firing recruits for anything. 3 fired this week.

This was done before in 1968-1969. It was called the Detective Task Force and was put on the street after the King riots and other civil disorders during those times. They were in uniform but most had unmarked vehicles. They were assigned districts and were basically like regular Task Force ( SOS ) units.

I was told recently that we have just under 9500 sworn police officers right now. I know the police department is budgeted for 12,800-13,000 police officers every year. Any money left over that was set aside for the police department during a fiscal year get put into the general fund that Daley can use at his discretion. Can you say Olympics? Anyone know for a fact how many police officers we have right now. Thanks.

We have 10,031 sworn personnel under the title code of 9161. That includes everyone who is stripped, works inside, anyone getting paid within that title code. Easy to find out if you know how to use the alpha-star query on the computer.

Took me a year and a half from the date of my first test to start the academy. Some people got in after 6 months. Depends on the rate they are hiring (pretty slowly now). Maybe by the time you make it morale will have changed for the better. If you make it to the part where they do the background investigation, call your investigator a few times to check in. Otherwise your file can get lost in the shuffle.

A "REFUSAL TO PROSECUTE" check mark on a supp report is the BIGGEST statistic mark for ANY CRIME INCLUDING MURDERS!!!!!!!
"Refusal to prosecute" includes state's attorney rejection of felony charges; victim (domestic) refusal;etc. etc. MURDERS are CLEARED OVER this stat with the murderer walking and laughing FREE because of this simple little check box....EXAMPLE: pookey in a wheel-chair is killed at a dice-game; three witnesses say BOO-BOO kilt him and later ID him...gun recovered..ASA reject murder charges because witnesses have prior arrests for dope/theft etc.etc...CASE IS EXCEPTIONALLY CLEARED/CLOSED with asshole murderer laughing;walking the streets....... BTY This has been done in our CPD for DECADES....

Your great victim, or super witness never showed-up in court or you witness just accepted the usual pay-off from the offender. The Detective Task Force was formed shortly after the King riots of that year, April 1968 and continued to several weeds after the ocnvention which was in late August. Many of the same Detectives were put back in uniform the following year for the Weatherman disturbances in the Loop.

The arresting officer is not notified,mmmm how can that happen? If the jagoff was arrested on scene it is impossible to not notify the arresting officer. Maybe that's the reason for the huge increases in not guilty verdicts. Nobody knows what the hell is going on.
