Bait Car

  • A so-called bait car equipped with GPS technology is placed in areas where it's likely to be stolen. Once the decoy is stolen, it's tracked, and police can remotely lock its doors to make it easier to catch the thief.

    "As you can see, it's kinda irrefutable proof you've stolen the car. People deny, deny, deny. We show them the video and they say, 'okay, you got me,' " said Dep. Chief Michael McCotter, Chicago Police Department.

    The Chicago Police, the state's attorney's office and the MetLife auto insurance company are partners in the program.

MetLife must have spent the money on the car and provided it to McCotter's people for this sting, because there is no way in hell CPD would be that progressive on their own. And the people at MetLife must think it's a good investment to remove car thieves from the street as insurance companies aren't in the business of losing money. It's a win-win situation even though we question the "corporate sponsorship" of crime fighting - it reminds up of RoboCop working for OCP in Detroit.

So what happens in a case like this?
  • 04 June - DALLAS (AP) — A stolen theft decoy car being monitored by police crashed into another car as officers tried to disable it, killing the elderly driver of the second car, police said.

    The bait car program has been halted in Dallas as police investigate why the vehicle couldn't be disabled. Bait cars, equipped with cameras and tracking equipment, are used by law enforcement around the country as theft deterrents.

Who's liable? Dallas PD? Was it their car? The insurance company? Could they have foreseen an equipment failure that might cost the life of an innocent? Some government flunky who thought they'd save the taxpayers some money by getting a corporate sponsor (who has a vested interest in seeing car thefts decline) to pay for a vehicle used by a government agency?

How soon until the midget pulls this MetLife mobile off the street until some of these questions are answered?

My partner and I were standing on the street after a field interview one night when a bunch of unmarked cars suddenly came out of nowhere and surrounded this SUV. We ran over to help and one of the plain clothes guys said that this was a bait car. At the time neither my partner or I new what he was talking about. I guess this program has been going on for almost a year now.

The bait car program is actually really good. Chicago seems to always fuck everything up, but lately I've heard it is very successful. FYI. Insurance companies: I.e. State Farm, Allstate, Farmers, etc... have always paid for the original bait car and the training for any jurisdiction with high auto theft rates---most big cities.) I'm not sure if that is the way it works in Chicago with all of the corruption and all, but I'm guessing it is because it costs over 100K per car - including training.

Either way, this scenario sucks... Just a little FYI for all of the know it alls... I have done research on the bait cars through the insurance industry and will not give away too much, but most are based on cellular technology. You know how your cell phone goes out? Guess what? So does the transmitter to kill the car. GPS can be enabled but you have to be within cell tower range to shut down...

Don't bitch about the program because it actually is very cool. We should have one in every district and not just "special people" who do it. That is a deterrent.

Bait Car OOOHHHH what a great Idea, Kinf of like a reverse sting where the offender buys from the police. What happens to that case in court. NOTHING. When was the last time an auto thief actually was sent to court when we catch them in the car? MAYBE after the 10th time. Do u think the PD will actuallt setpuo two officers fron the Dept to wait for some dope to get in the car and drive it off? If we can aford to do that lets put them in a beat car. another BS idea to get publicity for J-Fraud and the medget.

yeah , as long as our fearless leadership steals an idea from another police jurisdiction, it doesn't matter if it's a good or bad idea, as long as they can produce it here quickly,and make it look like they're trying to do something, so they can hurry up and get back to their politicing. In the meantime, it's still your car getting stolen. Bait Car, big deal, this is Iraq North and were involved in this big-time operation. LOL

How about the mope who stole the car? Oh, yeah. The bait car acted like a perfectly normal car, one driven by a mope who didn't care if someone else got killed.

There was nothing about the bait car that made it any more dangerous than a normal car. It's "bait-ness" had nothing to do with it crashing.

Just because it belonged to a police department or an insurance company doesn't mean they're liable.

Seems like all you need is an ASA to approve charges that they violated multiple ethics ordinances. Well who controls the ASA's Office. Yes, the 11th Ward. Sorry stupid idea...

The method from what i understand, is a lot different than used in Texas. CPD doesn't include the Dispatcher, which is a good thing. Everything is controlled by the copper

Does anyone have first hand knowledge of how these bait car cases are handled in court? Are most cases plead out, or do they go to trial? If so what are the car thieves getting as far as sentencing? Jail time or probation?

I think the bait car is a great idea. However it is a special 10 man unit and they get 1 arrest, lots of "hi-fives" then go home early. Another specialty unit, thanks Phil.

I'm not a lawyer but I don't know, is there any common sense in Common Law?

If you steal a car and in the pursuit by law enforcement there is an accident and an innocent person is killed, THE CAR THIEF is at fault.

Shitbird lawyers will cry somebody has to pay for this. He'll contend, the family of the decedent suffers a loss of income and pain and suffering an there'll be the ambulance chases unerlying motivation, he has to make a living.

I say the Gov't, We The People, sue the thief sieze any assets he has for public sale to offset all the victim settlement and if the thief dosent have any assets and he or any of his relatives collect welfare its the end of that AND the Welfare budget gets reduced to pay the victims settlement and the lawyer will get 10 percent that's it.

Accountability & responsibilty and the proportionate distribution of pain and suffering where it belongs with proper compensation.

Just put cameras in them so we can observe how they conduct themselves and can watch how the paid valets shine their shoes and get their cleaning! Why would the midget take it off the street?
If the CPD was to use it and something happened to someone,
The city would get sued and so,ebodys family would get a payout.
Remember guys most of these ;lawsuits that the city spends big money on has PRIVATE LAWYERS on the case. Not members of the Corporartion Counsel.
They just use Mara Georges as a figure head. They sub-contract ALMOST ALL litigation

OK, you catch the bad guy in the bait car and on video. Then what?

Since there is no evidence of "intent to permanently deprive owner of use/benefit" since it isn't being taken apart or out of the country,("I was just checkin' it out")the CCSAO will probably not approve Felony Auto theft. Even if they do, it will be plead down to CTTMV and probationed out.

And the tac guys get to post some superficially impressive stats and log some court time, which make the vacuous bosses think they are competent leaders.

And if the bait car runs some one over, the city will pick up the tab.

Looks and sounds impressive. Accomplishes nothing.

WRONG! Its based on 'cellular' technology compared to a phone as your garage door opener is to a missle guidance system. Same CONCEPT, but far stronger and wider capabilities-- i.e. no 'dropped calls'.
