How High Does it Go?

  • A Chicago police internal affairs investigator has testified before a federal grand jury about a 2005 memo he wrote questioning whether his bosses ignored alleged misconduct that grew into one of the biggest corruption scandals to hit the Police Department, sources close to the investigation said.

    The sources said the investigator, Christopher Taliaferro, testified April 17 before a grand jury probing the Special Operations Section, an elite unit that had wide latitude to search for guns and drugs in gang-infested neighborhoods.

    Taliaferro's testimony indicates that federal authorities continue to investigate whether Police Department higher-ups, including internal affairs bosses, allowed SOS officers to incur hundreds of complaints of illegal searches and robberies without stopping them.
And unlike the 60 Minutes fluff, this article names names:
  • Five months before Taliaferro's June 2005 memo, [IAD head Deb] Kirby transferred another internal affairs investigator, Bridget McLaughlin, out of the division days after she filed a similar memo that showed eight SOS officers were racking up complaints of illegal searches.

    McLaughlin's memo, which the Tribune has reviewed, includes a history of citizen complaints against the eight SOS officers, including Jerome Finnigan, the alleged leader of a ring that falsely arrested and robbed people for years.
Go read the entire article. It cracks open the door on IAD's role in the SOS debacle and asks very pointed questions. This scandal hasn't run it's course by any means, and that's too bad because it means a few more years of nonsense on a scandal that's already two years old.

This whole thing isnt 1/10th as bad as the Rick Miller drug scandal
of the late 80s. Ya had a drug ring of dealing cops in 015 that led right the head of IAD and to Leroy's office.
Other than burning a few patrolmen
(like they did w/the Marquette 10),
they'll bury this one too. The higher ups are too close to da stuttering one, and his deals have long been cut.

I saw her read a lot of text books over the years. On cmpany time but they were hard books and she needed 24 hours. Never did a lick of police work in her life though.

McLaughlin knew what was happening. She discovered the pattern of corruption and did her job. Kirby could not handle the truth and stopped the investigation. Had Kirby did her job, this scandal whould have been stopped. There are more than one exempt involved in this scandal. MT was not alone. IAD investigators knew of this huge problem but white shirts and Kirby stopped their attempts to probe further. IAD investigators kept their own copies of reports just in case. Now maybe the truth will come out in grand jury investiagtion. I bet Cline and others were aware but the numbers of guns recovered was too tempting to pass up. LAPD had Ramparts and we have SOS. Both caused by inept supervision.

It will get worse for the white shirts if what Chris Taliaferro is saying to the federal grand jury is true. I worked with him as a Sheriff and came over to CPD with him at the same time. The guy is a Marine and no nonsense. Even though he works in IAD and I haven't spoken to him in about 10yrs., you can take it to the bank what he is testifying about. I am still a blue shirt pushing a beat car and I will sit back and enjoy this one over the next couple of years. Any white shirts that supressed those memo's, I hope you find some medication to help you sleep over the next few months.

Two things,

SCC the SOS scandal is going to go deep and wide. You can bet unless Supt. Weis can pull off a miracle the CPD will go into federal receivership. Bad Bully Bigoted Coppers have garnered so much bad publicity for the city and the department that it is almost inevitable we will be under intense federal oversight.

Regarding what you and others have said about Father Mike here is a quote from the Chicago Sun-Times

"But Pfleger is not the usual priest, and St. Sabina -- thanks to Pfleger -- is not the usual parish. They are, together, something so much better."

I think Father Pfleger will come out of his mess a whole better than the CPD. By the way I am a copper and I live in the 6th District though I work in Headquarters after 19 years on the job in 005 and 002. Yes finally I got some gravy after working the watch for a long long long time. I couldn't even get on Tact in 005 or the deuce.

As a resident of Gresham 7900 Block of South Morgan I have seem Father Mike's work and I will admit he is bombastic, a gun hater, and a bit arrogant at times but his parish and the surrounding community is much better off with him at the helm.

Some new priest from Belfast, Budapest, Manilla, or Kampala could not enter this community and energise it and move it as far as Father Mike has. Better yet nobody has been able to pin any sexual or financial improprieties on Father Mike.

And by the way many coppers worship at Saint Sabina and at Trinity.

First of all genius, it's Rampart. Second, most of the officers dirtied up in that investigation have since been vindicated. The state and LAPD used dirty officers as witnesses. In reality this is news to no one. Ask any District supervisor who would investigate a complaint against an officer and figure out the accused was S.O.S. We were always told by I.A.D. or the Area Deputy to (eat it) investigate it as a complaint against someone from the district.

What this also means is a minimum of 1 more year before cops get a contract. Daley is a vindictive prick. the fact that these allegations effect a small minority of the Dept. mean nothing to him. He's embarrassed and will make the entire department pay. No contract for at least another year. Take that to the bank.

The memo means nothing... There was a confidential long before any memo. IAD was working on it and putting a case together when the $5!t hit the fan. DK and MT are covered. Except for a little bad judgement,(admin stuff) but no wrong doing...

I hope for once that the bosses who are culpable will be held accountable. I doubt it will happen the way it should.

In the Rick Miller thing, there were bosses dirty as hell including a Supt of Police but never were any bosses named or indicted.

015 Commander Sanford Neal was up to his eyeballs in thievery and dope money yet he died on the outside, not in prison where he belonged.

This will very likely be no different. There is another set of rules for those who hold power. As always, blue shirts will go down, supervisors will skate.

We need an independent commission to investigate corruption in the City of Chicago--just like the Knapp Commission in New York City in the 1970's. (remember Frank Serpico?)

Otherwise, Chicago will remain the most corruptly governed major city in the nation--a laughingstock to all but the decent,law-abiding, hard-working taxpayers who must endlessly suffer these corrupt political dirtbags.

In all fairness to one of my Fillmo' mentors and buddies, the legendary Nedrick "Rick" Miller that I knew was one hell of copper before I left 011 as a dick in 1970.
We socialized after our tour at the old Red Top Lounge on Madison and Keeler. Rick would be the D-J.

Shit happens. I was terribly hurt and shocked in disbelief when I later heard about Rick and his problems in 015.

I prefer to remember him as the first guy on the scene of a 10-1, wading that nose tackle frame of his into the police fighters, his baton administering a badly needed wood shampoo to the resisters.

In the good sense, as a copper, Rick was one badass motherfucker.

Personally, I have only good things to say about Rick in 011. I never saw any cop clear a corner of gangbangers single-handed like Big Rick. James "Gloves" Davis was a runner-up.

I always got a kick when he'd let me drive his new Eldorado with the Motown tunes cranked up.

May God forgive you and bless you wherever you are, big guy!

As far as my nemesis LeRoy Martin goes, I'd appreciate notification of his death and cemetery. I'll promptly visit his grave with a full bladder.

She used tuition reimbursement, nothing wrong with that, but she tried going to law school on company time. Got away with it for a good long while until the boss in A/2 put a stop to it because word was that somebody dropped a dime, so she worked midnights and went to school on her off-time. Even so, her tour of duty was nothing but 8 hours of study time. Not too bad if you can do it, but when she was up for the next job, rare as that was, whoever was there, especially the beat guys, would suffer her wrath and witness her scowl and her attempts to blow everything off.

And some cite her domestic violence work for the department as police work. Bullshit. Her ass should have been on the street and the city and/or department should have hired a career prosecutor in the field of domestic violence for that civilian program.

I hope she slicked her way into a BIG problem. She deserves it, as does her mentor, Phat Phil.

deb kirby was certainly complicite in this entire sos thing. she was given her current job to shut her up. a previous poster brought up rick miller and the marquette ten. you are 100 percent correct. the blue boys will go down and the bosses will all walk. in the end it really doesn't matter because the reputation of the department has been tarnished beyond repair. i overheard several people talking about the couric interview with herrera. ma and pa jones sit in front of the tv on sunday nights and believe everything they hear. we are now all crooks in their eyes. 8 until i can leave and it can't come fast enough. i used to love this job, it's a shame that it had to come to this.

Nearly all CR investigations were sent to the districts for investigation. Usually district supervisors quickly identified the perpetrators as being from SOS, but any attempts to further identify or investigate the SOS people were stymied. Seems like the process was designed to insulate SOS and its personnel from any accountability or culpability.

Wow, just watched the noon news and it was just a total slam on the CPD. They brought up the Brodrick Jones stuff and tape recordings played in court (which sounded like thugs talking to each other - i couldn't believe they were policemen). Then they were talking about how cops in uptown (023) are racially profiling and not doing enough work in the area and that the residents now will be out with camara's to video tape any police activity they see. Please be carefull out there.

Well remember a few days ago when the crazed lunatic came into roll call and brought activity reports in a threatened to take people off cars. He preeched about being more agressive and that when you being the police he will have your back..........

Fast forwad to now Sunday nite.........


A saturation team car involved ina pursuit. Their SGT is monitoring. Everything is by the book....they are giving their speed 40mph which isn't fast down Western.....(Shiat the brids drive twice that on the weekends) Sat team Sgt monitors and waits for details before he weighs the balancing test like a true supervisor would.


Out of nowhere 899 (The ever so popular WC with the pep talk terminates the chase immeditelt before ever giving the SGT time to weigh the balancing test. Then 2 min later a car from 008 spots the car again. The give out flash and state plainly theyr are not pursuing just following from a distance and giving out directions FOR OFFICER SAFETY OF COURSE!. 899 gets on the air and tells a SGt to go over and counsle the 008 district car as the pursuit was terminated. AGAIN ON THE AIR HE DEMANDS A SGT GO FIND THE 008th district CAR AND COUNSLE THEM!

So then a miute later the vehicle wrecks at 83 loomis in 006th district into a wall no civilians hurt or involved excepts the 3 shitheads. Driver de-capitated DOA, ,passenger critical, rear passenger serious. 5 guns recovered from said vehicle a maroon Auroa ( WICH BTW WAS WANTED FOR SEVERAL SHOTS FIRED CALLS WITH PAPER GIVEN DURING THE PREVIOUS WEEK) Glocks with 30 round clips and other very nice guns.


And what does the WC CE say to these officers?????????? YOU ALL GUESSED IT HE TORE THEM A NEW ONE AND ACCUSED THEM OF STILL PURSUING ALL THE WAY UNTIL THE CAR WRECKED WTF! No only did the come up on the air when given the termination..........they asked for permission to head over to 006 to see the carnage.

SO FUCK THIS WC WHO SAYS GO OUT AND GET'EM I WILL HAVE YOUR BACK!!!!!!!!!!WHERE WAS HE FOR THAT? GAVE THE TERMINATION 30SEC INTO THE PURSUIT!!!!!!!!!REAMED THE OFFICERS FOR DOING PROACTIVE POLICE WORK AND LEFT THEM OUT TO DRY........NOT EVEN A GOOD JOB.......

IAD/OPS cover ups happen quite frequently. If an investigator chooses not to go along with the "this person has clout... bury it" routine, they reassign the case to another investigator that is willing to bury it. I wish they would go back and look through the files and see just how many times this has happened. IAD investigators kept their own copies of reports just in case... but that doesn't make it right. Even if they kept their own copies, didn't they falsify the report by going along with the bosses told them to put down? You don't have to follow an unlawful order and why would you want to work for these schmucks who are asking you to jeopardize your career? But if the very unit that investigates corruption is corrupt, the investigators should report it to an outside government agency immediately(Inspector General, Attorney General, US Attorney).

Look at all the next Daley generation that are making a killing off the public and pension entities. The firebrand pastor of St. Sabina parish was effectively removed from his duties there Tuesday, according to a statement released by the Archdiocese of Chicago.

In the statement, Cardinal Francis George says he asked the Rev. Michael Pfleger, 59, to "take leave for a couple of weeks from his pastoral duties." The statement said Pfleger "does not believe this to be the right step at this time." "While respecting his disagreement, I have nevertheless asked him to use this opportunity to reflect on his recent statements and actions in the light of the Church's regulations for all Catholic priests," George said.

The recent statements in question were video clips broadcast on You Tube where Pfleger mocked Hillary Clinton for crying on the campaign trail. He suggested her tears were due to "white entitlement" leading Clinton to believe the Democratic nomination should go to her, not Barack Obama.

Pfleger has been a priest for 33 years, serving nearly all that time at St.

Sabina's in the Auburn-Gresham neighborhood.

Fr. William Vanecko, Pastor of St. Kilian's parish, will be temporary administrator of St. Sabina's, the statement said.

"I ask the members of St. Sabina's parish to cooperate with him and to keep him and Fr. Pfleger in their prayers," the statement reads. "They are in mine."

She might have other problems but she did discover the problem at SOS. More than one investigator knew of the growing scandal years ago. Look at court deviations. There is a pattern somewhere. Also look at narcotics court deviations. A sharp investigator could discover the pattern.

The last time the IAD was doing a good job was when Matt L. Rodriguez was the Superintendent.

In support of this claim the following is offered:

#1 The "Austin 7" investigation (015) was started and finished and the conviction of everyone arrested. The only investigation that undercover police officers were the victims and the only investigation that the FBI allowed the IAD to maintain wiretaps.

#2 Three tactical officers from 006 were arrested and charged with stealing large amounts of money from dope dealers and convicted. IAD investigation all the way with minimal involvement from the FBI.

#3 A detective from Area 5 VC and three tactical officers from 025 charged with stealing large amounts of money and cocaine and they pled in Federal Court. Again the IAD did the work with minimal assistance.

#4 Three tactical officers from 020 charged with staling money from dope dealers and they all pled guilty in Federal Court, another IAD investigation with minimal FBI help.

#5 Investigation into Medzianowski started, which eventually led to his conviction and his partner and others in Federal Court.

Rodriguez should be proud that he pushed these investigations and found the right people to carry them on.

The IAD fell apart under Hillard and were discouraged under Cline.

Shame on them..

Coming from a good source at 35th street, the reason Deb Kirby is still around and got promoted is because city hall is afraid that she will testify in the upcoming lawsuit for the SOS scandal and name the CPD bosses who were covering for the SOS guys. They also want on to say that someone should contact John Kass at the Chicago Tribune and notify him of this cover-up. They want on to state that the exempt rank is starting to question JFED direction and there are a lot of unhappy campers at 35th street.

In all fairness to one of my Fillmo' mentors and buddies, the legendary Nedrick "Rick" Miller that I knew was one hell of copper before I left 011 as a dick in 1970.
We socialized after our tour at the old Red Top Lounge on Madison and Keeler. Rick would be the D-J.

Shit happens. I was terribly hurt and shocked in disbelief when I later heard about Rick and his problems in 015.

I prefer to remember him as the first guy on the scene of a 10-1, wading that nose tackle frame of his into the police fighters, his baton administering a badly needed wood shampoo to the resisters.

In the good sense, as a copper, Rick was one badass motherfucker.

Personally, I have only good things to say about Rick in 011. I never saw any cop clear a corner of gangbangers single-handed like Big Rick. James "Gloves" Davis was a runner-up.

I always got a kick when he'd let me drive his new Eldorado with the Motown tunes cranked up.

May God forgive you and bless you wherever you are, big guy!

As far as my nemesis LeRoy Martin goes, I'd appreciate notification of his death and cemetery. I'll promptly visit his grave with a full bladder.

If you ever worked in Unit's 153 or 189 you knew that these two units were Phil Cline's babies and anything they did there,they were simply beyond reproach.

Coppers were allowed to lie,cheat,steal and perjure themselves with impugnity so long as they brought in numbers and floated the $ to the right people.

This has been along time coming,it will be interesting to see how the "powers-to-be" attempt to kill this. You can bet that the Mayor and the City of Chicago do not want the truth to be told.

One thing Herrera did do was begin to tear the veneer off. There is more coming,the demoralized and discouraged officers will not take it any longer. You will see more coppers come forth publicly now and tell all. It is only a matter of time,some are already starting the process.

Since Herrera stated that supervisors told him to lie on reports, why doesn't the superintendent call him into his office, bring in an IAD investigator, and get names. Since the superintendent cleaned house in most of the districts, why not finish off with what started this whole shit storm and get the supervisors from SOS and dump them. Those happy at his transfer by the Cardinal need to note that it's only temporary; I believe the news said "a few weeks"; time for Felcher "to reflect on his words and actions", I believe was the quote. This is just another smoke & mirrors attempt (and a half-assed one at that) to pacify those who aren't smart enough to see that once the Saint Sabina natives start to protest, march, etcetera, things will return to the way they were. Bridget McLaughlin was stripped and sent to callback because she had a "personal" relationship with one of the Corey Flagg/Broderick Jones crew of corrupt Englewood coppers. All but one pled guilty to Home Invasions, Kidnappings, and Robberies. The other one went to trial and was convicted. They all had their cell phones tapped by the feds. She worked at IAD during the federal investigation and had knowledge of it's existence. So can you guess we she was sent to callback? Of course the paper makes it seem like it was punishment for the SOS memo. She was also at IAD when a family member was being interviewed at Area 2 regarding a very, very serious investigation. This was about 4 years ago. She arrived at A2 and MF'd department brass, disobeyed direct orders, and interfered with the investigation. Her conduct was so bad they got a CR number on her. Consider this the next time you read something in the paper about the department punishing her for the SOS memo.

I agree 100 percent. Rick Miller was a thug worse than Idi Amin and Larry Hoover combined. The Drug Enforcement Agency of America locked his ass up in 1989 for being the leader of a continuing criminal enterprise.

James Gloves Davis was a similar brute and thug. He was a combination of Alton Coleman and John Wayne Gacy. He and Edward Hanrahan's thugs killed several black panthers who were doped up to the point of being damn near comatose by an FBI snitch prior to this infamous raid. The city of Chicago paid out a million dollar settlement back in the seventies on that case.

I'm only being truthful about Rick as I knew him.

Many people have "a dark side." While I was unaware of it, others claimed that he was dirty before 1970 while we worked 011 together.

Rick taught me quite a few survival tricks in bloody Fillmo'. Most of that 011 brotherhood would also agree that Rick's swift arrival would turn a 10-1 into a prompt disregard with a wagon en route for prisoners.

I will acknowledge that in this day and age, Big Rick would probably have caught a few "excessive force" beefs.

Rick and I lost touch after I made dick in 1970. Then he went to 015.
It really upset me when I learned about the tragedy of 5501 Washington Blvd. Brother Rick had turned into a corrupt cop.

There was a confidential number already up and running when talifero wrote his memo. He worked in general, so he knew nothing about it. Talifero is honest as can come, but he didn't blow any whistle, that whistle had already been blown.

I love it, while in the commision of a crime (the above posting thinks it ok not to stop these assholes criminal actions due to lawsuits), your rights can be violated, or you can sue the police for discharging an illegal gun driving 80mph and crash-its now the police officers fault or the city? It was not the dicks, it was commanders and above who decided to get the cr number. Her kid was in a scary spot if you are the parent. Considering who the victim was and the possible consequences, wow. I understand that. Get him a lawyer, fine. But she was an IAD investigator and acted as unprofessionally as I have ever seen anyone act. And her job at the time was to investigate police officers conduct and suggest disciple against them? TThe reason we have a retired FBI Chief as Supt is because of the Rick Millers the Joe Miejanewskis, John Galligan, Pacman, Corey B, Gloves Davis the supa oncle tom, the Finnigans etc.

I am glad dammit that a FED has marched into the CPD like a "Texas Ranger" to clean up this damn job. I only wish that the SUPT would bring back Charlie Williams to IAD as a consultant. He locked up 90 percent of the bad polices that have been sent to jail during the last 20 years. When he was a PO at IAD I worked special employment in housing with him a few times. He was a brilliant cat. That boy knew how to be the police. I met Gloves Davis when he worked as a State Parole Officer. It was like meeting OJ Simpson. Same thing with Rick Miller at the Washington/Pine hotel he ran before the Drug Enforcement of America Agency took his old ass down. Meeting him was like meeting John Wayne Gacy. Kinfolk of mine told me back in the day Miller was like a brutal slave overseer. It would be about as pleasant meeting Miller and Davis as it would be for FOP 7 to endure a 3 hour truth and reconciliation meeting with retired detective Pat Hill. Anyway Rick Miller actually survived federal prison and was released within the last five years. So maybe you guys can catch up with him.

He in fact was released on 3-14-2005 and he is currently 81 years old according to the Federal Bureau of Prisons.

Read your General Orders kids. If a copper gets 3 beefs in a short period of time, a computer generated report is sent to their C/O for review. That C/O determines if the Officer should be put on Behavioral Alert-Personnel Concerns, etc. Just how is it that these officers- with all of their complaints- were never counseled? Add this to the court deviations, and civil suits and what do you have? Business as usual in the CPD.

Charles Williams was not the investigator in any case in which a CPD officer was charged with a crime.

He might of been part of an arrest team but he did not do any of the leg work.

As I wrote earlier, I am NOT going to get into a pissing match with you and your ilk about the Black Panthers or the unrelated life of the late Rick Miller.

Using GOOGLE, I suggest that you read "The Black Panthers and the Police: A Pattern of Genocide?" by Edward Jay Epstein which appeared in the February 13, 1971 issue of the New Yorker magazine.

On November 13, 1969, three weeks before the Monroe St. raid, Black Panther Spurgeon "Jake" Winters shot and killed Officers John Gilhooly and Frank Rappaport in 002. The Panthers later named their North Lawndale and Uptown "free clinics" after Winters who was killed by responding CPD.

Kenny Kaner, a 011 colleague who transferred to 007, was shot and killed by Panthers in a drive-by at 74th & Union as he was writing a case report. Meanwhile, 007 Tac Officers Carl Malik and Brown made a street stop of an auto 3 blocks away. It was only then that they monitored the call of "A Police Officer Shot". They made one of the greatest arrests imaginable, recovering the shotgun used to blow Kenny's head off.

This does not include the non-fatal shootings of Terry Knox (005) and partners Dan Sampila and Kenny Gorles (011) by Black Panthers.

The sniper murders of three CPD also occurred. Jim Severin, Tony Rizzato and Jim Alfano were murdered in ambush by the Stones.

You further claim that in the pre-dawn raid, Panthers Hampton and Clark (who fired the FIRST shot at the CPD) had been drugged by Seconal or other barbiturates, self-induced or otherwise. You neglected to mention that the toxicological reports by both Cook Co. and the FBI detected no evidence of drugs in the corpses of Hampton and Clark.

Finally, while I had all positive experiences with Rick Miller before 1970 in 011, I will give but one:

While working solo in 011, I curbed a stolen auto and cuffed the occupant. As I waited for back-up. a mob led by Panther Bobby Rush surrounded me. They were intent on "liberating" my prisoner and disarming me of my guns. In fear of my life and only seconds away from shots fired, who shows up to my 10-1? BIG RICK!

Rush and that mob of muthafuckers sprinted away in world record time. One in custody at 011 followed by lunch with Rick.

Every court that has reviewed Burge's cases has found no merit in the complaints against him and /or his Dets.

Not just standing up for the kid. Unless I personally know and trust the arresting/investigating officer(s), standing up for the kid against the unknown in the CPD. The unknown in the CPD can be very, very scary. Clout supervisors, clout dicks, people who had no business getting on the job let alone promoted.

I'm with you brother or sister. No way do you not stand up for the kid against the unknown in the CPD.

How in the world does anyone sane come to a different conclusion if they know the possibilities of the unknown in the CPD first hand?
