One Full Year

Today at midnight will mark one full year without a contract.

Has anyone else seen realistic progress in the contract talks? Neither have we. All we see is J-Fed and his cronies attempting to circumvent agreements, protections and precedent.

Arbitration anyone?

OT:Has anyone else experienced a delay in getting their city sticker in the mail? I talked to three others who have also. I mailed my check in on 16 May for my sticker and still have not received it. I spoke with some creature at the clerks office who said,"we're still working on them." She checked my name and said,"we haven't got to yours yet, be patient and don't stop the check, we'll get to it." I said, "they expire on June 30th and May 16th was a long time ago." She said I should get it by the 16th of July that's when tickets will be written.

I'm just a bit curious if the little jagoff at city hall has a plan to get a little more revenue out of us with late fees and tickets by delaying the stickers. Maybe I'm over reacting, but it would be the "chicago way" to pull something like that. I know there would be a lot of hoops to jump through to prove I mailed the check out on May 16. Remember it's Pay the city until you can prove you didn't have to!

Arbitration is only acceptable in the event that a united strategy doesn't effectively inspire cooperation from the city's extortionists, aka negotiators.

Opportunity doesn't present itself often.

Can enough hear it knocking?

For all of you that live on 2211's Bt

I sure hope that before you went to bed tonight you made sure that your homes, families, vehicles and other properties were secured. This is important because there are no police officers patrolling your neighborhood tonight. The 4th police district was busy tonight, as it always is, with criminals acting out and shooting each other. So guess what? They pulled Beat 2211, Beat 2234, Beat 2272, Beat 2206A and Beat 2263B from their assigned district (yours!) and sent them to answer calls and protect the citizens in the area of 2500 East 79th Street

So, let's give the police service to the non tax payin non job having people and take it away from those that do. Just like Englewood who cares about those people? I sure as hell don't, they will never stop so who cares? Let them all just kill each other, we will kill a few birds with that stone, less SSI collectors, less Welfare recipients, less scum in the city, and for the neighborhoods in 008 and 009 that teams saturate let them kill each other as well, then we will start to curtail the illegal alien problem.

This is from a Channel 7 news clip and just about says it all:
"You expect them [children] to get shot, growing up in the city, by some thugs on the streets.

It is acceptable to get shot in the hood but unacceptable to get shot by the POLEECES...

Rally against police involved shootingsSaturday, June 28, 2008 | 7:06 PM A group of families held a rally Saturday to protest several recent shootings involving the city's police department.
Organizers called it a "This Must Stop" march to the police precinct at 51st Street and Wentworth.
Chicago police have been involved in at least eight shootings in the last two weeks, including five that were fatal.
Saturday's marchers claimed the deadly force has been unwarranted.
Story continues belowAdvertisement
enough is enough. If you cant' do the job, you're scared to come to our neighborhoods, maybe you need to find another profession," said Ashanda Harrison, the aunt of a shooting victim.
"You expect them [children] to get shot, growing up in the city, by some thugs on the streets, but not by the Chicago Police Department," said another woman attending the march, who was identified as a shooting victim's mother.
The Chicago Independent Police Review Authority is investigating the shooting incidents.

This is way off topic but I got to share it. I read the Sun-Times today and the Cook County Jail is shipping off its worst inmates to jails out of the county. That is just awesome!!!! Of course the John Howard Associations says that is a bad practice. I wish the State of Illinois and Cook County could enter into a foreign treaty and build a level 10 maximum security prison in Haiti. It would be cheaper to build and cheaper to operate. Hell they could hire hard core military vets to run the joint with Haitians as a sort of colonial whatever. Oh well let me go bacxk to my cornflakes.

Anyone can take this for what it is worth. I know a hand full of elected members to our union. I trust these members (I won't tell you their names or give you specifics).

The elected members have told me seperately that the contract is going to take forever. J-Fed and the city are trying to drastically change everything. The Union doesn't want to risk losing what we have left by going straight to arbitration.

I said before I trust these members. I can wait wait for a new deal. I have to figure its going to be alot worse than what we have now. The city has us by the balls with the increase in fuel, massive loss of revenue, and total mismanagement of money on their part.

The city has the proof that their idiots and have no money. That will help them in arbitration (an arbitraitor can't give us what the city doesn't have). We can only pray that we don't take a massive cut in pay!!!

I'd rather have the money on time and I,(not Richie) collect the interest on it.

The city has done that before, dangle some bone in front of us like hungry dogs. Just give up something small, like your medical or retirement benefits so Richie can feed his Olympics and campaign donors.

To the young coppers out there be very careful what the (a-hem) union and the city put in front of you.

we will NEVER ratify a collective bargaining agreement again because every contract will go to arbitration

why

NO responsibility by FOP for their inability and lack of resolve to fight the city because when they are thrown out of their $100,000.00 plush inside office gigs they want to go to good units like Capparelli who is costing an additional $24,000.00 a year while he waits in cold case unit 606 with a take home car before he runs for pension rep Capparelli go back to the street R U kidding.

even the issues that the fop and city agree on are never sent to the membership for ratification but are lunped into the arb ruling how does that happen should we not have a chance to vote on the issues that the fop and city burden us with

yea get involved voice your opinion but you will never participate in the contract that is forced on you

sounds like a dictatorship huh

You don't have to buy one if it's registered outside of the city and in someone else's name. I transfered mine into the ol' lady's name and it's registered in the burbs. In a year or two that will change to another state. When you drive to work, don't park in the city lot. They can't gig you if it's not on their property. Inspectors aren't that swift. In the mean time, if you have a garage hide it there. This city can kiss my ass.

If you think were voting for Barak Hussian Obama without a contract in hand your out of your fucking minds. Not much!

If we do not have a contract by April 2009 the Olympics are off the table. So you can bet we will have a contract by then, even if it goes to an arbitrator.

For once we have the mayor by the balls and our union is doing very little to publicize this.

As far as letting us go without a contract for years just so we an get a nice retro check, that is just plain stupid. The retro check is your money to begin with and all that we have allowed them to do is make huge amounts of interest off of it.

I would say it would be fine if they would pay interest on the money but they don't.

6/30/2008 10:10:00 AM

Yes... one full year. And as a final f/u to the police, when the retro checks finally do come, the stuttering prick will see to it that the accounting is crooked (as always) and it's taxed at %40 or there abouts... The one person I found at IRS willing to be honest said that something is very wrong in the city's math... considering that you've essentially already paid taxes on these earnings, you should only have to pay the difference between your rate of pay at the expiration of the contract and each subsequent increase... this is how I understood it but it is possible that I may have misinterpreted this as the conversation was several years ago.

Any accountants or IRS wonks out there to weigh in on this? I raised this question to the union... shoulda saved my breath and $.50 for the call. "Be glad you got some money." was what f(l)op said... This response by our so called bargaining unit is why I have my own lawyer on retainer just in case feces hit the fan... looking for a good labor lawyer and a good private investigator as well. As an old timer once told me "remember that Y.O.Y.O on this job, the city ain't gonna do shit for ya and the union is in bed with the city, govern yourself accordingly."

stay safe everyone

Man Power issues are really starting to show. Remember working the Taste and everytime you turned your head you would see a police officer. Not this year! Also, how come the "new" bossess cannot organize an event, appropriate enough man power, and make sure events move smoothly? This never happened before. So, J-Fed you need to choose what "Chiefs," run the show and not run around like chickens with their heads cut off!!! Get it right CPD does not have 13,500 officers can we get an actual count here and pass it on to J-Fed and the Da Mayor!

++++++

I called the other day; sent mine in on 16 May, too. Was told it hadn't been scanned yet, supervisor wasn't in to say when it would be, would have to call back this week, had until July, etc. When I said I was a city employee and was expected to have a sticker on my vehicle, the woman told me that I could always buy another sticker, make a copy of the receipt, and then submit for reimbursement when I received the other sticker in the mail. HAHAHAHAHAHAHAHA!

It seems to be a problem with the mail orders this year. My sister renewed online and got her sticker quickly. (Apparently they don't charge a fee for that, can't remember if they used to.) Her husband sent in by mail and is still waiting. Neither is CPD.

Not very much at all.

Oh... and they tax whatever pittance you get at a higher rate. So you actually make LESS money than you would have received previously if they had settled the contract in a timely manner.

In the meantime, the city is holding OUR money and collecting a ton of interest on it.

To sum it up, you're clueless on how badly the city screws you and an idiot for gushing over a paltry retro check.

Don't expect any more from the city or our union. And before you guys in the union start bitchin...you have been in power since before the last contract..and we have never gotten a higher percentage than 16% over 4 years. We are the biggest lodge of the FOP in the nation...we should be getting paid like it...if our reps and officers need help, then we should be contacting the national office to get some damn help, that is what they are there for, and what we pay for. Fuck the Easter Egg hunts, the lunch with Santa, the Fishing tournament, the golf nonsense, and the corned beef and cabbage...put that money where it is needed..to help retirees and current officers get what they want and need to do their job, and live a long life after this job. Antone who thinks they are making out the longer the contract takes is STUPID, period. The interest money you are losing could be in your investments, or savings, instead of the City's. Don't fall for this, no other employees of Unions dealing with the City do. Retro's are nice, but you are still getting shafted by the City in the long-run.

I hear arbitration is coming, but it will still be another year before serious talks.

As far as the retro check, they will end load the contract to pay the lowest percentages on the front... as always. According to the FOP website, the city countered with 1.1% for the first year and 2.25% for the second.

To the "less than 3 years", I wouldn't expect more than 2 to 3 thousand.

Well as long as there hasn't been any progress in the talks, can we add a few things.

If you are a
1. gangbanger
2. dope dealer
3. non educated POS
4. family of same (POS)
5. proudly sport gang tattoos but deny membership
6. believe the City, State, and Federal Gov. owes you anything after you have contributed nothing.
7. a parent that hasn't fed, bathed and put your children to bed by 2000 hrs.
8. a person who collects SSI after never having put in a dime
9. a person who has never paid taxes but got an economic stimulus check
10. a person who believes that Jessie Jackson, Al (not so sharp) Sharpton, Toddler Stroger are intelligent
11. a person who believes Obama will really help this Country.

You are never ever allowed to call the police, fire dept. or paramedics for anything.

That should alleviate the work load.

Everyone could get time whenever they wanted.

Most people would bid to the ghetto to have a nice easy night.

Your FTO must not have been to swift.

You have to have at least five years on the job to get a retro check.

Now if parents would just do the job and parent, we wouldn't shoot people, because they wouldn't be brandishing weapons.

What's the hurry? Why the rush to go into arbitration. Patience is a virtue. Its not like we're never going to get a contract. The longer they wait, the larger your retro check will be. Besides we never win much at arbitration hearings. Remember the arbiter tries to be fair to both sides. Just relax and it'll come, time is on our side. Rushing into arbitration doesn't serve us well.
all you have to do is look at some of the arbitration rulings we've had in the past: (1) PAYING FOR HOSPITALIZATION INSURANCE (2) SKIMPY RAISES and(3) ELIMINATION OF UNITS just to mention a few. I agree if we have real negotiators on our side and not people who sleep with the enemy might help a little. But we're stuck with the present "union" so just relax and let the dice roll.

And now word is the city is trying to screw us on our retro too! They are trying to ask for a measly 1.5% increase the first year, maybe less. By doing this, our retro checks are caculated at that 1.5% rate! Talk about really screwing your officers

They're actually only offering 1.1 percent. You can check the proposals on the fop's website.

6/30/2008 09:53:00 AM

Your worry is not the clueless Inspector or where you park your vehicle. Even if you never, ever tell a soul, people watch and see, even when you are unaware they are watching and seeing, and when someone gives you up, and no doubt give you up they will, and the Department proves the vehicle is the vehicle you drive day in and day out, you're screwed. Your solution has been tried in the past and it fails. Anybody remember the Dick in A/4 that drove the wife's car with Wisconsin plates? He thought he had the solution. Not.

Remember, prosecution in a court of law, and administrative prosecution are two very different processes. You might slick them legally, but they will get you administratively. Just buy the fucking sticker and save yourself a load of grief.

The guys writing about the deliberate delays in mailing out the city stickers are correct. I also mailed mine out in May, three different renewal request on three different dates, with checks from two different banks. After three weeks I checked and saw that none of these checks had been deposited.
Repeated calls to the City Clerks Office ended with my calls being transfered to telephones no one answered. As June 20th arrived an none of my checks had been cashed I realized one of two things were taking place. One, city clerk employees were just dumping these renewals in the garbage because they are overworked, or the city clerk was intentionally not mailing these stickers out on time so that come July 1, you could be ticketed. None of us can take our car to work on Jul 1, without a current sticker, the inspectors will have a field day with their new digital cameras they use to take pictures of your vehicle violations. Jun 21, I went to a currency exchange, paid for three new stickers that I got on the spot. Now comes June 30, and all three city stickers I had purchased in May arrived in the mail. What a scam, I checked and saw that one check I mailed to the city May 22, was not deposited until June 27. NEVER AGAIN SHOULD YOU RENEW YOUR STICKER BY MAIL.

Not only am I paying more for gas and electric than ever before, I can't even make my cost of living pay increase work for me.

No way is a retro check going to put you into a 40% tax bracket. 65,100-131,450 25%
131,450-200,300 28%
It might hurt some exempts, but won't impact too many PO's. And besides that, you only pay the higher tax rate on the money earned over the cut off. Tax rate is based on income after all deductions. If you are making over 100K and you can't come up with enough deductions to get you taxable income under 131K, you better get a REAL accountant, not that copper who does it on the side "real cheap."

**Ask the boss to find it for you. Nowhere in writing or policy does it say that you have to do a certain amount of anything. Giving a specific number to your tasks is unalwful.

I’m sure they are going to hold it over our head when we want a day off.

**File a grievance if your time is denied. Keep good documentation.

Make the union do what they are paid to do.

What if one of the perks of your side job is use of a company car, can you get jammed if it is registered in the suburb the company is located in and you park it in the lot?

**Yes you get jammed. Even if it is registered in the suburbs you have to buy a city sticker if you are going to park it here.

COULD WE AS RESIDENTS PUT TOGETHER A RALLY IN MT. GREENWOOD PARK ONE NIGHT NEXT WEEKEND, [SAT?] AND SHOW UP IN FORCE TO DEMAND OUR PAID FOR BY OUR TAXES POLICE PROTECTION? I

**This same issue was discussed at 811's beat meeting last month. You need to get a petition, signed by all of your neighbors demanding that the beat cars stay on their beat... send a certified copy of the petition to the Mayor, Superintendent, Alderman & Commander of your district.

FOP better not let the city and JFed change everything in our contract or there will be a revolt. Enough is enough. IPRA ordinance already violates our contract and the FOP and Sgt's union and Lt's union are letting them do it and saying nothing!!!!!

_______________________________

Everyone should expect a contract that favors the city. The current FOP staff is aged, and will be getting ready to retire. Therefor, as in the past, the jump in bed with the city, and are rewarded with a nice ghost payroll job. If anyone doubts this go to the daley center, and see what Nolan does. This guy is collecting a nice salary to read the paper, and drink coffe.Soon Donahue will have a job like this as well

Talked to an FOP rep the other day (Don't worry, I showered right after), and they said don't bother looking for anything for another 6 months. Oh, goody.

No shit, Sherlock. Your contract negotiating lawyer (the shaky one) is too busy working down at IPRA and billing the FOP on the side. Fuck you and your contract. Thats the FLOP message.

What about this new performance rating system. What are the bosses going to do with all this data? I’m sure they are going to hold it over our head when we want a day off. The watch commander has all ready come to roll call with a list of people who are not giving the numbers they want. I thought you said they can’t make us write tickets. I want to avoid court at all costs. I’m too busy with family and part time job to stay above water. SCC, please make a post for this. I would like other cops to chime in and share the stories. Also, please give some insight to the general order or lack of one that explains what our duty to write movers and parkers. If im going to make an argument when the boss call’s me in the office, I would like hard proof.

You want hard proof and you are looking to the blog to give it to you???? Has it realy gotten to the point that some of you consider this blog Gospel??? WOW how sad that you cannot look up an order yourself or form your own opinion. Very sad

"I want to avoid court at all costs" That says it all. The new police department. A police officer taking a police job that wants to avoid court at all costs. Pathetic
