Is CAPS Dead?

    "Due to ongoing budgetary issues and the Department's need to conserve resources, no overtime will be granted for attendance at CAPS Beat Meetings or any other CAPS related functions, from this point forward. Kindly ensure that only on-duty personnel are assigned to CAPS Beat Meeting and other CAPS related functions."

Can anyone verify? This could be the brightest move made in years. We don't think it'll be dead because the mayor has too much invested in it, but it could be a good sized restructuring. We heard rumors that they were talking about making a CAPS Lieutenant, a CAPS Sergeant and a few CAPS spots that would be in charge of attending all meetings, generating all statistical reports for meetings and pretty much all the other paperwork. The "community" stuff would be referred out to 311, Human Services and Aldermanic Offices.

Is Daley out of town to avoid any community backlash on this?

About time. Attending CAPS meetings is one of the most humiliating, embarrassing activities they make us do. Every person employed due to this CAPS system is basically a welfare recipient waiting to happen. Civilians should be laid off, and sworn CAPS people should be manning a beat car ASAP! Oh, and I forgot...if you're still being proactive (other than for officer safety) you are kidding yourself. Back each other up and that's it.

CAPS is a joke and always has been! I may get long here, but this shit PISSES ME OFF! Just tonight the tact and gang teams along with the watch were forced to attend a "CAPS street role call" The CAPS fools were cooking hot dogs for the "good citizens" on the Black P-stone gang's hang out. Then we were all lined-up like sixth graders and addressed by the bosses about "the community" and the police coming together. Then the bosses talked about the recent violence in the area and that we have the "communities" support.
All this while the gang members were eating hot dogs served by the CAPS people and laughing at us and taking pictures of us. These bosses talk about "the violence" when they're serving the ones causing the violence hot dogs and making us eat with them! You would think some boss would tell them "stay away, you are the problem and you're not welcome here!" But that would take a real boss and there's only four or five of them left.

Every fucking day it's one bullshit mission after another targeting the P-stones. It's always "hammer the stones they're the ones doing all the shooting and selling the drugs" etc etc. "Townhall meetings about the P-stones and the violence and the police aren't doing enough to get them BS" Now they have us standing infront of them while they eat hot dogs and we get addressed by our great leaders spewing more BS! What a message that sends them. "There's the pussy police lined-up being treated like little kids by their teachers." Hey boss, Street role calls are embarrassing and make us look weak! I know all this comes from 35th street, but this is one of the many reasons the job has been crushed along with morale! Good luck!

That's kina sounds ridiculous.

You see the "CAPS Implemantation Office" has the 2nd Largest Budget in the City. What a waste this civilian operation is because all they do is give out TShirts and Trinkets at Church Picnics etc... Try asking for TShirts and Trinkets for you function or Beat Meeting. You'll get nothing.

Also, many of their employees there that make well over $60,000-80,000 to ensure a better turnout at beat meetings. Well, if an actual study was conducted, you'll find that beat meeting attendance has not risen, and the same complaining people are all that attend. This Outfit caters to the Reverends, and as a matter of fact, they even pay one guy almost a hundred grand to be a CAPS Laison to the Babtist Churches. Guess where they gave him an office? 5th Flr HQ.

WHY?

Why isnt there than a rep for Catholic, Buhdist, or even the Pagan Church?

Now all the money alotted for the CAPS IMPLEMENTATION OFFICE is not all used to pay all those employees or keep that office running. Hmmmmmmm

Get rid of the "CAPS IMPLEMENTATION OFFICE", and the "CAPS PROJECT OFFICE" (CAPS Project Office is located at HQ) This unit still exist, but was only created for designing and implementing a process to generate statistics to combat "Chronic Crime and Disorder". Well, that units has completed and fufilled it's mission! It should've ended there. There's an ADS, 2 LTs, 2 SGTs, and numerous Policemen assigned.

WHY?

There is absolutely no need for these units to exist. The CAPS PROJECT OFFICE was supposed to be handed off to The Academy.

Makes even more sense since they have the manpower and no recruits to train, can "Implement" / Incorporate the CAPS Initiative as part of their training, and assistance to other units, and for foriegn/outside police agencies wishing to grasp what we call the "Bench Mark of Community Policing" The CAPS IMPLEMENTAION OFFICE can also be incorporated into the Academy as well.

More Waste! More Unecessary spots for Clout.

Weis has said it the Department is moving into intelligence led policing.
When I went through the academy in 05 they didn't even teach us CAPS. I was told that they used to teach 24 hours of CAPS, but Tobias took out useless courses to shorten the time recruits were in the academy.

The "leaders" at 35th street have completely pussified the police, and stand-up out door roll calls is one of the better examples of this. If the knuckleheads at 35st wanted to do something effective, there would be a stand-up roll call followed by a trumpet blast, and the order to charge, batons swinging, followed by the arrest teams and paddy wagons.

I was the first class to have the CAPS class in the academy. It initially seemed stupid. The allowing of citizens to contribute to methods of Policing? The Beat facilitaters(sp?)having a watchful and critical eye on the methods a Beat Officer uses to combat the pieces of garbage roaming the areas? It was destined to dter and even prevent actual Police Work as time progressed and the Caps loyalists got in bed with the alderman to heighten our "under the microscope" daily routine.
Caps was a great way to make a few hours overtime, but a lousy method of Policing. We went from a first class Police Department to a babykissing, hand shaking, ass kissing group of political campaign tools. Outdoor roll calls were used by politicians, Aldermanic complants spread like a disease.
The funding was gone years ago, but the BS train kept a' rollin'. Good jobs for political hacks, high paid ADS' overseeing this useless 100 page order, and making sure it lives up to its expectations. what a joke.
The funniest part is how they credit "Community Policing" with the decrease in violent crimes a few years back. CREDIT THE POLICEMEN !!!! That is where the credit belongs.
And now with the onslaught of Homocides, who do they blame..The street coppers. Praise the people when things go well and blame the Police when things go wrong. Thats the way we have been rolling since the beginning of CAPS.
Big Shout out to Matt Rodriguez for getting the Caps ball rolling. If Getting rid of the OBLIGATION to interact with community activists and politicians is the only decent thing Weis does. His Grade immediately goes up a notch.

One of the first things I was told when I came on the job, many years ago, was "kid, be the Sheriff of your beat." This guy knew everyone on his beat and most importantly who the knuckleheads were. But as things became more modernized and "numbers" were the call of the day many officers became radio chasers and can't even tell you what gangs are on their beat, who is running dope, nothing. Not everything about CAPS was bad and many of the citizens who come do care about the police. And one of the best aspects is the Court Advocacy program. Have you ever been in court when fifty citizens stand when a case is called. It does put the judge on notice. What I'm seeing is many coppers, especially with less then ten years, do nothing but complain. They have no idea what's really going on with anything. Besides, the monthly CAPS meeting was like a court date, 3 hours for 1. I know, now will start the "CAPS bitch" comments and stuff but I'm actually a working copper, humping a beat car like you, who has actually made arrest from info given to me at these meetings. One house the citizens continued to complain about led to numerous drug arrest. The occupant eventually sued me and another copper but it was sweet revenge when we took his house through nuisance abatement..So guys, if you knew how to work it, it wasn't all bad...Was it implemented and run incorrectly, YES!! But its basic philosophy is right on. A policemen with the backing of the community can be a formidable force out there..

CAPS is something that the average working policeman cannot stand. Most, if not all, of the concerns raised at the meetings are already known by the officers or relate to chronic social problems. "um, they deal drugs over there. Hey, my neighbors dog barks. We need a stoplight. There is a corner store that is disruptive..." Dial 911 and save us and yourself some time and wasted effort. 911 will send ONE car, not a team of officers to sit there and listen to your revolutionary problem. It is a tremendous waste of money and time to have these meetings. Ever wonder who picks up the slack for the 8 or 9 policemen at the meeting? That is a large chunk of your local district that is at a meeting, radios turned off. Plus, all you have to do to speak with a policeman is 1. call or 2. go to the station. Odds are you will get a more honest answer one on one, like "they have always sold dope there, probably always will, but I will try my best for you" instead of the meeting line " oh, we will get bike patrols, and cameras, and helicopters, and the gang team, and, hey , look at this nice map" .... Caps was instituted in the first place ONLY because it reaped federal $ which paid for computers and equipment. Now that the $ has dried up, the program is ending. Not to be rude, but the entire program is and always has been smoke and mirrors. Caps meetings to policemen are like school in the Charlie Brown comics...... we sit there, hear the droning voice....wa waaaa wa waaa wa waaa, . smile, and say good grief as we leave. Policemen don't meet and play nicey nice. THAT IS THE JOB OF THE ALDERMEN. If you need us, dial 911. If you need anything that is not 911, call 311 or your alderman. Sorry if this seems rude, Im just tired of the facade. You have been lied to for years, and CAPS wastes manpower that keeps me safe.

A friend of mine works at one of the hospitals in 010. She works with women who have been victims of domestic violence. She asked me if I could come speak to them about how to avoid domestic violence and what they could do if they are victims of domestic violence. Not having the time, I directed her to CAPS. She contacted them and they told her that they do not offer any sort of programs/guidance for these issues. CAPS IS WORTHLESS!

I'm always so embarrassed at beat meetings because the CAPS people are always so clueless when the people ask questions or bring up problems. The CAPS people blow them off for the most part and rush through their itinerary as quickly as possible so they can get out of there.

When CAPS came in, they set it up as a long running program that might take years for results. But, lo, and behold: Crime dropped withing a year or so and Daley declared "Thank god for Community Policing!"

If the crime drop of the 90's was due to CAPS, and CAPS is still in full force (actually expanded) how come we have all the shit we have now?

The answer is CAPS accomplished zero. Community policing made bosses feel good, made politicians feel good, and made some empty suits in CPD and other PD's feel good because they got a nice assignement. But it doesn't work as a crime fighting strategy. I mean really, if we are super-duper nice to the bangers, do you tyhink they will toss their glocks in the river and hold hands with us singin kumbyah?

Since the federal $$$ began to dry up, suddenly policing generally is headed back to the basics. I mean the REAL basics, not what some college prof says policing should be. Some agencies have even found that the non-crack smoking public would really, really like the cops to stop handing out pencils and keychains and start handing out whoop ass to the genuine bad people.

Too bad we're behind on the back to basics trend.

No one will want to be the one to pull the plug -- too much politics. CAPS won't die, but if we are lucky it will fade away; first to lip service then just dissappear.

There should only be Three officers assigned to a CAPS office. 1)... a domestic violence officer... 2) senior services officer... 3) an officer for fill in duties
These two positions serve an important roll. Everyone else, get your gear fixed up and head back to the street.

Everything else from the CAPS office can be forwarded to the front office and administratively handled. (these other officers would probably end up here anyway, (Oh Well)

Forcing us to go to caps meetings on our own time was bullshit to start.

Daley thinks he can cut manpower, cater to the beast and take away their #1 source of "positive" contact with the police all at the same time, he'll soon find out he's gonna be faced with either NOT catering to the shit anymore or having to spend money to do it.

1 step closer to becoming the para military organization we are chartered to be rather than ass kissers to the loudmouthed scum of this city.

I'm sure you'll do a fine job of blowing people off. Someone else heard from who thinks they know all about what CAPS personnel have to put up with.

District management won't allow old timer sloths to fuck up their relationship with the community or their accountability to downtown management just because old timers think they're entitled to fuck it up because they stayed here for 20+ years because they couldn't get a better job in the private sector.

The days of "I'm entitled to fuck off as much as I want because I've been on the same job too long" are coming to an end soon as well my friend.

If you think putting your seniority "right" to ruin non patrol related jobs on the same scale as the younger people's need to do a good job to keep their spot will tip it in the "sloth's" favor with management or any other reasonable adult on this job who needs to preserve their managament status you're as stupid they come.

Because these people who display their shit attitude in this blog have displayed the same shit attitude in their own district and the people who run the district know these people are poor choices to deal with people like yourself. And so, these people are terminally upset that they have not been chosen to fulfill those jobs because they've displayed a shit attitude that management doesn't care for.

These, btw, are usually the same people that can't get on a TACT/GANG team either and will tell you it's because they refuse to sleep with the bosses in one form or another. These folks fall into one of two categories:

1. Have shit activity and claim it's all who you blow

2. Have decent activity, display a shit attitude because they don't get on when they want to, then claim it's all who you blow.

In reality, depending on the bosses, it's:

1. Having shit activity, but the bosses/someone on the team likes you

2. Having decent activity and a decent attitude and will wait till picked up

The latter of which will usually get you on a team, they just have to wait until a spot opens up where someone isn't clouted in. Eventually some sergeant will want you because you display a good attitude and have decent activity, it just takes better timing and a willingness to wait, of which a willingness to wait is sorely lacking in these bloggers and they then start displaying the shit attitude, get themselves labelled and never get on.

And exactly who are they supposed to email, YOU? Tact don't have email and CRACK44, if it still exists, ain't worth the time of day.

I know, you're pissed because it's someone elses job to listen to this person and determine how to address his concern, and it's YOU who have to do the street work.

The reason CAPS listens to people's complaints and then makes the beat cars enforce the laws is because there needs to be someone in between the complainant, and the beat car guy who thinks all people should stay the fuck away from him and let him do his job.

Otherwise all those concerns get blown off, nothing is solved, and the beat cop stays happy because he get's to blow off someone's concern. CAPS, and it's accountability to community concerns, FORCES the beat cars to take some action to address the problem, and the last thing upper management needs is to have the pissed off beat copper talking to people with more complaints.


Kinda like the saying goes, "I had a handwaiver last night, I politely waived back"

CAPS doesn't get the luxury of "waving back" since once they touch it, it has to be addressed or someone eats shit.

The beat cars just don't like to be forced to address concerns but would rather just answer a radio and do the minimum required, or blow off jobs on their fellow officers by hiding in the bushes for a rock pinch.

Aldercreatures love CAPS. Call their office to complain about a problem and staff will blow you off to the CAPS office. CAPS may be cut back but will never go away.

To the old timers remember when Neighborhood Relations was one Sgt. and two P.O.’s with one more for Senior Services. How many people are up there now 18-22? What a crock of sh*t! A merit Lt. and a merit Sgt. plus 12 extra clout babies. All should be back to the beat cars.

Remember when all the cars where maned on 1st and 3rd watch and were all 10-4 units? Remember watch parties and camaraderie? Jane Byrne and those good raises? Remember when all the commanders were Captains before becoming exempts? When all the commanders and bosses - many who were no personality assh*les - all had at least worked a car to for 4-5 years to start their careers? Now people can be come a commander with less then three years street time counting all field time in patrol in all ranks (P.O. Sgt. Lt.)!

The "leaders" at 35th street have completely pussified the police, and stand-up out door roll calls is one of the better examples of this. If the knuckleheads at 35st wanted to do something effective, there would be a stand-up roll call followed by a trumpet blast, and the order to charge, batons swinging, followed by the arrest teams and paddy wagons.

Just a note to the posters on this thread: It took one of you until 0832 to figure out that only OT for CAPS meetings was being phased out; not the whole CAPS program.

CAPS gets vilified by the rank & file because, guess why???

Come on ... I know one of you mental midgets on this thread understands it...

Because some of the rank & file don't understand what goes on behind the scenes. The CAPS offices in busy districts is very busy. It is a lot of work. Many of the troops don't like it because CAPS people aren't out "with the rest of the guys" slogging out paper, pushing a beat car and answering jobs.

Everyone has their niche - whether it's getting guns, doing traffic, doing buy/busts...whatever. Some people have an affinity for being the public "face" of the CPD. They like the challenges of working with community groups - many times the CAPS people are ALL the citizens see!

It is a valuable resource and one which, when used properly, can help the coppers who patrol the beat.

I've been to CAPs meetings and have pretty much given up on them. The commenter that posted about making a phone call or emailing instead is spot on. I mean, it's nice to know my local beat cops by name, but more than half the people in attendance act brain dead. Everyone seems to be running on autopilot half the time and I want to yell, "wake up!" It's pretty bizarre really.

Maybe this is just my beat, dunno. I've heard that the police hate CAPs and resent going and I see some of the comments here confirm that.

They didn't even insist that this phony prick have an empty storefront in the city and that he buy city vehicle stickers for his production vehicles. Next time they are illegally parked at your facility during a Peter Karl film shoot, take as look at the vehicle stickers, you will not find one, unless he recently purchased some from a suburb, but they will not have any City of Chicago vehicle stikers on them.

So let's take an accounting of the situation. J-TOOL doesn't register his motorcycle in the city, which means he doesn't have to buy a city vehicle sticker for it, thereby setting a wonderful example for us peons, and Peter Karl doesn't need to buy any city vehicle stickers because his HQ is across the street from the city boundary, but don't get caught not having a city vehicle sticker on your vehicle because you will be shit upon faster than Mayor Mumbles can spit out some useless and silly whining and grunts! "Be the police...blah, blah, blah" You can throw your busllshit around but the fact is that CAPS is never going away. Upper mgmt is attempting to reign in accountability. They are going to give the good citizens web access so that they can put their concerns into a database. When the concern gets asigned to YOU, then you'll have 7 days to address it.

You'll probably just roll by, get an event number and close the issue. That's your right. But CAPS isn't an extension of a Tac team. Many people call the police for their concern and nothing gets done. Half the time the people say they never even saw a squad car come by (and they were looking for one.)

My point is that there are plenty of people who support the police and CAPS gives them a way to participate in the process of law enforcement - if only for 30 minutes a month.

Plus, if a spot is a chronic problem, the CAPS office can get the building owner in and they can advise him of the problem and hold the owner accountable for things that occur on the property. Sometimes that is enough to eliminate the issue.

And for the other stellar intellect on this thread that said there are "18-20 caps people" per district - there are only 8.

I've never seen so many truly ignorant people posting on a single thread - and I've been reading this blog since Day One.

Some of you should be ashamed of yourselves.

We need bodies on the street AND we need coppers to do other things than running & gunning. If you're so pissed off about "the house mouses" then why aren't you whining about "all the people who work the desk" or work lockup, or work in payroll, finance, benefits, court liasian....etc.

Whittle your complaints down to constructive ones.

Where have you been? It was renamed years ago!

It is now known as CAPS PSP, which stands for the Chicago Alternative Policing Strategy Perpetual Sustenance Program, a national model that is dedicated to the proposition that CAPS PSP, for the good of Chicago mankind, should be a perpetual entity, never-ending, and never-producing any results, while continuing to devour all available and unavailable resources within its reach, at the expense of the community it serves.

The CAPS PSP insignia is a sideways figure 8, which is also the insignia for infinity, with a C. at the outside middle left, a P. at the outside middle top, and a D. at the outside middle right.

All of the city departments were told to cut their budgets fifteen percent while Daley was gone. They had to submit and implement the cuts within the week. CLTV reported on this briefly today.

Weis didn't discuss it with the media or put out any notices. He simply directed that the CAPS overtime be cut out. I wonder what other stuff he cut on the sly and just hasn't mentioned to us?

Despite his promises, we continue to find out about our jobs, our bosses and our department's changes via the media. Classy. Very classy.
