"Training Districts" Flaw?
Someone correct us if we're wrong:
- Six Districts to train officers. Even in the unlikely event they graduate a class of more than 75 in the next few years (which doesn't look likely in the face of no hiring and no test on the horizon), that's like a dozen officers going to 004, 006, 008, 010, 024 and 025.
- These PPOs serve their eighteen months, rotate watches for a bit and work with their FTO's for whatever period of time. At some point they are going to get bumped by another class coming up behind them, right? If we happen to have two classes graduating within a short time frame, these six districts are going to be buried in PPOs - 20 or more recruits in a single district.
- According to Aunt Bea's latest directive, PPOs off their cycles cannot work anything but 1st and 3rd watch.
So potentially, we have no one working with their partners anymore in these "training" districts on 1st and 3rd watches due to the overflow of PPOs. That doesn't make for a very happy watch. And if they ship them all over the City following "refresher" training, it's like having them as PPOs all over again since a conscientious Watch Commander is going to have to break up partners to do familiarization training.
And someone trained in 024 afternoons isn't going to like being shipped to 007 midnights much. The "culture shock" alone is going to be a rude awakening and a potential safety issue.

The letter that J-fraud is having all the WC read from the CO books at roll call regarding the Mette situation is a farce! This letter was never penned by J-fraud and barley even looked at by him.
This letter was written in repsonse to him talking to his people about how he could get the working po's to start to come on board with him. A letter written on behalf of Mette is was what came out of it. Not one thought in that letter was his cause it was never written by him.
It was all done to say to the troops "look I am doing something for you, I care, not start working again and pay me back"

And every time I passed one in the hall, he or she would say "good morning sir". That doesn't sound like anything a dic or anyone else would say.

Maybe not officially sanctioned by city of Chicago, but I am sure they would like to see how that works out? I thought private security was for private businesses, not public areas.

welcome to the world of 015. My old partner actually left because we never got to work together. On some nights about six months ago every car had a ppo. If someone needed time on the end then they were out of luck. Not only that but you would be lucky to work with the same PPo twice in one week. Only now that there isn't as many recruits do partners get a chance to work together.
Bring all those ppo's to 025.I'll show them the ropes and how to make the robbery team and my senority will go up before you know it i'll get 6a furloughs.they'll learn how to be the real police from me.

Let's say that NONE of the FTO's decide to give up the position. Does that mean each training district will get something like 20-25 new training officers? Are these districts also going to be able to accomodate just as many PPO's when they hit the streets of the new training districts?

While I'll agree a lot of the current FTO's are pretty much useless, the GOOD ones are really exceptional and dedicated to teaching the new guys what they NEED to know. And now, with this latest move they're going to take the chance of losing the last few experienced guys left who make up the cornerstone of the Bureau of Patrol.
The Weis administration is hell-bent on ruining this department. Hiring freeze, nonsensical training standards, never-were-cop outside people being hired to wear our uniforms with no clue what it means to work a beat car, etc, etc.
Even worse than the beginning of summer, the beginning of each school year results in a HUGE increase in crime. Gangs and dope crowds are looking for new members and testing the non-bangers to intimidate/victimize. We need experienced cops out there but the City is trying to piss EVERYONE off and this whole city is on one big downhill spiral, careening out of control.....waiting for the whole thing to blow up in our faces.
Media, Feds, U.S. Attorney, SOMEBODY......please help us. I'm terrified that the whole thing will be unsavable by the time someone comes to our aid. We need some kind of intervention now!!!

There are 122 Recruits in the Academy (the last class to start was a Metro of 43= not Chicago)
The first of the Chicago to graduate should be 75 in mid to late October = that's 12.5 per training dist.
The next class of 22 should graduate about 2 - 3 weeks later =
that's = 3.6 per training dist.
The last of those (25) should graduate in late 2008/early 2009.
That's = 4.1 per training district.
Now based of the first two classes graduating so close together, I think that the training distrcits could handle 15/16 recruits on their cycles. Especially, in light of all the "new" FTO's these districts are going to get.
What will frost the Alderperson's is that once off their cycels these PPO's are used just as any other regular PO.
So each of the raining districts will be getting 20 new officers this year and all the other districts will be getting NONE!!!!!
Plus once off probation, you generally stay in the dist. that you did your training. So, again, no officers for the other 19 police districts.

As you have pointed out this is just one of J-Puds numerous mis cues. He is trying to fix everything at once and has fixed nothing. The once highly regarded CPD is dying a thousand deaths by a million little cuts. J- Pud stop look and really listen. Determine the most serious isssues and go after them furiously. Manpower in the districts, real police officers responding to calls. what are the real numbers, how can I increase those. Stop the bull shit back to the beat, closed market all the nonsense, expanding the dog fighting unit , please another publicity stunt. Let the disciplinary process take its course , NO ONE I MEAN NO ONE on the CPD likes the bad press we get from our off duty stupidity. When some on goes over the edge let the process handle it. If the police board lets someone off who we recommend be fired point out to the media the police board are citizens appointed by the Mayor. Get us what we need to do our jobs, radios, cars, PDTs and good bosses. Support in the field from supervisors who know the job. Stop promoting house cats they are useless and take too long to get up to speed in patrol, if they stick around that long. Make it a requirement to be promoted on your merit that you have to be assiged and working in district law in FIELD DUTIES for a minimum of two years to be nominated for it and actually be in District Law at the time of the promotion. That will keep your ' good people" who dont test well in the field where they should come from to begin with if they want to be eligible to be considered for that promotion. Merit promotions should only be allowed one time, no triple crown winners. If you make Sgt. on merit sorry your out of luck for any further upgrades.
Lastly, be honest, you and your fed buddies never were the police, I know like most feds you secretly always wanted to be the police but guess what you arn't, take off the uniform, put it away, or take the test and wait your turn to be called, go through the academy, work the watches with shit bosses, shit cars and shit partners, take the bull shit from the public and revs. Let the politicians decdse what you should on and then after 18 months of that shit see if you feel the same. Maybe then if you want to wear the uniform with pride you may get some respect from the men and women you have completely devestated with your antics. NOT TRUE! Private (armed)security years ago patrolled the South Chicago business district in 004, from 87th to 92nd and Commercial, on 1st watch, in response to large amounts of gang violence and burglaries (I recall they were even issued Police radios). One night they even got into a shootout with some latino bangers, wounding one of them (the bangers had attempted to ambush the guards). Expect to see more of this in the future. Hard to find (and hire) enough police to patrol in teh major cities, and security companies are more than willing to sign those contracts to pick up the slack.

Who wants to live in this crime ridden sanctuary city/county? If they ever lift the residency rule, my house is going up for sale and I am moving out of the county. Crime is up, public schools are horrible, taxes are the highest in the nation. Taxpayers cannot use what they pay for.
Mayor Daley feels that if he can live here, we should too. How many body guards do you have Mayor Daley? I can not beleive that no one has figured out these so called "training" districts would be like a central reporting facility for the FTO's. They would be assigned to, say 024, then they would be told that, due to operational needs, report to 019 with your PPO tomorrow. There is no way that the busier places (i.e. 010, 015, 005,....) could survive without an influx of PPO's cause soon as they can they will bid else where. So, my guess is that this is the first step in giving operational flexibility in deployment to "hotspots" and the FTO's/PPO's will be like mini TRU. Mark my words. Think about it this way, 125 FTO's, 25 per training area. Put them on 1st and 3rd watch, 13 on 1st and 12 on 3rd. Where, pray tell, will 025 get 13 more squads for them to use per watch, where, pray tell would they get even 4 more squads from. The FTO/PPO pair will get sent to short districts to fill in on a daily basis. Think about it.....

Recruits are ready after graduation but ruined during probation. They are teamed with incompetent officers or two year wonders that were also trianed by another 2 year wonder. Department has completely ignored new officers after graduation. Third largest police force in the country and we cannot develop a simple but essentail FTO program. We lack an effective recruitment program to find qualified candidates. The hiring process is two years. The cadet program is in the hands of complete incompetents and they are quitting the position. Cadets treated as cattle. We do not have a explorer program. What is the message? Apathy for new officers. And you wonder why they turn out so bad after probation?

Sorry to tell you but academy has a new class of suburban recruits. Large group of 42 recruits. Suburbs are hiring but not Chicago. Almost half of the recruits in academy are suburban. So sad.

Scum Times has a article today about an officer who was fired for residency violation. It states that he is the only person fired for the last five years. That’s BS because I know of at least 4 recruits that were let go in the last two years. Maybe they were given the opportunity quit first but they were caught red handed. Personnel has people who do this full time.
But the most important part of the article is that the PO was fired but the Sgt and Commander were saved.
Hay PPO J-Fed while you are looking that the movie detail and the clout list there how about a study of what the discipline is for the same offense comparing PO’s Sgt’s Lt’s Captain’s and exempts. A PO may take a day for something but the Sgt gets a reprimand. The Lt gets written counseling and the Capt. violation noted.
Exempts NEVER get disciplined even if they commit a crime (domestic battery)..

In my opinion, having new PPO's all bunched up in a few districts is a major safety issue. I have ten years on the job and believe me, I made my fair share of mistakes. Maybe they ought to make all 25 districts into training districts.

They can't send anyone anywhere with out the weapon locks mounted in a dept. vehicle, even in your own district. So, qualify if you want to, you still can't carry it.

Depending upon how long a commute you are willing to endure, there are many areas that even the lower amount you likely will get for your home here will be more than enough to purchase something as nice or nicer than what you've got now.
Do a little research, reevaluate your idea of what's a decent dwelling, weigh the benefits of living far from this city of madness, see how much more land you'll get with that less expensive property, do the math and you will likely find that there is little to worry about, other than getting rid of the residency requirement.
It's all in what you value.

I told my great uncle, Tom Byrne (rtd) about those comments you people made. He said she was never ever a bartander.
When I was in the academy, no one was alowed foul languege. I told ADS Tobis that one instructor said we are all F**ks. He got rid of him for calling us that.
The first day I was with my FTO early last year, I demand no bad talk in the car. He never swore and was happy to have a PPO like me. We used to write 2-3 parkers a day. He also knew my Uncle Tommy and said it was a great lose when he retired. The rest of the day we patrol Grant park. Sometimes we admonished the poor homeless men that did not act right.
My lawyer husband says that the police officer's in Chicago are over paid. I agree with him. Mayor Daley has been very good to us people. He will give us a raise the city can live with. He can nly do so much. The ecomony is very bad. He has to cut down on raises.
If anyone wants to know, I am a street cop on the 2nd. watch in the 1st. distict. I also lead the watch in parkers. So do not say I am not a worker.

I work for CPS and there IS a residency requirement for both union and non-union staff. The only exemption are the "Consultants". Has been since 1997 when Paul Vallas was there. If you worked for CPS before '97 and lived outside of the city-- you could continue to do so. Anyone hired after the '97 date must reside in the city.
We hate the damn residency requirement as much as you do. We have to deal with the same administrative bullshit/people with clout shit who the mayor put over at CPS-- like you do.
We have to deal with the same "honor students" and their parents (at least those that bother to come to school) like you do.
There are clouted people at CPS who don't abide by the residency requirement as well...
Stop hating on CPS all the time... We are dealing with a bunch of political/clout shit too! That's why most of us are supportive of you guys and gals and are rooting for you, 'cause if City Hall can't and won't support it's Police Department-- there's no fucking hope for anyome who works for the City, or for the CITY for that matter...
