Violating Confidentiality?
- The department ordered [suspended officer Gerry] Callahan -- an alcoholic and manic depressive -- into rehab. The day before he was return to normal duty in 2006, supervisors smelled booze on his breath. He refused to take a Breathalyzer and was abusive to his bosses.
Correct us if we're wrong, but publishing a medical history isn't allowed - HIPAA and all that. Manic Depressive is a medical diagnosis. We recall signing all sorts of agreements every time we visit a doctor that limits to whom information can be shared.
Same thing with the professional counseling services - confidentiality is the watchword. Programs like these live and die on their ability to protect the anonymity of their clients.
And this is to say nothing of the Disciplinary process. Doesn't there have to be a finding of guilt before past instances can be used to influence penalties? Or is that only in criminal trials? Because everyone knows police have no rights.
We'd love to see a few reporters dragged in front of a judge and be compelled to reveal who in the Medical Section or Corp Counsel is leaking privileged information to the public.
NOTE TO TINY BRAINS: This isn't an expression of support for this officer or what he's alleged to have done. As far as we know, the investigation is ongoing. This is about his rights (and the potential for yours) being violated to satisfy a political agenda.

While I dont agree with what that officer is alledged to have done. I do stand behind that officers Constitutional rights as his rights to privacy as far as his medical history is concerned.
If John Q. Public's medical history was released to his employer it would be a diffenate violation of the HIPPA act. (Health Insurance Portability and Accountability Act) Title II? I believe.
Leaks like this should be investigated and prosecuted to the utmost.
Not sure about this.... But I recall reading the Callahan admitted to suffering from depression and alchoholism in his previous hearings at the police board
If he did and Im not saying that he did, and those hearings are open to the public, then I would think that they are fair game to the newspapers
Good job Scc! I know its not supporting him its supporting all of us! I mean if they can eat him they can eat us. Cannibal media, trying to eat Palin all day too. They hate families, law , cops, faithful people. I wanna puke.
Its funny to read how all the top brass suddenly want transparency in the way the department does business. So does this mean we'll get transparency in the promotion process? like standardized test and clarification on what "merit" promotions consist of? After all the police board does have to approve all promotions.
As always SCC, thank you for standing up for the rights of all of us. Yes there is simple minded people out there that don't understand that what happens to one cop can happen to all cops.
The release of personal medical and addiction records is a serious breach of personal trust. There actually should be a criminal investigation into this leaking of medical information.
I have seen more than a handful of police officers I have worked with commit suicide due to mental illness, alcohol or substance addiction or other problems. The key to getting help to these officers prior to them hurting themself or another is the trust that the help they seek will remain confidential.
It is sad to say that I have been to more officers' funerals due to suicide or dying young due to being intoxicated (i.e. DUI accident, alcohol poisoning or failed health due to abuse) than I have for officers dying in the line of duty.
Please fellow officers, stick together and push that medical information remain confidential. You may be saving the life of the person you are working with.
As always, be safe and hope we are all blessed with happiness, health and good fortune!
I am not an attorney. However, I understand HIPPA covers only confidential health care matters. I think once Callahan's lawyers put his health care issues in the public venue at the police board HIPPA no longer applied regarding those health care issues as they are a matter of record. Also, I understand Callahan's lawyers put his alcoholism and his mental health issues into the police board record to demonstrate mitigating factors regarding his behaviors. Callahan is not a bad guy. He made some mistakes. By the grace of G-d go I. I hope CPD members have compassion for Callahan.
I know management reads the blog every day. My suggestion to the Supt. is attempt to double the size of the EAP staff. Doublimg the EAP staff could only help at the minimum in outreach to employees of the CPD. The Supt. could present to the City Council via the 2009 budget doubling the size of the EAP staff as a mechanism to deal with employee problems. Supt. - please call Ald. Burke regarding this request should you attempt to impleament it. I am confident Ald. Burke would be more than happy to listen to your ideas regarding this topic. Traditionally, every dollar invested in EAP programs translates into $4 increased employee productivity. Thanks.

WHAT pension??
He should not be carrying a gun or badge if he has this mental condition. All you need to do is get beaten up by Callahan and you sue the police department, j-fed and the city for having Callahan the job with no regard to public safety.
CALLAHAN HAS TWO THINGS IN HIS FAVOR......
1) HE IS WHITE
2) HAS AN IRISH SOUNDING NAME
THANK YOU SCC!!!
The same holds true for Cozzi! The merits of the case are secondary to the FACT that J-Fed didn't like the outcome produced by THEIR disciplinary system so he did an end run and screwed Cozzi!
You could toss the case of Krupa in this pile too.
Kool-Aide drinkers understand, the clout fucks who run this circus make idiot decisions and take moron actions and when it goes to shit on them they save face by making up new rules and screwing blue shirts. AND IT CAN HAPPEN TO YOU!
Did anyone see today's Sun Times yet???
This shit is going to occur all week, this is a weeklong expose on destroying any remaining morale left on the CPD.
Another reason to vote for McCain is to weaken the control of the US Federal Court System by the Chicago Machine.
I find it funny that you would make a stand on this issue after providing a place for anonymous cowards to name other coppers they don't like, and then drag those names through the mud on a daily basis.
Not to mention that the last time Callaghan was arrested there were 100+ posts on the topic, many of them exposing lots of personal information on the man. Now you want to blame the reporters...
"...Callahan is not a bad guy..."
Please report of random drug testing at 3510 S. Michigan.
Uh oh, someone REALLY fucked up if they let that information out. Callahan may go to jail, but he'll be a rich man.
Hmmm, if someone violated health confidentiality laws, what will they do with your DNA?
So the first rounds on Gerry?
some mistakes. By the grace of G-d go I. I hope CPD members have compassion for Callahan.
What....we can't say GOD now????
OR maybe , just maybe the officer and his attorney have passed along this information as part of a defense..
no need to rush to judgement is there SCC ?
WE AS A POLICE FAMILY MAY NOT SUPPORT OR AGREE WITH WHAT HE HAS BEEN ACCUSSED OF DOING, THOUGH WE SHOULD BE SUPPORTIVE OF GERRY. SOMEDAY IT MAYBE SOMEONE WE ARE CLOSE WITH.
You do make a good point about that. But was it revealed because of someone leaking it, or was it optained thru the police board hearing? If his lawyer revealed at a hearing that he was a "manic depressive" then I believe that the newspaper could print it as thou the transcripts are public record. All the paper has to do is optain a transcript of what happened.
I'd like to know how the Sun Times got access to our personnel files? Can this be accessed through a FOIA?
SCC,
You are a flaming retard. HIPPA? Are you fucking kidding? HIPPA does not give individuals the right to do anything (including suing). People can only complain to the U.S. Government. Oh, and guess how many HIPPA enforcement actions have been brought during the Bush administration. Hint: you can count them on one hand.
Additionally, the Police Board is a public forum. Transcripts there can be had by anyone. And, of course, in Callahan's case, truth is an absolute defense to defamation.
Who is the tiny brain?
callahan was full boat every day he was at callback-- why they decided to mess with him on that day is a mystery. a certain hispanic former police superintendent was also known to indulge and his driver was his babysitter. so what !!!-- booze and policeman are like bacon and eggs. the real story here should be that in a city of three million and county of ten million the best the sun times can come up with is the story about a bust out copper who can't hold his water. how about putting walter jacobsen on the front page of the times-- he's way worse than this callahan ever was.
This is no endorsement of this guy Callahan, but I think most of you are missing the point here.
Even if it was mentioned at the police board and I don't know if it was or not. The story does not credit that information being gleaned from the police board's records so it seems that the information was obtained via a different source (the Supe).
Since the entire article was put out as a hit piece on the police it was actually a well designed attempt at a power grab by J-Fed.
By putting out this article J-Fed hopes to get the aldercreatures and the people behind his desire to have absolute control with no checks and balances in place to prevent abuse. (that means protecting clout babies and burning those without).
The authors of that article could've referred to the Officer in question as Officer X and got the same point across. But as you see they have no morals, ethics or common deciency. Doing the right thing does'nt sell papers I guess.
Then to follow up the next day with more of a hit piece that blazes anti-police headlines but is actually a hit piece on the people with clout taking care of their peeps and getting them on the job despite being nowhere near qualified, and as it gets more and more difficult to get someone to even apply for this job due to J-Fed and his cabal you'll find scumbags like them getting hired as they overlook their criminal past and associations with nefarious types because there's no one else to hire.
What a truly, truly sad state of affairs we find the CPD in these days.
Cmon FOP get on the ball and start bringing legal action against this punks, we're letting our Civil Rights and Constitutional Rights and Medical Privacy Rights be trampled under foot.
If you use depression and or alcholisms as a mitigating factors you or your lawyer have opened the door to the public to see and hear all.
Go ahead SCC. Back up another loser moron on this job. They are the big reason why this place is falling apart.
You sound like a west side reverand backing up a dope dealer on his fourteenth arrest. "We needs da investigation to be completed before we's rush to judgement so say the Lord!"
No, we don't needs no investigation. He is guilty. He should be fired. He should go to jail. He should have been fired a long time ago. He should have gone to jail a long time ago. He is a loser. He always was.
The real problem is there are way too many POSs on this job like him. Many of them write on your blog.
Nice to know M-she W-lf reads this blog...(G-d)
Is it just me or is the Scum Times doing verything in it's power to fuck over the Cpd? I don'tknow if one week has gone by in 2008 where there has not been some bashing of our department. I am so sick of these fucks selling papers at our expense. Why do the powers that be in our department give that liberal fucking paper or any other media outlet one scratch of info concerning any police related issues or going ons. Fuck them and let their groveling liberal fuck reporters gather their own info.
"I am not an attorney. However, I understand HIPPA covers only confidential health care matters. I think once Callahan's lawyers put his health care issues in the public venue at the police board HIPPA no longer applied regarding those health care issues as they are a matter of record."
Correct.
"...Callahan is not a bad guy. He made some mistakes. By the grace of G-d go I. I hope CPD members have compassion for Callahan...."
Obviously you do not know him personally. I do. I worked with him and our families used to socialize and our children played together. For the 15 years I've known him, Gerry has always been a bitter and sarcastic know-it-all with a generally piss-poor disposition and zero people skills. He has been offered help from friends as well as the department, but he alone has chosen to disregard the help and continue his self destructive ways. We all saw this coming and knew enough back then to cut our ties with the Callaghans and just get out of the way of this out-of-control freight train and not be part of the collateral damage.
I for one am glad that this article came out. Simple reason being that it may be the kindling to help light a fire under the Police Board to finally get rid of him for good.
If you honestly knew Jerry Callaghan then you would understand because he truly is a bad guy.
The unholy union of Jfed and Daley allows this info to "leak" in order to satisfy their anti-police agenda. These two have shown time and time again that: 1. They think that they are above laws and contracts. 2. They make incredibly short sighted decisions that end up embarrassing them.
Callahan is not a bad guy. He made some mistakes. By the grace of G-d go I.
===================================
Where I come from, GOOD guys don't drink until they're out of their minds and hit woman, which is exactly what he did in that bar in Niles.
It's not God or fate or the Easter Bunny that keeps you from being in the trouble that Callahan's in. It's not drinking enough liquor to float a Boston Whaler and then punching out a woman and an elderly man. Callahan's not just a bad guy, he's a STUPID bad guy, just like any nitwit who walks into a liquor store with a gun... and lest we forget, this dolt was found by the Niles cops, passed out on top of his. If he'd SHOT those two people (and more) would you still think he's a "good guy"? He's where he is now because of his own stupidity and the eager assistance of enablers like you. We're only lucky somebody's not dead because of it.
I've been following the "old crazy head" Callahan case for awhile because I unfortunately know the turd.
His attorneys put his mental health status out there years ago. I agree with the larger point SCC is trying to make, but I don't think it directly applies here.
As for Jerry Callahan he needs to be off the job one way or another. Medically retired, "psyched", flat out fired etc. He's "funny in the head" and should never have been hired. The man needs to be cutting grass at a cemetery where he can't harm anyone, but himself. Less stress, good exercise, perhaps it would help.
If you look at his eyes it is plain to see he is a few dots short of a dice. I've heard stories about who his "clout" is and if true that individual should be ashamed.
If you can afford it DO NOT GO to the EAP. That fat Frank C may have some concern for your well being but he is still there to protect the City from liability. He mainly wants to secure his nice spot in soft clothes and a take home car where he can adjust his own hours. If you need help by all means get it but keep it strictly between people you can trust and a private doctor. I'am speaking from experience.
he admitted that to the reporter in his garage back when he hit the old couple in niles SCC. it was on the news.
If he used his medical condition as a defense during his hearings, that is open to the freedom of information act and would not be a violation of his rights.
So, he can kiss his lawsuit goodbye.
Another city "leak"! Todays times shows how the alderidiots clouted on the job gang bangers and assholes, like it was then and is now clout rules! You want a promotion call your clout, your aldermoron! Simple as that! Attention: College kids! If you thought coming on here with your degree would help get promoted your "badly mistaken" just read the papers no clout blue shirt beat car 4-ever! Join a progressive dept and dump this regressive dept! Got brains? Look elsewhere!
Callahan is not a bad guy. He made some mistakes. By the grace of G-d go I. I hope CPD members have compassion for Callahan.
HUH ???? Have you ever met and dealt with this knucklehead before ? He is out of his mind and is a menace to society. I could tell you stories that would make your head spin until it falls off, and that's just the ones that I can tell. There are hundreds more that could be told by other officers and you try to say that he's not a bad guy ? You should be sitting in the padded cell next to him if you have this attitude towards him. There are evil people in this world and trust me...he is one of them!
very well said and good luck to u gerry , hope that this all works out for u! whoever dont like my support of gerry can kiss my ass, he is still a human , right!
to the one that thinks they should get burke involved! He already is callahans clout is his wife's big money and her clout who is BURKE!!! this guy should be GONE!! GONE!! GONE!!!!! what a disgrace to the department. TELL HIS wife to open her eye's and see what she CREATED by using this clout. this copper if allowed back is going to get a fellow police officer KILLED or someone else... come J-FED why don't you do what you did to COZZI!! I hope to god you dept heads do read this!!!!!!!!!!
yes, our officers rights are in danger if even one of us has our rights violated, it opens up the door to every officer having their rights violated in the same or similar manner.. Remember fellow officers, you DO have rights, use them, and get Clarification if in doubt.
this mope should be on disability. Clearly he's a drunken mope, but he should be accorded all the same rights as Pookie on the street is, and get Disability. At least this guy did the right thing for part or most of his life, and is a fallen officer, who just fell in a somewhat different way. He wasn't out selling dope and gang-banging, and injured as a result of being a criminal, and now living off the public [aka taxpayer paid for]freebies, like so many in Shitcago are right at this moment.
Off Topic But Important:
Again, Obama has let the truth slip. He alluded to "his Muslim faith" during his interview with George (the liberal apologist) Stephanapolis during his Sunday morning TV show. In fact, George felt the need to correct him and said "Christian faith".
Obama had a Muslim father.
Obama had a Muslim stepfather who took him to Mosque while living for six years in the world's most populous Muslim nation, Indonesia.
Months ago, he said he had been to all 57 states. Is it a coincidence that there is 57 Muslim states in the Organization of Islamic Conference?
Now, he freely said the words "my Muslim faith" during that interview.
Wake up sheeple, the meaning of "jihad" is struggle from within. They cannot beat us militarily, so they will attempt to destroy us from within.

+++++++++++++++++++++++++++++++++
I want to thank the Director of the Department's EAP for this ringing endorsement of her own program. Is that you, Bev?
Actually, what should be recommended to the Supt. is that the Department's INTERNAL counseling program should be completely shut down. The counselors at an INTERNAL eap are our fellow Department employees who are seldom trusted by the police. Yes, a PO might go to the Professional Counseling Program with a marital issue but they are not going to go in to address real issues that affect them on the job because they are not going to trust that what they have to say will not be divulged elsewhere (medical section, Supt's office,etc.). The police are not going to trust any Department civilian, professional or otherwise. The question becomes, "When push comes to shove, is a Department counselor going to honor my right to privacy or are they going to violate it by communicating with(fellow) Department supervisors?
In the place of our Internal EAP (the Professional Counseling Service) it would be possible to have, at a much reduced cost, an EXTERNAL counseling service that would be managed by a local hospital or a corporate employee assistance program. Because the corporate eap staff are not our fellow employees and because they are already are functioning in a professional corporate atmosphere I believe that there would be a much greater likelihood that the police would actually use the service. In a hospital run program there is also the chance that someone actually earned their job instead of getting it because their juice is an alderman, but I digress.
When Jerry Bolger and Rory Gilbert were running St. Michael's House we had a program outside of the Department that really offered officers privacy and confidentiality. When Jerry passed away (RIP) that spelled the end of St. Michael's House and the opportunity to go outside of the Department for free counseling. An EXTERNAL counseling program would offer a PO a chance to take their issues outside of the Department where they would feel safer that a brick was not going to be placed on their career.
I seem to recall that some of this stuff was published a long time ago, so its not as if it is private anymore.
Besides, HIPPA rules only apply to health care plans and providers. Not police boards.
The real answer to some of this stuff is a lot more transparency in the police discplinary process. The average citizen just does not trust the current system in Chicago.
To be fair, I don't have an answer for making the system better. On the one hand, you need a system that deals harshly with those who deserve it, while being reasonable when that is called for. The difference between the two situations is not as stark as one might at first think, and minor differences in circumstances can cause a wide disparity in outcomes.
The minute Callahan attacked that couple in Niles he forfeited any chance at keeping his 'condition'
confidential!!
well the tribune posted a story on their sister paper in florida causing United Airlines stock to plummet all on a story rumored to be new that dated back to early 2000s. Some one needs to just take that rag and the scum times out to pasture. I need some TP for 50cents it as bargain.
SCC
I can see why you're not using that law degree.
Tiny Brain
This reckless disregard for a person's privacy is almost as bad as the p.o. from the medical section telling her husband, a sgt. formerly of 023 which officers were HIV positive.
SHAME!!!!
MARCH, CITY HALL -for Contract and Police Rights... FOP,- Set it Up, now, for October, before Election time. Show some Balls for a Change!!!!!!!!!!!!
Holy I love a fucking stupid journalist/newspaper Batman!!!
Can't wait till they slander me in the paper too. I would spend the money on a Summer home in the South Pacific. Maybe a whole island....
THIS JUST IN" ALL ALDERMEN HAVE VOTED TO HAVE THEIR DNA SAMPLES SUBMITTED TO A NATIONAL DATA BANK. THIS IS A GOOD WILL GESTURE TO HELP PROMOTE DNA COLLECTION FROM ALL CITY EMPLOYEES. 75% OF THE ALDERMEN HAVE REQUESTED THAT THE SAMPLE BE TAKEN FROM THEIR A$$ WITH EXTRA LONG SWABS. COLLECTION WILL BE DONE LIVE ON CLTV. "THAT IS ALL"
Cook County Board was so impressed by the aldermen gestures that they overwhelmingly agreed to submit to anul swabbing on National TV not to out do the City. Todd S. and Beavers have agreed to be the first in line and a additional follow up swabbing at the end. "THAT IS ALL"
Although I am not an attorney I do play one on TV. That being said, you sir are out of order.
This whole thing smells of O'Keefe and his new Lawyer Buddy Ladner the Director of Personnel. Two city hall stooges looking to make this into a situation where the public cries for "disclosure" about the working police officer. Pretty soon every asshole Reverend is going to know if you have hemorrhoids or not. There is a thing called HIPPA after all. Where are our good buddies at the ACLU when this officer’s rights are being violated by his employer?
Watch out for both of them. Their staffs will tell you how treacherous each one of them is.
The Federal Government just bailed out Fannie Mae. It is about to bail out the Automotive Industry. I am no economist, but do they just keep printing more money?Seems to me it would just devalue the dollar even more.
6:07 AM,Do you think this is the 60's or 70's? We!! all know who gets preferential treatment since I came on over 20 Yrs ago. And it sure the Hell Ain't the Irish. Look at your Judge Prentiss Marshall rulings.
Earlier today, I spoke with several NYPD homicide detectives assigned to Brooklyn North, the Bronx, Manhattan South and various precinct squads. The WTC 9/11 attack occurred in the 1st Pct. (part of Manhattan South). I also spoke to members of the Detectives' Endowment Assn. (DEA).
DNA:
As SCC writes about "violating confidentiality", all the bullshit about collecting each officer's DNA is a transparent subterfuge by Shortshanks, J-Fed and their treacherous suckholes.
NYPD mgmt. didn't even try to use such a preposterous 9/11 DNA bullshit ruse. The NYPD guys were amazed that any P.D. would even attempt to subject officers to such an outrageously absurd and invasive practice.
GPS:
They also unanimously agreed about GPS. If you've got a "rabbi" or a "hook" going for you in the NYPD, you could drive up to the Catskills on-duty in an unmarked car to play golf. You'd never hear a word about it. But God help the lowly precinct guys resting their eyes in a desolate industrial area at 0400 hrs. on a slow tour.
RESIDENCY:
Like Chicago, the cost of housing in a decent neighborhood within Manhattan and even the outer boroughs is off the charts. Most of the NYPD commute from their homes in Westchester, Putnam, Rockland, Orange, Nassau and Suffolk Counties. However, they can't live across the Hudson River in Jersey or in Connecticut.
No other big-city P.D. requires its members to reside within the city limits.
I will phone FOP with this information tomorrow. Don't be fooled by the City's bullshit. They're only scheming for more ways to crucify the unclouted.
I will also urge that the FOP Newsletter start enlightening our guys to police policies and practices in other major cities. It should easily document that the CPD is the most corruptly managed, dysfunctional major dept. in the entire nation. I assure you that publication of such data would be a real eye-opener as to how miserable the job has become.
Almighty CLOUT is the cancer that has destroyed the morale of the CPD.
As a cop, and an attorney, once Callahan and his lawyers disclosed some or all of his past medical/substance abuse/mental illness issues at the police board hearings they remove the protections of confidentiality. They knew, or should have reasonably surmised that since the police board hearings are PUBLIC forums, that produce public records, that any information divulged at those hearings is subject to dissemination beyond the hearing participants. He cannot voluntarily release the information in such a hearing to curry some sympathy from the board and then expect some protection from its release to public parties, IE the media. Besides, in laymans terms, hes a fucking jag that should have been bounced YEARS ago. Note to self, DO NOT divuldge anything at a PUBLIC HEARING that you do not want made, well PUBLIC.
Somebody is complaining about nameless posts being used as info for the media?? Thats BS. The media has to double and triple check their sources. I know the media still does a terrible job after all the fact checking but, the best the media can use this site for is rumors that they can try to confirm.
I have emailed the media multiple times. The media never replies. I have called them and they are not interested in talking with a real police officer. The media has their own personal sources at 35th st. They don't want to hear the truth from the working police.
I understand a nurse (D.N.) at the medical section has been releasing confidential HIPPA information regarding CPD members. A CR No. has been obtained. Litigation may be forth coming.
Update....
LUCIO I still dont like you, and I cant wait until you and Shakes the Beluga Boy get launched.
Seacrest...OUT!!

Ever read the chaplain's column in the FOP bulletin?
I agree with the second comment on this topic. I think if Callahan was trying to use some type of infirmity to mitigate his problem, and that showed up in the news accounts, everything published, I think is pretty much fair game.
Callahan is not a bad guy. He made some mistakes. By the grace of G-d go I. I hope CPD members have compassion for Callahan.
First, I have known Callahan for years and YES HE IS A BAD GUY!!!
Second, If you think that it's only by the grace of God that you are not in the same situation, then you need a lot of help.
Third, Callahan is way beyond the point where he deserves any compassion from anybody.
Fourth, please fire this idiot because I will guarantee that if he is not fired....he will be back in the papaers again within another year or two in an even worse situation....Cut him off he has had too much already!!!

Holy shit, are you dumb! If that was the case, I would have been the Supt long time ago instead of Judas Fed!
Remember this fuck-stick:
All the Irish on this job aren’t "connected".
All the Blacks aren’t gang bangers.
All the females aren’t sluts.
All the Mexicans aren’t in low riders.
When you pull your head out of your bigoted ass, you might just learn a thing or too.
OTR, has anyone really been helped by the back to the street program, none of them are checking in with watch commanders or being logged by supervisors. Did you hear 5th District the other day.
zone 9: 500A fight in progress at the school 118th parnell.
500A: is that the doc squad, were only suppose to be in the doc or respond to in progress calls.
Zone9: yes in progress
500A: ok, but we dont do paper work squad.
500A: squad can we have a sgt over here,
Zone 9: 520, 510
520: what they got squad
500A: were on this job, but we dont do paper work, were from the commanders office. There are no cars available, who do u want to handle it.
520: take the job, we'll discuss this later, thank you.
unknown: thats what you get house cats, cant write paper what an embarrasment to the Commander.
500A: were not suppose to do paper, thats not our job, the deputy says so, Sgt didnt read the order I guess.
520: Handle the job, thank you, were in a rap.
twenty minutes later you here this:
500A: make this a 19P, kid just got hit in the face, he be fine.
What a bunch of useless waste of manpower, I hope the news listen to this, smoking mirrors by aunt bea and her daddy Weis.
I'D LOVE TO SEE THE JOURNALIST,REPORTER,MEDIA FUCK OR WHATEVER GO TO JAIL ALONG WITH THE CPD EMPLOYEE WHO PROVIDED THE INFO.
Speaking of confidentiality - that fat little dog Randi Bellisomo of CLTV was at it again. This time she was blabbing about the accident that occurred Monday AM at 55th & Kedzie and she said the plate on the vehicle involved had an FOP license plate frame, then proceeded to show a full screen picture of the license plate, numbers and all. She was hinting that cops were involved in this fatal and covering up. This blowfish hates cops, so remember that whenever you see her on a scene!

Det Moosh Mosh, please stop exaggerating. YOU HAVE NOT SEEN more than a handful of anything in your life. Now go back to White Hen and scratch more lottery tickets.
I swear on Ireland when I find out whoever is writing me crazy, I'm going to shove a pot of gold up your arse. Sincerely, Gerrald C.

You must be a modern day Martyr with all the funerals you say you attended. I call bullshit.
If was in a Police Board Hearing, it is open to the public. If his attny used that as his defense at a police board hearing, then anyone has access to it, even the scum media.
OT:
Now the kids can text us. Crime to drop to record low levels.
The example message shown on Ch9 news was, "CPD omw 2 school i saw a wht guy w/blue jeans wht shoes red jaket @ 1st/main st w/ a gun."
This offends me. Why does it have to be a "wht guy."
Also, why would someone report seeing an off duty P.O. with his gun?
If a pinch is made they get $1000.
"What....we can't say GOD now????"
The writer is probably Jewish and respecting his/her traditions by not writing out the name of God as God, but G-d. Rabbi Moshe Wolfe would probably be better at explaining why the tradition exists than I can, being Christian.
I'm absolutely sure there is no intend to ban the word God from another person's post- it's just part of the tradition for someone who is Jewish to refer to God as
G-d.

um maybe a few years back, white and an irish surname would have been favorable. but now, forget it---you want to be anything BUT irish and white. and yes i have an irish sounding name and im white. it's gotten me nowhere. you need to be female and black and/or latino
CALLAHAN HAS TWO THINGS IN HIS FAVOR......
1) HE IS WHITE
2) HAS AN IRISH SOUNDING NAME
What about the african american female who RAN AWAY from a robbery in progress (while shopping on duty)? She got her job back and is now suing because she felt dicriminated because of her blackness. She has an Irish sounding name as well.
I have seen more than a handful of police officers I have worked with commit suicide due to mental illness, alcohol or substance addiction or other problems. The key to getting help to these officers prior to them hurting themself or another is the trust that the help they seek will remain confidential.
YOUR RIGHT SHAVED.
Da mayor, J-Fraud and the bosses have no credibility at all. They are evil and can not be trusted.

Vote NO on Constitutional Convention referendum in November! Constitutional protections for your pension will be on the table if the the referendum passes.
They're are planning to cancel ALL elective time off on 05 November in anticipation of Obama victory/defeat riots. Anticipate gang celebration ala Bulls riots for a win, snipers/fires if he loses. Make plans for your family's safety.
Geez, is it amateur night?
SCC,
You are a flaming retard. [...] Who is the tiny brain?
Um, you? We're asking for info on HIPAA, remember? If you have something to contribute, post it.
Go ahead SCC. Back up another loser moron on this job. They are the big reason why this place is falling apart.
And another reason it's falling apart is morons like you who can't read a freaking blog post. Go read the last paragraph asshat. Could we have been any clearer in saying the post wasn't in support of anything except due process for all officers? We're going to have to revoke your short bus credentials.
SCC
I can see why you're not using that law degree.
Evidently, you're new here. We kind of have a thing about lawyers. You know - Rope.Tree.Lawyer. Some Assembly Required. There's even a t-shirt involved. How many times do we have to say "We hate lawyers"before you understand?

If Shaved has been on 20+ years, then he has too see more than his share. I've been on 20+ years too and hate to say I've personally known six people on this job who've killed themselves. And I also hate to say I've attended too many cop funerals...cops I knew personally. And that I hate to say is real.
You fucking troll or rookie, whatever applies, go fuck yourself you sanctimonious asshat!!
9/08/2008 09:07:00 AM
You snivelling cowardly puke, you are NOT and never were the police. Go back to your cubicle on the 4th floor of 3510 S. Michigan Ave and render knee and lip service.

100% agreed, I could unfortunately name at least ten probably more if I thought about it hard enough.
I found Northside's comments on the NYPD most interesting. I'm furious that J-Fed even tries to defend all his B-S. He must really think we are stupid.
When will FOP act?
If you can afford it DO NOT GO to the EAP. That fat Frank C may have some concern for your well being but he is still there to protect the City from liability. He mainly wants to secure his nice spot in soft clothes and a take home car where he can adjust his own hours. If you need help by all means get it but keep it strictly between people you can trust and a private doctor. I'am speaking from experience.

the confidentiallity is important! I had a friend I grew up with, we all played ball together as he got older someone answered a call he was in a gay bar and next thing you know the rumors spread, now he is not with us anymore did himself in! That is why things need to be kept private! RIP!

Same disgusting thing is happening across the city in other districts - office staff squeezing into their old uniforms driving around with their heads up their asses doing their best to avoid street work. A few have some idea of what they're doing, others are only concerned with getting their shopping done. I've never seen anyone from my district's front office even remotely close to any of my jobs since this 'back to the street' farce began. On the other hand, considering who's involved that's probably a good thing.
MARK DONAHUE HAS TO GO!
When you go to be evaluated for substance abuse on this job they make you sign an agreement that states the findings are not going to be kept confidential.
Remember boys and girls on this job once you admit you have a problem they will not help you, they will make you carry around that stigma for the rest of your career.
If you do have a problem get help by any means just do not use the department, because they will use it against you.
Wake up sheeple, the meaning of "jihad" is struggle from within. They cannot beat us militarily, so they will attempt to destroy us from within.

Thank you for the information. I normally watch the Sunday morning programs, but I missed Stephanopoulos last Sunday. If we are lucky, the only votes the Messiah BHO will get will be from the 14% of our population that is showing monolithic support, and all the goofs in Hollywood, California and Crooked County, Illinois. Cross your fingers and do not forget to vote for McCain/Palin.
To those of you commenting about the EAP office you don't have a clue what you are talking about. I have personally had contact with this office dating back to about 1989 when Jerry Bolger was in charge up until now. I do not work there. I came in contact with them because I needed help. Both jerry's "crew' and the guys there now have but one motive and that is helping out department members who ask for or need help.
I have 1st hand knowledge of dozens and dozens of department members and their family who have been helped over the years. I was not told about this by people in the EAP office but saw it first hand.
The few cases that I am aware of that members didn't get help and were not able to "straighten" out their situation with the job has been with those who refused to take the help or advice offered.
Over the almost 20 years of experience I have with people from the EAP I have NEVER seen anyone hurt who was at least marginally able to accept suggestions. If their situations didn't work out it was no fault of the EAP.
This is not meant to pass judgement on those whose situations didn't work outand were unable to accept help, or to those who have commented on this blog negatively about the EAP office.
These are either people who just like me wouldn't listen to those around me who told me I was sick for years and years or friends or family of those individuals who are upset that their sick friends didn't accept the help that is there through the EAP and elsewhere.
I read this blog on an almost daily basis and this is the first time I have responded.
I am doing this not to force my opinions about the EAP on anybody but to let other police officers know that if they think they need help they can get it at the EAP. But most importantly if you or anyone you care about needs help get it SOMEWHERE. We have all seen to many of those around us get hurt or worse because we couldn't or wouldn't get help.
Here's the deal folks - it is NOT a violation of federal HIPAA regulations if the alcoholism/bi-polar condition is a matter of public record i.e. mentioned in a court record. Those records are public information once the statement makes it into court transcripts unless the record is sealed by a judge. If he or his attorney or a member of our own department speaking on his behalf (like one of those EAP fools) stated in either court or a police board hearing the nature of his condition, then HIPAA rights go out the window as it is then public record.
(I know from where I speak as my girlfriend does this HIPAA compliance/labor relations stuff for a living and she's explained it to me in detail so I don't misspeak here.)
Don't get me wrong, I do not approve of what this guy's done or approve his behavior, but I still think it was really crappy to have his personal medical/mental health issues printed in the paper. Yet, it wasn't illegal.
Bottom line, once it's mentioned in court, it becomes fair game.
I am not a cop but I have been asked by several cops who read this blog to provide commentary on this question of HIPAA compliance and whether this officer's HIPAA rights were violated.
They were not violated.
If he or any of his representation publically states, in a court or hearing venue, his condition(s) or any aspect thereof, then it becomes a matter of public record and HIPAA protection would not apply.
If he openly discusses his condition, even outside of a legal forum, on a regular basis, then he risks setting precedent that he does not want HIPAA protection and is, essentially, allowing others to use his personal information.
Ironically, the defense that this gentleman wants to use "I suffer from a disease that adversely affects my behavior and therefore I should not be held accountable for these actions" is now the very thing he wants to claim he's been violated on in an effort to make himself a victim. Can't have it both ways.

Take it easy, Pops. 'Squeezing into old uniforms' may have sounded like I was talking about old timers. Who I actually had in mind when I typed that are the fat-ass broads from my Commander's office with only a few years on who never did anything on the street and are still doing nothing.
Anyway, thanks for backing me up if I need it. Likewise from me.

Somebody is complaining about nameless posts being used as info for the media?? Thats BS. The media has to double and triple check their sources.
Really? Tell that to United Airlines. A 6 year old story resurfaces (yet to be disclosed how) of them filing for bankruptcy and the selling frenzy ensued.
The media, by & large are a bunch of mindless sheep led by the nose of political hacks.

NICE LANGUAGE USAGE BUDDY!!! Besides unnecessarily insulting my girlfriend, you used bad grammar in your name calling of me: It’s YOU’RE a tool NOT YOUR. If you’re going to sling mud, at least sling it correctly.
If you can afford it DO NOT GO to the EAP.
I don't know much about the CPD EAP, but thats usually pretty good advice.
OTOH, problems police have might be unique enough that having them handled by people familiar with those problems could be beneficial.
In any case, if you need it get help. You are doing no one any good by denying the need exists.
LAW SUIT CITY take to the bank Callahan! Federal right violation. You could be a boss out of all of this!
So what if he's white and IRISH. And if he was an m/1 he would be a merit promotion.
since when does the cpd follow the hippa rules the mutts at the medical section and ur fellow workers are all told what is wrong with you hippa rules:what a joke whats the fop doing aboutthose violations nuthin as usual how about a law suit by the way callahan is a fuckin mental idiot
