- 015th DISTRICT J-FED ROLL CALL
Well, Friday 5 September was supposed to be a big day in “Fort Forgotten – 015”. J-Fed was supposed to show up with his big ego and his big bodyguards for a street roll call at 100 N. Pine at 1800hrs.
To say the least, the Commander; “Old Puddin’ Pop” pulled out all the stops and had the Watch Commander down as many cars as possible for the big production. They even had cars from other districts and units come in for the show. Old Puddin’ Pop put on his best aftershave; “Purple Pimp Pride” I believe it’s called.
After 45 minutes of waiting around, and 100+ pending jobs backlogged in 015, a call was made by someone to the 911/OEMC to “get rid” of as many jobs as possible (ie; those with no complainants, anything lower than a “higher priority’ category, etc.
IN THE END, old J-Fraud never showed up or called and WASTED everyone’s time with another USELESS bullshit rollcall.
Do us a favor J-Fraud – Put out a new order stating these “outdoor roll calls’ are no longer to be utilized as they are a fucking waste of time and taxpayers money. While bosses are attempting to suck up to you, 3 more “future doctor / honor roll students” could get killed because there is no police manpower out there.
Coding jobs without a police response? How can such things be? All for an outdoor roll call that J-Fed was the guest of honor for? We'd love to see how that whole thing looked on a GPS monitor, though.

Outdoor roll call was in 006. Murder a block or two away while it was occurring.
A more productive use of my time than attending an outdoor roll call?
1. Counting boogers on the bathroom wall by the urinals.
2. Picking pubes out of same urinals.
3. Gang and narcotics loitering dispersals. (This one was nearly a tie.)
4. Commenting on SCC's blog.
Whoever keeps bitching about 1995 on third watch is barking up the wrong tree. There are too many strokes (mostly traffic guys)hired by this city to worry about changing them.
The true focus should be on "Who is the jagoff's Watch Commander?". Whoever it is is a big pussy for giving this guy a traffic car.....or any car for that matter. I (yes I'm a WC)would give this clown the shittiest fixed post or foot detail that I could think up. I don't give a fuck how good this guy's numbers are, you don't write coppers for bullshit.Period.
J-Fed was having a hot oil full body massage at the Steamworks gym just prior to this scheduled outdoor roll call. One of the final steps in this massage is a bamboo branch swatting of the body. During this procedure one of the branches broke off and its sharp edge struck J-Fed's buttocks and embedded into his right butt check causing one of his buttock silicone implants to be punctured. J-Fed's caravan of vehicles rushed him to the hospital for emergency repairs to his buttock implant.

He was at 69 and ashland after the shooting. Were one doctor was dead and the other one was taken to the hospital. He double booked Area 1 that night. Telling both 007 and 008 that he would be at their 1900hr roll call. But the call for all avaliable in 008 007 and on citywide after the shooting. So the animals would stop fighting in the street brought him to 69 and ashland. It's a shame the scene calmed down by the time he got there. He almost saw what police in a fast district deal with.

I was there, it was a waste. I'm not a big fan of puddin pops because of the fact he only looks out for cops that are 'similar' to himself, but I did hear him say that he thinks the outdoor calls are pointless.
Hammerhead was allegedly going to visit the Area 5 Districts.Never showed up..I do not need to hear some half-assed pep talk from about parkers,movers,arrests from someone whose first reaction is to jam and fuck over a Working Copper to please the news media,play reverends,community organizers,and Clout-Connected Jagoffs.I will do my job and back up my partner.

I personally like the outdoor roll calls. It gives each and everyone of us a moment to reflect and gaze at the stars. I'm sorry but I get a little choked up when I see the Big Dipper overhead.

Off Topic Sorry. I only read the Scum Times on Line for free but the front page today once again proves that Frank Main reads the SCC blog sites. He finally did some real tough investigations and got the paper to front page the fact that the Police Board decides the Final punishment on dismissals not the Superintendent. Right off the Blog. And who appoints those dopes? The ShortShanks Mayor who else. They take their orders directly from him. Guys like Callahan and others should have been fired years ago numerous other embarassments that were overlooked and suspended that should have been seperated but the Police Board kept on. While I dont agree with J-Jag that he should have the final say so, a board composed of a mix of FOP , Citizens and Police Command Rank either from this Department or Retired from another Large City Department or Retired Judges could be an answer. The Superintendent who is also the Mayors Lackey would also be answering to the 5th Floor so he should not be the final decision maker. As is sits now the Police Board is an arcahic decision making political hack body. directly connected to the 5th Floor if Daley wanted someone fired he only needed to call them. Change that group of people . Ive said it before on this blog. Iam glad you took the time to read it Frank Main. If OEC can code low level jobs for this "special" event, then why can't they do it on a daily basis? I've always said if you don't leave your name and number then we shouldn't be going. Its not like we're going to reveal who calls us. But what do I know because I've always said "no English, no crime."

Do not waste your time visiting 017. Instead change the commander. Give Mealer a office with no one to command, a secretary and his driver. Then select a real commander for 017.

Assignment: To prepare Outdoor roll call venues.
This will be accomplished by having a one hour lead time on the command staff's arrival. They will arrive on site and erect 100 life size cardboard figures. These figures will be photographs of uniformed police officers; representing all ranks from commander to p.o. They will be arranged in roll call formation.
Once the sham...ah... roll call is complete, the figures will be collected and cleaned for the next show...ah... roll call.
All officers assigned to this unit will be selected by merit. All commanders are urged to submit recommendations of suitable candidates.
I work at OEMC.. it's true that someone dropped a dime to the media about it and they have in fact been calling down here about it.
Media dude (I believe from the Sun Times) who called the 911 building on this story said he was going to call City Hall Monday regarding it..

Capt. on 3rd watch in 016 was getting a woody at the idea that the J-Fed woul be at the outdoor rollcall. Wish he was so he could take that W/C with him.
I cannot even count how many times I called the police when I lived in Chicago and there was no response. That's one of the reasons I don't live in Chicago any more.

Translation...the commander only embarrassed himself and showed his true nature. It's all about him. Fuck everyone else. Just another user. Seems like this commander isn't interested in team building, leadership and crime fighting. He wants to show a false image of being in command. If we were at war this guy would be the first to be shot in the back.
A BAD commander focuses only on politics through the district's community- sucking up only and to the right people?
Seems like a real leader should balance their role and responsibilities in a more holistic approach. An organic infusion of humanity, strength of character and a sense of duty and responsibility to all.
Unfortunately, this commander will get promoted again because that's the way the game is played here, like monopoly, we have our own game called “Chicago Police Politics.”
Or should the rules change? You can change the rules, yes YOU! How? First by not buying into this raw deal, fight it! Don't play the game of Chicago Police Politics. Discourage it at every step. Do your job and be a person with character and self-discipline. Never work for or with anyone that doesn't share your values.

He was supposed to show up in 011 at 1900 on Friday night. Same thing as 15... hold all jobs and hold every possible car down for rollcall. When he hadn't shown up by 1930, roll call was ended. What a joke. Sounds like a GPS test to me.
I think outdoor roll call is a great way of showing the citizens of this fine city we care. The bosses are right, all we as officers have to do is listen. Look good, stand straight showing we are strong with numbers and willing to take that extra step for the people of this great city.
This has been an ongoing problem with commanders DEMANDING that sergeants and lieutenants "Get Rid of" pending jobs that don't have complainants or are lower priority.
THIS SHOULD STOP!!
Make the city hire the police officers to handle these jobs. Instead the dept. lies about the number of officers it has (13,500) . . someone is skimming the money that coming from the payroll.

I agree all the bosses kissing ass, but then again they try to keep the gold braid pensions and cushy positions as long as they can! The exempt structure will throw us under the bus so fast they even have no loyalty among themselves! all are "double-knot" spies for each other!
Coding jobs out per bosses is quite a common thing.
CAPS meetings are telling people to be annonymous while the field bosses are telling you to file or dupe out all the annonymous calls.
Just another way to keep covering up the manpower shortage across the city.
Regarding outdoor rollcalls not done at the beginning or end of a shift change. Shameful and another smoke screen. When you hear people on the phones pleading for help
and know you're sending the ticket to a zone with 150 pending jobs and then go to the zone to find out there is 4 plus cars down on outdoor rollcall, it makes you sick.
Most of us city workers are good, decent, hardworking people but our leaders have failed us on so many levels it's a wonder we are all not manipulating, lying, cheating and thieving dogs. Don't be surprised that one boss welcomes another boss to the district in this manner, it's the only lanquage they understand.

I used to work in 015.. they would hold outdoor rollcalls for up to 45 minutes and jobs would pile up to the sky.. THEN the entire night we would be in a backlog with NO cars available.
Outdoor Rollcalls are a prime tool of the horseshit "CAPS" system which is a TOTAL failure.
One day someone WILL get killed on the other side of a district because no cars are available.

Good news people, I spoke with my great uncle Tom Byrne (rtd) Dep. Supt.
He said it would be a great idea for a city wide outdoor roll call for Parking ticket writers like myself and Amber-024. Maybe a real rally for our good Mayor.
Uncle Tom said he would talk to our Supt. about this. I think it will fly People.
I know, I only have less then two years as a P.O., but I suggested all 5 areas start a unit of parking ticket writers.
Uncle Tom said he was proud that my efforts are helping our mayor with shortage of revenue.
I am betting the mayor will give us what he can in a raise. He loves us dearly people !

Our "Outdoor Rollcals" are just drive-bys to give the sergeants the paperwork so he/she isn't tied up at checkoff. We meet at some hot spot, no one is held down and no one is barking orders to line-up.

The big risk in coding jobs without assigning them is assuming they are actually what they sound like they are. OEC call takers often botch calls and give out incomplete information. I can’t recount the number of jobs I’ve answered anticipating one thing only to find a completely different and often dangerous situation on my hands once I arrive on the scene.
Sooner or later someone’s going to flush a routine sounding job without sending the police and it’s going to evolve into front page news and a colossal civil suit payout. A fireworks call could be shots fired with a victim bleeding out in an alley. A noise disturbance could be a man beating and raping a woman. Routine sounding jobs on a busy backlogged night coded miles away by OEC and police are never sent to check them out. How much could no service victims potentially cash in for and how would those payouts compare to the costs of adequately staffing the department?
Scapegoats pegged to take the fall will get the shaft. Taxpayers will get the double shaft. Citizens who legitimately need help get the triple shaft. And, as usual, if you’re the police you may qualify for any or all of the aforementioned shaftings.

I Love when there is a shooting on a certain beat and the W/C calls for an outside roll call. The sgt. then goes over the radio to the zone and ask to send every available car and any outside units working in the district to stop buy. So if the shooting happened in the 10 sector you have cars from the 20 and 30 sector at the outdoor roll call. Then you will have tact/gang teams, maybe TRU,and area sat teams. The citizens where the shooting occurred see around 50-70 officers standing in roll call and are led to believe they will have this show of force for the remainder of the day on their beat. Little do they know that as soon as the rollcall is over the 20 and 30 sector cars all have to return to their beats to handle calls for service. TRU guys will go every where and any where to get their quick DOPW arrest. Tact/gang teams will resume with their own agenda and the sat teams will continue to ride on in progress calls. So then the lonely beat car remains to answer job on his beat. See citizens no extra police on your beat just smoke and mirrors.

I,ve been saying for years to get rid of the outdoor roll calls. They are a waste of time and extremely unsafe. Any goof with a car could plow through and wipe out an entire watch and make a clean escape.
