Accountability for You

But not for the guy in charge:
  • True story, when the first unit in the city to get GPS installed was SOS, right before they were dismantled, Fleet Management notified the Office of the Mayor that they had the GPS units ready to be installed in the two cars the Mayor uses for transportation.

    The Mayor himself shitcanned that idea because he didn't want to be tracked. The police and OEMC wanted it so they could know the location of the Mayor at all times for safety and security reasons.

    The Mayor was having none of it because it could track his every move and leave a paper trail of his movements. It is good enough for Fire and Police and countless other city workers but not hizzoner, Mayor Richard M. Daley. He flat refused to allow his limos to be wired for GPS.

    This is true, a good reporter might find the people over at Fleet Management who do the GPS work on the executive fleet and maybe one might confirm this story. I learned this from a very well placed source. This is the truth.
We've heard the same thing from a couple people. And it's not just the mayor's cars that won't be tracked. Burke's cars end up out of state constantly on non city business if the stories are to be believed.

We all knew that GPS was coming to our cars sooner or later. Don't panic. (yet) OEMC are the culprit's for it. CPD funds did not pay for it. However, CPD is having software developed into the CLEAR system so a supervisor can check in on you for "your safety".

True their cars are everywhere but doing "city business", if they want a city car why not GPS! They could get rid of the citry car and pay their own way, burke has 7+ million that is "million" in his "fluff" campaign account, the mayor 4+Million not counting what he hides why not pay their own payment,fuel,insurance etc... Or put the gps in like it should be that way if anything happens we could respond and help with the location! It would only be used for their and the valets safety right mayor! How about it any investigagtive reporters want to look at this "double standard"? How about a dna swab from daley and all the 50 followers to make sure they are "good to go!"

I don't blame you for being concerned, but maybe this will help: I work for a company that uses AVL's, and can tell you that in almost every case I'm aware of, it has been used to verify that vehicles were where they were supposed to be, when they were supposed to be there. In other words, it has been used for company and driver defense, not to spy on drivers. That said, who knows what CPD plans to do with it?
I don't work directly with the system, but what I do know is that it operates 24 hours a day on all cars- no one has the manpower to check all the AVL's all the time- so it's unlikely anyone's going to spy on you; they'll probably only use it when they need to investigate where a certain car was at a certain time.

Hopefully this puts your mind at ease. Keep doing the great work you guys do.

It will be used "as needed" for P.O.'s but particularly it will be used to ensure supervisor's are monitoring his/her respective personnel.

Example, P.O. blows job off/falsifys location or report and supervisor's don't take action,
yup you got it the Supervisor gets it first with the P.O.'s getting
disciplined as well.

Also, the days of riding on each other's jobs and not going on the air won't matter. Some PO screws up or looses his/her temper and your car is on scene, yup you got it you automatically get CR #/law suit/indicted/fired or whatever too.
We all know some kooky P.O's that
like to instigate shit and then all hell breaks loose. However, whether we like them or not if they call for help I and the majority of us do respond without prejudice to his/her mentality or second guessing they're decisions or any other things for that matter but frequently don't go on the air. We respond, stabalize the situation, ensure everyone's safe and then drive off.

Please Do not confuse this example with true police work where 10-1's are rightfully called. That's not the point I'm trying to make.

I can see if we were in rural areas patrolling or even on the highways but the average response/back up time for a back up is literally seconds - just under a minute. For that purpose, the Beats/Districts and radio zones are designed to somewhat overlap.

My opinion you want to help with "safety issues" then more man power would be better not only for our benefit but for the tax paying citizens of Chicago.

I was on the way to work last night and told my partner that the blog was talking about more gps for our cars. I said it won't happen we have no money. I barley was out of the locker room when my partner said we are getting GPS on our car in a couple weeks. I laughed until I saw the to-from with the exact date that it will be installed and the report ended with "the first wave"(40 other cars were on this list also). But since the pax 501 stated its saftey then the inspectors should not be checking or Lts or sgts. Oh wait they already do just ask anyone that has a gps car in TRU. I probably will get to work today and have to go to headquarters to get swabbed, give a piss test and have a chip installed in my ass all in the name of saftey. Thats not a smile you see on our faces its a wince for getting it up our ass.

I want to take the time for J Fedds attempt to slowly dismantle the police department. With all the shit he is pulling I have noticed a change in the coppers I work with. if the city was really serious about the gps being a safety issue, they would install it on our radios. if you wind up on a foot chase a lot of good it will do us if we can find the car, i would rather find the officer needing help.
additionally, if this was an officer safety issue OEMC would have the ability to track us in real time. they do not have this ability. only the bosses have that ability in their desk top computers.

I don't disagree in principle having GPS in our cars and radios. I DO strenuously disagree with our mayor not abiding with the same rules he mandates for employees.

That is why I take nothing from his mouth seriously and I make my own rules and have for years. Three years till retirement and I have been fooling them for years.

Look at it this way, if any of us could do much better elsewhere we already would be there doing it.

As it is this police thing is the best part time job I ever had. I see beautiful women every day, I talk to people all over, I read the newspaper, I take a nap occasionally, I get a good cigar in on most days and I get to fuck with assholes. And if I want a day off it isn't too hard to get it.

If your experience is different you need to do some adjusting to your surroundings. Enjoy it, this won't last forever.

A Unit Rep meeting has been called for Sep 10 to discuss pilot program schedule changes and any other topics that have come up over the summer.

Officers: make sure you unit rep attends this meeting, if he or she cannot make it be sure to send someone. Hold their feet to the fire!

We need to be involved in this stuff and the FOP is the only game in town. And we must stand united, we can disagree in private but must stand together in public.

Realistically it won't make much difference. Pensions are very high on the list of things the feds protect in bankruptcy situations. It may even be that your pensions are already protected by the federal pension guaranty system. I don't know for sure. In any case, if they wanted to change the system they can regardless of what the constitution says. The constitution doesn't say a pension plan can't be changed. Only that the benefits already earned are safe.
